Chapter I: Introduction

People these days are exposed in technology, and there are so many works that are

simplified because of technology. Technology used for work, education, government and every

transaction, so thats the researhers believes that technology is a part of our live now.

Every day, time is passing by, and knowledge is evolving to, and we need to continue

our path towards our future. As a researchers it is a big privilege to study and to deepen our

knowledge about it, and of course, fulfill our dreams to be a programmer, but before we can get

there, there are still a lot of challenges and tests that we need to face, and one of that is to create

an program of Digital e-voting system.

Advantage of E-voting make it possible to participate in elections and votes independent

of location, the clear guidance prevents formal errors and invalid votes, voters have the

opportunity to vote quickly and conveniently. The system can be used independent of the

platform and device, be it on a smartphone, tablet or computer.

The people with disables can vote or take apart in elections online without the help of a

third party, clear user guidance prevents formal errors such as illegible answers, missing

signatures incorrectly completed forms or invalid lists in the voting and election process. Voters

receive confirmation that their vote has been correctly cast and saved in the ballot box. Votes can

be countered quickly and precisely. E-voting essence votes are transmitted and saved in

encrypted and anonymized formed, sophisticated, algorithms prevent votes from being

manipulated without being deleted.

The researchers decide to developed a Digital E-Voting system to help the students,

teachers, and officer of San Jose del Monte National High School.

E- Voting is the process through which individuals convey their opinion and has the

freedom to elect a leader of the choice to signify and address the student's issues. In today’s

technological and knowledge age, computerized related matters become widespread. E-voting is

one of these substances and it is capable to deliver appropriate, less costly, fast and secure

services. The aim of this paper is to present an electronic voting system (E-Voting) to be applied

to the senior high school student of San Jose del Monte National High School. Several security

measures were integrated into the E-Voting system in order to achieve an enhanced, speedy and

accurate performance.

The researchers chosen this particular study because they experienced some problem

when it comes in voting, it was taking a long time before you receive the result. The researchers

encountered also some problems on how the students taking a vote, researchers creatively this

project to help the students to ease their vote.

The researchers are still considering themselves as a beginner and still finding their

strengths and weaknesses that they could improve and avoid in the industry of Computer

Science and they believe that there might be a program that can help not just them but also the

other students.

The researchers knows that the process of programming this software will not be easy

and there will be some possible bugs or malfunctions with their program that might cause some

irrelevance and doubts among the minds of the possible users of the software, that’s why the

researchers will conduct a Beta trial or a Testing process for the Students and the Teachers

before the release of the software, and to also know the feedbacks and suggestions from the

stated samples.

Background of the study

Electronic voting (also known as e voting) is voting that uses electronic to take care of

counting votes. The degree of automation may be limited to making a paper ballot or may be a

comprehensive system of vote input, vote recording, data encryption and transmission to servers

of election results.

According to Smith and Rupp,(2002). The voting system security and national level: how

hackers including sytem administrators could attack the system.

A worthy e-voting system was established by regulatory bodies, and must also be capable

to deal successfully with strong requirements with security, accuracy, and privacy. Sergei et al.

(2011). Stated that e-voting protocols had been develop, many different requirements are being

set.

According to Yao ans Murphy, (2007); Alqauah et al. (2016). The major five requirements that

we need to consider in our proposed prototype are, accessibility, eaae of use, accuracy/security,

privacy protection and mobility.

Statement of the Problem

To determine the level of satisfaction in the purpose outcome if the development of

Digital Voting System specifically it will seek the following questions:

1 What are the design considerations of SBORMS in terms of:

1.5 Layout

1.6 Interactive

2. Based on the gathered data the researchers want to determine the agreeableness of the

respondents regarding on Digital E- Voting System.

Significant of the study

As a researchers, E -Voting is one of the fundamentals that a students to secured their

vote. That’s why the development of e - voting is really important and significant to the

following.

Senior High School Students. The main beneficiary of these research are the senoir high school

students, because it will ease their work and it will make their vote safety.

Teachers. It will upgrade their teaching and make it more modern. They will also save a lot of

time of teaching how students vote carefully.

Future researchers of the same study. These study could also be helpful for the next

researchers that will going to tackle the same topic or at least have its similarities that could

possibly give them ideas and background information.

Scope and limitations

The survey and testing of a proposed software for the students will be conducting inside

the campus of San Jose Del Monte National High School only. All the interviews software

testing etc. The main focus and beneficiaries of this research are the Grade 11 Senior high school

of San Jose Del Monte National High School. The researchers target students are all of the Grade

11 Students in San Jose Del Monte National High School. Every information and reviews from

the students will not be manipulated by the researchers and will be presented to the readers

untouched and unedited.

Chapter II: Review of Related Literature

Introduction

In this chapter, the researchers will tackle the previous literatures about the researchers’

study about Digital E-Voting System. These literatures will help the researchers in making the

stated project possible and it will give background information on what the stated study is all

about.

The History of Electronic Voting

The computerization of the Electoral Justice began in 1986, during the presidency of

Justice Néri da Silveira, with the electronic re-registration of approximately 70 million voters.

In 1994, in the administration of Justice Sepúlveda Pertence, for the first time, the total of the

general elections by the central computer was made in the Superior Electoral Court.

In 1995, in the administration of Justice Carlos Velloso, the work of information of

voting began. A commission of lawyers and computer technicians presented a prototype of the

electronic ballot box. For the elaboration of the technical project of the electronic ballot box,

including the equipment and the programs, a working group was formed that counted on the

collaboration of specialists in information technology, electronics and communications of the

Electoral Justice, Armed Forces, Ministry of Science and Technology and the Ministry of

Communications.

Parallel to the studies of the requirements and premises for the construction of the

electronic ballot box, the Superior Electoral Court sought to sensitize not only the working body

of the Electoral Court to the challenging enterprise but also the other branches of the

government, the Legislative, on which the adequacy of the law depended to enable the

implementation of electronic voting, and the Executive, which should provide the necessary

financial resources.

After five months, during the municipal elections of 1996, the project was concluded.

The electronic ballot box, created by TSE, was then tendered for manufacturing. The goal was to

acquire ballot boxes capable of registering the vote of a third of the electorate, at the time,

around 100 million voters. The acquired ballot boxes were used throughout the state of Rio de

Janeiro, in other state capitals and in municipalities with more than 200 thousand voters, totaling

57 cities in the country.

Under the Presidency of Justice Marco Aurélio Mendes de Farias Mello, in 1996 the first

electronic voting in Brazil started. That year, a third of the electorate voted in electronic ballot

boxes.

In the 1998 election, two-thirds of voters voted electronically. Finally, in the year 2000,

the project was implemented in its entirety, when all the electorate voted electronically. This was

followed by the 2002, 2004 and 2006 elections. In 2006, about 125 million Brazilians voted

electronically.

It should be noted, however, that the entire process of information of electoral processes

has been permeated by in-depth studies and strict actions aimed at security and transparency of

the process, allowing a reliable record of the will of Brazilian voters, strengthening the country's

democracy.

In recent years, information technology has greatly affected all aspects of life, and

largely, this includes politics. In order to choose people to various positions different methods

have been set up, with researchers continually trying to find improvement to the existing

methods. The most recent method to be devised is electronic voting (e-voting). It is meant to

phase out outdated paper ballot, punched cards and other mechanical voting systems with

E-voting systems endeavor to make elections simple while reducing the total cost of the

election. Designing an air-tight and reliable e-voting system is therefore a great task, in that, the

system that must be developed must protect the privacy of the voter, be easily understood and

used by the entire voting populace -no matter who they are or where they come

According to Ibrahim, Additional to this, the mechanism that is needed to ensure that the

security and the privacy of an election are maintained at all times during elections can be

expensive and time-consuming for the election administrators. Most national elections are

designed to minimize the possibility of fraud and maximize public confidence. This is done by

inviting independent parties or representatives from each party to observe the election process

and by assuring the anonymity of the voter’s ballot. In addition, they are decentralized so that

any fraud, which may occur, is unlikely to compromise the process as a whole.

Advantages and disadvantages of an electronic voting system

Advantages

An electronic voting is an electronic system which uses election that would allow voters

to transmit their secure and secret voted ballot to election From now on, engineers have

repeatedly created new technology to improve the feasibility of electronic voting system.

Furthermore, it is convenience because with the well-designed software and system, the voters

can simply use their own equipment with the minimal time and skill to finish the voting process.

Tally speed. By clicking just a small button can summit your voting to the system, it us much

faster than the traditional ballot counting method operated by people.

Disadvantages

Despite the particular advantages to electronic voting system, critics of electronic voting

argue about the security issue and the unequal access chance to the internet are the main

drawbacks to the system. Furthermore, inequality problem because for those people with low

salary might not able to afford the equipment for electronic voting. They are not able to use the

computer facility might lose their privilege in voting. secondly, vulnerable to security the

security issue is the main drawback of the electronic voting system.Virus The server can be

easily protected from the attack of virus by using some specific kinds of operating system. Data

will be dangerous if virus attack

Chapter III: Methodology

Introduction

In this chapter, the researchers will discuss the research design and sampling techniques

about the study, and how the researchers will conduct a survey using the stated techniques to the

selected populations and samples in gathering information that will help the researchers to

execute the methodologies and to know the level of satisfaction of the computer programming

students in San Jose Del Monte National High school.

Research Design

This particular study to be using Descriptive research design. The researchers choose

this types of design because researchers gathering information by conducting a survey that will

analyze the level of satisfaction of the Computer Programming students of San Jose Del Monte

National High School.

The population of the study targeted the population of total number 266 of Grade-11

senior high school student of San Jose Del Monte National High School.

Sampling Technique

The study used sampling techniques which include random sampling that will be used in

collection of the information from the lecturers, stratified sampling where the list of different

respondents will decrease because it is too large for the researchers.

Instrumentation

A survey questionnaire was used in collecting data from the respondents of the study.

The design consideration survey questionnaires which is a research-made questionnaire consist

of seven dimension such as Functionality, Accessibility, Reliability, Responsiveness, Layout,

and Interactive with two question each

The said instrument developed after thorough reading and examination of related

literature and studies and of several questionnaires as main data gathering. Instruments of similar

study review by the researchers.

The respondents were asked to indicate whether each statement has been performed as

strongly agree, agree, moderately agree, disagree and strongly disagree by the students of Senior

High School in San Jose del Monte National High School.

Data Gathering Procedures

The researchers were guided by the following steps to govern the research instrument.

Upon the approval of the research proposal, the researchers searched for a similar

questionnaire with regards to Digital Electronic Voting System (EVS) and used it as their

reference to make their own survey-questionnaire.

The researchers made a formal letter to the expert validators to check and validate the

questionnaire for comments and suggestions to improve the instrument.

The researchers asked for the permission and approval of the Principal and Assistant

Principal of San Jose Del Monte National High School to conduct study.

The researchers required the approval of the members if they can manage a survey-

questionnaire.

The researchers interpreted the data and they presented the data in textual and tabular

form with due consideration of the problems.

CHAPTER IV: DATA ANALYSIS

Introduction

In this chapter of the research, the researcher will present and analyze the gathered data

from the conducted survey regarding to the Development of Digital E-Voting System.

Out of 167 students that have been asked and measured their level satisfaction, here are

the data from each question and criteria from actual instrument used.

The researchers used rating scale to measure the satisfaction of the respondents. 5 for Very

Satisfied, 4 for Satisfied, 3 for Neutral, 2 for Dissatisfied, and 1 for Very Dissatisfied.

continue to find bugs and errors in the mentioned aspect of the program that will make the
aimed development more relevant and pure.

Chapter V: Summary of the findings, Conclusion and Recommendations

Introduction

In this part of the research, the researchers will present the summary of the findings that

has been gathered throughout the whole process of conducting surveys that will help the

researchers to conclude the stated questions in the statement of the Problem. The researchers will

also give some Recommendations based on the conclusion that will help to resolve the stated

problem.

Summary of the findings

This particular research was conducted for measuring the level of satisfaction of the Grade 11

senior high school students in San Jose

Del Monte National High School towards the development of Digital E-voting system. The

researchers used Descriptive research design of the study. The questionnaire was served as the

instrument in gathering data in this research study. Students from Grade 11 in Senior High

School Department with the 160 students were selected as the respondents of this particular

research. The stated inquiry was conducted during the school year 2018-2019.

 Functionality

This reveals that majority of the Grade 11 senior high school students did not experience any

interruption and students found the program fluent and smooth while they are using it and

became very satisfied with the program.

 Accessibility

This table reveals that majority of the Grade 11 senior high school students are very

satisfied and satisfied with the accessibility of the proposed program.

 Reliability

. It shows majority of the Grade 11 senior high school students are very satisfied for the

reliability of the program.

 Responsiveness

. This reveals that majority of the Grade 11 senior high school students did not experience any

interruption and students found the program fluent and smooth while they are using it and

became very satisfied with the program.

 Layout

In conclusion, most of Grade 11 students are very satisfied with the layout of the program.

 Interactive features of the aimed development.

It shows most of ICT students was very satisfied enough when it comes with the interactive

commands and features of the proposed development.

Conclusion

Based on the preceding findings of the study, the following are set.

Majority of the in Senior High School Department of San Jose Del Monte National High School

is very satisfied and believes that Digital E-voting system will be helpful to the if implemented.

Based on the findings, majority of the respondents are very satisfied with the functionality,

accessibility, reliability, layout, responsiveness and interactive features of the Digital E-voting

system.

Recommendation

The researchers recommends to the future users of the Digital E-voting system to continue on

developing the program that will give their needs in terms of Voting especially in layout and

interactive features of the program.
