ABSTRACT

Unlike traditional systems, electronic voting (e-voting) system exploit computerized

voting equipments, computer networks and cryptographic protocols to conduct elections. They

possess the ability to merge both verifiability and ballot secretiveness successfully at the same

time, a combination that cannot be achieved by other means. Hence, elections conducted by e-

voting systems are expected to be efficient, accurate, secure and convenient. However, potential

problems associated with e-voting systems may degrade their acceptance. To establish e-voting

system as a reliable tool to conduct elections. This paper proposes an analysis of existing e-

voting schemes along their scopes.

INTRODUCTION

Student Council Voting System for Granja-Kalinawan National High School is a name

for new strategy, a blueprint for electing officers in the Student Council for the next generation.

The Information & Communication Technology’s commitment to remain at the top of the

rapidly changing world give us the tools to address the needs of tomorrow’s computing Student

Council Voting System for Granja-Kalinawan National High School is a software for electing

officer accurate application. It also happen that the proposed voting system is easier to use, more

adaptive and a responsive software.

The Student Council Voting System is a software designed primarily for developing

election applications. It is a simple software, because it managed to secure the ballots and

perform quick counterbalance. A major problem of student council is they spend much time on

office supplies such as pentel pens, manila paper, and bond papers to be used in preparing the

ballots and in tallying the notes. All class presidents need to tally the notes of the students and

together with their respective adviser. The proponent had to redesign the existing election

system. The traditional way just didn’t belong in the semi-computerized.

However, e-voting system have potential problems that may sacrifice all of their

benefits. Namely simple vote verification mechanisms enable entities to identity the link between

voter and as a consequence, the privacy of the voter is breached. Thus coercers can force voters

to obey their intentions. But in contras, electronic voting (e-voting) schemer based on advanced

techniques can alleviate the limitations of conventional voting systems. Also the resources of e-

voting are reusable; therefore e-voting based elections in expensive.

PROJECT SCOPE

The scope of this study will be designed primarily software for developing election

application. The main focus of our analysis will be related for the existing of e-voting schemes,

standardization, easier to use, more adaptive and responsive application. The traditional systems

involves the use of multiple supplies. Some may have potential problems, however it is clear that

less errors and move secured will give us an easier way to vote.

CURRENT ANALYSIS

This paper described a computerized voting system that was designed to the needs of

high school and also tackles the inherent problems of the present manual voting system. This

current system-manual voting is characterized by absenteeism, inconvenience, long queues,

stress, a lot of paper work, error-prone human effort involved in vote computation, missions,

delays and other election irregularities which plague the system and defeat the whole aim of

voting.

Several e-voting systems have been developed for varying uses. The system however was

specifically developed for use in institution and had security capabilities inbuilt into its design.

E-voting system incorporates all the features of a regular voting system but offers an alternative

method of conducting elections that is less stressful, easier, and faster through the use of

network. It eliminates the activities associated with the manual system and reduces drastically

the duration of elections, thus, resulting in huge financial savings. It is thus recommended for use

in any election if well adjusted.

In the analysis of an Electronic Voting System, there is a fear raised about a possibility of

a man in the middle attack which results into the theft of electronic data as it propagates. Though

this is a true possibility, more secured in encrypted system can be developed with a MAC

(Message Authentication Code).

REQUIREMENTS

Ideal e-voting schemes satisfy the following requirements:

Eligibility: Only persons who meet certain pre-determined criteria are allowed to cast permitted

number of votes. To achieve this, authority needs to verify the eligibility of voters and record

their casted votes.

Privacy: No one except voters can know their votes. To achieve this, any traceability between

voters and their votes must be removed during the whole election.

Accuracy: In elections, voters expect that their votes are correctly captured and that all eligible

votes are correctly tallied.

Verifiability: Variability is the ability to determine whether only and all valid votes are counted

in final tally or i,e. to determine the accuracy of the election. Accuracy of the election can be

verify in two ways, one is the individual verifiability where only voters can verify their own

votes in the tally. Therefore accuracy of the elections consists of n voters is ensured when there

are less than are equal to n votes and all n voters verify their votes. The other is universal

verifiability which enables any third party to verify the accuracy of the election.

Fairness: In order to conduct the impartial election, anyone should not be to compute the partial

tally before the end of the election which may influence the remaining voters and may affect the

voting result.

THE APPROACH

Electronic voting is often seen as a tool for making the electoral process more efficient

and for increasing trust in its management. Properly implemented, e-voting solutions can

increase the security of the ballot, speed up the processing of results and make voting easier.

Electronic voting system was simple but reliable and affordable. E-voting machine

provides an accurate method of capturing and tracking votes. Combined with paper operation

mood, the voting system can add vote-board and control remote flexibly, reusable and with auto

result reports.

EVALUATION
The evaluation is based on the information that was obtained at the time of the study. For

this estimate, the total cost for using internet will be approximately one hundred pesos. The total

cost of bond papers and ink will approximately one hundred fifty pesos.

REVIEW

According to Vaalit (2008), advantages of electronic voting for the authorities are as

follows: Electronic voting reduces and simplifies the work of authorities significantly; electronic

voting leads to notable cost savings through reduced personnel; reduce cost for example various

forms and documents are no longer needed; electronic votes can be counted fast and reliably, and

the result of the vote will be ready almost immediately.

Haupt (2008) described a different voting process that could be considered “electronic

voting”. According to Haupt, there exists a paper based system that uses computers to count the

actual ballots; however the original paper ballot is still intact. Direct Recording Electronic (DRE)

Voting is a voting machine that does not use a paper ballot, like the paper based electronic voting

machines.

RECOMMENDATIONS

 Define the goals clearly. Make sure electronic voting is the most appropriate solution.

 Be aware of the challenges. None of the systems currently available is perfect, nor is

there agreement on what a perfect e-voting system would look like. Learn from previous

national process.

 Get key stakeholders to buy in. Opponents of the system can and will come up with

objections and weaknesses and create distrust in the system and potentially in the entire

process.

 Provide for auditing and certification. These are important confidence building measures

and should be transparent, allowing stakeholders access to procedures and

documentation.

 Allow enough time for project implementation. Usually the technical implementation of

e-voting systems takes at least one year after awarding the tender and it takes a much

longer time for an e-voting system to be socially accepted.

 Plan for training, professional development, and civic and voter education. Well-

informed stakeholders will find it easier to trust a new system.

 Consider sustainability issues and plan for the future. Consider the total cost of

ownership, including review, upgrades and replacement as well as adjustments to new

requirements over time, rather than the one-time purchase costs.

CONCLUSION

The researchers conclude, that e-voting or electronic voting, refers to computerized voting

machines that use electronic ballots rather than paper ones. The system will process the

registration through bar code reader. The vote will automatically counted once the log-out

happens. Viewing of candidate’s information are allowed. It can also accept blank or empty vote

in every category. Results and ranking can preview using the system.
