FOREWORD

Research is one of the primary functions of a university. Research conducted in


universities contributes to the enhancement of disciplines, especially the ones that
are directly allied with its academic programs. Research also contributes to the
continuous improvement of pedagogical and administrative policies and practices of
the university. It is in this regard that the faculty and staff of Jose Rizal University
are enjoined to be involved in research. Hence, an institutional document to govern
the conduct of research in the university is deemed necessary.

This handbook contains policies and principles that govern the processes of research
and other related activities. Specifically, it contains general policies and principles
on research including research objectives and research ethics. The handbook also
stipulates the university research agenda, research thrusts, and research plans. The
qualifications and responsibilities of researchers, research dissemination, as well as
research incentives and honoraria, are also specified in this handbook.

While every effort has been made to ensure the accuracy, consistency, and
completeness of materials available at the time copy is made of this handbook, the
University reserves the right to make changes at any time during the school year
without prior notice. Such changes shall take effect whenever the University deems
them necessary.

HISTORY OF THE UNIVERSITY

Jose Rizal University was originally founded as the Far Eastern College
School of Accounts, Commerce, and Finance in 1919 as a non-stock, non-profit,
non-sectarian private educational institution to blaze the trail in the field of
commercial education. Its founder was the late Vicente Fabella; the first Filipino
certified public accountant. The name was subsequently changed to Jose Rizal
College in 1922 in honor of the great Filipino patriot and martyr who tried to
awaken his countrymen in his writings to the need for economic self-sufficiency and
independence.

The University was first located at R. Hidalgo Street in Quiapo, Manila. It


offered a four-year bachelor's degree in Commerce as well as a high school. It had
continued to provide educational services since 1919 except during the Japanese
occupation of the Philippines in World War II, when it remained closed as a gesture
of protest in spite of repeated attempts by the occupation authorities at the time to
have it opened.

The University reopened after the end of the war in 1945 and, faced with the
need for expanded facilities, transferred in 1950 to its present site in Mandaluyong
City, then part of the province of Rizal and subsequently Metro Manila.

The University is a founding member of the Philippine Association of


Colleges and Universities (PACU) in 1932, the Philippine Association of Collegiate
Schools of Business (PACSB) in 1962, the Private Education Retirement Annuity
Association (PERAA) in 1974, and the Philippine Association of Personnel
Management in Private Schools (PAPMIPS) in 1997.

In its more than 100 years of existence, the University has achieved the
singular distinction of having produced a remarkable number of successful
graduates who have enjoyed the respect of the nation. Among them are included a
President of the Philippines, a justice of the Supreme Court, several members of the
legislature and the Cabinet, some ambassadors, no less than twenty heads of banks
and financial corporations, several heads of educational institutions, acknowledged
leaders in the various fields of industry, commerce, agriculture and trade, and armed
forces officers of general rank. It can rightfully claim that it has contributed its share
in the molding of character and training of successful graduates.

The careful combination of proven competence in instruction plus valuable


experience in the practice of the profession has been the guide of the University in
the selection of faculty members. This policy, combined with carefully planned
programs in the various disciplines and adequate facilities, has formed the basis for
the impressive educational record of the University.

The University aims to develop its students to become useful and
responsible citizens through the effective transfer of relevant knowledge and
desirable values.

Jose Rizal University is committed to provide quality education through


compliance with stakeholder requirements, continuous improvement of its
organizational system, and develop competent and professional teaching and non-
teaching personnel, to ensure efficient transfer of relevant knowledge and desirable
values.

DATA PRIVACY

The University is committed to protect the privacy rights of its students (also
known as data subjects) on personal information pursuant to the provisions of the

Data Privacy Act of 2012. Students are urged to read and understand the privacy
notice posted on the University website, which explains how the University collects,
uses, retains, and discloses the personal information of its data subjects. Questions
about policy or any complaint regarding the treatment of privacy by the University
may be communicated to the Data Privacy Officer.

JOSE RIZAL UNIVERSITY AND RESEARCH

José Rizal University promotes research and teaching nexus in higher


education, capacitating its faculty and staff towards generating knowledge and
contributing to regional, national, and international development.

RESEARCH IN JRU
The quality of a University is gauged not only in terms of its delivery of
quality instruction but also through the quality of its research program.

At the first UNESCO-sponsored World Conference on Higher Education,


held in Paris in 1998, the historic document on World Declaration on Higher
Education for the 21st Century defined the core missions of higher education as “to
educate, to train, to undertake research and to provide services to the community.”
The 2009 World Conference reaffirmed the importance of higher education and
research in meeting global challenges and building more inclusive, equitable, and
sustainable knowledge societies.

The Commission on Higher Education mandates universities to have a


dynamic research program manned by qualified and competent faculty members and
supported by an adequate budgetary allocation.

José Rizal University has long encouraged research, as evidenced by the


existence of the Research Office, research capability-building activities, and
incentives for faculty researchers. The University recognizes that the development
of an organized, responsive, and forward-looking research program is an important
prerequisite for the continuous improvement and competitiveness of the University.
It is a necessary step for further accreditation and university status. It is also an
integral part of the University’s efforts to meet its general objectives of preparing
men and women to become responsible and useful citizens of the nation and our
global village. Encouragement is given to faculty, administrators, and staff to
conduct and produce relevant research work related to the University’s mission and
objectives.

Faculty and staff are encouraged to research so that they may contribute to
the continuing development of their respective discipline and professional practices.
The University promotes research-based instruction and the use of technology for
innovation in teaching and learning. The University encourages, and where
necessary and appropriate, supports academic research undertaken by the faculty
and staff of the University. The research activities include training workshops,
development of instructional materials, presentation of research outputs, publication
of research articles in reputable journals, formulation of the policy brief, and
research linkages with other educational institutions and professional organizations.

UNIVERSITY RESEARCH OFFICE

Research Office
Research in the University shall be overseen by the Research Office. The
Research Office plans and monitors activities and projects to develop and maintain a
culture of research at the University. These activities may include research training,
production, dissemination, and publication. The Research Office shall serve as the
depository and monitoring office of all research contracts, research outputs, and
other relevant research databases, documents, and properties of the University. In
close coordination with the academic unit heads and people in charge, the Research
Office shall monitor compliance with all research contracts by the parties concerned,
as well as the submission of research outputs.

The Research Office provides support for academic units undergoing


Accreditation by providing the relevant documents and exhibits.

Research Director
The Research Office shall be headed by the Research Director. The
Research Director shall oversee the implementation of the University research
policy guidelines across all academic divisions; chair the regular meetings and
facilitate dialogues of the Research Committee in the pursuit of the University
research agenda, and plan activities and projects consistent with the University
research policy guidelines.

For operations of the Research Office, the Research Director is assisted by a


Research Assistant and an Office Staff. Researchers who need technical assistance
for statistical processing and analysis may be assisted by the Research Assistant and
other JRU faculty who have the knowledge and expertise in these areas. Likewise,
the English language faculty may be tapped to assist researchers in their English
editing needs.

The Research Director holds office in Room T-13 of the Tower Building. A
Research Area has been designated on the Fourth Floor of the Tower Building for
the researchers to do their research work.

University Ethics Committee


The University Ethics Committee is the highest body tasked to govern
research ethics across the University. It is composed of the Vice President for
Academic Affairs as the adviser, either the Research Director, and representatives
from all the academic divisions. Cognizant of the University’s pursuit of its research
function, the Committee ensures the protection of the rights, dignity, health, safety,
and privacy of human subjects, the welfare of animals, and the integrity of the
environment. In the same vein, it strictly upholds the health, safety, rights, and
academic freedom of researchers and the reputation of the University as an
institution of high-quality research.

There are three important obligations placed on the University Ethics


Committee. First, and most importantly, it must ensure that the rights of research
participants are protected. This is achieved by ensuring that individuals receive
sufficient information, which can be easily understood, and ensuring that
appropriate strategies are in place to protect participants from potential adverse
consequences of the research. Second, it has an obligation to society which provides
the resources for research and will ultimately be affected by the results. Third, the
University Ethics Committee has an obligation to the researcher. The research
proposal and final report should be treated with respect and consideration. The
University Ethics Committee should strive to meet each of these obligations.

Research Committee
The Research Committee shall be a collegial body composed of the Vice
President for Academic Affairs as the adviser, the Research Director, and
representatives from the different academic divisions. It shall review research
proposals, recommend worthy projects for University support, ensures the
enforcement of research contracts, and review submitted research projects based on
the approved research agenda.

All research projects requiring financial or non-financial assistance from the


University shall be approved by the President upon the recommendation of the
Research Director and the Vice President for Academic Affairs.

The Research Committee updates and revises, as may be necessary, the


policies and guidelines for the conduct of research projects and their dissemination,
publication, and utilization for approval by the President.

Editorial Board of the BEL Journal
The Editorial Board of the Journal of Business, Education, and Law (BEL
Journal) exercises the editorial prerogatives for peer-review, editing, approval,
printing, and dissemination of the journal in coordination with the Editor-in-Chief
and the Research Director. The Editor of the BEL Journal shall invite reputable and
experienced researchers and faculty members as external reviewers/referees of
articles submitted for publication to the BEL Journal.

GENERAL POLICY STATEMENTS ON RESEARCH

1. DEFINITION OF RESEARCH
Research is defined as the meticulous, systematic, and critical inquiry into a
field of knowledge in order to generate new knowledge regarding human
beings, the human environment, culture, and society. Research also includes the
use of knowledge to develop new teaching and learning strategies and devise
new applications, devices, processes, and programs.

Research covers all disciplines and continuously evolves. It is both a


systematic and scientific extension, as well as a practical application of
knowledge through careful and appropriate investigation. It involves basic
studies, where scholars work to acquire new knowledge; applied studies, where
an attempt is made to answer specific problems by applying knowledge and
methodology which have been acquired; and operational studies, where the
emphasis is on the feasibility of projects, evaluation of programs, and
production of new or improved materials, devices, processes, and programs.
While the primary focus of the University shall be on research in the scientific
tradition, creative work and the development of materials to enhance the
teaching-learning process are also encouraged.

2. FUNDAMENTAL RESEARCH PRINCIPLES


The following are the principles of research adhered to by the University:

a. An accredited institution of higher learning subscribes to three primary


areas: (i) the extension of the boundaries of knowledge, (ii) the
conservation of knowledge already acquired, and (iii) there is a diffusion of
knowledge through teaching, publication, research mentoring, and other
methods of dissemination.
b. Institutions of higher education are the principal instrumentalities where (i)
new knowledge is created by faculty and staff capacitated to conduct

research, (ii) existing knowledge is preserved and propagated through
libraries, databases, and other online knowledge repositories, and the minds
of faculty, staff and students, and (iii) knowledge are disseminated through
teaching, publications and as bases for further studies. In order to fulfill
their primary and essential functions, institutions of higher learning require
qualified freedom in both their administrative and academic activities.

c. The extension of the boundaries of human knowledge is accomplished


primarily through research, both basic and applied. The results of such
research are made available through publication and other forms of
dissemination. Competent colleagues appraise the validity, relevance, and
consistency with the university’s research agenda through constructive
review, criticism, and re-examination.

d. Research primarily refers to a series of planned activities undertaken to


obtain valid and reliable answers to verifiable research problems, using the
methods of observation, documentation, inquiry, and/or other approaches
acceptable in the scientific tradition.

Given the changing dynamics of research and its form, style, scope, and
methodologies that vary across areas, fields, or disciplines, research may
also refer to these emerging forms of studies.

e. Faculty and staff are free to pursue research that best contributes to their
respective educational objectives and the fields of investigation they
embrace, preferably consistent with the University’s vision, mission, and
objectives.

3. UNIVERSITY RESEARCH OBJECTIVES


Research in JRU aims to:
a. Promote awareness of and commitment to competent and credible research
as an integral component of education;
b. Encourage faculty, administrators, and staff to conduct and produce relevant
research work;
c. Develop and implement a research development plan to guide and
coordinate the research efforts of the University;
d. Assist the University in building a reliable database on important areas of
scholarship for upgrading knowledge and skills;
e. Be a venue for the University’s conduct of research capability-building
seminars and workshops;
f. Establish a repository of quality research projects;

g. Contribute to the realization of the research agenda of the country’s policy-
making bodies (e.g., Commission on Higher Education (CHED),
Department of Education (DepEd), National Economic Development
Authority (NEDA); and
h. Serve as a partner of the business sector in pursuing critical research and
study requirements on critical national development concerns.
i. Initiate or participate in research aimed at achieving the ASEAN
development goals.

4. NATURE AND CLASSIFICATION OF RESEARCH


Research is one of the main functions of higher education institutions.
Universities, in particular, are expected to lead in the conduct of technology-
directed and innovative/creative research which are locally responsive and
globally competitive. The University recognizes that research may involve
different activities that share a common characteristic of originality. These
activities may involve:
a. Creative, systematic work undertaken to increase knowledge of humanity,
culture, and society, and utilization of this knowledge to develop new
understanding and create, implement, and evaluate new applications;
b. Experimental and technical works that investigate existing or generate new
theories and principles with results that increase theoretical and practical
knowledge, offer new interpretations, introduce innovations or inventions,
and/or improve methods, materials, products, and processes;
c. Other related activities are excluded from the strict definition of research,
but that faculty can be encouraged to do, such as:
 Routine and standard testing of materials, components, and
processes and the standard application of testing methods;
 Development of teaching materials that do not embody original
research; such as online teaching modules;
 Updating of curriculum and teaching methods which is a routine
function of the academic faculty and staff;
 Creative literary work;
 Textbook writing for specific courses; and
 Laboratory workbooks and handbooks.

5. RESEARCH ETHICS
The University is committed to the standards of research integrity and
expects its researchers to maintain the highest standards of professional conduct.

Researchers must ensure that their work upholds the integrity of the University
and the profession to which they belong.

Responsible conduct of research entails maintaining high ethical standards


in undertaking every aspect of the research process from the inception to the
reporting of results. Specifically, researchers must exhibit intellectual honesty
by ensuring validity and accuracy in the collection, analysis, and reporting of
data. Further, researchers must exhibit academic integrity by upholding respect
for fellow researchers, and research participants, diversity of knowledge,
democratic values, and academic freedom.

6. DATA PRIVACY

The University is compliant with the Data Privacy Act of 2012 (DPA),
including its Implementing Rules and Regulations (IRR). The following
Guidelines apply to Research:

a. The DPA shall not apply to personal information processed for research
purposes, only if all of the conditions are observed:

1. Data processed shall only be to the minimum extent of the collection,


access, use, disclosure, or other processing necessary to the purpose,
function, or activity of the research (IRR, §5).

2. Processed personal data shall be used only for the needs of scientific
and statistical research and, on the basis of such, no activities shall be
carried out and no decisions shall be taken regarding the data subject
(IRR, §37).

3. The personal data shall be held under strict confidentiality and shall be
used only for the declared purpose of the research (IRR, §37).

4. Personal information that will be processed shall be intended for a


public benefit, subject to the requirements of applicable laws,
regulations, or ethical standards (IRR, §5).

b. Any limitations on the rights of the Data Subject (DS) shall only be to the
minimum extent necessary to achieve the purpose of the research (IRR,
§37).

c. Data collected from parties other than the DS for purpose of research shall
be allowed when the personal data is publicly available or has the consent of

the DS for purpose of research: Provided, that adequate safeguards are in
place, and no decision directly affecting the DS shall be made on the basis
of the data collected or processed. The rights of the DS shall be upheld
without compromising research integrity (IRR, §20).

d. The processing of personal information for research purposes, without


getting the consent of the DS, may rely upon §12 (f) of the law, i.e., the
processing is necessary for the legitimate interests pursued by the Personal
Information Controllers or third party to whom it is disclosed. However,
disclosure of personal data for research requires proper caution and
vigilance on the part of the school and researcher.

e. While research falls under the exception, protection must be afforded to the
DS. As such, the personal information controller or processor shall use
reasonable means to protect the privacy and security of personal data.

f. The person/entity involved in the processing of personal data has the burden
to prove that the particular information is beyond the scope of DPA, and the
applicability of the DPA shall be liberally interpreted in favor of the rights
and interests of DPA (IRR §7).

g. Further, the research exemption does not affect the applicability of the
general principles of data privacy:

i. processed ‘fairly and lawfully;


ii. obtained only for one or more specified and lawful purposes and not
further processed in any manner incompatible with that purpose or
those purposes;
iii. adequate, relevant, and not excessive in relation to the purpose or
purposes for which they are processed;
iv. accurate and, where necessary, kept up to date;
v. not kept for longer than is necessary for that purpose or those
purposes;
vi. processed in accordance with the rights of data subjects provided
for under the DPA (subject to the exception);
vii. protected by appropriate security measures; and
viii. not transferred to a country without adequate data protection.

h. If the personal data involved in the research will constitute sensitive


personal data (racial or ethnic origin of the data subject; his or her political
opinions; his or her religious beliefs or other beliefs of a similar nature
etc.), it is recommended that explicit consent is obtained or the processing

falls under any of the circumstances under §13 of the DPA IRR because
sensitive personal data may compromise privacy and security of the DS.

i. Personal data disclosed is recommended to be anonymized, if possible. This


reduces the risks in the subsequent use/reuse of a researcher’s notes.

Faculty and students who wish to obtain personal information from


respondents from JRU (may seek approval through the Research Office) in
connection with the research they are undertaking should fill out the
Confidentiality Acknowledgement and Undertaking for Research Form.

RESEARCH AGENDA AND PLAN

1. Research Agenda
A research agenda shall be prepared every school year to define the priority
research thrusts. This research agenda shall be consistent with the following:
a. National Higher Research Agenda of the Commission on Higher Education
and the Basic Education Research Agenda of the Department of Education;
b. Harmonized National Research and Development Agenda of the
Department of Science and Technology 2017-2022;
c. Philippine Development Plan 2017-2022;
d. Current and emerging research thrusts of ASEAN and other international
academic communities; and
e. Policies, Standards, and Guidelines of the various disciplines.

2. Research Thrusts
All academic departments may identify their respective research thrusts or
research priorities to guide and facilitate the development of focused research
projects consistent with the University’s vision-mission and approved Research
Agenda.

3. Research Plan
A Research Plan is based on the targets of the University towards meeting
the quality standards of higher education, such as Accreditation, Typology,
Center of Excellence, Center of Development, and ISO. The Research Plan is
incorporated in the three-year University Academic Development Plan and the
University Pyramid.

TYPES OF RESEARCH IN JRU

There shall be three types of research in JRU:


(1) Guided Research (G-Res),
(2) Collaborative or Institutional Research for groups of researchers
from JRU and
other groups, agencies, or institutions,
(3) Independent Research

At the end of the G-Res Program, the participants write the results of
research projects in a ready-to-publish format and present research results in a
forum. Authors may also submit their research outputs to reputable journals for
publication or present them at reputable local or international conferences.

RESEARCH DEVELOPMENT PROCESS

The research development process of the University has three components


covering the following phases: proposal preparation and approval; research
implementation and monitoring; and research completion, as shown on the next
page.
The research proponent/s should accomplish/es the Research Proposal Form
F-RSH-001 and submit the form with the required signatures. The filled-up form is
received and evaluated in the Research Office, then communicates the
recommendations to the proponent/s. A research contract is prepared and properly
signed by the VPAC. He endorses the contract to the University President.
The researcher conducts the research with the guidance of a mentor. The
research output is evaluated, and the revised paper is presented in a forum. The final
payment of the research honorarium is made after the project is closed.

QUALIFICATIONS AND RESPONSIBILITIES OF RESEARCHERS

The University adopts a policy of providing support to its faculty to do


research. Aside from their teaching functions, faculty are allowed and encouraged to
work on research projects and present research papers and posters at professional
conferences.

1. Faculty Researchers
Faculty Researchers are faculty of JRU who undertake approved research
projects in addition to their regular teaching load during a semester/trimester.

They must have the knowledge and/or experience in the formulation and
implementation of basic, field, or laboratory research work or are willing to
undergo training and monitoring in order to learn these. They shall allot time for
the research project without sacrificing their time for teaching. Their research
must primarily be consistent with the Division’s and the University’s research
priorities.

The Faculty Researcher shall have the following duties:


a. Plan and direct the research procedures/operations necessary to meet the set
objectives of the research;
b. Plan, organize, coordinate, and control the duties and tasks of lower-level
research personnel (if any) through the different stages of the research
process;
c. Recommend the purchase of supplies and materials needed in the research
project;
d. Attest to the veracity of reimbursement requests for transportation and other
research operating expenses;
e. Write and edit all required reports, including quarterly, accomplishment,
annual, and terminal reports;
f. Submit to the Research Office and the Division Head the required
submissions, revisions, and deliverables stipulated in the research contract;
and,
g. Comply with all of the duties and responsibilities spelled out in the research
contract.

2. University Researcher
University Researchers are faculty of the University who are given some
time off from their teaching functions in order to concentrate on doing
individual research in the area of expertise. They shall be full-time faculty,
preferably doctoral degree holders, with a minimum of three years of service to
JRU and shall have a good research track and/or potential. They shall not teach
in any other educational institution during the duration of their appointment as a
university researcher.

University researchers shall be given a University researcher designation for


one academic year and renewable for another year. The Dean of their home
college shall agree to release them from their teaching load. Generally, the de-
loading is for 12 units; however, the Vice President for Academic Affairs, upon
the recommendation of the Research Director, shall determine if a larger de-
loading is warranted.

The principal duty of a University Researcher is to conduct research related
to the academic program or the department, college, and/or University. The
research topic shall be within the University’s research agenda and approved by
the Research Director. The University Researcher shall complete two research
projects during the academic year and submit both for publication in an ISI,
SCOPUS, or equally prestigious publication. The final research paper shall also
be presented at a University Research Forum.

There may be two University Researchers per year. Additional University


Researcher/s may be recommended by the Vice President for Academic Affairs
subject to the approval of the President

3. University Officers as Researchers


University officers or administrators, such as Vice Presidents, Deans, and
Directors, may undertake research projects individually or with teams from their
respective units to spearhead their research thrusts and bolster their research
capability. They shall be entitled to the same privileges and subject to the same
obligations as other researchers.

4. Staff Researchers
Non-teaching staff from service units of the University, such as the
Guidance and Testing Office, Student Development Office, Community
Development Office, and University Library, may be allowed to undertake
research projects, provided that the project shall benefit their Office or service,
their working hours shall not be hampered, and their supervisor allows it.

5. Student Researchers

This Research Handbook is meant for faculty and staff researchers. Students
who are doing research as part of their academic programs shall follow the
research policies and procedures of their respective academic units. The
academic divisions can adopt their template for Undergraduate and Graduate
thesis/dissertations. However, the thesis/dissertation should contain the Title
Page, Approval Sheet, Declaration of Originality, Abstract, Table of Contents,
List of Tables, and List of Figures. The chapters may consist of the 1.
Introduction,2. Review of Related Literature, 3. Research Methods, 4. Results
and Discussions, 5. Summary, Conclusion, and Recommendations, 6.
References 7. Appendices. The 7th edition of the APA format is recommended
for educational research.

RESEARCH INCENTIVES AND BENEFITS

Researchers may be entitled to incentives for their research projects. The


classification and type of the incentives provided on a case-to-case basis shall be
recommended by the Research Director, and endorsed by the Vice President for
Academic Affairs, for approval of the President. Such incentives may include any or
a combination of the following:

1. Research Honorarium
Remuneration shall be provided by the University for completed and
accepted research projects duly endorsed by the concerned Division Head, the
Research Office, and approved by the President. The amount of the said
financial incentive shall be determined by the President upon the
recommendation of the Research Office and as duly stipulated in the approved
Research Contract. The determination of the amount shall be based on the
nature, scope, coverage, and relevance of the research project/output.

2. Financial Support for Research Papers Accepted for National and


International Presentation
On a case-to-case basis, the University may provide financial support to
research papers accepted for presentation in national and/or international
conferences or seminars. Due to travel restrictions, this support is limited to the
conference registration fee. The researcher applies for University Support for
Research Paper Presentation. He/she must submit copies of the accepted paper,
letter of acceptance, and details about the Conference, including the registration
fees with the filled-up and signed Application for University Support for
Research Paper Presentation (F-RSH-003). Decision on the grant of all or any of
these shall be made by the President or Vice President for Academic Affairs
upon the endorsement of the concerned Division Head and coursed through the
Research Director. Once granted, the concerned researcher is mandated to
submit a financial report, a copy of the Certificate of Participation, and a copy
of the Conference Program, preferably a week after the said conference.

3. Publications Incentive
A proposed schedule of incentives will be made for the subsequent school
year once the university is ready to reinstate this incentive.

4. Classification Plan and Performance Evaluation


The University Classification Plan, as well as the Faculty Evaluation
System, contains incentives and/or credits for research work in the form of
points/credits specified therein. Please see the Classification Plan and

Performance Evaluation System of the Administrative and Human Resources
Office for details.

EVALUATION OF RESEARCH

All research done at JRU shall be of scholarly quality and shall exhibit the
researcher’s competence and credibility. They shall conform to the rigors and
requirements of scientific, acceptable, and verifiable research processes and
techniques and appropriate interpretation and presentation of findings and
conclusions. They shall meet the standards of creativity, originality, quality,
validity, relevance, and responsiveness.

The final research report for research projects shall follow the JRU Format
for the Final Research Report. This format is a generic structure applicable to
research papers in general and meets international publication standards as
prescribed in the most recent edition of the Publication Manual of the American
Psychological Association (APA).

The Research Office submits the final report to the plagiarism checker to
assess the integrity of research outputs. Completed research projects shall be sent to
one or more reviewers/referees to ensure the quality of the scholarly work. The
referees shall be selected by the Research Director based on their experience in the
area appropriate to the paper and their ability to referee in a timely and responsible
manner. The designated reviewer/referee shall review the completed research report
and fill out the Research Evaluation Form (F-RSH-002).

Faculty researchers shall revise their research reports according to the


recommendations of the reviewer/referee. Final approval of the research project
shall be done by the Research Director as recommended by the designated reviewer.
Quality indicators such as acceptance rate, high levels of readership, importance to
the field, and complexity of the research are included in the assessment of the
research.

Researchers who do not complete the approved research on the dates


specified shall not receive their honoraria.

RESEARCH PUBLICATION

1. General Publications Guidelines


Publications in the University shall be overseen by the Research Office,
following these guidelines:

a. Faculty, administrators, and staff shall be encouraged to do scholarly work
for publication, which serves as a mark of distinction and a gauge of their
professional competence.
b. The University shall assist in the publication of research and scholarly work,
depending upon the nature and quality of contents proposed for publication.
c. Researchers are encouraged to have their contributions published in the
BEL Journal or other scholarly journals, preferably in ISI or Scopus-
indexed journals.
d. Since publication in ISI or Scopus-indexed journals requires certain fees,
the researcher may request university support for publication fees. A letter
of request has to be addressed to the Research Director with the letter of
final approval of the paper by the journal editor, a copy of the research
output, and the official statement of the fees to be paid. The Research
Director then endorses the request for university support for publication to
the Vice President of Academics (VPA). Then the VPA requests the
President for approval of the request. The President approves the request
upon the recommendation of the VPA and the University will jointly own
the copyright to the research work with the Publisher.

The University has the first option for all publishing, printing, and material
development of all its official research activities and projects (e.g. textbooks,
workbooks, cases).

2. Journal of Business, Education, and Law (BEL Journal)

The Journal of Business, Education, and Law (BEL Journal) is a


professional publication of Jose Rizal University dedicated to the active
application and dissemination of research projects, studies, and other academic
and scholarly papers/essays. In recent years, the BEL Journal has been expanded
to cover areas other than business, education, and law, including fields of public
policy and administration, social sciences, computer studies, information and
communications technology, hospitality industry, health sciences, liberal arts,
and other emerging fields of study. As a leading educational institution offering
quality degree programs in the said fields, Jose Rizal University is committed to
the development and enrichment of these fields/areas of study/inquiry as critical
inputs to the strengthening and building of these programs and the advancement
of the students.
The BEL Journal allocates adequate space in its issues for completed
official research projects consistent with its thrusts. The review and selection of
research reports to be included in the BEL Journal shall be governed by the
guidelines and requirements of the BEL Journal’s Editorial Board.

The BEL Journal is a peer-reviewed and externally refereed journal
published annually. Articles and other contributions from all interested parties
are welcome.

3. The Editorial Board


The Editorial Board shall be committed to sharing interdisciplinary
investigations with experts in various fields to ensure that the BEL Journal
meets high standards of scholarly research.

The Editorial Board shall be composed of the Editor, Associate Editor, and
Managing Editor. At least six specialists in various fields, from JRU and other
Higher Educational Institutions in the Philippines or abroad, compose the
Reviewers or Referees. The Vice President for Academic Affairs and the
Research Director shall recommend a list of candidates for the Editorial Board
for the President’s approval.

The Editorial Board shall be independent of the Research Committee.


Membership on the Board shall be valid for a period of two issues or two
school years, whichever is longer. The Editor of the BEL Journal for the year
shall be appointed by the President upon the recommendation of the Research
Director and the Vice President for Academic Affairs.

The Editorial Board’s minimum criteria for considering articles and other
contributions are that: (i) the work is relevant to the fields of concentration and
interest of the University; (ii) the work is applications-oriented; (iii) the work is
written in a scholarly manner following the Code of Research Ethics.

4. Review/Refereeing Process
The Editorial Board, chaired by the Editor, handles the peer-
review/refereeing of all articles before publication.

An open review mentoring scheme is followed for the review process. The
Editor assigns the reviewer who will mentor the author/s of an article. Upon the
approval of the reviewer-mentor, the revised article is submitted to the Editor.
Then the editorial board reviews the revised article endorsed by the mentor.
The revised article is subjected to APA format review. Then the editorial board
decides on the publication of the final form of the article.

The referees may or may not be members of the Editorial Board.

5. Research Publication in Other Scholarly Journals
In addition or as an alternative to publication in the BEL Journal,
researchers are encouraged to have their contributions published in other
scholarly journals, for which due note shall be made. Researchers should beware
of predatory journals.

Furthermore, these research outputs may be submitted, presented, and/or


published in national and international conferences, seminars, and other
academic gatherings as JRU’s inputs or contributions to further studies and
discourses in these areas here and abroad.

6. University Research Handbook


The University Research Handbook compiles the policies and guidelines,
regarding research and publications in the University.

7. Online Journal System of the BEL Journal

The BEL Journal is available electronically. Please contact the Research


Office for the most current information.

RESEARCH DISSEMINATION

The Research Office supports and encourages the dissemination of research


results and recommendations to the University community, the rest of the academic
world, and the general public, which can benefit from these research results.

Some venues for research dissemination are In-house Research Colloquia,


Sharing Sessions, Poster Presentations, and Presentation at Local, National, and
International Conferences.

1. Guidelines for Research Presentation in Conferences


JRU supports researchers who wish to disseminate their research projects in
conferences outside the University, provided that these research projects are of
good quality and the conferences are organized by reputable organizations.
There is a sufficient budget to cover the costs. The following guidelines shall be
followed:

a. Researchers may present in conferences either University research projects


that are outputs of the G-Res program, collaborative or institutional
research, or independent research projects (not funded by JRU) that they
authored.

b. Researchers may apply for financial support for research paper presentations
at conferences. When the research paper is accepted for presentation, the
author may submit the Application for University Support for Research
Presentation to the Research Office with the following attachments:
i. Official letter from the Conference Organizer confirming
acceptance of the research paper for presentation;
ii. Conference details, such as conference dates, venue, registration
fee, and accommodation costs; and
iii. Preferred dates of travel (depending upon travel advisory)
iv. Copy of the accepted research paper.
c. If there are several authors in the research project, the University shall fund
only one author’s expenses for presentation at the conference.
d. A research paper shall be supported for presentation at only one conference.
Hence, if the author presents the same paper at another conference, funding
shall no longer be given by the University.
e. To spread out opportunities, the University shall fund a researcher at only
one conference per academic year unless there is a strong justification for
several conferences a year.
f. The Office of the Vice President for Administration (VPAD) shall help the
researcher in making online registration payments and online booking for
flights and accommodations. The Office shall try to get a balance of the best
value for the University and the researcher.
g. Part-time faculty members shall continue to serve the University for at least
one more semester after the travel grant is received, with the University
reserving the right not to give academic loads if conditions warrant.
h. After the conference, the researcher should submit the following to the
Research Office:
i. A report on his/her attendance at the conference, with photos of the
presentation;
ii. A copy of the full paper or video presentation;
iii. A copy of the conference program;
iv. A financial report; and
v. Conference Proceedings if available.
i. The inclusion of the research paper in the Conference Proceedings may be
considered in the faculty accomplishments but not as publications.

After the President’s or VPAC’s approval, the Office of the Vice President
for Administrative Affairs shall assist the researcher in completing the registration
and travel arrangements.

The Research Office initiates, builds, and maintains research linkages with
researchers in other educational institutions in coordination with the Vice President
for Quality, Linkages, and Technology-Enabled Learning. More information on
