at Edwin I. Hatch, Units 1 and 2. On April 12, 2023, the NRC inspectors discussed the results of
this inspection with Mr. Johnny Weissinger, Site Vice President, and other members of your
staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensee’s
performance by conducting an integrated inspection at Edwin I. Hatch, Units 1 and 2, in
accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRC’s
program for overseeing the safe operation of commercial nuclear power reactors. Refer to

No findings or violations of more than minor significance were identified.

PLANT STATUS

Unit 1 began the inspection period at 100 percent rated thermal power (RTP). On January 23,
2023, the unit was down powered to 95 percent RTP to perform an average power range
monitor instrumentation calibration and returned to 100 percent RTP on January 25, 2023. On
March 11, 2023, the unit was down powered to 70 percent RTP to perform a control rod
sequence exchange and turbine valve testing. On March 12, 2023, the unit was returned to 100
percent RTP and operated there for the remainder of the inspection period.

Unit 2 began the inspection period at approximately 95 percent RTP due to its end of cycle
coast down for the Cycle 27 refueling outage (2R27). On January 29, 2023, the operators shut
down the unit for the scheduled refueling outage. The unit was restarted on February 26, 2023,
and reached approximately 100 percent RTP on March 6, 2023. On March 11, 2023, the unit
automatically decreased power to approximately 79 percent RTP due to a recirculation pump
runback caused by low suction pressure to the condensate booster pumps while lowering
hotwell level. The licensee determined the cause of the runback and restored the unit to 100
percent RTP on March 12, 2023. On March 29, 2023, the operators reduced power to
approximately 20 percent RTP to perform maintenance on the digital controls for the main
generator. After repairs were completed, on March 30, 2023, the operators proceeded to
increase power. On March 31, 2023, while operating at 97 percent RTP, operators inserted a
manual reactor scram (rapid shutdown), as required by technical specifications, due to the
unexpected trip of both reactor recirculation pumps. The unit remained shut down for the
remainder of the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in
effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with
their attached revision histories are located on the public website at http://www.nrc.gov/reading-
rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared
complete when the IP requirements most appropriate to the inspection activity were met
consistent with Inspection Manual Chapter (IMC) 2515, “Light-Water Reactor Inspection
Program - Operations Phase.” The inspectors performed activities described in IMC 2515,
Appendix D, “Plant Status,” observed risk significant activities, and completed on-site portions of
IPs. The inspectors reviewed selected procedures and records, observed activities, and
interviewed personnel to assess licensee performance and compliance with Commission rules
and regulations, license conditions, site procedures, and standards.

significant systems from impending severe weather during a Tornado Watch on
January 4, 2023.

Licensed Operator Performance in the Actual Plant/Main Control Room (IP Section 03.01)

(1) The inspectors observed and evaluated licensed operator performance in the control
room during unit 2 plant shutdown for refueling outage 2R27. Specifically, the
inspectors observed power decrease operations through reduction of reactor
recirculation flow to minimum, insertion of control rods to 20 percent RTP, followed by
a main turbine trip. The inspectors observed a further reduction of power, via control
rods insertion, to 12 percent RTP in support of a containment entry to inspect for
unidentified leakage noted during the operating cycle. The inspectors then observed
operators manually insert a reactor scram, to complete the shutdown, and establish a
controlled cooldown rate within technical specification limits, on January 28-29, 2023.

Licensed Operator Requalification Training/Examinations (IP Section 03.02) (1 Sample)

(1) The inspectors observed and evaluated licensed operator performance in the
simulator for ‘just-in-time’ training, or JITT, to support the unit 2 shutdown for refueling
outage 2R27, on January 24, 2023.

The inspectors evaluated the effectiveness of maintenance to ensure the following
structures, systems, and components (SSCs) remain capable of performing their intended
function:

(1) Primary containment vent T23 and purge valves 2T48-F319 and 2T48-F320 that
failed local leak rate test for the penetration and resulted in a containment leakage
rate that exceeded the allowable limit, on February 7, 2023
(2) Concrete foundations for the unit 2 500-kilovolt (KV) switchyard towers, on
March 15-21, 2023

The inspectors evaluated the effectiveness of maintenance and quality control activities to
ensure the following SSC remains capable of performing its intended function:
