LO/TO Regulations & Standards

• Federal LO/TO requirements for general industry
are covered in 29 CFR 1910.147, The Control

Electrical Work Practices.
• Some equipment-specific OSHA standards (eg, for cranes,
derricks, etc.) also have their own LO/TO requirements.
• In 2003, the American National Standards Institute (ANSI) updated its
standard Z244.1 Control of Hazardous Energy - Lockout/Tagout &
Alternative Methods. ANSI standards are voluntary consensus

4-STEP PLAN FOR CREATING AN EFFECTIVE

ENERGY CONTROL PROGRAM
STEP 1: Create energy control policy and procedures
• This is one of the most critical – and overlooked – components of a LO/TO program!
• Lockout PROTM software helps you create a complete energy control policy and
easy-to-follow, graphical lockout procedures! See pages 56-57.
• See page 58 for ideas on how to keep your procedures readily accessible to
authorized employees.
STEP 2: Identify all energy control points

• Reduce the time it takes to perform lockout and avoid
isolating the wrong energy sources by identifying all
control points
• Page 59 provide solutions for labeling or tagging
valves, switches, breakers, etc.
STEP 3: Equip employees with the proper lockout tools and warning devices
• Brady has OSHA-compliant locks, tags and lockout devices to
cover every application. See pages 28-32 for locks, pages 24-25
for tags, and pages 42-55 for devices.
• It is equally important to ensure that lockout tools are properly
stored and readily accessible to those who need them. Lockout
kits and stations do just that, and can be found on pages 6-19.
• Make sure other employees are aware when LO/TO activity is
in progress. Warning signs and barricades are shown on
pages 22-23.

STEP 4: Train employees and promote awareness

of safe work practices
• OSHA requires that employees be trained in accordance with
their specific roles and responsibilities.
• Information on training requirements,as well as on training videos,

Group Lock Boxes
LOCK BOXES — A GREAT IDEA FOR GROUP LOCKOUT

For group lockout situations involving a large number of workers and equipment, lock boxes can offer a number of advantages over hasps.
HOW LOCK BOXES WORK:

• Supervisor uses a single job lock on each energy control point to lock out equipment
• Keys for job locks are put in a lock box
• Each worker applies his own lock to the lock box. As long as any one worker’s lock remains on the lock box, the keys to the job locks
cannot be accessed, and the energy isolating devices cannot be operated. Each employee retains exclusive control, as required by OSHA.
HOW GROUP LOCK BOXES CAN SAVE YOU LOTS OF MONEY:
• Example: Assume 5 workers need to lock out 10 energy control points
• Using hasps, 50 locks are required (all 5 workers must apply individual locks to each control point)
• Using a lock box, only 15 locks are required (10 job locks applied to the control points and 5 employee locks applied to the lock box). That’s
70% fewer locks!
• Less weight hanging from the energy point – 1 lock instead of 5!
• Finally, checking the locks on the lock box allows you track who is still working. With hasps, you need to walk around to each energy control
point to see whose lock is still in place.

The EZ Panel Loc system can be used with most padlocks. A shackle-less padlock
designed specifically for use with the EZ Panel Loc key is also available. This is especially
