NARRATIVE
On 02/16/2022, I responded to the area on Sanctuary Boulevard between Jacksonville Drive and
Sanctuary Parkway to a report of a person having been shot. Upon arrival I observed two white cars
parked on Sanctuary Boulevard, California tag 7TLZ247 and Florida tag IFTP76, and a black
Volkswagen SUV Marsys Law stopped with hazards on and open driver side door further
south of the white cars. I observed a damaged tire on the ground in front of the Volkswagen. All of
the listed vehicles were facing southbound on Sanctuary Boulevard.
Officer Corey #1204, Sergeant Smith #792, and I all arrived on scene at nearly the same time. While
Sergeant Smith and Officer Corey went up to the victim's vehicle, I made initial contact with the other
two vehicles. I checked on their well being while gathering their information. In the white vehicle with
Florida tag IFTP76, Zoraida Verge was the driver and Osiris Verge Calderon was the passenger. In
the white vehicle with California tag 7TLZ247, Jonelle Cruz was the driver and Shane Villanueva
Borja was the passenger.
I observed Sergeant Smith attempting CPR on the victim who was laying on the ground to the west of
the vehicle and by the open driver side door. I observed a large amount of blood in an area where
the victim was originally laying before being moved by Sergeant Smith in order to perform CPR. I
also noticed another area of pooled blood underneath the victim as he layed on his back. The victim
was a white male, in his 30's, with brown hair, and wearing a blue shirt and gray pants. I observed
he had brown flip flop, one flip flop was on his foot and the other laid slightly south of his body. I also
observed a gold colored ring on the victim's left ring finger. The body was covered with a white sheet
after it was assessed by Rescue units and covered again with an emergency blanket. I ran the
vehicle tag through NCIC/FCIC and received the return for Jared Galen Bridegan as being one of the
registered owners. Based on that information I then checked information through DAVID in effort to
make an identification of the subject, and I made that identification. I collect that information as well
as emergency contact information for his listed wife, Kristin Elizabeth Bridegan.
There was reportedly a child in the vehicle at the time of the incident. During my initial contact with
the other vehicles and occupants of those, I saw the child. Villanueva Borja stated he pulled the child
out of the vehicle after he noticed the seriousness of the incident. After that the child stayed in his
and his girlfriend, Jonelle Cruz's, care. I observed the child was wrapped in a blanket and had what
appeared to be pajamas on. The child responded to the name "Brooksie" and said she was two
years old. She did not appear to have any physical injuries, I did not observe any contusions,
abrasions, or blood on her. The child was calm and appeared to be comfortable with Cruz so she
remained with her while I completed copying involved parties information for this report and to supply
with detectives. Corporal Santiago #781 arrived on scene and took control of the child from Cruz and
transported her to the Jacksonville Beach Police Station.
I did not inquire or ask any questions regarding the facts of this case with any witnesses outside of if
they had any suspect information and if they had any injuries themselves while I was collecting
information. During my interaction I did not receive any suspect information that I would have been
able to relay to other Officers on duty.
Sergeant Young #795 requested the cell phone inside the vehicle be photographed so that it could

be collected immediately rather than waiting for the entire scene to be processed. I assisted with
taking several photographs of where the phone was originally located in the vehicle prior to being
collected by Sergeant #795 from the vehicle. I observed two holes in the vehicle consistent with that
of a projectile. One hole was in the center console/dash area to the lower right of the steering wheel.
The other appeared to be in the middle left area of the passenger side front door, under the window
and close enough to cause the window glass to spider but not break out. While looking into the
victim's vehicle to retrieve the cell phone, I did briefly observe several blood stains.
On the ground around the victim I observed three bullet casings, two were north west slightly from
the victim and the other two appeared to be west and to the south slightly from the body. The two
casings to the south of the body were in close proximity that they were easy to see and avoid. I
placed a blank Department field contact card next to the casing to the furthest north of the body in
order to assist with seeing it's location.
When the Medical Examiner arrived I assisted with photographing several photographs to avoid
cross contamination with the Medical Examiner and his camera. The body was not moved after
Sergeant Smith attempted CPR and the deceased was assessed by Rescue until the Medical
Examiner arrived on scene to process the body. Once the body was moved and turned by the
Medical Examiner a silver colored projectile was located under the body. As the Medical Examiner
was assessing the body, I observed two holes in the shirt in the area of the left shoulder. Once the
shirt was moved I observed a hole to the left shoulder area. The North Florida Body removal team
arrived and removed the body from the scene.
I assisted lead Evidence Technician S. Jarman #1204 and Officer J. Langloise with a portion of the
laser mapping for the scene. I later copied my photographs to a photograph disc and created a
photo log for those photos. I submitted that photo log and disc to the Property Room as evidence.

On 02/17/2022, I responded to the Jacksonville Beach Police Department Property Room where I
assisted with processing and collecting evidence from the victim's vehicle. I assisted lead Evidence
Technician S. Jarman, Officer J. Langloise, and Property Officer J. Choate. Officer Jarman opened
the evidence seals that had been placed on the vehicle the previous night and the vehicle was
opened and photographed. I assisted Evidence Technician Officer Langoise collect several possible
latent prints, two from the driver side rear door and quarter panel area and the other from the right
rear window.
All the contents of the vehicle was removed and placed on an unused tarp within the processing
garage area. The items were photographed by Officer Jarman and miscellaneous keys were
collected along with a pair of "air pods" and submitted to the Property Room as safe keeping. While
photographing the vehicle, Officer Jarman opened the glove box and that action caused a projectile
to fall to the passenger side floorboard. The projectile appeared consistent with the trajectory of the
hole to the right area of the radio center console area. It appeared as if that projectile entered into
the console area and traveled through the area of the center console before coming in contact with

the glove box door, on the left side. The damaged front passenger window had a hole consistent with
a bullet projectile.
I assisted Property Officer J. Choate in the shooting incident reconstruction of the vehicle. We
utilized strings and dowel to show an approximate degree in which the bullet holes from the vehicle
might have been fired from. That reconstruction was photographed by Officer Jarman. I assisted
with dismantling the front passenger door and during that process a projectile was
a located within the door frame. Officers utilized a crow bar, hammer claw, and metal saw in order to
facilitate locating the projectile within the metal door.
Additionally, while looking inside the vehicle's driver side door I observed several areas in which
there were blood stain that appeared to be falling in a downward motion as if the subject was straight
and the blood was dropping straight down. On the driver seat its self there appeared to be a swipe
pattern blood stain. The swipe pattern blood stain appeared consistent with transfer of blood from a
blood bearing surface, such as the victim's pants, onto another surface, such as the driver's seat.
This stain indicates motion as if someone was exiting the vehicle.
While processing the vehicle I was called to collect items from the incident scene on Sanctuary
Boulevard. Other Officers located a Busch beer can in the grass and tree line on the west side of the
roadway, within close proximity of where the body was located. At the southern end of Sanctuary
Boulevard and on the west side of the roadway, in the tree line, was a pair of white socks with red
and blue stitching on them. There was an area where the socks were located where it appeared to be
cleared off of debris and slightly flattened as if a larger item was resting causing the ground to flatten.
The pair of socks (#12) and the beer can (#11) were photographed with and without evidence
markers. The items were collected and submitted to the Jacksonville Beach Police Department as
Evidence. I did not observe any shoe markings in the incident area which might have been able to
be utilized or collected. I collected three touch DNA swabs from the beer can; one control swab, one
swab from the lip of the can, and one from the shaft of the can. Those swabs were submitted to the
Property Room as evidence along with two latent print lifts from the shaft of the beer can.
The photographs I took on the second day of processing were again copied to a photo disc and I
completed a photo log. The disc and the log from day two were submitted to the Property Room as
evidence.

NARRATIVE
On February 16, 2021 at 1959 hours I responded to Jacksonville Dr and Sanctuary Way in reference
to a shooting. I held the perimeter and completed the crime scene log.
While on the perimeter I made contact with a witness, Timothy Hallahan, who stated at around 2000
hours he was in his residence and heard what sounded like 4-5 gun shots. He advised they were in
quick succession but that he heard a brief pause before the last shot. He stated he initially didn't think
anything of it, then saw the blue lights and wanted to give police the information in case it helped.
Hallahan stated he didn't hear or see anything else.

NARRATIVE
On 12/16/2021, at approximately 1959 hours, I was dispatched to Jacksonville Drive/Sanctuary Way
North, in reference to possible gunshots. I arrived at the intersection of Jacksonville Drive and
Sanctuary Boulevard.
Upon arrival, I observed a white truck parked on the grass on the west side of Sanctuary Boulevard,
facing south. I checked the registration and made contact with the owner, Gjergj Shkurtaj. Shkurtaj
stated he did not hear any gunshots and did not see any suspicious activity. Shkurtaj saw multiple
vehicles near the south end of Sanctuary Boulevard and parked his truck and walked down to see if
he could help. I asked Shkurtaj why he thought he needed to help if he did not observe any
suspicious activity. Shkurtaj stated he was "just trying to do the right thing." I gathered Shkurtaj's
information and told him to remain on scene for follow up questions. When Shkurtaj took his Florida
driver's license from his wallet, I observed he also had a concealed carry permit. Shkurtaj became
agitated and stated he did not understand why he had to stay. As I spoke with other witnesses
Shkurtaj continued to insist he wanted to leave and he should not have to be made to stay. I
continued to explain to him he needed to stay until a detective spoke to him. Shkurtaj continued to be
highly agitated, pacing up and down Sanctuary Boulevard and trying to get in and out of his truck
repeatedly. I attempted to defuse Shkurtaj's aggravation by remaining calm and explaining a
detective would be over to speak to him as soon as possible. Shkurtaj stated he felt he was being
punished for trying to help and being a good guy.
I spoke to Ryan Frauenheim who stated he heard 2-3 shots at approximately 2000 hours. Ryan's
son, Carter Frauenheim, heard 4-6 gunshots from his bedroom and called downstairs to his dad,
asking if what he heard was fireworks. Ryan's wife, Erin Frauenheim, looked outside and observed a
white male, approximately 6'02", average build, wearing a short sleeve black t-shirt, and black hat
walking east on Jacksonville Drive toward South Beach Parkway. Erin though he looked suspicious
because he was walking alone at a "brisk" pace, and kept looking over his shoulder towards
Sanctuary Boulevard. I gave the description to dispatch and a Bolo to other officers.
I spoke to Katie Hazen who stated she lived just west of the trees on Sanctuary Way South. Hazen is
a member of the neighborhood watch and received a text from her neighbor in reference to hearing
gunshots. Hazen observed the police lights and walked from her residence to inquire for further
information. Hazen did not hear any gunshots or observe any suspicious persons or vehicle.
While speaking to Hazen, Thomas Bryan approached me and stated he heard four gunshots at 1952
hours. Bryan was not in the immediate area to observe any suspicious persons or vehicle.
I spoke to Kimberly Arena and her son Ocean Arena. Kimberly stated she and her son live on Ashley
Oaks and observed the police lights and stopped to inquire for further information. While standing at
the northwest corner of Jacksonville Drive and Sanctuary Boulevard, a white male, with gray hair and
beard stopped in a white car and asked what was happening. Kimberly stated she though it was a
car wreck. The white male stated, "Hopefully no body got shot." and drove away.
After collecting the above witnesses verbal statements and information I relocated to the intersection
of Sanctuary Parkway and Sanctuary Boulevard to set a perimeter.

On 02/16/2022 just after 2000 hours, I responded to Sanctuary Boulevard in between Jacksonville
Drive and JTB on ramp in reference to a report of gun shots and a person laying in the street.
Upon arrival I observed a black Volkswagen SUV and a male laying outside of the vehicle. SGT
Smith was in front of me. There were several people standing between SGT Smith's truck and the
black SUV. I asked the people if the SUV belonged to any of them, they all replied it did not. I
instructed all of the people to move behind my police car and wait for an officer to speak with them.
One of the witnesses told me there was a child in the car. I went and checked the SUV for a child,
but there was not one in the car. The witness then told me one of the other witnesses had already
taken the child out of the car and was with her in another car. I then went to the victim, where SGT
Smith was performing CPR on him. I relieved him, and performed CPR until JFRD rescue arrived
and relieved me. I then taped off the South end of Sanctuary Boulevard. I remained the until Ofc.
Langlois parked his car there to stop traffic from driving through.
Once detectives arrived I was asked to canvas America Avenue with the following results.
3997 America Ave. - Matthew Fennel (904)813-1728 - Security System Stated he was
upstairs changing and heard three shots, did not see or hear anything else.
4005 America Ave. - Stephanie Wholey (907) 708 9090 - Has a camera on Security System of
house. Had not checked video Security System Heard four or five gun shots, did not
see or hear anything else.
4013 America Ave. - Douglas Ott (484)678-0899 - Has a camera Security System of the house, he
reviewed it but it did not pick anything around the time of the shooting. Stated he heard four shots,
did not see or hear anything else.
4021 America Ave. - Heather Ireland (904) 234-2667 - Security System Stated she heard
four gun shots, did not see or hear anything else.
4033 America Ave. - Candace Maybery (904) 708-2445 - Has a camera Security System on house. Had
not checked video. She stated she heard four gunshots. She told me there was a white panel van
on the street 30-40 minutes after police arrived. She stated she was told the driver was acting
suspicious and was run off by other neighbors.
4039 America Ave. - Phyllis Wade (904) 910-2510 - Security System She mentioned the
white van. Her son attempted to take a picture of it, but was unable to due to the darkness and the
vehicle moving.
4045 America Ave. - Eric Sullivan (904) 247-7089 - Security System Mr. Sullivan told me
before 2100 hours, he was leaving to go to the store and the white panel van was blocking him from
getting out of his driveway. He went to ask the driver to move it. The driver was standing in the
bushes on the West side of America Ave. He said when he spoke to the driver, he seemed to
become very nervous. Sullivan asked him what he was doing, and the man told him his dad used to
live in The Sanctuary and he saw the police lights and was curious what was going on. He stated the

man quickly got into his vehicle and left. He described the man as a white male approximately 6'2",
250 lbs. He said the man was chubby and had a black scraggly beard. He was wearing a gray
hoodie and blue jeans, with a hat. The van was a plain white panel van with no marking on it. He
said there were PVC pipes on the top of the van. It had a FL license plate but he did not get the tag
number.

but had just gotten home. He said he would check it. Was not at home at the time of the shooting.
4075 America Ave. - Robert Carney (904) 514-2715 - has cameras on the house, Security System
Security System He told me he was pulling into his driveway when he
heard the gunshots. He had his music up so he wasn't initially sure if it was gunshots or fireworks.
When he got out of his truck he noticed a vehicle on Sanctuary Blvd. but did not notice any other
vehicles in the area.
4089 America Ave. - Tony Blanco - (904) 219-2701 - Has a Security System camera on his house. He
checked the video after neighbors told him about the shooting, but it did not capture anything at the
time of the shooting. He stated he heard four gun shots, but did not see or hear anything else.
After I canvassed America Ave. I stood on the Northbound lane of Sanctuary Boulevard to make sure
no one attempted to enter the scene through the bushes dividing America Avenue and Sanctuary
Boulevard.
That completed my participation in the investigation until the scene was cleared.

On 2/16/22at 21:16, I received a phone call from Sgt Smith requesting my assistance at a scene. I
responded to Sanctuary Parkway and Jacksonville Drive. I met with Sgt Smith, Sgt Young and
Officer Jarman. I assisted officer Jarman with the scene and collected the physical evidence and
placed all of it into property. I sealed the vehicle with evidence tape and followed the vehicle back to
the property room and placed it into the garage and locked the garage.

On Wednesday, February 16, 2022 at 2022 hours, I was contacted by Sergeant Young in reference
to this case then I responded to the area of Jacksonville Drive and Sanctuary Boulevard. Upon my
arrival on scene, I met with Sergeant Young. Sergeant Young told me Detective Johns was going to
be the lead detective on this case so I assisted Detective Johns. I walked down Sanctuary Boulevard
towards the vehicle. There was a black Volkswagon Atlas stopped in the roadway with the vehicle's
hazard lights activated. The male victim was laying on his back with a sheet over him. I observed
four spent shell casings on the roadway near the victim's body. Also, there was a Ford rim with
attached tire laying in front of the victim's vehicle in the roadway.
I contacted the Duval County State Attorney's Office on call homicide state attorney. I spoke to ASA
Christina Stifler, and I described the scene to her. ASA Stifler said she would come to the scene.
When she arrived on scene, Sergeant Young, Detective Johns and I escorted her to the scene.
Detective Johns and ASA Stifler left the scene so they could speak to the victim's wife who was at the
police station with Detective Santiago.
I contacted the Duval County Medical Examiner's Office, and I spoke to Investigator Jeremy Stum.
The Medical Examiner's Office case number is 22-441. North Florida Transport transported the
victim to the Duval County Medical Examiner's Office so they could perform an autopsy.
On Thursday, February 17, 2022, Alcohol, Tobacco, Firearms and Explosives (A.T.F.) Special Agent
Mark Mutz arrived at the police department to offer any assistance with this investigation. Special
Agent Mutz advised the A.T.F. could test the four spent shell casings for DNA then submit those
casings to N.I.B.I.N. I proceeded to check out all four shell casings. A.T.F. ROI report number
767060-22-0334.

Wednesday, February 16, 2022
At approximately 2032 hours, I arrived at Jacksonville Dr. and Sanctuary Blvd in reference to a
shooting. Upon my arrival, I met with officers, on scene, and confirmed there was a male subject who
had been shot an unknown number of times. The male was pronounced deceased by JFRD R60 at
2010 hours. The made was later identified as Jared Bridegan.
I met with ET S. Jarman #1286 and walked the scene looking for anything of evidentiary value. The
deceased male was laying next to a black 2018 VW Atlas Marsys Law which is registered to
the decedent. There were four casings seen on the ground laying near the body and vehicle. The
front passenger window appeared to be shattered.
After conducting an initial walk-thru of the scene, I returned to police headquarters to interview Shane
Peter Villanueva Borja, a witness. I He stated the following:

At 2257 hours, the interview with Villanueva Borja was conducted in the soft room and was audio and
video recorded. Also present was ASA C. Stifler. Villanueva Borja stated he was leaving his friends
house, near Seabreeze Elementary and returning home. He stated he traveled Seabreeeze to
America Ave. to Sanctuary Blvd. He stated he, and a car that was in front of him, both turned onto
Sanctuary Blvd. Traffic then came to a stop, and Villanueva Borja stated he saw a black SUV
stopped in the middle of the road and a tire in-front of the SUV. He initially thought the victim was
changing his tire, so he approached to help. Villanueva Borja noticed the driver door was open and
the victim was on the ground, twitching and moving. He stated he turned around and, "told the ladies
to call 911." He stated he thought it was an accident until he saw the passenger window was
shattered. He saw the "little girl" so he grabbed her and took her back to his car. He stated there was
a male bystander, "white guy with a hat who stated he heard "from a lady there was gunshots." He
stated he was trying to ask the little girl what happened, but she was only worried about her dad.

At 0915 hours, I met with Medical Examines Office. During the course of their exam, it was
discovered the victim was shot twice in the left shoulder. One projectile remained in the lower portion
of the neck and was collected. The second projectile appeared to exit the body in the right shoulder
area. The victims clothing, and other items of evidence, will be collected at a later date.
Det. Lamont was contacted by a family member and stated the victims brother, Justin Bridegan,
wanted to come in and talked to detectives. Justin was contacted and agreed to come in and speak
to us. He stated the following:

E. Fernandez Saldana) & (904) 708-4571 (Shanna Lee Gardner.) I received a confirmation they were
received. Subpoena request to the SAO for Wendy's in an efforts to obtain security footage and
receipts. A subpoena request, for Chase, was also submitted for the victims banking records.

At 1030 hours, myself and Det. J. Lamont #9980 met with Lori Armstrong from the Child Protective
Services team. An interview was conducted with the minor child, B. Bridegan (age 2.) The interview
was audio and video recorded. B. Bridegan stated she did not hear anyone arguing with her father,
but did see someone who appeared to have a green hat, pink or red skin, in Halloween like clothing
approach the car and then ran south, from away from the front of the car. She stated, "daddy was
sick." and was laying on the ground. There were no other statements made during the interview that
were pertinent.
Later in the day, contact was made with Gabriel Harrett, who was seen in the area, earlier in the day,
on security video. Harrett stated he did not see or anything out of the ordinary, and he stated he was
not in the area during the time of the incident. It should be noted, Harrett is a local, long-term
transient that is known to camp near the incident location. He also suffers from mental illness and is
often not lucid.
I also spoke to Britt Taylor, via telephone, who stated he knows the victims family. He relayed a
similar account to Justin E. Bridegan. When asked if he observed anything, he stated he was just told
stories by the family. He has not had any personal encounters.

In 02/16/2022, at approximately 2000 hours, Officers were dispatched to State Road A1A Exit Ramp
and J. Turner Butler Boulevard(JTB) in reference to a report of three to four gunshots. After a brief
time they were redirected by dispatch to Sanctuary Boulevard and Jacksonville Drive after reports of
an unconscious male laying next to a black Sport Utility Vehicle(SUV), with a child inside the vehicle.
Sergeant L. Smith #792 arrived on scene at the updated location a short time later and advised over
the radio there was a male laying in the street who appeared to have suffered a gunshot wound.
Sergeant Smith began advising other responding units to secure the scene and hold potential
witnesses in the area. Additionally, I heard Sergeant Smith request through dispatch on-call/lead
evidence technician, Officer S. Jarman #1286, respond to the scene.
At approximately 2022 hours I responded to the scene to assist. Prior to my arrival, Officer H. Corey
#1204 contacted me via radio and requested I park my patrol vehicle at Sanctuary Boulevard and
Sanctuary Parkway, which is a T- intersection near JTB westbound. I approached traveling west on
Sanctuary Parkway and could see crime scene tape had already been put up. At the request of
Officer Corey, I activated my emergency overhead lights and positioned my patrol vehicle to block
the north bound side of Sanctuary Boulevard at Sanctuary Parkway.
I began walking up the north bound side of Sanctuary Boulevard with Officer Corey, at which time he
advised there was a deceased male on scene. As I was walking north, I could see what appeared to
be vehicle headlights facing south on the southbound side of Sanctuary Boulevard, and what
appeared to be a large object covered by a white sheet on the ground near the driver door. The area
was very dark due to not being well lit and brush separating the north and south bound lanes made it
difficult to gain a detailed view upon initial observation.The hazard lights on the vehicle were blinking
and the driver side door appeared to be ajar. I walked around the brush and made my way across the
marsh/median separating the north and south bound lanes. I approached the main area of the scene
from the rear of the vehicle. I could see other officers on scene gathering information from several
witnesses. I made contact with Sergeant Smith and began walking the scene.
I observed the vehicle to be a black colored Volkswagen Atlas SUV Marsys Law The SUV was
parked at an a slight angle facing in a southwest direction towards Sanctuary Parkway and JTB
westbound. The driver side door was ajar as I had originally observed. Upon closer observation, I
could clearly see the object under the white sheet was the decedent. The body was laying near the
curb on the east side of the roadway. A large pool of blood was observed to the right of the
decedent's head and had began coagulating. Blood was visible soaking through the sheet and I
could clearly see the decedent's left hand and wrist sticking out from under the sheet resting on the
left side/east curb of the roadway. The fingers were curled inward. I observed a silver and diamond
ring which appeared to be a wedding band, on the decedent's left ring finger, along with what
appeared to be a black Apple Watch. There was what appeared to be dried blood on the hand. The
decedent's feet were also sticking out from under the sheet. The decedent's feet were crossed and it
appeared he had been wearing one brown colored flip flop/sandal, while the other was laying nearby
in the street. The decedent's feet were facing south and his head north. I observed a large tire laying
in the middle of the street, approximately ten to fifteen feet to the front of the vehicle. It appeared to
be old and damaged. Sergeant Smith pointed out four shell casings laying in different areas of the
scene, beginning from the rear of the vehicle and ending near the front driver's side door. The
casings appeared to be brass casings. Additionally, Sergeant Smith pointed out what appeared to be

blood spots on the left side of the driver's seat and interior frame of the driver side door. Looking into
the vehicle, a small hole was observed in the center dash, with an entry point below and to the right
of the steering wheel. The front passenger side window was shattered but still intact. A small hole
was observed where the frame and glass meet, with a majority of the impact appearing to be in the
metal frame. There were what appeared to be lines in the glass extending around the circumference
of the center point of contact. Sergeant Smith advised me to coordinate with Officer Jarman upon his
arrival and assist him with evidence collection and documentation of the scene.
Evidence Technician Report
Upon Officer Jarman's arrival on scene, I made contact with him to determine what was needed to
properly document the scene. At his request, I returned to police headquarters, gathered all pertinent
equipment and returned to the scene.
Once back on scene, I walked with Officer Jarman as he gathered overall, mid-range and close up
photographs. Due to the dark area where the scene was located, I at times provided assistance with
lighting by using my flashlight. Once photographs were taken, I assisted Officer Jarman in setting up
the OSCR360 to further document the scene using a 360 degree camera. The OSCR360 was used
on the rear/north side of the vehicle and on the front/south side of the vehicle.
Upon the arrival of the Medical Examiner(ME), I assisted Officer Jarman by marking the location of
the body prior to it being moved. Using chalk, I marked the locations of the head, feet and arms.
Additionally, I marked the locations of a casing and a possible projectile in the immediate vicinity of
the body in order to preserve the location and the integrity of the evidence.
Once the body was removed by the ME, I assisted Officer Jarman with laser mapping the scene.
After all scene documentation was completed, I assisted with a line search of both the north and
south bound sides of Sanctuary Boulevard.
On 02/17/2022, I assisted Officer Jarman, Officer E. Filbert #1275 and Property Officer J. Choate
with processing he victim's vehicle. I collected latent prints from the rear left/driver side door, rear
left/driver side quarter panel and rear right/passenger side window. The prints have been entered
and placed into property as evidence.
I assisted Officer Jarman with removing all items from the vehicle to determine if anything of
evidentiary value existed.

I assisted with shooting reconstruction using rods and string in two separate locations inside the
vehicle. Additionally, I assisted with removing parts of the front passenger side door in an effort to
locate a projectile, which was eventually found inside the door.

NARRATIVE
On Wednesday, February 16, 2022 at 2140 hours, I received a phone call from Detective Sergeant
C. D. Young, 795, who stated he needed my assistance with a homicide on Sanctuary Boulevard
near Jacksonville Drive. At approximately 2215 hours, I arrived at the intersection of Sanctuary
Boulevard and Jacksonville Drive. At 1022 hours, Det. Jason Lamont, 1280, said he needed help
obtaining written statements from a father and son who lived at 3940 Grande Boulevard. At 2236
hours and after receiving the written statements, I returned to scene. At 2247 hours, Det. Sgt. Young
told me to check the nearby residences.
At 2250 hours, I went to 3782 Sanctuary Way South and met with resident Don Cruz. He said he
was not home at the time of the incident. He said his wife, who was at home, heard the shots but did
not see anything. Cruz told me to check with his next door neighbor. Cruz said he did not have any
cameras on his residence
At 2255 hours, I went to 3766 Sanctuary Way South and met with resident Thomas Graham. He said
he was home, in his living room and watching television at the time of the incident. He said he "heard
3 to 5 shots" that were in quick succession. He said Security System .

At 2301 hours, I went to 3795 Sanctuary Way North and met with resident Christina William. She
said she was at home at the time of the incident. She said she heard "cars going down Jacksonville
Drive" and heard "four pops." She said she did not have any cameras on her residence and said she
did not have any additional information.
At 2305 hours, I returned to the scene, met with Det. Sgt. Young and told him about meetings with
the previously mentioned residents.
At 0011 hours, I left the scene to return to police headquarters, located at 101 South Penman Road,
to meet with Det. J. Lamont, 1280, where we would soon go to 1511 Marsh Inlet Court to meet with
the victim's ex-wife. At 0036 hours, Det. Lamont and I drove to the residence and met with later
identified by FL drivers license Shanna Lee Gardner and her husband Mario Hernandez.
After the notification, we left the residence at approximately 0100 hours and returned to police
headquarters. Shortly after returning to police headquarters, I called Gardner's cell phone (904) 708-
4571 and confirmed her ex-husband, Jared Bridegan, picked up their children at 1829 hours and then
returned their children at approximately 1945 hours.
On Thursday, February 17, 2022 at approximately 0930 hours while attending a meeting with Det.
Sgt. Young, Special Investigations Unit (SIU) Corporal B. Wallance, 787, SIU Det. B. Conner, 1267
and I were assigned to begin a neighborhood canvass what was believed to be Jared Bridegan's
travel route from 1511 Marsh Inlet Circle (south on 15th Street South to Fairway Lane, east on
Seabreeze Avenue to south on America Avenue, west on Jacksonville Drive to south on Sanctuary
Boulevard). In addition, I was asked to obtain the video from The Sanctuary of Jacksonville Beach's

and left a message for Kellie Carney to call me back. At 1107 hours, I received a phone call from
Det. Cpl. B. Wallace, 787, who advised he had spoken with "Tony," the resident at 4089 America
Avenue.
At 1047 hours, Det. Conner and I went to 2705 America Avenue, a previous received lead. Upon
arrival, we met with Patricia Miagros O'Regan, who said Security System

had a current date and time stamp, showed at 1950 hours and 16 seconds a white truck come into
view and pass southbound. At 1950 hours and 20 seconds a dark colored truck comes into view and
pass. Then at 1950 hours and 42 seconds, a dark colored SUV type car, possibly appearing to be
the victim's vehicle come into view and pass in the same direction as the other vehicles. I did not see
any other vehicles come into view passing in the same direction. Because the dark colored SUV
appeared to possibly be that of the victims, I called Det. Sgt. Young to the residence to view the
video. Det. Sgt. Young and Det. C. Johns, 1236, arrived and viewed the video. Det. Johns was able
to get a copy of the video, which he will place into the property section as evidence. At 1148 hours,
Det. Conner and I left the residence.

On Tuesday, February 22, 2022 at 0955, Ofc. S. Jarman, 1286, was dispatched to 3724 Sanctuary
Way South in reference to possible video relating to the incident. After reviewing the video, Ofc.
Jarman called Det. Cpl. B. Wallace by phone regarding the video. At 1021 hours, Det. Cpl. B.
Wallace, 787, and I met Ofc. S. Jarman, 1286, at the residence, along with resident Edward Gantea.
Gantea showed Det. Cpl. Wallace and I video, which showed a truck westbound on Jacksonville
Drive, near the entrance of Sanctuary Way, at the time of the incident. The truck turns onto
Sanctuary Way South and continues down the street. Gantea said the truck may belong to a

neighbor, possibly the resident of 3591 Sanctuary Way South. Gantea emailed me the link of the
video, along with a video clip prior to the incident.
At 1048 hours, Det. Cpl. Wallace and I went to 3591 Sanctuary Way South. The truck was not in the
drive way and we were not able to make contact with the driver. While leaving, I saw the neighbor's
house directly across the street at 3588 had cameras. I met with the resident Mark Alexander Bapst,
who showed me the video on the night of the incident. The video showed the neighbor's truck parked
in the driveway for several hours prior to and during the incident.
Upon return to police headquarters, I accessed the links, had the video saved onto a DVD and
placed it into property as evidence.
I then returned to the following residences in an attempt to make a second to contact with a resident:

from the 1930 to 2000 hour time frame a provided. She did not have any further information.
At 1831 hours, I called (904) 535-3411 in an attempt to contact J. Vann Barrett, a resident of 4049
Grande Boulevard. At 1840 hours, I received a phone call back from a female that identified herself
as Liz Baird. She advised Vann Barrett could be reached at (904) 803-8599. After getting of the
phone, I called the phone number and spoke to a female, who identified herself as Lisa Barrett, wife
of J. Vann Barrett and resident of 4049 Grande Boulevard. She said she had been walking her dogs
at approximately 1730 hours in the area of Jacksonville Drive and America Avenue, when a red pick
up truck, driven by a white male with a red beard, almost hit her. She the driver was vulgar towards
her and drove by her a few additional times. She said she believed the truck's license plate ended in
"JAX" or "J4X."

that I have not been able to speak with.
I a possible resident contact of 47 Fairway Lane as being Gerald D. Starbuck with a phone number of
(904) 888-2018. I called the phone number and spoke with a male who identified himself as Gerald
Starbuck and said he lived at 47 Fairway Lane. He said Security System
Security and said he did not have any information on the incident.

386-0102. At 0949 hours, I called the phone number and left a message for her to call me back at
my desk number. Also on the account was a Ronald Watson with phone number (304) 745-5209. At

He said he is a painter and had been returning from a job site. He said he was going home and said
his route was J. Turner Butler eastbound, north on 3rd Street, west on Jacksonville Drive to north on
America Avenue. He said while driving north on America Avenue, describing somewhere near
Republic Drive between 1845 hours and 1900 hours, a light skinned, thin built, black male, appearing
to be between 25 and 30-year-old, wearing a white t-shirt and khaki pants with a single strap
backpack that crosses the upper body riding a "speed bike" (rounded handle bars like a 10 speed)
riding southbound on America Avenue. Devlin said the black male appeared was looking from side
to side and appeared suspicious. Devlin added he lived at 1405 Constitution Place, was familiar with
the neighborhood and had not seen this person before. He then said he saw another "skinny",
approximately 160-170 lbs., and between 25 and 30-year-old, white male with long brown hair, who
Devlin described as a "scruffy Jesus", possibly even a homeless person, walking southbound on
America Avenue near Declaration Drive. He thought seeing those two people were odd or out-of-
place in the neighborhood, especially given what happened that night. Devlin did not have any
further information.

On 02/17/2022 at approximately 0930 hours, I was asked to respond to the police department to
assist with an investigation. I was tasked with helping to conduct a neighborhood canvass. The

friend (Andrea Adams 904-729-7311) were sitting on her back patio when they heard 3-4 gunshots.
Robinson stated just before the gunshots she believes she heard someone yell. I spoke with Andrea
via phone, who gave a similar story, but believes she heard 5 shots with a brief pause between shots
Andrea did not recall hearing anyone yell or scream, and did not hear tires squealing.

I spoke with Matt Heck (904-254-6260) who called to eliminate his vehicle, as he drove on Sanctuary
Parkway at approximately 1949 hours. Flecks vehicle is a 2015 Black Ford F150 (JVDR80 FL) Heck
stated he did not see a vehicle with emergency lights activated, on Sanctuary Blvd. I asked Heck if
he noticed anything else in the area. Heck stated he remembered seeing a small four door sedan,
parked in the painted lines before Sanctuary Blvd. Heck was not sure if it was Wednesday night, but
he was positive that it was at night. Heck also stated he was told the victim was in an argument at the
baseball fields behind the police station Wednesday afternoon/evening, but had no other details.
Heck stated Thomas Bryan's (3604 Sanctuary Way S) wife may have more information.
I made contact with Melissa Bryan, who stated she heard about the incident at the baseball field from
Lauren Stout (904-881-2373). I made contact with Lauren Stout, who stated she heard about the
incident at the baseball field from Natalie Brewster. Stout said Brewster heard about the incident from
Pam Titlow (904-234-0833). Stout said Titlow heard about the baseball field incident from Matt
Dahlberg (904-545-0414) who was a witness to it. I then contacted Dahlberg, who responded to the
station voluntarily for a recorded interview.
Dahlberg stated he did not witness any argument/incident at the baseball fields. Dahlberg stated he
did not know the victim. Dahlberg stated he did know Pam Titlow, but had not spoken with her about
anything recently. After the interview I contacted Pam Titlow. She said she was not at Wingate park
that night, and only heard about the shooting from the news. Titlow said she has no idea how her
name was brought up in any of this. Titlow said she has no information to provide in regards to the

Det. Burrell and I went to 2705 America Ave. to retrieve video from the resident, Terry Oregan.
Oregan was not home, his wife Patricia O'Reagan, answered the door. On the video I saw a white
truck (unknown make/model) pass the camera at 1950 hours 17 seconds. I then saw a dark colored
truck (unknown make/model) pass the camera at 1950 hours 20 seconds. I then see a black SUV
(matching the description of the victim vehicle) pass by the camera at 1950 hours 42 seconds. All
three vehicles were traveling south on America Ave. towards Jacksonville Dr. The video had an
accurate date and time stamp. The video was retrieved by Det. Johns.

better time frame. Heck said he left his house at 1958. He was positive it was Wednesday night, due
to the camera. Heck said he did not leave his house at night any other night that week. Heck said
that had to be the night he saw a small four door sedan parked on Sanctuary Pkwy, parked in the
painted lines. Heck said the vehicle was parked just east of Palm Way, on Sanctuary Pkwy. Heck
said he did not see anything else suspicious in the area, no one walking or running in the area.

NARRATIVE
At approximately 2000 hours, I was contacted by Detective Sgt. Young in reference to a homicide
investigation.
At approximately 2032 hours, I arrived at the intersection of Jacksonville Drive and Sanctuary Way.
Upon my arrival, I began to identify possible witness who were currently within the perimeter of the
scene. The first witness I identified was Shane Peter Villanueva Borja who was sitting in his vehicle.
Borja was tending to Vic Abuse Sex Off . Borja gave a written
statement.
Borja advised he was driving southbound on Sanctuary when he saw a vehicle in the roadway. Borja
stated the emergency flashers on the victim's vehicle were activated when he stopped. Borja exited
his vehicle and checked on the driver to see if he needed help. As Borja got closer to the vehicle, he
saw an unidentified male lying face down on the ground in a pool of blood. Borja turned to the vehicle
parked directly behind the victim's vehicle and Protected The
witnesses in this vehicle were identified as Zoraida Verge and Osiris Verge.
Borja returned to the victim's vehicle and checked the wood line for another vehicle. Borja initially
thought this may have been a car accident. At this time, Borja noticed a child sitting in the rear
passenger seat. Borja opened the rear passenger door and removed the child from her car seat.
Borja returned to his vehicle with the child and calmed her down. At this time, Jacksonville Beach
Police Officers arrived and secured the scene.
After speaking with Borja, I spoke with Zoraida Verge and Osiris Verge, who were sitting in their
vehicle. Both individuals were parked directly behind the victim's vehicle. Zoraida and Osiris advised
they were traveling southbound on Sanctuary when they saw a vehicle stopped in the roadway.
Zoraida and Osiris noticed the vehicle stopped with the emergency flashers activated. At this time,
Borja approached the couple and Protected Zoraida and Borja Protected
Protected and this ended their involvement.
At approximately 2200 hours, I made contact with Ryan Neil Frauenheim and Carter Fraenheim.
Ryan and Carter were located at 3940 Grande Boulevard. Carter advised he heard three to five gun
shots at approximately 2000 hours. Carter called his father immediately and asked if they were gun
shots. Ryan advised he heard three to five gun shots as well.
Ryan stated he has a home surveillance system and he allowed access to it. Ryan allowed me to
view the home surveillance system Security System While viewing the surveillance
system, various vehicle traffic and foot traffic can be seen passing the home. The camera is facing
Security System No suspect information was obtained from viewing the video.
I was able to view the video but unable to retrieve a copy of the video at that time.

At approximately 0039 hours, Detective Burrell and I arrived at 1511 Marsh Inlet Court to notify
Shanna Lee Gardner, the victim's ex-wife.

Upon arrival, contact was made with Gardner and Mario Enrique Fernando Saldana. Gardner was
informed her ex-husband, Jared Bridegan, was deceased. Gardner advised her divorce was not
amicable and the two did not communicate much. Gardner stated the two would only communicate
through text messages. The only communication Gardner had with the victim was at 1829 hours. The
victim advised he was "here" to pick up his children for their date night.
Gardner advised the children went to Bearded Pig for dinner and Wendy's for ice cream. The children
were returned by the victim at 1945 hours. Gardner did not speak with the victim at this time.
Gardner stated she did not know if the victim had any issues with anyone, which would lead to his
death. Gardner and Saldana advised they would be available if needed for the investigation.
At approximately 1130 hours, I met with the victim's wife, Kirsten Bridegan. While meeting with
Kirsten Bridegan she signed consent to search forms for the victims phone, watch and his vehicle.
The consent forms have been scanned into the report and placed into property as evidence.
Kirsten Bridegan advised her husband does own a hand gun. Kirsten Bridegan was not aware of the
make or model of the firearm. Kirsten Bridegan attempted to locate the firearm, but was unable to
locate it at that time.
Kirsten Bridegan was asked if her husband carries a wallet on his person. Kirsten Bridegan advised
her husband carries an identification card, a blue Chase card and sometimes an insurance card.
Kirsten Bridegan advised she does not believe her husband has any additional credit cards.
At approximately 1451 hours, I returned to Ryan Frauenheim's residence to retrieve the surveillance
video. Ryan Frauenheim was able to provide video surveillance from 1915 hours to 2030 hours. The
video has been placed into property as evidence.

On 2/16/2022, at 2013 hours, I responded to the intersection of Sanctuary Boulevard and
Jacksonville Drive in reference to a person shot call as the Lead Evidence Technician.
Upon arrival, I met with Sgt. L. Smith who walked me through the scene.
The scene was in the south bound lane of the 4000 block of Sanctuary Boulevard. There are no
street lights in the area and almost no ambient light from America Avenue and State Road 202 (J.
Turner Butler Boulevard). There was a full moon that night that provided some light in the area. There
was a black Volkswagen Atlas bearing Florida tag of Marsys Law The emergency hazard lights were on
with both driver door and driver passenger door open. There was a body covered with a white sheet
and yellow plastic cover next to the east curb next to the vehicle. The body of the deceased was
situated with his head facing north, feet facing south, right arm to the west, and the left arm was to
the east. I observed four shell casings between him and the vehicle. I observed a pool of blood next
to the body between him and the vehicle. There was a tire that was damaged in front of the vehicle.
The tire did not appear to belong to the victim's vehicle.
Sgt. Smith showed me the inside of the vehicle. I looked through the open driver door and observed
what appeared to be two bullet holes inside. The first one was in the plastic next to where the driver's
right leg would be beneath the entertainment system.
The second bullet hole was in the front passenger side door right at the top of plastic beneath the
window. The passenger window was shattered but remained in place.
Sgt. Smith showed me a damaged tire in front of the vehicle. The tire did not appear to belong to the
deceased's vehicle. In was in the middle of the road.
Officer J. Langlois and Officer E. Filbert were present on scene and are Evidence Technicians. I
instructed Officer Langlois to go to the station and get the Laser Mapping system and the OSCR360
camera system so I could process the scene.
After the detectives, Sgt. Smith, and I finished walking the scene, I had all vehicles in the perimeter to
leave as well as all personnel that would not be assisting in the crime scene investigation.
I began taking pictures at the east side of the north median. I moved down the northbound traffic lane
taking pictures of the scene. Once at the south median, I came back north in the southbound lane
taking pictures. I took pictures of the body as he laid. I took pictures of the shell casings without a
evidence marker. I took pictures of the inside of the car looking inside from the open driver door.
I started to back away from the scene back towards where the first picture was taken.
I placed evidence markers next to all pertinent evidence. I re-took all my pictures from the midrange
to up close.

At this point the detectives re-entered the scene with a female later identified as the Assistant State
Attorney. I took pictures of the body and uncovered the deceased so she can see him. When I
removed the sheet, I observed a small metal piece next to his right side. This metal piece was later
identified as one of the bullets (projectile). I marked it with evidence marker nine.
I took full pictures of the deceased as he laid.
After they left, I finished taking my pictures of the scene.
I used the OCSR360 and placed it a short distance behind the vehicle in order to get a 360-degree
view of the scene. I moved it to behind the driver rear passsenger door and was able to get a 360-
degree view of the scene. I moved it to the front of the vehicle and took another picture.
Officer Langlois marked the locations of the deceased's head, feet, and arms with chalk for usage in
the laser mapping system.
The Medical Examiner arrived on scene and I assisted him in photograph the body. The M.E. felt his
head but was unable to find an entry wound. The body retrieval team arrived and we rolled the body
into his left side where I took pictures of his back. We did not observe any entry wounds on the back
side. Property Officer J Choate collected evidence marker four and evidence marker nine. I marked
their location with chalk for usage in the Laser Mapping System. We rolled the body onto his right
side and we still did not find an entry wound. The M.E. with the help of Officer Filbert found an entry
wound on his left shoulder. I photographed the shirt as it was and then we lifted the shirt to a point
where I could take a picture of the entry wound. After finishing photographing the body was removed.
I next set up the Laser Mapping system and mapped the entire scene as it laid with the help of
Officer Langlois.
Once the scene was mapped, Property Officer J. Choate collected all evidentiary items to be placed
into property.
Sgt. Smith requested a shooting reconstruction be done to determine where the shooter might have
been. Using rods and string we set it up. I took pictures of it as it laid out. It should be noted the bullet
strike to the passenger side door was at an angle. I looked inside the hole and found the bullet struck
metal and turned downward. The angle of the rod in the passenger door was off due to this and the
fact it was the wrong size rod.
Property Officer Choate sealed the vehicle with evidence tape on all doors, hood, and trunk area.
Ray's Wrecker was contacted via rotation and collected the vehicle. Property Officer Choate followed
him back to the property room where it was stored in a locked garage until officers could process the
inside.
After the vehicle left, Officers on scene performed a line search for any evidence that we may have
missed. We started at Jacksonville Drive walking south bound on Sanctuary Boulevard and walked to
Sanctuary Parkway. We turned around and walked on the northbound side on Sanctuary Boulevard.

I returned to the station to drop off equipment.
On 2/17/2022, at 1200 hours, I met with Property Officer Choate, Officer Filbert, and Officer Langlois
at the property room (1460 Shetter Avenue) to process the victim's vehicle.
I took pictures of the seals on the doors. Property Officer Choate, Officer Filbert, and Officer Langlois
dusted the vehicle for prints while I took pictures of the vehicle. After the processing the outside, I
went inside and opened the glove box. It was hard to open and I though it might be locked but after
pulling on it harder, it opened and a metal piece fell out. The metal piece was identified as a bullet
(projectile). I marked it with evidence marker ten. I took pictures of it in place and of the damage on
the side of the glove box.
I marked both bullet holes with scales and took pictures of them.
Officers completely removed all contents of the vehicle and placed them on a tarp next to the vehicle.
I found multiple sets of keys and a pair of Air-pods inside. Those items were photographed.
Blood spots were marked with individual markers and were photographed. Scales were used to
measure the distance for the spots. I photographed the measurements.
We set up the shooting reconstruction with rods and string. I photographed the measurements and it
appeared to be at roughly ten-degree angle. I placed the OSCR360 inside the vehicle, both rear
passenger area and front area. I photographed a 360-degree picture of the scene.
I removed the plastic beneath the entertainment system to find a path for the first bullet. There was
damage behind the piece. I photographed the damage.
Next, we moved to the passenger door in an attempt to locate the bullet inside the door. We removed
the plastic door covering on the inside of the door to get a better view beneath it. The door appeared
to be solid with a hollow section in the middle for the glass to come down. We removed the glass
completely from the frame. We attempted to look down through a small opening towards the bottom
of the door but found the hole was too small to get a good view and the hollow space was barely big
enough for an arm to fit through. I attempted to fit my arm inside and could only search a very small
area to find the bullet. Next, we removed the plastic liner from beneath the door but found the door
did not have a drainage hole and appeared to be solid along the bottom. We attempted to remove the
speaker to get access that way but was unable to due to it being in its own small space.
The decision was made by me to use power tools to open up the door more to get access. We first
tried to cut a small section out on the inside. I reached my hand down inside and tried to remove the
glass but my arm and hand was stuck by a metal cross member. We cut along the bottom on the
outside and was able to remove all the glass inside. As we moved the door back and forth to shake
the glass up and towards the openings, the bullet came forward from a section of the cross member.
The bullet was photographed in place, then removed from the door. It was placed on the ground and
marked with evidence marker thirteen. The bullet was of a different make then the other two located.

I made a copy of all pictures from the scene and vehicle. I placed a copy into property and provided
two copies to Sgt. D. Young and Detective C. Johns. I completed a photo log which I attached to this
report.
On 2/18/2022, at 0815 hours, I went to the property room and swabbed the tire found at the scene. I
took pictures of the tire as it was and swabbed the clean areas for the presence of DNA. I submitted
the control and four swabs into property. I submitted a copy of the pictures of the tire to property and
provided a copy to Detective Johns.

At 2017 hours, I was instructed to respond to the intersection of Sanctuary Boulevard and
Jacksonville Drive. Upon my arrival at approximately 2043 hours, I took custody of Vic Abuse Sex Off
Vic Abuse Sex Off who was with bystanders. I transported her to th
where her mother, Kirsten Bridegan, was en route to get her. She is an articulate child and easily
carried a conversation back and forth. She told me her "mommy" took her to Target on that day and
bought her the shoes she was wearing. Later her mother confirmed that occurred earlier that day as
Vic Abuse had recounted with the exception it was at Walmart not Target. During my time with Vic Abuse
she told me she had been to dinner that night with her brother, sister Vic Abuse Sex Off and her daddy.
She said she had mac-n-cheese, which is her favorite food, and her mommy stayed home. Vic Abuse
made the following statements to me (Note: I did not question her about this incident):
"Daddy opened my car door and I heard a boom."
"It's too loud."
"I heard booms."
At the station I made contact with her mother Kirsten Bridegan and her mother (Mary Vach dob 12-18
-1956- did not bring her Seattle license and currently lives in temporary housing in Orlando at
unknown address). Kirsten advised me she had been married to Jared for approximately 4.5 years
and had been together a total of 5 years. Vic Abuse Sex Off
Vic Abuse Sex Off Jared was married prior and has two 9 yr
old twins Liam and Abigail Bridegan dob 04/20/12 with ex-wife Shanna Gardner. Shanna and Liam
have a 50/50 custody split in which one parent has the kids from Monday after school until the next
Monday morning at drop off to school when the other parent then has them for the same amount of
time. Whichever parent does not have the kids for the week, then picks them up on Wednesday
evening and they go out for "date night" which lasts a little over an hour. Kirsten stated she used to
go but since having London the time frame coincides with when she is sleeping so she has not been
going. On today's date Jared took Vic Abuse and they left the house around 1755 hours. At 1842 hours
she sent Jared a text asking how it was going and he responded things were going well. He told her
Abigail wanted to text with her. She and Abigail sent texts back and forth on Jared's phone. She
asked Abigail where they went and she replied with a pig emoji, which Kirsten said was the Bearded
Pig. She took screen shots of the texts and emailed them to Detective Johns.
Kirsten stated her brother called her at 1939 hours. While they were talking, Jared called and she
merged him into the conversation. They all spoke for a few minutes and then her brother hung up so
she and Jared could talk. The conversation with her brother lasted eight minutes and the
conversation with Jared did not show up on her phone log due to her merging him in to her current
call. The phone call with Jared was on the car speaker and she was also talking with Vic Abuse Jared
had just dropped off Abigail and Liam and was on his way home. Vic Abuse told her she was eating ice
cream and Jared told her it was a frosty from Wendy's. They hung up and when she attempted to
contact him later he did not respond. She said at 2051 hours, she was worried because he had not
made it home yet and she began "blowing his phone up."
Kirsten advised the relationship with Jared's ex-wife Shanna and her new husband Mario Fernandez
was not a good one. She said Shanna was constantly filing things in court regarding the children and

lied about Jared portraying him to be a bad father. She said Shanna and Mario lie to the kids and try
to make Jared look bad to them. Furthermore, she said Mario is very controlling and tries to control
everything. She said the last time Shanna filed something against Jared was last year but the case
was dropped. She said there has been no violence or threats of violence from Shanna or Mario.
Kirsten said Jared has not had any disagreements with anyone and everyone likes him. She said the
only person who had ill will towards him is Shanna and Mario. When I asked her if Jared has life
insurance she advised he should have some through work. At the request of State Attorney C.
Stifler, I asked her if she would be willing to allow Vic Abuse interviewed by the Child Protection Team
(CPT) and she immediately agreed.

On February 17, 2022, at 0830 hours, I began assisting GIU Det. C. Johns #1236 and Det. J. Lamont
#1280 with this case.
At 0830 hours, I spoke to Nancy Kaye (904-607-1972) of 3662 Sanctuary Way South in reference to
this case. Kaye stated while walking her dog at 1800 hours, she observed a dark grey SUV parked
near the intersection of Sanctuary Way North and Jacksonville Drive. She stated she did not believe
the SUV was related to nearby construction. The SUV was bearing New York license plates and
occupied by two older (40's) white males. Kaye explained the driver was scruffy with facial hair. Kaye
later provided me with a potential third party who observed the SUV (Ruth 904-581-6382). Kaye
explained Ruth took pictures for the construction company and may have inadvertently taken pictures
of the parked vehicle. I attempted to contact Ruth at 1830 hours, however left a voicemail when Ruth
did not answer.
At 1134 hours, I began a neighborhood canvass of the surrounding area;

through several motion activated events on the previous night, we located a minute
long video clip beginning at 19:52:51. After review, I discovered the following;
o A gunshot and muzzle flash occured at 19:52:52 near the driver side of the victim
vehicle. Shortly after the flash and shot, a subject (henceforth known as the suspect)
moves in front of the victim's vehicle, southbound on Sanctuary Blvd.
o At 19:52:55, the suspect walks in front of the victim's vehicle headlights which
backlights him/her. The suspect continues walking southbound until 19:53:00 hours, at
which point, he/she begins to run. The suspect continues running southbound on
Sanctuary Blvd, later out of view.
o Several minute-long motion clips beginning at 1800 hours and ending at 2021 hours
were taken from Waterman's camera system. These clips will be placed into property
as evidence.

On 2/16/22, at approximately 1950 hours, she left her house to pick up her daughter from Volleyball
in Jacksonville. Currie took the same route as our department social media post and stated when she
arrived to Jacksonville Drive and Sanctuary Boulevard she observed several vehicles stopped behind
a black SUV stopped along Sanctuary Blvd facing south. Currie stated behind the black SUV, she
observed a small potentially grey SUV, an unknown vehicle and finally a white four door sedan, all
stopped behind the black SUV. Currie explained the driver of the grey SUV (w/m) exited his vehicle
and walked towards the driver side of the black SUV. Just before he made it to the driver side, he
stopped, and walked back towards the rear. He then walked the passenger side of the SUV. Currie
reversed her vehicle and later drove eastbound on Jacksonville Drive. Currie stated the white sedan
was driven by a white female.

At approximately 1210 hours I sent an email to Kari Pallotto an Account Manager with the Ring
Neighbors program to request any assistance they could provide us in locating any available Ring
footage pertaining to this case.
At approximately 1215 hours I called the Child Protection Team to ascertain if they would interview
Vic Abuse Sex Off I was advised I would get a return call and
subsequently Lewis Ramirez (Case Coordinator) called me back. I spoke with him and Laurie
Armstrong (supervisor) and subsequently an interview was set for January 18, 2022 at 1030 hours.
At approximately 1224 hours I responded to the Bearded Pig and made contact with General
Manager Robert Smith. He advised he was working during the time frame Jared would have been at
the restaurant. He stated no disturbances happened yesterday. He agreed to go through the
computerized tickets for the day and we subsequently found the one for Jared and his children. We
were able to locate it utilizing the time and amount paid (1902 hours- $39.09 cell phone wallet
showed this) as the last four credit card numbers of the his credit card appears to change due to a
safety feature. Owner Michael Schmidt responded and we subsequently located video footage of
Jared arriving in the parking lot at 1847 hours. He and the children enter the restaurant at 1848
hours, go to the parking lot at 1922 hours, and subsequently leave the parking lot at 1924 hours
heading south on 3rd Street. There is no available video of them eating. The northwest side of the
seating area, near the cash registers, camera was unknowingly still covered with painters tape from
past construction. I retrieved a copy of all available footage. A copy of the footage will be placed into
property as evidence as well as a copy of the computerized ticket. I also scanned a copy of the
computerized ticket to this report.
I also spoke by phone with employee Tori Cameron (352-317-3583), who worked one of the
registers, and she also stated she did not observe any disturbances. There is a daily summary report
that gets emailed to Michael Schmidt, which would notate any problems/disturbance and or
complaints throughout the day. He advised no disturbances were noted.
At approximately 1744 hours I submitted an electronic Law Enforcement Inquiry to International

Claim Association to attempt to locate any life insurance policies Jared may have.

On Friday, February 18, 2022 at 1445 hours, Paul Morley came to the police department today
because he saw the media information from this agency asking for any Ring camera footage, Nest
camera footage, and/or exterior surveillance camera footage from along Fairway Lane or America
Avenue. Morley gave me a thumb drive containing his exterior camera footage from his house. After
I viewed the camera footage, it appears the victim's vehicle drove past Morley's house at 1829:39
hours heading South on Fairway Lane. The view from the camera at night wasn't good. It was very
difficult to identify the make or model of any vehicle traveling North or South. I placed the thumb
drive into property.

Friday, February, 18, 2022
Officer Jarman who is an evidence technician, advised he would contact Shane Villanueva Borja,who
had touched the victim's vehicle, to arrange getting elimination prints from him. At approximately
1042 hours, Officer Jarman advised me he had made contact with him by phone and he is currently
out of state on his way to Wisconsin. Mr. Villanueva is truck driver and is going to request his
dispatch send him back to Florida after he drops off his load in Wisconsin.
At approximately 1117 hours, I sent an email to Assistant State Attorney Devin Lybrand in reference
to the requested subpoenas for Wendy's and Chase. She requested a copy of the offense report so
that she could input dates, times, etc. She also needed the address for Wendy's. I sent her the first
page (cover page) of the offense report and the address for Wendy's.
At approximately 1125 hours, I called Mary Muratore (904)874-3811, who had responded on a
facebook post she was tagged in that was in reference to this case "Christina I saw this". She
advised me she was telling her friend she had seen the post not the crime. A copy of the facebook
response is scanned to this report.
At approximately 1144 hours, I contacted the St John's County Clerk of Courts Records Department
and left a voice message for contact back.
At approximately 1151 hours, I sent a request to the National Association Insurance Commissioners
in an attempt to locate a life insurance policy for the victim.
At approximately 1246 hours, I attempted to contact GJergj Shurtaj in an attempt to set up an

interview with Detective Johns. The call went to voice mail and I left a message for contact back. At
approximately 1944 hours, he called me back and advised he is currently in New York but will be
back Monday or Tuesday. He said he will text or call me when he is back to set up a time to meet.
At approximately 1248 hours, I contacted Carolyn Zisser of Zisser Family Law she is the attorney that
represented the victim in his divorce proceedings. I requested documents pertaining to the victim's
divorce and subsequent court filings with his ex-wife. She advised she would get with her assistant to
help with that but would not be able to do so until later in the day and recommended I contact the St
John's County Clerk of Courts Family Courts division directly. I asked her if the victim's divorce was
acrimonious and she said it was. She told me the victim was a good dad who loved his kids. I asked
if she had any recollections of the victim and his divorce that might be of interest to this case and she
said she would have to refresh her recollections.
At 1258 hours, I contacted the St John's County Clerk of Court Family Court Division and was
subsequently transferred to Christopher Shilliday Director of Technology. I advised him what I was
trying to accomplish and he advised the most expedient way to get access was to set up a registered
user account. He assisted me with setting one up and also was having the files made readily
available online but it would take a few hours due to it being a lengthy case.
At approximately at 1539 hours, I responded to Jiffy Lube located at 1672 3rd Street South to see

what footage they have of 3rd Street South. The footage is of poor quality and it only showed a very
small portion of 3rd Street, which would not show if the vehicle came south on 3rd Street or turned
onto 3rd Street from 16th Avenue South. I then went to Clean Get Away and the best footage they
will have is of the intersection of 16th Avenue South and 3rd Street South. They advised any footage
they may have of the night in question will be available for a few weeks and the owner who was not
present will be the only one who can make a copy of it. Due to a time constraint, I was unable to
view all of the footage in the time frame at this time.
Additionally, contact was made with Kari Palotto in reference to the Neighbors website and set up an
account. She advised me not only people with Ring cameras utilize the website/app but also people
who have any type of camera system can and do join the website application.

On 2/18/2022, at 0815 hours, I swabbed the tire found at the scene for possible DNA.
After I finished processing the tire, Sgt. Shackleford requested the make, model, and all numbers off
the tire. I went back to the property room and checked the tire back out.
The tire is a-
BF Goodrich Advantage T/A Sport LT.

Size 265/60R18
DOT number- AP80 2T11
Other numbers on it were 06-60846-01 and WQA448.
The rim is a size 18X7.5JX44. On the inside of the rim there are other numbers, C#0618043, 80471,
and X5X3.
I took pictures of the tire and rim. I copied pictures to a DVD and placed them into property.
Sgt. Shackleford provided me a print out in reference to the tire. I attached a copy to this report and
submitted the printout to property.
On 2/19/2022, at 0945 hours, I returned to the property room garage in order to look around the
victim's vehicle for possible tracking devices. I started with checking the wheel wells and the
immediate under carriage. I opened the gas tank cover and then the hood. I found nothing. I crawled
under the car and checked the frame and still found nothing.
Using the OSCR360 tablet, I checked for blue-tooth and WIFI connections. I found nothing. I installed
the Tracker Detect App and found nothing. I walked into the property room to check the vehicle's
keys out from property for Detective Lamont. As I walked in I could hear something beeping. Property
Officer K. Mobley handed me the keys, on the keys was an Apple Tracker and it was beeping.
I returned to the vehicle and scanned again to ensure the APP was working correctly. I connected to
the Apple Tracker and was able to start beeping.
I locked the garage back up and returned to the station. I informed Sgt. Young and Detective Johns
of my findings. Sgt. Young instructed me to give the keys to Detective Lamont.
At 1226 hours, I met with detective Lamont and Detective Currier at the property room garage. They
requested access to the vehicle in order to check the blue-tooth connections on the vehicle. After
they completed their investigation, I locked the garage door and left the area.

On 02/18/2022, at approximately 0900 hours, I conducted a neighborhood canvas of America
Avenue and adjacent streets. All information gathered from the canvas was placed onto an excel
word document, saved as a PDF and attached as evidence.
I'm waiting to hear back from a residence located at 3521 America Avenue, close to the scene which
may have additional video evidence. I left several messages on the residence personal cell phone
and office.

The listed residence has several hardwired security cameras in front of the residence facing America
Avenue.
The neighborhood canvas was concluded at 1536 hours.
On 02/18/2022, at approximately 1600 hours, made contact Tarez Colvin, in reference to an

information lead. Colvin stated she left Target (490 Marsh Landing Pkwy) on 02/17/2022, at 1926
hours, and noticed a white male and white female jogging on South Beach Parkway near
Jacksonville Drive. Colvin stated she didn't see, nor did she hear anything suspicious/criminal during
that time period. Colvin stated she just wanted to call in and report the information. The reported
information was outside the time frame of the reported incident.
Information lead concluded at 1630 hours.
On 02/19/2022, at approximately 1000 hours, I conducted a follow-up neighborhood canvas of

America Avenue and adjacent streets. All information gathered from the canvas was placed onto an
Excel word document, saved as a PDF and attached as evidence.
Sgt. K. Shackelford made contact with Kelley Sleiman who advised she was out of town and would
check her video surveillance system on 02/20/2022, and notify the Jacksonville Beach Police
Department.
I was unable to locate any video evidence pertaining to vehicular travel of America Avenue and
adjacent streets during the investigative time frame.

On 02/19/2022, at approximately 1715 hours, I made contact with Jacksonville Beach resident,
Stephanie Pedrotty, (PX: 904-760-9396) who resides at 2743 America Avenue. Pedrotty has a
Google security camera located Security System Pedrotty provided two video clips
(1st clip - 02/16/2022: 1949hrs. - 1950hrs.) (2nd clip - 02/16/2022: 1950hrs - 1951hrs). The video
clips where placed into the detective video evidence file as evidence and placed into property.
On 02/19/2022, at approximately 1730 hours, I made contact with Jacksonville Beach resident, Jaime
Labitan, (PX: 904-610-8934) who resides at 2720 America Avenue. Labitan has two Wyze security
cameras located Security System Both security cameras captured a
light colored pick-up truck, dark colored pick-up truck, vehicle backing out of driveway across the
street and a sports utility vehicle traveling south bound on America Avenue from the 2700 block. The
cameras recorded the listed vehicle from 02/16/2022: 1950hrs - 1951hrs. The video clips where
placed into the detective video evidence file as evidence and placed into property.
Evidence collection concluded at 1800 hours.

On Wednesday, February 16, 2022, at approximately 1959 hours, I responded to a
report of gunshots in the area of Jacksonville Drive and Sanctuary Boulevard. At
my arrival I located a vehicle stopped southbound on Sanctuary Boulevard,
between Jacksonville Drive and Sanctuary Parkway. Sanctuary Boulevard is a two
lane, curbed roadway which is divided (north and south) by a large swampy grass
median. The victim vehicle (black Volkswagen) was stopped with the motor
running and hazard lights flashing. The driver's side door was open (no other doors
were open) and all four window were rolled up. Just outside the driver's side door
was a male victim lying face down on the roadway. There was a significant amount
of coagulated blood around the victim's head. The male appeared to be lifeless. I
checked for a pulse on his carotid artery and couldn't feel one. I rolled the victim
over onto his back to begin CPR. After a minute, or so, Officer Corey relieved me
and continued CPR until Rescue arrived. Shortly thereafter, the victim was
pronounced deceased.
Once the scene was secured and possible witnesses, on scene, were identified, I
notified Det. Sgt. Young of the incident. Once he arrived, I transitioned from my
patrol role to assisting the evidence technician unit with the scene. One of my tasks
in my support role was assisting with videotaping the scene. I provided ET Langlois
my camera to collect the video. Myself, and ET Jarman walked with scene to
provide illumination, due to the dark conditions. I downloaded the video to a DVD
and placed a copy into police property.
I remained on scene until it was released.

At approximately 1030 hours, I attended a CPT interview with Detective Johns. The victim's daughter
was interviewed due to being a possible witness. See Det. Johns supplement for the interview.
At approximately 1300 hours, contact was made with Gabriel Harriet at South Beach Regional
shopping center. Gabriel was believed to be viewed on the surveillance video which was received
from 3940 Grande Boulevard, the night of the incident. In the video Harriet was seen heading
northbound on Grande Boulevard to Jacksonville Drive. Harriet then heads westbound on
Jacksonville Drive and exits the area.
Harriet was asked if he was in the area and he could not give a coherent answer to this question.
Harriet advised he was not in the area but his twin brother may have been. Harriet had issues staying
on topic and his answers made no sense.
It should be noted, Harriet does not have a twin brother.
Interview
Matthew Eric Dahlberg (Witness)

At approximately 1830 hours, the interview with Dahlberg was conducted in interview room #89 and
was audio and visually recorded. Also present during the interview was Detective B. Conner.
Dahlberg was asked to describe an incident which may have occurred on 02/16/2022 between the
victim and an unknown party. It was explained, this information was relayed through several different
people. Dahlberg advised he was at Wingate Park from 1730 hours to 1930 hours. Dahlberg stated
he did not see any altercation with the victim at the park at this time. Dahlberg also explained, he is
not aware there was any altercation with the victim at all. Dahlberg advised he is not aware the victim
was ever present at the park.
Dahlberg advised he left Wingate at 1949 hours and preceded home. Dahlberg advised he traveled
the route which it is believed the victim traveled. Dahlberg advised while driving to his home he did
not see anything suspicious. Dahlberg advised when he got home he immediately heard about the
incident and checked his ring doorbell camera. Dahlberg stated he his camera operates on motion,
but his camera did not activate. Dahlberg stated his camera did not even activate when he arrived
into his driveway.
Dahlberg would go on to explain he does not know the victim, but he does know of his brother.
Dahlberg stated the victim's brother, Justin Bridegan, works Stellar Construction and he works at
Stellar Construction.

At approximately 1948 hours, Detective Sgt. Young and I met with Kirsten Bridegan at her residence.
Bridegan was updated on the status of the case and asked several follow up questions.
Bridegan was asked what time she spoke with her husband ex-wife, on Thursday morning. Bridegan
advised she sent a text message to Shannah Gardner on 02/17/2022, 0100 hours. Bridegan asked if
she could be present when, Gardner informed the twins of their father's death. Gardner agreed and
Bridegan met Gardner in the morning to inform the twins.
Bridegan was asked if she had any further information on her husband's firearms. Bridegan advised
she has not seen her husband's gun, but he told her he had one. Bridegan would find her husband's
firearm on 02/19/2022, at 1300 hours. While speaking with Bridegan, she showed her 9mm Ruger
LC9s. Bridegan's ammunition consisted of Federal, Remington and Sig Sauer.
Bridegan was asked to further describe the route her husband would take after dropping off his
children to his ex-wife. Bridegan advised her husband used to drive to Beach Boulevard and head
westbound to San Pablo. Her husband would then take San Pablo to JTB. Bridegan stated a year
ago, she got into an argument about this route being slower than her route. Bridegan advised she
would travel south on 15 th Street to Fairway, to America and finally Sanctuary to JTB. Bridegan
reiterated this is the route her husband would take for the last year.
Prior to leaving the residence, Bridegan advised Vic Abuse Sex Off began talking about the night
of the incident. Vic Abuse stated, "a guy drove fast and dad stopped the car." Vic also continued to
talk about the "G" in the road way.
Bridegan provided an accurate timeline for her conversation with her husband the night of the
incident.
• 1939 hours - Her brother called and the call lasted for eight minutes.
• 1946 hours - Jared called and was grouped into a three way conversation. Jared joked with
his brother in law.
• 1947 hours - Bridegan's brother hung up, leaving her and Jared on the phone.
• 1950 hours - Bridegan ended the conversation with her husband because he was being quiet
and unresponsive. Bridegan hung up the phone and Jared acknowledged.

At 1013 hours, I called Zoraida Verge. I asked her about all the vehicles present on the night of the
homicide in reference to a possible other vehicle (gray Suv) that Valerie Currie stated she had seen.
She advised me when she drove up to Sanctuary Boulevard the black SUV with its hazard light on
(victim vehicle) was the only vehicle present. She said she stopped at a short distance from the
vehicle out of fear. She did not see any other vehicles and was going to back up afraid that it was a
set up but was unable to as an other vehicle arrived and she was boxed in. She said the vehicle
behind her contained the "Good Samaritan" who subsequently got the child Vic Abuse Sex Off out of
the vehicle. She said several other vehicles arrived after them and then left when they observed the
stopped traffic. All of the vehicles were described as sedan style cars and one golf cart. She said
one vehicle, a big white truck (unknown make/model) came down the opposite of the road (North on
Sanctuary Boulevard) and stopped but she did not see the driver get out. She said the "Good
Samaritan" asked the guy in the truck if he was a doctor or someone who could help with medical
and the man in the truck relied, "No man." The man in the truck then continued driving north. She
was unable to describe the man as it was dark and he stayed in the truck. She said she did not see
anyone driving or running from the area when she arrived. While talking to Zoraida, she advised she
had an app called 360 and it shows where she went and exact times of arrival and duration of times
at the locations. I asked her to send me that information and subsequently she did. The timeline
reflects a difference in time with a timeline her sister's, who was with her, Google timeline provided to
me as noted in the next paragraph. Zoraida's time frame shows her arrival at Sanctuary Boulevard at
2008 hours and her sister's showed arrival at 1954 hours. Additionally, Zoraida's timeline shows they
were at Sanctuary Boulevard until 2044 hours, while her sister's showed they were there until 2138
hours. Zoraida signed her written statement at 2132 hours and her sister signed hers at 2135 hours.
Additionally her sister's phone log shows she called 911 at 1954 hours. Therefore, it appears
Zoraida's 360 time frame is not accurate while her sister's Google timeline appears to coincide with
the sequence of events
I then made contact with her sister Osiris Verge Calderon at 1034 hours by phone, she and her sister
were together. She provided the same accounting as her sister. Additionally, she stated an older
skinny white male that she calls "another Good Samaritan", possibly in his sixties, approximately six
feet tall walked up and approached near where the victim was. She said he called out to him saying,
hello can you hear me? Then walked around to the passenger side and said no wonder he is dead
then pointed to a gunshot in the window. She stated she saw him be interviewed by police later.
She also pulled up her Google Timeline from that night and sent me a screen shot of it. That screen
shot is attached to this report. It shows them arriving at Sanctuary Boulevard at 1954 hours and
stationary there till 2138 hours. She also sent me a screen shot of her phone log, which showed she

Protected knew exactly where she was. That screen shot is
scanned to this report.
I then spoke to Zoraida again and she advised she had not seen the white male as described by her
sister but instead saw a different white male walk up. The "Good Samaritan" said something to that
male to which he replied, I know the neighbor heard shots. She said she did not observe him or any

other man near the victim's vehicle besides the "Good Samaritan" near the car. She also said she
saw the male being interviewed on the news and sent me a YouTube video of the new clip with his
interview. In the interview, the news identifies him as a neighbor who had just got back into his
house from a jog and then heard the shots. A screen shot of him is attached to this report.

On 2/18/2022 at approximately 1100 hours, U.S. Customs and Border Protection K9 Officer D. Witte
#14566 and his K9 partner Buddy #16005, conducted an article (weapon) search near the crime
scene. Officer Witte and Buddy searched area west of Sanctuary Blvd, from Jacksonville Drive, to the
Sanctuary Pkwy/ J.T. Turner Butler Blvd on ramp. Officer Witte and his K9 searched approximately
10ft into the wood line, covering the area twice. Officer Witte and his K9 partner also searched the
area along Sanctuary Pkwy, between Sanctuary Blvd and Grande Blvd. No weapon was located
during this search.

On 2/19/2021, I conducted a follow up of this case.
At approximately 1030 hours, Det. J. Lamont #1280 and I completed an in person recorded interview
with Valerie Currie. See Det. Lamont's supplemental report.
At 1109 hours, I contacted Tony Blanco (904-219-2701) of 4089 America Ave. Blanco stated he was
on his way to Tampa, Florida for work and would be returning tonight at approximately 2300 hours.
Blanco gave me consent to search the backyard of his property and advised we would be able to
look through his Ring app when he returned home. I conducted a quick search of his backyard at
approximately 1200 hours however; did not locate anything of evidentiary value.
I spoke to Mike Fechi of 2700 America Ave at approximately 1215 hours. Fechi showed me the Securi
Security System from Wednesday night. No motion detection occurred after 1600 hours on
2/16/22.
On 2/22/22, I followed up at the below listed addresses;

• 4021 Palm Way - Ann Freudenthal - 904-514-1668
o Freudenthal stated her hard-wired video recordings are inaccessible due to a password
protection which she does not know. Freudenthal stated her Security System has no
activity during the evening of 2/16/22.

o Robles stated he Security System Robles did not
see or hear anything related to the incident.

Administrative Secretary Minton provided me with copies of the Ring video obtained from T.
Waterman (see supp 16). Copies of the one-minute shooting clip as well as all of his captures from
1800 to 2030 were made and submitted into property.
I followed up with Anthony Blanco of 4089 America Ave. Blanco showed me all events observed from
his Security System No events were triggered an hour before the
sho tographs are taken every five minutes. After looking
through a few stills between 1945 and 1800 hours, only very small headlights are seen heading
southbound on America Ave.

At approximately 1031 hours, Detective Cpl. Wallace advised Valerie Lynn Currie was at the
station to be interviewed in reference to this case.

At approximately 1031 hours the interview with Currie was conducted in interview room #89 and
was audio and visually recorded. Also present for the interview was Detective Cpl. Wallace.
Currie advised she left her house which is located in the Marshside area, at 1950 hours. Currie
advised she was going to pick up her daughter near the St. Johns Town Center. Currie stated
when she turned left onto the southbound lane of Sanctuary, there were two to four cars in front of
her. Currie advised she saw the front car which was a black SUV and the emergency lights were
on. Currie advised she saw a "whitish, grayish, silver SUV." Currie stated a slender white male
with khaki shorts exited this vehicle and approached the driver side of the victim's vehicle. Currie
would go on to explain the man pauses and looks into the vehicle and stops. The man proceeds
to the passenger side of the vehicle and stops again. Currie felt this man was acting strange.
Currie would explain this man had a baseball cap on his head.
Currie advised she saw a white four door vehicle in front of her. Currie explained a white woman
exits the passenger side of the vehicle and appears to be confused about what was going on. At
this point, Currie reverses the vehicle and exits the area via South Beach Parkway.
Currie would explain she knows of the victim and his friends with Shanna Gardner (Ex-wife).
Currie advised she does know the victim's older brother but could not remember his name. Currie
was told by friends Jared Bridegan was shot Wednesday night.
Currie explained she has heard stories about the victim's behavior from Shannah Gardner. Currie
explained her husband was involved in an altercation with the victim at The Church of Jesus
Christ of Latter-day Saints, located in Neptune Beach. Currie advised her husband is the Bishop
at the church. Currie advised the victim was upset because Currie and her husband befriended
Gardner. Currie's husband was forced to call the church legal services. Currie advised the victim
has a "hot head." Currie advised the victim did not want Gardner invited to the church. Currie
would not explain the specifics of the argument.
Currie advised Gardner described the victim as controlling and impatient. Currie described the
divorce and custody as a contentious situation. Currie felt from what she has heard of the victim,
she believed his death could have been called by road rage.
Currie would go on to describe Gardner's new husband Mario. She felt he was nice, but she could
not see them becoming "best friends." Currie was not sure if Mario and the victim had any
negative interactions.
While speaking about the custody arrangement and date night, she remembered additional

details in reference to the altercation with her husband. Currie stated the children told Gardner the
victim asked his children where she and her husband lived.
This concludes the interview.
At approximately 1100 hours, Officer Scarborough #1285 informed me Brandon Mendoza was in
the lobby and he has information.
Upon speaking with Mendoza, he informed me he has video surveillance which captures the
audio of the gun shots. While viewing the video, you can clearly hear several gun shots in the
distance. Mondoza's house is located directly to the west of the incident.
Upon reviewing the video provided by Mendoza, I am unable to hear the gun shots in the video. I
will contact Mendoza in order to get a good copy of the video. A copy of the video provided will be
placed into property as evidence.

On 02/20/2022, at approximately 1200 hours, I met with Kelley Sleiman, who resides at 3521
America Avenue to retrieve video footage. Sleiman only had one security camera which captured
America Avenue during the time of the incident. Sleiman's surveillance system is 10 minutes ahead
of current time.

Between the listed time periods four vehicles were observed passing Sleiman's residence traveling
south bound on America Avenue approaching the intersection of America Avenue and Jacksonville
Drive. It was difficult to make out the make, model and color of the vehicles.
On 02/22/2022, at approximately 1300 hours, I picked up the deceased iPhone from JSO Computer
Forensic Investigations Unit. The forensic unit provided a copy of the contents of the phone.

Upon arrival, I met with Shane and Amy Santiago. Shane was able to download the video from his
Security System onto a USB drive for me.
On the video you can hear four distinct gunshots.
After gathering their information, I returned to the station to make copies of the video. I placed one

On Wednesday, 02/16/22, at approximately 2029 hours, I was contacted by Sgt. L. Smith #792, via
phone. He requested I respond to assist in reference to this investigation. I arrived on scene at
approximately 2048 hours. I made contact with Sgt. Smith upon my arrival. He provided me with
details of the investigation. He asked if I would be able to deploy PSD Bear to conduct a possible
track. Sgt. Smith had very minimal information to provide me. I advised him it would not be beneficial
to deploy PSD Bear based on the lack of information, the area being heavily contaminated with foot
traffic prior to my arrival, and the length of time between the incident and my arrival. I then left the
scene and had no further involvement.

On Friday, February 18, 2022, ASA Christina Stifler approved the Google Geofence search warrant
for the incident location.
On Tuesday, February 22, 2022, A.T.F. Special Agent Mark Mutz completed the AT&T subpoena
and T-Mobile subpoena for Shanna Gardner cell phone and Mario Fernandez Saldana cell phone.
ASA Christina Stifler signed those subpoenas then Special Agent Mutz sent those subpoenas to the
respective cell phone companies. I scanned those subpoenas into this report.
A check of the Vigilant PlateSearch system (L.P.R.) for the victim's vehicle which showed the victim's
vehicle on the St. Johns L.P.R. system on 02/16/22 at 0918:01 hours heading westbound on
Longleaf Pine Parkway/ St. Johns Parkway. At 1133:51 hours, the victim's vehicle heading
southbound on Bartram Park/Racetrack Road. I scanned the St. Johns L.P.R. system information
into this report.
I checked Mario Fernandez Saldana's registered vehicles, 2022 Toyota Tundra bearing Florida tag
KPRE38 and 2018 Tesla bearing Florida tag KGAU68, on the L.P.R. database. The Toyota Tundra
had St. John's L.P.R. hits on 02/13/22 then again on 02/18/22. The Tesla had St. Johns L.P.R. hit on
02/05/22 nothing after that date.
According to Jacksonville Sheriffs Office Analyst, George Oancea, the victim's vehicle last L.P.R. hit
in Duval County was on 08/03/2020. The last L.P.R. hit for Fernandez Saldana's Toyota Tundra in
Duval County was on 03/22/2021, and the last L.P.R. hit for his Tesla in Duval County was on
12/17/2021.
Judge Eric Robinson approved the Google Geofence search warrant today. I submitted the Google
Geofence search warrant to Google; submission reference number 12214024. Also, the Google
preservation letter was submitted; reference number 7-3401000032343. I scanned the Google
Geofence search warrant into this report

Tuesday, February 22, 2022
On Monday February 21, 2022 at approximately 1648 hours, Carolyn Zisser, who was the attorney of
record during the victim's divorce, called and left a message to see if I had gotten the information I
needed (divorce and subsequent motions) from the St Johns Clerk of Court. She further said she
had requested the victim's file from storage if it had went to storage. I contacted her on today's date
at 0945 hours by telephone. She indicated she wants to cooperate with this investigation and is
attempting to retrieve the victim's file if she still has it in storage. She did find an electronic online file
and was able to go over the final divorce degree and there was nothing pertaining to life insurance by
either parent in the divorce degree. She stated she would possibly need a signed release from the
victim's current wife when and if she located the victim's complete file. I asked if she had a release
form that she utilizes for such an occurrence and she advised she would have to talk to her partners.
At approximately 1000 hours, Kirsten Bridegan, responded to the station and while she was here I
asked her if she was willing to sign a waiver for Carolyn Zisser and she agreed. She then indicated
Brenda Drake another Family Law Attorney, is who they had most recently used and I asked if she
was willing to sign a waiver for her and she also agreed.
At approximately 1157 hours, I called Brenda Drake and after I advised her what I was calling about
she advised she advised me she has no information on it. She said the last thing she had done for
the victim was draft a letter to his ex-wife's attorney in November (2021) in which he wanted a new
therapist for the children. They received a response back in January of this year and they were not
going to agree to a new therapist and the victim just advised her to drop it. She did say the victim
had concerns that his ex-wife was building a case to attempt to gain full custody of the children as
well concerns of them (ex-wife and new husband) coaching the kids. She also advised although the
victim was paying child support that stopped when his ex-wife moved from St Johns County, where
he had moved to so that he could be closer to the kids, and wanted the kids to go to the Discovery
School. He did not want the kids to go to the Discovery School due to St Johns County being known
for the better school system. The victim and his ex-wife came to an agreement where the children
go to the Discovery School and his child support payments ceased.

At approximately 1400 hours, Kirsten Bridegan responded back to the station so that we(GIU) could
speak to her in depth regarding the victim. She advised the following:
• Jared's marriage to Shanna ended due to him getting her a personnel training package with a
personal trainer known as Matt unknown last name (here in Florida) and then finding information
that she was having an affair with the personal trainer.
• There was no physical abuse or police interaction that she is aware of in Jared and Shanna's
marriage.
• Interactions with ex-wife's current husband Mario Fernandez have been multiple times (unknown
exact) but less then 20. Interaction once at a court hearing reference kids schools. Also
interactions at school events and doctor appointments.
• After the divorce Jared dated several people and ultimately became engaged to Emily Voehringer,
who she believes he met in Utah.
• The relationship with Emily Voehringer was not a "healthy relationship" and he broke it off with her.
She said it ended badly in that Emily's father "chewed him out" for breaking up with his daughter.
She said they have not heard from Voehringer since she has been in a relationship with Jared.
• Kirsten met Jared in 2017 through a dating app called Mutual, which is for singles, who are
members of the Church of Jesus Christ of Latter-day Saints. She additionally said he used to have
a Bumble profile but is not sure of what other dating sites he may have been on back then.
• Jared currently works remotely from home for Microsoft as the manager of UX design and
previously worked for Clean Simple Eats also remotely. Additionally, he worked for Webdot.com
from May of 2016 to March of 2020 at an office near Gate Parkway.
• Jared workday at home normally consists of a 0900 to 1700 workday with some late night calls
sometimes due to call with people from different countries.
• There were no local meetings for work and no known local co-workers instead the meetings were
held on Microsoft Teams.
• Jared's boss is named Kevin Honeyman and his number is (701) 367-5731.
• Jared kept has his work appointments set up in his Outlook account and personal appoints is in a
shared electronic calendar with wife she set up. There is also a separate shared electronic
calendar set up with ex-wife (Shanna) in reference to the kids appointments.
• Jared's hobbies are working on projects around the house. He also likes to run everyday at the gym
in their neighborhood of Beacon Lake Community, which she believes requires a key card to
access. He usually goes from 1200 hours to 1400 hours. He also plays X-Box a couple of times a
week and Kirstenn indicated he plays Halo. He does play online with other people and she will
provide his X-Box account name. •
• They have a membership to the YMCA (Nocatee) but have only been approximately three times as
their daughter did not like the daycare. To her knowledge Jared has not been there for months.

• Jared has a chiropractic appointment every Tuesday at 0930 hours at Revolution Chiropractic at
14866 Old St Augustine Road Suite 103 Jacksonville, FL 32258 (904)348-0039. The entire family
goes every other week.
• Jared had a Facebook "Jared Bridgeman" and an instagram Jared_B2. Not active in posting but
would peruse it. Recently reactivated as he deactivated to be more present in the moment with
Kirsten.
• Jared uses easily guessable passwords and has had the same email address since married to
Shanna. Kirsten was able to get into his computer after three guesses at his password.
• Jared and Kirsten did most of the shopping together.
• Jared and Kirsten are members of The Church of Jesus Christ of Latter-day Saints located at 5490
County Road 210 St Augustine, 32092 (904). They attend most Sundays.
• There are no routine appointments with kids except taking Abby to gymnastics on Wednesdays and
Fridays she is staying with them at Florida Elite Gymnastics 175 Cumberland Park Dr, St.
Augustine, FL 32095 (904) 679-3409. The time frame for gymnastics is 1530 hours to 1730 hours.
• Jared does not regularly meet up with friends and has few friends.
• Jared is closest to Kirsten and next closest is his brother Adam and Carlee (Adam's wife).
• Last time Jared went to Top Golf a couple of weeks ago to meet friends Cody Hays, Nick Piel, and
Brett Murray. Cody and Nick are friends from their previous congregation. Kirsten will provide their
contact information to Detective LaMont.
• Monday, February 14, 2022- Jared took the kids to school (The Discovery School). He leaves
usually at 0730 hours. Kirsten took London (infant) to appointment for vaccinations and was upset
about the way was handled. Does not remember if they went on a bike ride after or any further
details of the day.
• Tuesday, February 15, 2022- Whole family went to chiropractic appointment in two separate cars.
Jared took London and Kirsten drove with Vic in separate car due to getting her ready. Jared
left appointment when done and went home to work. Kirsten took kids to Target on Southside
Boulevard near the Avenues Mall. Vic facetimed Jared to ask permission to buy something she
wanted. After Target, Kirsten took the kids home.
• Wednesday, February 16, 2022- At 0930 hours Kirsten took Vic Abuse to music class (Mary Tide
Music) at Durbin Clubhouse 145 South Durbin Parkway St Johns, 32259. Around 1100 hours, she
took Vic Abuse to Walmart at Durbin. She bought Vic Abuse the shoes she was wearing later that night.
She does not know if Jared went running at the gym that day but can check her Nest camera.
Jared left with Vic at approximately 1755 hours to go to date night.
• Thursday, February 17, 2022- After 1900 hours, Shanna contacted Kirsten and stated Abby
wanted to facetime with Kirsten. Abby and Kirsten facetimed and twice in conversation Abby asked
about Jared's Will.

NARRATIVE
At approximately 0900 hours, I received an email from Brandon Mendoza in reference to his
surveillance video form the night of the incident. Mendoza advised his video was time stamped
incorrectly and he provided the wrong time frame. The video from the night of the incident has been
copied over at this time. The video did not show the incident, however, you can hear the gun shots in
the distance.
At approximately 1545 hours, the victim's older brother, Adam Bridegan, came to the station for an
interview.

At approximately 1545 hours, the interview with Adam Bridegan was conducted in interview room
#89 and was audio and visually recorded. Also present during the interview was Detective C. Johns.
A. Bridegan began the interview describing his brother, Jared Bridegan. A. Bridegan described his
brother as a creative person who kept a close group of friends. A. Bridegan described his brother as
not a social person. He would go to describe his brother as someone who was not confrontational.
He described his brother as someone who was extremely patient with his children.
A. Bridegan advised his brother graduated high school from Douglas Anderson and later attended
Utah Valley University. A. Bridegan stated his brother left for Utah in 2012. A. Bridegan stated his
brother met Shannah Gardner several years later while in Utah. Jared Bridegan was introduced to
Gardner by A. Bridegan's wife. A. Bridegan would go onto explain how Gardner and J. Bridegan
began dating.
A. Bridegan would go to explain his brother's marriage began very successful and Gardner's family
loved him. Once J. Bridegan was married to Gardner, the couple began receiving money from
Gardner's family. The money paid to members of the Gardner family was paid in reference to certain
stipulations. The couple had to be married and actively seeking an education.
Once J. Bridegan's children were born, his child Liam had a heart condition. Due to the heart
condition, Liam could not live at high elevations. Gardner did not want to leave Utah, but they
eventually moved to Connecticut to be closed to his heart specialist. At this point in the marriage J.
Bridegan began to become distant from the rest of Gardner's family. A. Bridegan stated due to his
brother not really being social, it caused the Gardner family to not like his brother.
While in Connecticut, Gardner had issues with post-partum depression and had issues losing weight.
J. Bridegan began gaining weight and the couple became distant. A. Bridegan stated Gardner began
manipulating her parents and laying ground work for a divorce. A. Bridegan stated Gardner began

talking to his wife about having an affair while married to his brother. A. Bridegan advised Gardner's
behavior began to change and she withdrew from their friendship and the church. Gardner eventually
had an affair with a personal trainer. J. Bridegan begged Gardner to keep the marriage together to
keep from his children having divorced parents.
A. Bridegan would explain Gardner was attempting to manipulate her parents and spreading rumors
about his emotional abuse directed towards her. According to A. Bridegan, Gardner did this to keep
receiving money from her parents.
A. Bridegan would explain his brother was not one to talk on the phone. He would go on to explain he
would talk to his brother weekly for work, but typically they would talk twice a month to check up on
each other. The last time A. Bridegan spoke to his brother was on 02/13/2021. The two joked about
him calling during the Super Bowl because his brother was not in to sports. A. Bridegan advised his
brother did not mention any issues other than the dispute over his daughter's Baptism.
Recently A. Bridegan and his family planned a trip to Disney World in Orlando, FL. A. Bridegan had
planned on coming to St. Johns County to visit his brother. Due to car issues he was unable to make
this drive. J. Bridegan advised he was going to attempt to come to Orlando. A. Bridegan thought it
was strange his brother was unable to make the trip. Kirsten Bridegan called and apologized
because she was dealing with stress over a meeting at the church in St. Johns County which would
involve Gardner and her husband.

ET REPORT
On 2/16/2022, at 2013 hours, I responded to the intersection of Sanctuary Boulevard and
Jacksonville Drive in reference to a person shot call as the Lead Evidence Technician.
Upon arrival, I met with Sgt. L. Smith who walked me through the scene.
The scene was in the south bound lane of the 4000 block of Sanctuary Boulevard. There are no
street lights in the area and almost no ambient light from America Avenue and State Road 202 (J.
Turner Butler Boulevard). There was a full moon that night that provided some light in the area. There
was a black Volkswagen Atlas bearing Florida tag o Marsys Law he emergency hazard lights were on
with both driver door and driver passenger door open. There was a body covered with a white sheet
and yellow plastic cover next to the east curb next to the vehicle. The body of the deceased was
situated with his head facing north, feet facing south, right arm to the west, and the left arm was to
the east. I observed four shell casings between him and the vehicle. I observed a pool of blood next
to the body between him and the vehicle. There was a tire that was damaged in front of the vehicle.
The tire did not appear to belong to the victim's vehicle.
Sgt. Smith showed me the inside of the vehicle. I looked through the open driver door and observed
what appeared to be two bullet holes inside. The first one was in the plastic next to where the driver's
right leg would be beneath the entertainment system.
The second bullet hole was in the front passenger side door right at the top of plastic beneath the
window. The passenger window was shattered but remained in place.
Sgt. Smith showed me a damaged tire in front of the vehicle. The tire did not appear to belong to the
deceased's vehicle. In was in the middle of the road.
Officer J. Langlois and Officer E. Filbert were present on scene and are Evidence Technicians. I
instructed Officer Langlois to go to the station and get the Laser Mapping system and the OSCR360
camera system so I could process the scene.
After the detectives, Sgt. Smith, and I finished walking the scene, I had all vehicles in the perimeter to
leave as well as all personnel that would not be assisting in the crime scene investigation.
I began taking pictures at the east side of the north median. I moved down the northbound traffic lane
taking pictures of the scene. Once at the south median, I came back north in the southbound lane
taking pictures. I took pictures of the body as he laid. I took pictures of the shell casings without a
evidence marker. I took pictures of the inside of the car looking inside from the open driver door.
I started to back away from the scene back towards where the first picture was taken.
I placed evidence markers next to all pertinent evidence. I re-took all my pictures from the midrange
to up close.

At this point the detectives re-entered the scene with a female later identified as the Assistant State
Attorney. I took pictures of the body and uncovered the deceased so she can see him. When I
removed the sheet, I observed a small metal piece next to his right side. This metal piece was later
identified as one of the bullets (projectile). I marked it with evidence marker nine.
I took full pictures of the deceased as he laid.
After they left, I finished taking my pictures of the scene.
I used the OCSR360 and placed it a short distance behind the vehicle in order to get a 360-degree
view of the scene. I moved it to behind the driver rear passsenger door and was able to get a 360-
degree view of the scene. I moved it to the front of the vehicle and took another picture.
Officer Langlois marked the locations of the deceased's head, feet, and arms with chalk for usage in
the laser mapping system.
The Medical Examiner arrived on scene and I assisted him in photograph the body. The M.E. felt his
head but was unable to find an entry wound. The body retrieval team arrived and we rolled the body
into his left side where I took pictures of his back. We did not observe any entry wounds on the back
side. Property Officer J Choate collected evidence marker four and evidence marker nine. I marked
their location with chalk for usage in the Laser Mapping System. We rolled the body onto his right
side and we still did not find an entry wound. The M.E. with the help of Officer Filbert found an entry
wound on his left shoulder. I photographed the shirt as it was and then we lifted the shirt to a point
where I could take a picture of the entry wound. After finishing photographing the body was removed.
I next set up the Laser Mapping system and mapped the entire scene as it laid with the help of
Officer Langlois.
Once the scene was mapped, Property Officer J. Choate collected all evidentiary items to be placed
into property.
Sgt. Smith requested a shooting reconstruction be done to determine where the shooter might have
been. Using rods and string we set it up. I took pictures of it as it laid out. It should be noted the bullet
strike to the passenger side door was at an angle. I looked inside the hole and found the bullet struck
metal and turned downward. The angle of the rod in the passenger door was off due to this and the
fact it was the wrong size rod.
Property Officer Choate sealed the vehicle with evidence tape on all doors, hood, and trunk area.
Ray's Wrecker was contacted via rotation and collected the vehicle. Property Officer Choate followed
him back to the property room where it was stored in a locked garage until officers could process the
inside.
After the vehicle left, Officers on scene performed a line search for any evidence that we may have
missed. We started at Jacksonville Drive walking south bound on Sanctuary Boulevard and walked to
Sanctuary Parkway. We turned around and walked on the northbound side on Sanctuary Boulevard.

We found nothing evidentiary value.
I returned to the station to drop off equipment.
On 2/17/2022, at 1200 hours, I met with Property Officer Choate, Officer Filbert, and Officer Langlois
at the property room (1460 Shatter Avenue) to process the victim's vehicle.
I took pictures of the seals on the doors. Property Officer Choate, Officer Filbert, and Officer Langlois
dusted the vehicle for prints while I took pictures of the vehicle. After the processing the outside, I
went inside and opened the glove box. It was hard to open and I though it might be locked but after
pulling on it harder, it opened and a metal piece fell out. The metal piece was identified as a bullet
(projectile). I marked it with evidence marker ten. I took pictures of it in place and of the damage on
the side of the glove box.
I marked both bullet holes with scales and took pictures of them.
Officers completely removed all contents of the vehicle and placed them on a tarp next to the vehicle.
I found multiple sets of keys and a pair of Air-pods inside. Those items were photographed.
Blood spots were marked with individual markers and were photographed. Scales were used to
measure the distance for the spots. I photographed the measurements.
We set up the shooting reconstruction with rods and string. I photographed the measurements and it
appeared to be at roughly ten-degree angle. I placed the OSCR360 inside the vehicle, both rear
passenger area and front area. I photographed a 360-degree picture of the scene.
I removed the plastic beneath the entertainment system to find a path for the first bullet. There was
damage behind the piece. I photographed the damage.
Next, we moved to the passenger door in an attempt to locate the bullet inside the door. We removed
the plastic door covering on the inside of the door to get a better view beneath it. The door appeared
to be solid with a hollow section in the middle for the glass to come down. We removed the glass
completely from the frame. We attempted to look down through a small opening towards the bottom
of the door but found the hole was too small to get a good view and the hollow space was barely big
enough for an arm to fit through. I attempted to fit my arm inside and could only search a very small
area to find the bullet. Next, we removed the plastic liner from beneath the door but found the door
did not have a drainage hole and appeared to be solid along the bottom. We attempted to remove the
speaker to get access that way but was unable to due to it being in its own small space.
The decision was made by me to use power tools to open up the door more to get access. We first
tried to cut a small section out on the inside. I reached my hand down inside and tried to remove the
glass but my arm and hand was stuck by a metal cross member. We cut along the bottom on the
outside and was able to remove all the glass inside. As we moved the door back and forth to shake
the glass up and towards the openings, the bullet came forward from a section of the cross member.
The bullet was photographed in place, then removed from the door. It was placed on the ground and
marked with evidence marker thirteen. The bullet was of a different make then the other two located.

We cleaned up and placed all items removed back into the vehicle.
I made a copy of all pictures from the scene and vehicle. I placed a copy into property and provided
two copies to Sgt. D. Young and Detective C. Johns. I completed a photo log which I attached to this
report.
On 2/18/2022, at 0815 hours, I went to the property room and swabbed the tire found at the scene. I
took pictures of the tire as it was and swabbed the clean areas for the presence of DNA. I submitted
the control and four swabs into property. I submitted a copy of the pictures of the tire to property and
provided a copy to Detective Johns.

On 2/18/2022, at 0815 hours, I swabbed the tire found at the scene for possible DNA.
After I finished processing the tire, Sgt. Shackleford requested the make, model, and all numbers off
the tire. I went back to the property room and checked the tire back out.
The tire is a-
BF Goodrich Advantage T/A Sport LT.

DOT number- AP80 2T11
Other numbers on it were 06-60846-01 and WQA448.
The rim is a size 18X7.5JX44. On the inside of the rim there are other numbers, C#0618043, 80471,
and X5X3.
I took pictures of the tire and rim. I copied pictures to a DVD and placed them into property.
Sgt. Shackleford provided me a print out in reference to the tire. I attached a copy to this report and
submitted the printout to property.
On 2/19/2022, at 0945 hours, I returned to the property room garage in order to look around the
victim's vehicle for possible tracking devices. I started with checking the wheel wells and the
immediate under carriage. I opened the gas tank cover and then the hood. I found nothing. I crawled
under the car and checked the frame and still found nothing.
Using the OSCR360 tablet, I checked for blue-tooth and WIFI connections. I found nothing. I installed
the Tracker Detect App and found nothing. I walked into the property room to check the vehicle's
keys out from property for Detective Lamont. As I walked in I could hear something beeping. Property
Officer K. Mobley handed me the keys, on the keys was an Apple Tracker and it was beeping.
I returned to the vehicle and scanned again to ensure the APP was working correctly. I connected to
the Apple Tracker and was able to start beeping.
I locked the garage back up and returned to the station. I informed Sgt. Young and Detective Johns
of my findings. Sgt. Young instructed me to give the keys to Detective Lamont.
At 1226 hours, I met with detective Lamont and Detective Currier at the property room garage. They
requested access to the vehicle in order to check the blue-tooth connections on the vehicle. After
they completed their investigation, I locked the garage door and left the area.

On 2/20/2022, at 1427 hours, I responded to 3925 Palm Way in reference to obtaining video
evidence pertaining to this case.
Upon arrival, I met with Shane and Amy Santiago. Shane was able to download the video from his
Security System onto a USB drive for me.
On the video you can hear four distinct gunshots.
After gathering their information, I returned to the station to make copies of the video. I placed one
into the detectives box and the other I submitted into property.
