Effective: The new product codes will help provide customers flexibility to support
14 April 2023 the travel industry's specific needs and differentiated operating
13 October 2023 guidelines without card acceptor business code (MCC) restrictions.

What Mastercard is doing

Mastercard is introducing new product codes to support the Mastercard
Enterprise Solution Wholesale Travel Program. The new product codes
will work without MCC restrictions. There are no changes to the existing
product codes in this program, including their current MCC restrictions.

Background
The Mastercard Enterprise Solution Wholesale Program is a global
program that allows payments between travel buyers and suppliers, such
as travel agents, airlines, and hotels. There are currently six product
codes available with varying interchange rates.

Network mandate: acquirer

Acquirers globally, except in the Canada region and Brazil, must support the new commercial credit product
codes and must recognize the product class override indicator values associated with the noted Mastercard
Enterprise Solution Wholesale Travel Program product codes by 14 April 2023.
Acquirers in the Canada region and Brazil must support the new commercial credit product codes and must
recognize the product class override indicator values associated with the noted Mastercard Enterprise Solution
Wholesale Travel Program product codes by 13 October 2023.

Program or service requirement: issuer

Issuers that choose to issue cards under these products must recognize and support the new commercial credit
product codes as described in this release announcement.

Testing recommended: acquirer, issuer

Mastercard recommends testing for acquirers and issuers to support this announcement.

Transaction message flow impact

The manner in which a customer is connected to Mastercard determines the group of message flows that apply
and the transaction message types they send or receive within that group. Customers can interface to the
Mastercard Dual Message System, Single Message System, or both, as applicable. This announcement affects
the message flows marked in the Transaction message flow impact table.

MBJ, and MBS), including their current MCC restrictions, remain unchanged.

Product class override indicator values acquirers must recognize

Interchange Rate Designator (IRD) BB: Commercial Business-to-Business will be used for all transactions
processed within the Mastercard Enterprise Solution Wholesale Travel Program involving any of the new
program product codes. Acquirers must recognize the applicable interchange rate based on the product class
override indicator value associated with the applicable product code.

Transactions initiated with one of the existing six Mastercard Enterprise Solution Wholesale Travel Program
products and any MCC not part of CABs A001, B001, GW01, H001, R001, V001 must be submitted with an
appropriate IRD based on the interchange qualification requirements for transactions submitted under Business
Service levels 1, 2, 3 and 4.

Dual Message Sytem (Authorization)

Mastercard will support new commercial credit product codes MTA, MTB, MTC, MTD, MTE, MTF, MTG, MTH,
MTI, MTJ, MTK, MTL, MTM, MTN, MTO, MTQ, MTR, MTS, MTT, MTU, and MTV as valid values in DE 63 (Network
Data), subfield 1 (Financial Network Code).
Mastercard will also update the Transaction Investigator to support the new product codes.
The new product codes will be allowed for Stand-In and X-Code processing.

Dual Message System (Clearing)

Mastercard will:
• Support new commercial credit product codes MTA, MTB, MTC, MTD, MTE, MTF, MTG, MTH, MTI, MTJ, MTK,
MTL, MTM, MTN, MTO, MTQ, MTR, MTS, MTT, MTU, and MTV as valid values in PDS 0002 (GCMS Product
Identifier) and PDS 0003 (Licensed Product Identifier).
• Add the new product codes to IRD BB and to IRDs MC: MPP Rate 1 and MM: MPP Rate 2 as part of the U.S.
region consumer MPP Rate interchange programs.
Transactions initiated with one of the new Mastercard Enterprise Solution Wholesale Travel Program
products must be submitted using business-to-business IRD BB under business service arrangement (BSA)
8/000900. Using any other IRD except for IRD MC or MM, where applicable, will result in a clearing reject.

DE 63 (Network Data)
DE 63 (Network Data) is generated by the Authorization Platform for each originating message routed through
the network. The receiver must retain the data element and use it in any response or acknowledgement
message associated with the originating message.

Subfield 1 (Financial Network Code)

DE 63, subfield 1 (Financial Network Code) identifies the specific program or service (for example, the financial
network, financial program, or card program) with which the transaction is associated. DE 63 will contain the
graduated product when the issuer’s cardholder account participates in the Product Graduation Account Level
Management service.

Transaction Investigator updates for the Clearing Platform

For the Clearing Platform, Mastercard will update the Transaction Investigator to support new commercial
credit product codes MTA, MTB, MTC, MTD, MTE, MTF, MTG, MTH, MTI, MTJ, MTK, MTL, MTM, MTN, MTO, MTQ,
MTR, MTS, MTT, MTU and MTV.

Quarterly Mastercard reporting

For Quarterly Mastercard Reporting, issuers that choose to issue cards with new product codes MTA, MTB,
MTC, MTD, MTE, MTF, MTG, MTH, MTI, MTJ, MTK, MTL, MTM, MTN, MTO, MTQ, MTR, MTS, MTT, MTU and MTV,
as well as existing product code MBA, MBG, MBH, MBI, MBJ, and MBS must report any activity associated with
those product codes in addition to other Mastercard credit activity in the proper reporting category.
