1.0 CONFIRMATION OF MINUTES
1. 1 Confirmation of Minutes of EBE/09/16 held on September 13, 2016.

2. 1 EVERTON E. CAMPBELL

Mr. Campbell is a 27 year old Jamaican National with a Right to be Caymanian


Certificate. He has 5 years electrical trade experience. Hay Electric Ltd. is
applying for an apprentice license for Mr. Campbell and submitted along with the
application a cover letter, one reference letter, three certificates, copy of his
Passport, their Trade & Business License, list of their licensed employees and
their license numbers to support the application.

2. 2 JARED M. JACKSON

Mr. Jackson is a 28 year old Caymanian National with 8 years electrical trade
experience. Hay Electric Ltd. is applying for an apprentice license for Mr.
Jackson and submitted along with the application a cover letter, one reference
letter, copy of his Passport their Trade & Business License, list of their licensed
employees and their license numbers to support the application.

2. 3 THOMAS C. WOOD

Mr. Wood is a 34 year old Caymanian National with 14 years electrical trade
experience. Hay Electric Ltd. is applying for an apprentice license for Mr. Wood
and submitted along with the application a cover letter, one reference letter, copy
of his Passport their Trade & Business License, list of their licensed employees
and their license numbers to support the application.

2. 4 RAHSHAN R. EBANKS-HALSTEAD

Mr. Ebanks is a 28 year old Caymanian National. General Electrical Ltd. is


applying for an apprentice license for Mr. Ebanks and submitted along with the
application a cover letter, copy of his Passport, list of their licensed employees
and their license numbers to support the application.

2. 5 E. JOSEPH MCFIELD

Mr. McField is a 28 year old Caymanian National. Accurate Enterprises Ltd. is


applying for an apprentice license for Mr. McField and submitted along with the
application a cover letter and a copy of his Passport to support the application.
Decision from June 14, 2016 (meeting 6/16 item 2.4)
It was resolved to defer the application, for the following reasons:
1. Accurate Enterprises Ltd. does not hold an Electrical Contractors’ License.
2. Application is to be made by a company licensed as required by Regulation
60(1) of the Electricity Regulations (2011 Revision) noted below.
“No person shall trade, contract or carry on business as an electrical
contractor of any nature of employ staff for any such work unless he is
licensed in that behalf by the Board and also holds a license as an electrician
or contractor under the Trade and Business Licensing Law (2007 Revision).
Decision from August 9, 2016 (meeting 8/16 item 2.3)
It was resolved to defer the application, for the following reason:
1. Accurate Enterprises Ltd. shall provide proof of having a valid Electrical
Contractors’ License.
Accurate Enterprises Ltd. has now submitted a new application form showing
Rodney Grant (E-222) as the responsible electrician for their company and is
asking the Board to once again consider the application.

2. 6 CRAIG D. PEARSON

Mr. Pearson is a 33 year old Caymanian National. Accurate Enterprises Ltd. is


applying for an apprentice license for Mr. Pearson and submitted along with the
application a cover letter and a copy of his Drivers License to support the
application.
Decision from June 14, 2016 (meeting 6/16 item 2.6)
It was resolved to defer the application, for the following reasons:
1. Accurate Enterprises Ltd. does not hold an Electrical Contractors’ License.
2. Application is to be made by a company licensed as required by Regulation
60(1) of the Electricity Regulations (2011 Revision) noted below.
“No person shall trade, contract or carry on business as an electrical
contractor of any nature of employ staff for any such work unless he is
licensed in that behalf by the Board and also holds a license as an electrician
or contractor under the Trade and Business Licensing Law (2007 Revision).

applying for an apprentice license for Mr. Powery and submitted along with the
application a cover letter and a copy of his Passport to support the application.

It was resolved to defer the application, for the following reasons:
1. Accurate Enterprises Ltd. does not hold an Electrical Contractors’ License.
2. Application is to be made by a company licensed as required by Regulation

“No person shall trade, contract or carry on business as an electrical

Mr. Spence is a 40 year old Jamaican National with 15 years electrical trade
experience. Quality Electric Ltd. is applying for a temporary wireman license for
Mr. Spence and submitted along with his application a cover letter, one reference
letter, one certificate, their Trade & Business License, list of their licensed
employees and their license numbers to support the application.

4. 2 VINCENTE G. ALIANZA JR.

Mr. Alianza is a 48 year old Filipino National with 22 years electrical trade
experience. Quality Electric Ltd. is applying for a temporary wireman license for
Mr. Alianza and submitted along with his application a cover letter, resume, copy

of his Filipino Master Electrician License, various certificates, their Trade &
Business License, list of their licensed employees and their license numbers to
support the application.

4. 3 ARDONA D. WRIGHT

Mr. Wright is a 29 year old Jamaican National. Corporate Electric Ltd. is


applying for a temporary wireman license for Mr. Wright and submitted along
with his application a cover letter, resume, two reference letters, copy of his
Jamaican Wireman License, various certificates, their Trade & Business License,
list of their licensed employees and their license numbers to support the
application.

4. 4 DAMION COPELAND

Mr. Copeland is a 31 year old Jamaican National with a Residency and


Employment Rights Certificate. He has 18 years electrical trade experience.
Clarke Electrical Co. Ltd. is applying for a wireman license for Mr. Copeland and
submitted along with his application a cover letter, two reference letters and a
copy of their receipt to show that they paid for their Trade & Business License to
support the application.
Decision from June 14, 2016 (meeting 6/16 item 4.3)
It was resolved to refuse the application, for the following reason:
1. The applicant failed to provide evidence as required under Regulation 61(6) of
the Electricity Regulations (2011 Revision) noted below.
Section 61(6) “The qualification requirements for wireman’s licence are a
pass of sixty per cent in the Electricians Trade Test which will be carried out
by the Board, together with –
(a) At least two years’ experience working as an apprentice (and the
applicant shall furnish a report from his employer indicating the length of
the employment and the type of work performed); or
(b) Evidence to the satisfaction of the Board, of experience in commercial and
residential electrical installation and design.
The applicant is reminded of your right to appeal this decision in accordance with
Section 8 (1) of the Electricity Law (2008 Revision) noted below.
Section 8 (1) “Any person who has applied to the Board for a license to carry out
electrical work under this Law and whose application has not been successful
may appeal against the decision of the Board to the Appeals Tribunal whose
decision shall be final.
Mr. Copeland has now submitted a cover letter and two reference letters outlining
his electrical experience and is asking the Board to once again consider his
application.

4. 5 OMAR D. MYERS

Mr. Myers is a 26 year old Jamaican National with 10 years electrical trade
experience. Rankin’s Electrical Services is applying for a temporary wireman
license for Mr. Myers and submitted along with his application a cover letter,
copy of his Passport, one certificate and a copy of their receipt to show that they
paid for their Trade & Business License to support the application.

4. 6 RODNEY A. CLARE

Mr. Clare is a 50 year old Jamaican National with 20 years electrical trade
experience. Rankin’s Electrical Services is applying for a temporary wireman
license for Mr. Clare and submitted along with his application a cover letter, copy
of his Passport, one certificate and a copy of their receipt to show that they paid
for their Trade & Business License to support the application.

4. 7 KERNEL M. PEART

Mr. Peart is a 39 year old Jamaican National with 15 years electrical trade
experience. Rankin’s Electrical Services is applying for a temporary wireman
license for Mr. Myers and submitted along with his application a cover letter,
copy of his Passport, one certificate and a copy of their receipt to show that they
paid for their Trade & Business License to support the application.

5.0 ELECTRICIAN
5. 1 COREY R. DODGE

Mr. Dodge is a 43 year old American National with 21 years electrical trade
experience. Mr. Dodge previously held a temporary electrician license (TE-374)
tied to Mepco Ltd. with whom he is no longer employed. Hay Electric Ltd. now
wishes to employ him and is asking for the license to be tied to them, they
submitted along with his application a cover letter, their Trade & Business
License, list of their licensed employees and their license numbers to support the
application.

5. 2 DAVID R. BOWMAN

Mr. Bowman is a 50 year old Canadian National with 28 years electrical trade
experience. Mr. Dodge previously held a temporary electrician license (TE-381)
tied to Mepco Ltd. with whom he is no longer employed. Hay Electric Ltd. now
wishes to employ him and is asking for the license to be tied to them, they
submitted along with his application a cover letter, their Trade & Business
License, list of their licensed employees and their license numbers to support the
application.

5. 3 GRAEME A. MCINTOSH

Mr. McIntosh is a 26 year old British National with 7 years electrical trade
experience. Mr. McIntosh previously held a temporary wireman license (TW-
264) tied to Power Plus (Cayman) Ltd. with whom he is no longer employed.
Mepco Ltd. is now applying for an electrician license for Mr. McIntosh and
submitted along with his application a cover letter, one reference letter, copy of
his Scottish Electrician License, two certificates, list of their licensed employees
and their license numbers to support the application.

5. 4 RHOJEN S. MASON

Mr. Mason is a 31 year old Jamaican National with 14 years electrical trade
experience. Rankin’s Electrical Services is applying for a temporary electrician
license for Mr. Mason and submitted along with his application a cover letter, two
reference letters, copy of his Jamaican Electrician License, passport and their
receipt to show that they paid for their Trade & Business License to support the
application.

5. 5 ROWAN N.GARVEY

Mr. Garvey is a 46 year old Jamaican National with 12 years electrical trade
experience. Rankin’s Electrical Services is applying for a temporary electrician
license for Mr. Garvey and submitted along with his application a cover letter,
one reference letter, copy of his Jamaican Electrician License, passport and their
receipt to show that they paid for their Trade & Business License to support the
application.

5. 6 KEVIN J. LUGG

Mr. Lugg is a 31 year old Jamaican National with 10 years electrical trade
experience. Rankin’s Electrical Services is applying for a temporary electrician
license for Mr. Lugg and submitted along with his application a cover letter, one
reference letter, copy of his Jamaican Electrician License and their receipt to
show that they paid for their Trade & Business License to support the application.

5. 7 ROMIO T. JOHNSON

Mr. Johnson is a 28 year old Jamaican National with 10 years electrical trade
experience. Mr. Johnson previously held a temporary electrician license (TE-383)
tied to Clarks Electrical Co. with whom he is no longer employed. Megohms
Infinity now wishes to employ him and is asking for the license to be tied to them,
they submitted along with his application a cover letter to support the application.

5. 8 SEAN F. CASSIDY

Mr. Cassidy is a 52 year old Canadian National with 25 years electrical trade
experience. Mr. Cassidy previously held a temporary electrician license (TE-340)
tied to Electra-Tech Services Ltd. with whom he is no longer employed. Accurate
Enterprises Ltd. now wishes to employ him and has submitted along with his
application a cover letter, asking that the license now be tied to them.
Decision from August 9, 2016 (meeting 8/16 item 5.6)
It was resolved to defer the application, for the following reason:
1. Accurate Enterprises Ltd. shall provide proof of having a valid Electrical
Contractors’ License.
Accurate Enterprises Ltd. has now submitted a new application form showing
Rodney Grant (E-222) as the responsible electrician for their company and is
asking the Board to once again consider the application.

6.0 MASTER ELECTRICIAN


6. 1 CHRISTOPHER O. FERRER

Mr. Ferrer is a 40 year old Filipino National with a Certificate of Naturalisation.


He has 18 years electrical trade experience. Mega Systems Ltd. is applying for a
master electrician license for Mr. Ferrer and submitted along with his application
a cover letter, two reference letters, various certificates, their Trade & Business
License, list of their licensed employees and their license numbers to support the
application.

9.0 ELECTRICAL CONTRACTORS’ LICENSE
9. 1 SHIRLINE HENRIQUES (DP ELECTRICAL & GENERAL
MAINTENANCE)

Mrs. Henriques submitted her Electrical Contractors’ application form showing


Mr. Robert Porter (E-059) as the responsible electrician for her company, a cover
letter, two reference letters and a copy of her Trade & Business Licence to carry
out the business of Building & Engineering Trade to support her application.
Decision from August 9, 2016 (meeting 8/16 item 9.3)
It was resolved to defer the application, to invite Mr. Porter to appear before the
Electrical Board of Examiners at their meeting on September 13, 2016 at 2:30
p.m. to demonstrate compliance with Regulation 60(2) noted below.
Regulation 60 (2) “Qualification for an electrical contractor’s licence shall be
that the applicant is the holder of, or whose business is managed and supervised
by the holder of, a valid licence under regulation 61(1)(), (b) or (c) for a period
exceeding two years immediately preceding the date of the application and who
satisfies the Board that he is a suitable candidate for such licence.
Mr. Porter is scheduled to appear before the Board at 2:30 p.m.
Decision from September 13, 2016 (meeting 9/16 item 9.1)
It was resolved to defer the application, pending the submission of the name of a
licensed electrician qualified to meet the requirements of Regulation 60 (1) and
(2) noted below.
Regulation 60 (1) “No person shall trade, contract or carry on business as an
electrical contractor of any nature or employ staff for such work unless he is
licensed in that behalf by the Board and also holds a license as an electrician or
contractor under the Trade and Business Licensing Law (2007 Revision).
Regulation 60 (2) “Qualification for an electrical contractor’s licence shall be
that the applicant is the holder of, or whose business is managed and supervised
by the holder of, a valid licence under regulation 61(1)(), (b) or (c) for a period
exceeding two years immediately preceding the date of the application and who
satisfies the Board that he is a suitable candidate for such licence.
The applicant shall also submit a letter from the qualifying individual accepting
the appointment as the responsible electrician for the company.
DP Electrical & General Maintenance has now submitted a new application form
showing Wade Williams (E-115) as the responsible electrician for their company,
they also submitted a letter from Mr. Williams stating that he will be the
responsible electrician for their company, and is asking the Board to once again
consider the application.

9. 2 ENITH T. WHORMS CAMPBELL (ELECTRIC SYSTEMS)

Mrs. Whorms submitted along with her Electrical Contractors’ application form a
cover letter and a copy of her Trade & Business Licence to carry out the business
of Electrical Services to support her application.

9. 3 ROBIN HOLMES (ACCURATE ENTERPRISES LTD.)

Mr. Holmes submitted his Electrical Contractors’ application form showing Mr.
Shannon Walker (TE-254) as the responsible electrician for their company, a
cover letter, two reference letters, a copy of their Trade & Business Licence to
carry out the business of electrical/mechanical service and maintenance, list of
their licensed employees and their license numbers to support their application.
Decision from June 14, 2016 (meeting 6/16 item 9.4)
It was resolved to defer the application, for the following reason:
1. Submission of a responsible electrician meeting the requirements of
Regulation 60(2) of the Electricity Regulations (2011 Revision) noted below.
“Qualification for an electrical contractor’s licence shall be that the
applicant is the holder of, or whose business is managed and supervised by
the holder of, a valid licence under regulation 61(1)(), (b) or (c) for a period
exceeding two years immediately preceding the date of the application and
who satisfies the Board that he is a suitable candidate for such licence.
The applicant is reminded of the provisions of Regulation 60 (1) noted below.
Regulation 60 (1) “No person shall trade or carry on business as an electrical
contractor of any nature or employ staff for any such work unless he is licensed in
that behalf by the Board and also holds a license as an electrician or contractor
under the Trade and Business Licensing Law (2007 Revision).
Accurate Enterprises Ltd. has submitted a letter requesting the Board to once
again consider their application now that their responsible electrician has been
granted his full electrician license.
Decision from August 9, 2016 (meeting 8/16 item 9.1)
It was resolved to defer the application, for the following reason:
1. Submission of a responsible electrician meeting the requirements of
Regulation 60(2) of the Electricity Regulations (2011 Revision) noted below.
“Qualification for an electrical contractor’s licence shall be that the
applicant is the holder of, or whose business is managed and supervised by
the holder of, a valid licence under regulation 61(1)(), (b) or (c) for a period
exceeding two years immediately preceding the date of the application and
who satisfies the Board that he is a suitable candidate for such licence.

9. 4 ILENE PHIPPS (ELECTRA-TECH SERVICES LTD.)

Mrs. Phipps submitted her Electrical Contractors’ application form showing


Stephen Phillips as the responsible electrician for her company, she also
submitted a cover letter, Certificate of Good Standing and a copy of her Trade &
Business Licence to carry out the business of Contractor-Electrical Installation &
Maintenance to support her application.
