Title: THE ETHICAL IMPLICATIONS OF DEEPFAKE

TECHNOLOGY ON COMMUNICATION

1. Introduction
- Greetings, everyone. Today, we will
investigate, what is deepfake? And its
ethical implications on our communication.
Its advantages and disadvantages?

2. What is Deepfake?
- Deepfake is a type of Artificial Intelligence
(AI) used to create convincing image, audio
and video. Deepfake content is created by
using two competing AI algorithms, one is
called the generator and the other is called
the discriminator.

3. and how it works?


- The generator creates phony content, while
the discriminator determines if the content
is real or not. This process is repeated,
allowing the generator to improve at
creating realistic content and the
discriminator to become more skilled at
spotting flaws for the generator to correct.

4. How and when it started?


- In 2014, Generative Adversarial Network
(GAN), the technology at the heart of
deepfakes, was developed by Ian
Goodfellow. In 2017, an anonymous Reddit
user named "deepfakes" began releasing
deepfake videos of celebrities, as well as a
tool that let users swap faces in videos.

5. Is deepfake illegal in the Philippines?


- Deepfakes are not illegal in the Philippines,
but producers and distributers can easily
fall foul of the law. Depending on the
content, a deepfake may infringe copyright,
breach data protection law, and be
defamatory if it exposes the victim to
ridicule.

6. ADVANTAGES OF DEEPFAKES, first, Bringing


Back the Loved Ones!
- Deepfakes, when used with sensitivity and
respect, can serve as a powerful means to
celebrate and remember the ones who
have left a lasting impact on our lives.

7. Second, Innovation
- The deepfake approach allows brands to
create a virtual trial room. Here users can
try out products before purchasing them.
Retailers can also engage customers at
home by creating a mixed reality world
powered by AI. It would allow them to try
on furniture and decorate their space.

8. Third, Digital Reconstruction & Public Safety


- Artificial intelligence-generated synthetic
media can aid in the reconstruction of a
crime scene. Also, a team of civil
investigators created a virtual crime scene
using cell phone videos. It used autopsy
reports and surveillance footage

9. What makes deepfake wrong? Now, let’s


talk about deepfake disadvantages or
dangerous Applications of Deepfake
Technology.

10. First, Misuse of Likeness


- One problem with deepfakes is that they
mimic a person’s likeness without their
permission. The original Deepfakes, which
used photos or videos of a person mixed
with pornography uses a person’s likeness
for sexual gratification.

11. Second, Spread of False Information


- Fake news, a historical tool for discord,
aiming to deceive and disrupt. Utilizing fake
videos, it blurs reality, casting doubt and
confusion, manipulate public perception
and disrupt political, business, and social
realms.

12. Third, Dishonesty


- Deepfakes pose inherent dishonesty,
especially on visual-centric platforms like
Instagram and TikTok. Even with consent
and potential positive outcomes, the
deceptive nature of manipulated content be
considered wrong due to the dishonest
nature of its content.

13. Question: who holds the responsibility to


prevent the potential harms generated by
deepfakes: developers or regulators?

14. The Government Intervention


- Last Nov 16, 2019, The Senate of the
Philippines is being asked to conduct an
official examination or investigation into the
issue of deepfakes.

15. Senator Ralph Recto calls for a


congressional inquiry into the rise of ultra-
realistic AI-generated fake visuals, known as
deepfakes. He fears that these manipulations
might soon blur reality to a degree where
human perception cannot discern truth from
altered content.

16. Recto emphasizes the risk of hyper-realistic


audiovisual fabrications undermining
established truths and historical realities. He
urges stronger enforcement of cybercrime and
data privacy laws to counter the surge in
deepfake proliferation.
17. In response, Republic of the Philippines
establish the PHILIPPINE NATIONAL POLICE
ANTI-CYBERCRIME GROUP. Focuses on
investigating and combating various forms of
cybercrimes, hacking, identity theft, and other
offenses involving information and
communication technologies.

18. Conclusion
In conclusion, the ethical implications of
deepfake technology on communication are
intense and complicated. The ease with which
false narratives can be constructed poses a
serious threat to the integrity of information,
risking the manipulation of public opinion and
undermining democratic processes.

19. Furthermore, the deliberate targeting of


specific demographics, such as women,
minorities, and vulnerable individuals, amplifies
concerns about social harm and discrimination.
20. Deepfakes not only jeopardize personal
reputations but also contribute to the
perpetuation of harmful stereotypes, fostering
an environment of mistrust and division within
society.
