of Representatives the
other day. The 17 ladies
that filed a petition for this
year's impeachment
complaints to be thrown
out by the House, argued:
"Impeachment is not the
appropriate process to
question the legitimacy of
the incumbent President or
to question her victory in
the 2004 election. The
remedy is an election
protest and said remedy
already prescribed in July
2004." They went on to
say that "serial
impeachment" reveals the
weaknesses of the cases;
that impeachment is a
mere waste of time and
resources of the
government; that alleging
the President exercised
dictatorial powers is
"clearly unfounded"; that
saying the President
committed high crimes by
allegedly allowing and
abetting the killing of
activists is "incredible"; that
the declaration of a state
of emergency and
Executive Order 464 are
not
grounds for impeachment.
The friends of President
Gloria Macapagal-Arroyo
may believe every word
they wrote, but a healthy
majority of their
countrymen apparently do
not. And yet the supporters
of the President basically
insist that the 17 ladies
know better than the
hundreds (including
several from the House
who have endorsed the
various complaints) who
have stepped forward to
complain. No wonder both

sides of the partisan divide
call each other arrogant,
while claiming they
represent the authentic
voice of the people.
The
Palace
may point
to a survey
indicating
the public
wants to
"move on,"
while its
critics point
to another
survey that
shows a
clear
majority of Filipinos want
the impeachment case to
be seriously addressed
this time. It may be
pointless to argue over the
survey results, but Rep.
Isidro Real of Zamboanga
del Sur actually said the
sensible thing: Surveys are
"ultimately irrelevant
because, with or without it,
the House is duty-bound to
act on a verified
impeachment complaint
against the President."
In the end, all sides must
ask themselves: Is
impeachment merely
about numbers, and if so,
what kind? Is it about 17
versus hundreds outside
Congress, or whoever can
be corralled in the House
to support the Palace? Is it
merely about patronage
opportunities, or does it
involve a process that
permits high crimes and
misdemeanors to be
corrected and punished?
Impeachment is the means
for a society to hold
leaders accountable
without risking revolution

or coups, and to block the
impeachment process is to
ensure the increased
attractiveness of extra-
constitutional approaches
to change. It is the last
ditch of a regime of laws
and not men, before a
society confronts the no
man's land of a society in
which justice only goes to
the victor -- no matter how
the victory was achieved.

As a faculty member of a
public high school, I was
assigned for poll duty in
that year's elections.
Before the elections, my
co-teachers and I were
asked to proceed to a
room for a briefing.
After some waiting, a
politician's son came with
a bunch of envelopes in
his hand, gave them to the
principal and left. The
principal promptly

distributed the envelopes
to us. No briefing. No
explanations.
I looked at my co-teacher
and said, "Ang mura
naman natin." ["We're
too cheap."] Without a
fuss, I returned the
envelope to the principal.
Another teacher was
assigned to take my
place. I never found out
how much the envelopes
contained (certainly
much less than the
P30,000 to P50,000 in
the envelopes given to
the bishops).
Full of idealism, I never
regretted my action. I
wonder how many
envelopes people in
"sensitive" assignments
have received since then.
