DEFINITIONS

BPEO Best Practicable Environmental Option; this is the option that provides the most benefits
or least impact to the environment as a whole.

Bulky Waste means larger waste items such as furniture, electronic appliance’s etc.

Commercial Waste means commercial and industrial wastes similar to domestic inert wastes.

Competent Agency refers to Presidency of Meteorology and Environment or its designated representative.

Disposal means the discharge, deposit, injection, dumping, spilling, leaking, or placing of any
waste into or on any land or water so that such waste or any constituent thereof may
enter the environment or be emitted into the air or discharged into any waters, including
ground waters.

Domestic Waste means any waste generated in the household, hotels, residential complexes and
recreational facilities.

Inert waste means any substance that is not chemically or biologically active in the natural
environment. Usually in the form of glass, concrete, construction debris, plastic, wood,
rubber, metal wire, metal sheets or uncontaminated soil.

PME refers to the Presidency of Meteorology and Environment, which is designated as the
responsible authority for the protection of the environment and the development of
environmental protection standards in the Kingdom of Saudi Arabia.

Recyclable Materials refers to post-use materials that can be recycled for their original purpose or for different
purposes.

Recycling is the separation and collection of wastes materials for the subsequent transformation or
remanufacture into usable or marketable products or materials.

Storage means all operations intended to keep or contain wastes and other hazardous, toxic or
radioactive substances for the purpose of treatment, transportation, recycling or disposal.

1.0 Introduction
The activities and operations at King Abdullah University of Science and Technology (KAUST) generate a wide
variety of wastes ranging from household waste to medical waste from medical center. The purpose of this
Waste Management Procedure (WMP) is to set up a framework for efficient, safe and environmental friendly
management of wastes resulting from KAUST activities and operations.

2.0 Scope
This program applies to all hazardous and non-hazardous waste generated at KAUST from non-research
activities.

This procedure includes but not limited to the following waste streams;

4.0 Objectives
• Ensure efficient, safe and environmental friendly waste handling, storage, treatment and disposal in
compliance with applicable local regulations and widely recognized best practices.
• Implement an effective waste tracking and data recording.
• Minimize the impact of waste resulting from KAUST site on human health and environment.

5.0 Regulations and Standards


5.1 Environmental protection standard of Presidency of Meteorology and Environment (PME) shall be the
governing regulatory standard. In addition, the following widely recognized standards related to waste
management shall also be referred for guidance;

7.0 What is Waste?


Waste can be defined as substances which have been discarded or neglected and which cannot be put to good
or beneficial direct use.

The PME defines hazardous waste as a waste which presents a hazard to human health or the environment
becase it contains a dangerous substance. A waste is hazardous if:

I. it is included in the Hazardous Waste List, Appendix A


II. it contains one of the Hazardous Waste Constituents listed in Appendix A
III. it displays one of the Hazardous Property List as in Appendix A
IV. the waste is a mix of hazardous and nonhazardous materials; or
V. if the Competent Agency decides.

A discarded material will be deemed a hazardous waste if it exhibits any of the four hazardous waste
characteristics identified below,

 Ignitability: liquids with a flash point of less than 60°C (140°F) or solid wastes that, under standard
temperature and pressure, are capable of causing fire through friction, absorption of moisture, or
spontaneous chemical changes and, when ignited, burn so vigorously and persistently that they create
a hazard
 Corrosivity: materials that either by themselves, or when mixed with water exhibit a pH ≤ 2 or ≥ 12.5
 Reactivity: materials that readily explode, undergo violent reactions, or causing the release of toxic
compounds.
 Toxicity: A waste is toxic if it is likely to leach dangerous concentrations of toxic chemicals into
groundwater. The Toxicity Property Leaching Procedure Regulatory Levels requires that a liquid
leachate is created from a hazardous waste sample. It must then be determined whether the leachate
contains any of the toxic chemicals in amounts above the specified levels listed in Appendix A, “Toxicity
Property Leaching Procedure”

Note: Above are a few examples of hazardous waste items anticipated to be produced during routine operations. It shall be the responsibility of
waste generator to identify waste properties. For more information, see the container label and MSDS.

8.0 Operation Control

8.1 Waste Hierarchy


In regards to waste management, KAUST adopts the principles of the ‘best practicable environmental option’ in
the delivery of its waste management services. KAUST will apply a ‘waste hierarchical approach’, to reduce,
reuse, and recycle waste products in preference to the disposal of waste to landfill.

The waste hierarchy in Fig 1, contains the following element;

• Source Reduction is the most beneficial strategy as it avoids generation of waste. Waste is therefore not
created and does not enter the waste stream (i.e. reducing excess packaging, returning packaging to
supplier, reducing procurement or stock levels etc.);
• Recycling or re-use is a process that diverts resources from the waste stream to be used for other means,
either directly or as an input for further processing (e.g. recycling paper to cardboard);
• Disposal of wastes is the least preferred option, which is used when it is not feasible to use any of the
above strategies due to economic, market or technological constraints.

8.2 Duty of Care


For wastes resulting from KAUST or its contractor operations and activities, a Duty of Care is imposed on waste
generators, transporters and disposers to ensure that:

1. Waste is transferred only to an ‘authorized person’, such as the relevant Competent Agency, registered
transporter or licensed disposer and treated and disposed in authorized facilities.
2. When the waste is transferred, it is accompanied by a full written description so that each person who has
it, knows enough to deal with it properly (refer to waste transfer note or hazardous waste manifest)
3. Waste is not illegally disposed of or dealt with, without a license or in breach of a license or in a way that
causes pollution or harm;
4. Waste does not escape from a Waste Handler’s control;

8.3 Waste Generator Responsibilities


It shall be responsibility of waste generators or its Service Provider to identify the type/characteristic of waste,
ensure that wastes are stored, treated and disposed of in an environmentally sound manner.

The waste generator shall be required to:

1. Classify and identify waste; as the first step in waste tracking process. Generator must therefore decide if
the waste is
 Industrial, commercial or municipal
 Liquid or solid
 Hazardous, nonhazardous or inert
2. Refrain from delivering or transferring wastes to a waste transporter or to a facility which are not registered,
with Competent Agency;
3. Refrain from delivering consignments of waste for transportation without being accompanied by proper
offsite transportation documents (waste transfer note or hazardous waste manifest)
4. Identify opportunities for waste avoidance/minimization and implement measure for such.
5. Enable segregation of municipal solid waste into general, organic and recyclable waste. In case of
hazardous waste ensure safe storage
6. Train and educate staff on waste minimization, reuse, recycling and disposal.

8.4 Waste Production


1. Waste produced by routine office activities shall be minimized through re-use, recycling and staff
awareness wherever practicable.
2. Waste produced from operation and maintenance activities, plant and equipment shall be minimized
through its efficient operation and maintenance in accordance with manufacturers' instructions and
industry best practices.
3. Waste from refurbishment and other construction activities shall be minimized by appropriate design
specifications.
4. The volume and type of waste produced shall be monitored through visual inspection by the waste
generator or his Service Provider.

8.5 Waste Handling and Storage


1. Items classified as waste shall be handled with a duty of care in accordance with the requirements laid
down in this WMP and local legislative requirements.
2. Waste generator shall enable waste segregation on site by provision of clearly labeled waste containers
for various types of waste anticipated to be produced from his activities.
3. All waste shall be stored in a manner that prevents its escape or attraction of pest/animals.
4. Liquid wastes shall be stored in containers appropriate for the properties of the waste. Such containers
shall be stored in secondary containment.
5. Loose materials stockpiles such as excavated soil or sand shall be properly protected against wind and
rain erosion.
6. Mixing of hazardous waste with non-hazardous waste is strictly prohibited.

8.6 Waste Collection and Transportation- Non Hazardous


Waste management service provider shall ensure that;

• An effective waste collection mechanism is in place to avoid littering and to maximize recycling at the
KAUST while minimizing the collection trips and collection routes.
• Waste management equipment/vehicles are well maintained to increase efficiency and minimize
exhaust emissions.
• Wherever practicable, waste should be compacted before transporting for off-site disposal/recycling.
• Waste related plant, equipment and vehicles are cleaned to avoid release of unpleasant odor and
appearance.
• Waste management operatives are appropriately trained and qualified.
• Waste collection vehicles/equipment are well maintained, tested and equipped with appropriate safety
devices such as sensor, safety locks, camera, etc.

8.7 Recycling
WMP seeks to minimize the waste going to landfill through waste avoidance and recycling initiatives. To increase
recycling rates, the following strategies shall be employed:

1. Waste management contractors shall enable source segregation of various waste items at KAUST
facilities and residential units.
2. Waste management contractor shall ensure that source segregation of recyclable waste is taking place,
and collected at appropriate frequencies.
3. Waste management contractors shall ensure that suitable facilities, plant and equipment are provided
for maximum recovery of recyclable from the waste streams.
4. Waste management contractors shall implement effective recycling waste tracking system that ensure
cradle to grave waste tracking.

8.8 Disposal – Non Hazardous


As per KAUST waste hierarchy, landfilling of wastes is the least preferred option, which is adopted when it is not
feasible to use any of the other KAUST Waste Hierarchy, Figure 1, due to economic, market or technological
constraints. Waste service providers shall adopt the best available technology to minimize the number of trips to
the landfill site.

Waste can only be disposed at authorized/registered landfill sites by competent authority. Waste service provider
shall develop and implement an effective waste management system to ensure cradle to grave waste tracking
and accurate estimation of waste quantities. Refer to Appendix B for waste tracking mechanism.

Waste generators shall maintain efficient and accurate records related to waste collection and disposal. Refer to
Appendix C for a sample of waste transfer note. Where there are series of multiple transfers of the waste of the
same description being made between the same parties, a single waste tracking form covering all the transfer
within 30 days can be generated. This provision does not apply to transfer hazardous waste.

8.9 Storage and Disposal - Hazardous Waste


Hazardous waste generated from non-research activities shall be managed in a safe and environmental friendly
manner. KAUST departments shall ensure that hazardous waste produced within their facilities and operations is
handled, stored, treated and disposed safely, environmental friendly and as per the local legal requirements.

KAUST Departments shall maintain a record for hazardous waste generation and disposal.

8.9.1 Universal Waste


Universal wastes consist of:
 Batteries such as nickel-cadmium, mercury, and lead-acid.
 Lamps that contain mercury and sometimes lead such as fluorescent lamp or compact fluorescent
lamps etc.
 Thermostats and other mercury containing equipment.

Universal waste shall be managed in the following manner:

 Universal wastes MUST not be disposed in regular trash.


 Universal Wastes must be carefully stored to prevent breakage and release of toxic constituents to the
environment.
 Secure storage area for Universal wastes must be designated with a sign saying “Universal Waste
Storage Area.” The universal waste or the container of universal waste must be labeled or clearly
marked with the words “Universal Waste – (Batteries), (Lamps), or Mercury Containing Equipment.
 It is recommended to recycle Universal waste items if recycling opportunities are available.
 If disposal is the only option, Universal waste shall be disposed as hazardous waste (refer to 8.9.6,
8.9.8 and 8.9.9).

8.9.2 Used Oil


The term used oil refers to petroleum based on synthetic oil that has been used.

Used oil shall be managed in the following manner:

 Drain disposal of oil is strictly prohibited.


 Used oil shall be collected in an appropriate size durable container with a tight lid. Never store used oil
in a container that once held chemicals, food, or beverages. Bulk storage of used oil shall only be made
in double wall containers with appropriate arrangements to contain spill and leakages.
 Used oil containers shall be clearly labeled as “Used Oil”.
 Used oil container shall be stored in a secondary containment with impervious surface and away from
floor drains. Good safety and housekeeping standards shall be maintained at the storage area.
 Used oil shall be recycled and recycling records shall be maintained.
 Do not mix the oil with anything else, such as antifreeze, solvent, or paint. When hazardous wastes,
such as flammable solvents or heavy metals, are added to used oil, then the resulting mixture cannot be
recycled and must be handled as hazardous.

8.9.3 Waste Mixtures


Mixtures of non-hazardous waste and hazardous waste are classified as hazardous waste. In addition, materials
that have been saturated with hazardous chemicals are typically considered hazardous waste and must be
stored in properly managed containers. These contaminated solids include, but are not limited to, rags, and
wipes, etc.
8.9.4 Unidentified Wastes
Unknown chemicals present serious health, safety and environmental problems. Without an accurate description,
it is difficult to handle and dispose of the chemical safely. The responsibility for establishing the identity of an
unknown substance rests with originator of waste.

8.9.5 Clinical Waste - Bio hazardous Waste


Waste items that are contaminated with human or animal diagnostic specimen material (i.e., body fluids, tissue
debris), any microbiological culture material, sharps, or any disposable materials used in handling such items are
to be treated as bio hazardous waste.

 Solid bio hazardous waste is to be collected in a biohazard bag (red or transparent) in a rigid biohazard
container with a lid and bio hazard label;
 Sharps waste must be accumulated in a strong and puncture proof sharps container labeled with the
biohazard symbol or wording;
 For bio hazardous waste disposal refer to section 8.9.9.

8.9.6 Hazardous Waste Labeling and Packaging


Proper identification of hazardous materials is essential for proper management. Containers that store and/or
accumulate hazardous waste are subject to the following requirements:

Labeling: Containers that accumulate or store hazardous waste must be labeled with the KAUST Hazardous
Waste Label (a sample of container label is shown in Appendix D). This label must be affixed to the container
prior to adding any waste material into the container.

Closure: Containers must be kept closed at all times, except when hazardous waste is added or removed from
the container. After waste is added or removed from the container, the container lid must be closed immediately.

Condition: Containers (any portable device, in which a material can be stored, transported, treated, disposed, or
otherwise handled) must be in good condition. A container that is bulging, severely dented, rusted, cracked, or
leaking would not be considered a container in good condition.

Compatibility/Containment: Containers must be made of or lined with materials that are compatible with and will
not react with the waste to be stored in the container. For example, a highly corrosive hazardous waste, such as
nitric acid, is incompatible with a steel drum because the acid reacts with the steel. When in doubt, use the
original shipping container if it is in good condition. Incompatible wastes must not be placed in the same
container, or placed in an unwashed container containing residues that may be incompatible with the waste
being stored.

8.9.7 Empty Containers


 A container is considered ‘empty’ when all products in the container have been removed using practices
commonly employed to remove material from that type of container e.g. pouring, pumping, scraping,
chipping etc. A container that holds more than 3% (for a container size of 119 gallon or less) or 0.3%
(for a container size of above 119 gallon) by weight of total capacity of the original contents will be
regulated the same as a full container with original contents for disposal purposes.
 Always refer to the container label or MSDS for disposal instruction.
 With the exception of chemical storage containers containing the “extremely hazardous or acutely toxic
chemicals (the oral LD50 is less than 50mg/kg)”, empty chemical storage containers (glass or plastic)
should be triple rinsed with water (or an appropriate solvent for substances not miscible in water) prior
to disposal in the regular waste (for plastic containers) or glassware waste. Original labels on containers

must determine whether the washings must be collected and disposed of as hazardous waste.
Generally, if the chemical is on the list of acutely toxic chemical or if the material is known to have high
acute toxicity, the washings must be collected and disposed as hazardous waste.
 For chemical storage containers containing “Acutely hazardous chemicals“ empty containers must
disposed of as hazardous waste.
 Aerosol cans contains flammable, corrosive and toxic chemical and propellant. These items can be
collected, emptied of their contents, depressurized, and recycled for scrap metal.

 Empty refrigerant cylinder can only be disposed for recycling if the generator empty cylinder following
recovery procedure mentioned in BS EN 378-4:2008 standard.

8.9.8 Storage
Hazardous waste generator shall store waste in a designated hazardous waste storage area before it is
picked up for final disposal. The hazardous waste storage area shall satisfy the following the requirements:

 Hazardous waste storage area shall be carefully selected keeping the safety of the facility in
consideration.
 Hazardous waste storage area shall be equipped with emergency eye wash and shower station at the
minimum and emergency contact information shall be visibly displayed.
 Appropriate signage shall be displayed at the area “Hazardous Waste Storage Area”.
 Hazardous waste must be stored in containers that are in good condition, kept closed, compatible with
the waste, labeled appropriately, and inspected weekly (refer to Appendix F for Weekly inspection log
book). It is the responsibility of the hazardous waste generator to inspect hazardous waste containers
on weekly basis.
 All containers must be under the control of the generator and stored in a manner that will not cause
them to spill of leak. Containers must be stored in a manner that readily allows for inspection.
 Hazardous waste containers must be stored in secondary containment to adequately contain all of the
contents of the container. Containers storing incompatible hazardous wastes must be physically
segregated and be situated on impervious surfaces. Segregation and containment may be achieved by
storing the containers in plastic trays or tubs.
 Maximum size of the container shall not exceed 55 gallons. At any time maximum quantity of hazardous
waste at storage area shall not exceed 55 gallons (limit applies to the total amount of waste in storage
area, not per waste stream or waste type), and stored material shall not be older than 90 days.
Generators of hazardous waste requiring extension in hazardous waste storage requirements shall
contact HSE for further advice.

8.9.9 Hazardous Waste Shipment and Manifest


1. For offsite shipment of hazardous waste for treatment and disposal, generator shall fill out a hazardous
waste manifest. A sample of hazardous waste manifest is provided in Appendix E. Hazardous waste
manifest is a shipping document which must be used to ship hazardous waste off-site. The manifest
serves as the "cradle-to grave" tracking document. Refer to Appendix F for hazardous waste tracking
mechanism.
2. It shall be the waste generating department or its service provider responsibility to ensure that all
hazardous waste collected from KAUST site is transported, treated and disposed by Municipality /local
competent authority approved vendor and in approved facility etc.

9.0 Construction Work


Construction contractor shall comply with the requirements of the waste management procedure.

10.0 Training
Hazardous waste generator shall ensure that personnel who handle hazardous waste or prepare it for shipping
have received adequate training on proper handling and emergency response.

11.0 Monitoring
The Department manager shall ensure that service provider and contractors related to his/her department shall
comply with the requirements of this procedure. Any non-compliance shall be reported to HSE, based on the
nature of non-compliance HSE will recommend further action.

HSE Department or its representative may also inspect the waste storage area and related documents if deemed
necessary.

12.0 Complaint and Incident Investigation

12.1 Incident Reporting


Any waste management incident (e.g. unauthorized waste disposal or chemical spillage) shall be reported to
HSE as an incident through ReportIt.(http://reportit.kaust.edu.sa).

12.2 Incident and Complaint Investigation


KAUST encourages its staff, service providers, and community members to raise any concern with respect to
waste management in their workplace and residential areas. Employees are advised to inform these concerns to
their Department Managers; community can raise these concerns through online reporting form available at
KAUST HSE incident management system. All incidents and complaint shall be investigated by HSE and findings
shared with the individual who reported the incident/compliant.

13.0 Record Keeping and Document Control


Waste generator or its service provider is required to record and keep onsite for a minimum period of five years
the following information, and made available to HSE upon request:

1. the information detailed in the waste tracking form; and


2. transporter’s name, address and contact details;
3. Hazardous waste manifest and disposal certificate.

14.0 Review
This plan shall be reviewed annually by HSE Department.
