DEFINITIONS
BPEO Best Practicable Environmental Option; this is the option that provides the most benefits
or least impact to the environment as a whole.
Bulky Waste means larger waste items such as furniture, electronic appliance’s etc.
Commercial Waste means commercial and industrial wastes similar to domestic inert wastes.
Competent Agency refers to Presidency of Meteorology and Environment or its designated representative.
Disposal means the discharge, deposit, injection, dumping, spilling, leaking, or placing of any
waste into or on any land or water so that such waste or any constituent thereof may
enter the environment or be emitted into the air or discharged into any waters, including
ground waters.
Domestic Waste means any waste generated in the household, hotels, residential complexes and
recreational facilities.
Inert waste means any substance that is not chemically or biologically active in the natural
environment. Usually in the form of glass, concrete, construction debris, plastic, wood,
rubber, metal wire, metal sheets or uncontaminated soil.
PME refers to the Presidency of Meteorology and Environment, which is designated as the
responsible authority for the protection of the environment and the development of
environmental protection standards in the Kingdom of Saudi Arabia.
Recyclable Materials refers to post-use materials that can be recycled for their original purpose or for different
purposes.
Recycling is the separation and collection of wastes materials for the subsequent transformation or
remanufacture into usable or marketable products or materials.
Storage means all operations intended to keep or contain wastes and other hazardous, toxic or
radioactive substances for the purpose of treatment, transportation, recycling or disposal.
Wastes can be defined as substances which have been discarded or neglected and which cannot
be put to good or beneficial direct use

1.0 Introduction
The activities and operations at King Abdullah University of Science and Technology (KAUST) generate a wide
variety of wastes ranging from household waste to medical waste from medical center. The purpose of this
Waste Management Procedure (WMP) is to set up a framework for efficient, safe and environmental friendly
management of wastes resulting from KAUST activities and operations.
2.0 Scope
This program applies to all hazardous and non-hazardous waste generated at KAUST from non-research
activities.
This procedure includes but not limited to the following waste streams;

4.0 Objectives
• Ensure efficient, safe and environmental friendly waste handling, storage, treatment and disposal in
compliance with applicable local regulations and widely recognized best practices.
• Implement an effective waste tracking and data recording.
• Minimize the impact of waste resulting from KAUST site on human health and environment.

The PME defines hazardous waste as a waste which presents a hazard to human health or the environment
becase it contains a dangerous substance. A waste is hazardous if:
A discarded material will be deemed a hazardous waste if it exhibits any of the four hazardous waste
characteristics identified below,
Ignitability: liquids with a flash point of less than 60°C (140°F) or solid wastes that, under standard
temperature and pressure, are capable of causing fire through friction, absorption of moisture, or
spontaneous chemical changes and, when ignited, burn so vigorously and persistently that they create
a hazard
Corrosivity: materials that either by themselves, or when mixed with water exhibit a pH ≤ 2 or ≥ 12.5
Reactivity: materials that readily explode, undergo violent reactions, or causing the release of toxic
compounds.
Toxicity: A waste is toxic if it is likely to leach dangerous concentrations of toxic chemicals into
groundwater. The Toxicity Property Leaching Procedure Regulatory Levels requires that a liquid
leachate is created from a hazardous waste sample. It must then be determined whether the leachate
contains any of the toxic chemicals in amounts above the specified levels listed in Appendix A, “Toxicity
Property Leaching Procedure”

Table 1 lists common hazardous wastes generated, or anticipated to be generated, at KAUST and associated
hazards.

• Source Reduction is the most beneficial strategy as it avoids generation of waste. Waste is therefore not
created and does not enter the waste stream (i.e. reducing excess packaging, returning packaging to
supplier, reducing procurement or stock levels etc.);
• Recycling or re-use is a process that diverts resources from the waste stream to be used for other means,
either directly or as an input for further processing (e.g. recycling paper to cardboard);
• Disposal of wastes is the least preferred option, which is used when it is not feasible to use any of the
above strategies due to economic, market or technological constraints.
1. Waste is transferred only to an ‘authorized person’, such as the relevant Competent Agency, registered
transporter or licensed disposer and treated and disposed in authorized facilities.
2. When the waste is transferred, it is accompanied by a full written description so that each person who has
it, knows enough to deal with it properly (refer to waste transfer note or hazardous waste manifest)
3. Waste is not illegally disposed of or dealt with, without a license or in breach of a license or in a way that
causes pollution or harm;
4. Waste does not escape from a Waste Handler’s control;

2. Refrain from delivering or transferring wastes to a waste transporter or to a facility which are not registered,
with Competent Agency;
3. Refrain from delivering consignments of waste for transportation without being accompanied by proper
offsite transportation documents (waste transfer note or hazardous waste manifest)
4. Identify opportunities for waste avoidance/minimization and implement measure for such.
5. Enable segregation of municipal solid waste into general, organic and recyclable waste. In case of
hazardous waste ensure safe storage
6. Train and educate staff on waste minimization, reuse, recycling and disposal.
• An effective waste collection mechanism is in place to avoid littering and to maximize recycling at the
KAUST while minimizing the collection trips and collection routes.
• Waste management equipment/vehicles are well maintained to increase efficiency and minimize
exhaust emissions.
• Wherever practicable, waste should be compacted before transporting for off-site disposal/recycling.
• Waste related plant, equipment and vehicles are cleaned to avoid release of unpleasant odor and
appearance.
• Waste management operatives are appropriately trained and qualified.
• Waste collection vehicles/equipment are well maintained, tested and equipped with appropriate safety
devices such as sensor, safety locks, camera, etc.
8.7 Recycling
WMP seeks to minimize the waste going to landfill through waste avoidance and recycling initiatives. To increase
recycling rates, the following strategies shall be employed:
1. Waste management contractors shall enable source segregation of various waste items at KAUST
facilities and residential units.
2. Waste management contractor shall ensure that source segregation of recyclable waste is taking place,
and collected at appropriate frequencies.
3. Waste management contractors shall ensure that suitable facilities, plant and equipment are provided
for maximum recovery of recyclable from the waste streams.
4. Waste management contractors shall implement effective recycling waste tracking system that ensure
cradle to grave waste tracking.
Waste can only be disposed at authorized/registered landfill sites by competent authority. Waste service provider
shall develop and implement an effective waste management system to ensure cradle to grave waste tracking
and accurate estimation of waste quantities. Refer to Appendix B for waste tracking mechanism.
Waste generators shall maintain efficient and accurate records related to waste collection and disposal. Refer to
Appendix C for a sample of waste transfer note. Where there are series of multiple transfers of the waste of the
same description being made between the same parties, a single waste tracking form covering all the transfer
within 30 days can be generated. This provision does not apply to transfer hazardous waste.

KAUST Departments shall maintain a record for hazardous waste generation and disposal.
Solid bio hazardous waste is to be collected in a biohazard bag (red or transparent) in a rigid biohazard
container with a lid and bio hazard label;
Sharps waste must be accumulated in a strong and puncture proof sharps container labeled with the
biohazard symbol or wording;
For bio hazardous waste disposal refer to section 8.9.9.
Labeling: Containers that accumulate or store hazardous waste must be labeled with the KAUST Hazardous
Waste Label (a sample of container label is shown in Appendix D). This label must be affixed to the container
prior to adding any waste material into the container.
Closure: Containers must be kept closed at all times, except when hazardous waste is added or removed from
the container. After waste is added or removed from the container, the container lid must be closed immediately.
Condition: Containers (any portable device, in which a material can be stored, transported, treated, disposed, or
otherwise handled) must be in good condition. A container that is bulging, severely dented, rusted, cracked, or
leaking would not be considered a container in good condition.
Compatibility/Containment: Containers must be made of or lined with materials that are compatible with and will
not react with the waste to be stored in the container. For example, a highly corrosive hazardous waste, such as
nitric acid, is incompatible with a steel drum because the acid reacts with the steel. When in doubt, use the
original shipping container if it is in good condition. Incompatible wastes must not be placed in the same
container, or placed in an unwashed container containing residues that may be incompatible with the waste
being stored.
Empty refrigerant cylinder can only be disposed for recycling if the generator empty cylinder following
recovery procedure mentioned in BS EN 378-4:2008 standard.
8.9.8 Storage
Hazardous waste generator shall store waste in a designated hazardous waste storage area before it is
picked up for final disposal. The hazardous waste storage area shall satisfy the following the requirements:
Hazardous waste storage area shall be carefully selected keeping the safety of the facility in
consideration.
Hazardous waste storage area shall be equipped with emergency eye wash and shower station at the
minimum and emergency contact information shall be visibly displayed.
Appropriate signage shall be displayed at the area “Hazardous Waste Storage Area”.
Hazardous waste must be stored in containers that are in good condition, kept closed, compatible with
the waste, labeled appropriately, and inspected weekly (refer to Appendix F for Weekly inspection log
book). It is the responsibility of the hazardous waste generator to inspect hazardous waste containers
on weekly basis.
All containers must be under the control of the generator and stored in a manner that will not cause
them to spill of leak. Containers must be stored in a manner that readily allows for inspection.
Hazardous waste containers must be stored in secondary containment to adequately contain all of the
contents of the container. Containers storing incompatible hazardous wastes must be physically
segregated and be situated on impervious surfaces. Segregation and containment may be achieved by
storing the containers in plastic trays or tubs.
Maximum size of the container shall not exceed 55 gallons. At any time maximum quantity of hazardous
waste at storage area shall not exceed 55 gallons (limit applies to the total amount of waste in storage
area, not per waste stream or waste type), and stored material shall not be older than 90 days.
Generators of hazardous waste requiring extension in hazardous waste storage requirements shall
contact HSE for further advice.
10.0 Training
Hazardous waste generator shall ensure that personnel who handle hazardous waste or prepare it for shipping
have received adequate training on proper handling and emergency response.
11.0 Monitoring
The Department manager shall ensure that service provider and contractors related to his/her department shall
comply with the requirements of this procedure. Any non-compliance shall be reported to HSE, based on the
nature of non-compliance HSE will recommend further action.
HSE Department or its representative may also inspect the waste storage area and related documents if deemed
necessary.
14.0 Review
This plan shall be reviewed annually by HSE Department.
