DEFINITIONS

Term Definition

Waste Any substance or object which the holder discards or intends or is required to discard

Measures the total amount of organic waste produced during current activities by
contractors for all programs. Organic waste is any material that comes from a plant or
animal and is biodegradable, it comes in manifold forms. A few instances of organic
Total Organic Waste waste are: food waste, food soiled paper (coffee filters, tea bags, paper cups, napkins,
paper towels, tissues, wrappers, paper plates), non-hazardous wood waste (paper,
cardboard, lumber, pallets, plywood), green waste (cut flowers, grass, leaves, branches,
weeds).

Measures the total amount of recyclable waste managed during current activities by
contractors for all programs. All recyclable waste that doesn’t contain organic
Total Recyclable Waste compounds (industrial origin or any non-natural process) such as metal, plastics, glass,
rubber, aluminium, concrete, uncontaminated demolition waste, other (including
batteries if they are safe to recycle)

Measures the total amount of organic waste that has been recycled, rather than
Total Recyclable Organic Waste disposed of, by contractors for all programs. A few examples are: cardboard, paper,
wood / timber, pallets, plywood.

Measures the total amount of hazardous waste produced during current activities by
contractors for all programs, that poses substantial or potential threats to public health
or the environment. Hazardous waste requires special handling for detoxification or

safe disposal. A few examples are: waste oils, chemicals (used or out of date), paints,
medical waste, contaminated materials (rags, used adsorbant boom, etc), contaminated
machinery and equipment, other (including batteries if they are not safe to recycle).

all programs. Special waste is any solid/liquid waste or combination that due to its

1 PURPOSE
This procedure aims to provide a rational and systematic approach to the implementation and maintenance of an effective waste
management and reporting procedure for RSG. This procedure will contribute to RSG’s waste management objectives by
providing guidance on the implementation and maintenance of an effective waste management procedure for RSP. This
procedure will contribute to the appropriate management (in line with the waste management hierarchy) of waste and prevention
of pollution for RSP through prescribing appropriate segregation, reduction, re-use, recycling and safe disposal of waste,
according to the relevant legislative and best practice requirements, as well as to provide a waste accounting system in order to
ensure that the cradle to grave approach to waste management is maintained.

Thus, RSG has implemented the following philosophy and guiding principles to this procedure:
• Assist in achieving our goal of zero waste to landfill.
• Increase the efficiency of the use of raw material.
• Reuse, reduce or recycle material.
• Treat or dispose of waste in such a manner that surrounding environment is minimally impacted upon.
• Promote awareness of and adhere to best practice waste management procedures and practices.
• Managing waste as close to the source as practicable;
• Take cognizance of our Duty of Care to the environment (see definitions);

2 SCOPE
This procedure is applicable to RSG Group and Subsidiary programs, including those of contractors and operators as applicable
and covers all waste types (both hazardous and non-hazardous waste) generated from all RSP phases including the pre-
construction phase (demolition, land clearing etc.), construction phase and operational stages and applies to all project sites.

4 WASTE MANAGEMENT HIERARCHY
To ensure the effective management of waste for RSP cognizance was taken of the waste management hierarchy as illustrated
the figure below.

Waste avoidance and minimisation is the most desirable goal achieved through cleaner production methods and re-using and
recycling. The hierarchy of controls should also be considered in a proactive manner, to ensure that the hierarchy of controls is
considered, the following questions should be considered:

• Waste prevention: ls it possible to prevent the generation of waste?


• Waste re-use: ls it possible to re-use the waste?
• Recycling: is it possible to recycle the waste?
• Recovery: ls it possible to treat the waste, reducing the waste or its toxicity through recovery?
• Waste disposal: if the waste being generated cannot be prevented, reused, recycled or recovered, it must be disposed of at a
suitable waste disposal facility.

5 DUTY OF CARE/ RESPONSIBILITY
A key requirement of RSG is that the waste producer is responsible for ensuring that their waste is collected by an appropriately
licensed waste carrier and managed at a suitably licensed facility. To meet these requirements, waste materials arising from the
construction & operation of RSG will only be transported by waste carriers and hazardous waste carriers holding a valid
registration with the NCEC/NCWM. Each consignment of waste removed from the construction site will be accompanied by a
waste transfer note (or hazardous waste consignment note as appropriate-manifest), which correctly describes the waste using
the correct waste classification, identifies the waste carrier and where the waste will be transported to. Requirements for
transferring waste and registered waste carriers are set out in this document. The waste will only be transferred to facilities that
have the benefit of a registered waste exemption, or an environmental permit and may only be transferred to facilities with the
capabilities of recycling. No waste shall be disposed of at landfill. Periodic audits would be undertaken of these practices. By
signing a contract with Red Sea Global, the contractor/operator agree that waste will be managed in accordance with the duty of
care requirements.

During the construction and operational activities of RSP, various waste will be generated from sources such as laydown areas,
construction sites and operational sites that include but are not limited to:

8 WASTE MANAGEMENT/ HANDLING PROCESS
Waste shall be managed in accordance with the requirements of the waste management hierarchy describe in Section 4,
Figure 1.

8.1 Waste Prevention


In terms of the hierarchy of waste management practices, waste prevention interventions shall have the highest priority and shall
be the first to be applied to any waste stream. Waste prevention involves interventions to avoid and reduce waste before
substances and materials are discarded i.e. before they become waste.

All contractors, operators and third parties shall take measures to prevent waste generation. Those measures shall comprise, at
least:

• Promote and support sustainable production and consumption.


• Apply interventions around the raw material selection, design and packaging.
• Encourage the design, manufacturing and use of products that are resource-efficient, durable (including in terms of life span
and absence of planned obsolescence), reparable, re-usable and upgradable;
• Target products containing critical raw materials to prevent that those materials become waste;
• Encourage the re-use of products and the setting up of systems promoting repair and re-use activities, including in particular
for electrical and electronic equipment, textiles and furniture, as well as packaging and construction materials and products;
• As far as possible, it must be ensured that all construction materials are stored and handled correctly in order to minimise
damage to the materials which will render it unusable;
• Ensure that materials are ordered on a “as needed” basis to prevent over supply to site;
• Reduce waste generation in processes related to production, extraction of minerals, manufacturing, construction and
demolition, taking into account best available techniques;
• Reduce the generation of food waste in primary production, in processing and manufacturing, in retail and other distribution of
food, in restaurants and food services as well as in households as a contribution to the United Nations Sustainable
Development Goal to reduce by 50 % the per capita global food waste at the retail and consumer levels and to reduce food
losses along production and supply chains by 2030;
• Promote the reduction of the content of hazardous substances in materials and products, without prejudice to harmonized
legal requirements concerning those materials and products.
• Non-hazardous or low toxicity materials/products will be selected instead of hazardous material/products, whenever feasible;
• Reduce the generation of waste, in particular waste that is not suitable for preparing for re-use or recycling;
• Identify products that are the main sources of littering, notably in natural and marine environments, and take appropriate
measures to prevent and reduce litter from such products;
• Aim to halt the generation of marine litter as a contribution towards the United Nations Sustainable Development Goal to
prevent and significantly reduce marine pollution of all kinds; and
• Develop and support information campaigns to raise awareness about waste prevention and littering.
• Develop, implement and maintain a waste inventory reflecting all waste generated during construction for both general and
hazardous waste streams.
• Construction method and materials should be carefully considered in view of waste reduction, re-use, and recycling
opportunities.
• Once a waste inventory has been established, targets for recovery of waste (prevention, re-use, recycling) should be set.

8.2 Preparing for Re-use


After waste prevention the next most important option is waste reuse.

All contractors, operators and third parties shall take measures to promote preparing for re-use activities, by facilitating, where
compatible with proper waste management, their access to waste held by temporary storage facilities that can be prepared for
re-use. This reuse includes but is not limited to:

• Re-use of waste materials such as at least paper, metal, plastic and glass from households/construction/operations waste
streams.

• Re-use, including backfilling operations using waste to substitute other materials, of non-hazardous construction and
demolition waste excluding naturally occurring material.

8.3 Recycling
When reuse can no longer be undertaken, the waste material should preferably be recycled.

All contractors, operators and third parties shall take measures to promote recycling, by ensuring efficient segregation with
proper waste management at temporary site facilities. This reuse includes but is not limited to:

Recycling of waste materials such as at least paper, metal, plastic and glass from households / construction / operations waste
streams. This will be managed by correct segregation at temporary waste areas prior to recovery and this segregation will be
sorted by:
• Wood Waste
• Paper Waste
• Metal Waste
• Plastic Waste
• Glass Waste
• Construction Rubble Waste
• Food Waste
• Hazardous Waste

Recycling, including backfilling operations using waste to substitute other materials, of non-hazardous construction and
demolition waste excluding naturally occurring material.

8.4 Waste Recovery/ Collection


Recovery can be a viable option after prevention reuse, recycling has been fully explored to exploit the maximum benefit from
waste.

Each contractor/operator/third party shall take the necessary measures to ensure that waste undergoes preparing for re-use,
other recovery/collection operations. To facilitate or improve preparing for collection operations, waste shall not be mixed with
other waste streams or other materials with different properties and the following conditions shall be met:

• Collecting certain types of waste together does not affect their potential to undergo recycling or other recovery operations.
• If recovery/collection is performed by a party other than RSG appointed waste contractor, this waste must be collected by a
government approved transport and disposal company and this waste MUST be recycled and not be moved to landfill.

The main waste collection points will be located in an easily accessible area within the construction/operations site. The waste
collection point will be selected taking into considering the prevailing wind direction, surface runoff patterns, visual context and
will as far as possible, cause the minimum of nuisance to adjacent properties. The selected waste area will be equipped with areas
for collection of waste as per waste classification. All waste containers on site (bins, skips, drums, etc.) will be clearly labelled to
show which wastes they contain. Minimum requirements for these areas will be agreed in contractors environmental and social
management plan.

Each site shall have a temporary waste storage area, the temporary waste storage areas should be the areas where the waste
generated at the relevant sections should be temporarily stored. Storage areas should be demarcated, waste skips should be
provided for the storage of general and hazardous waste (as generated and separated at-source). Each skip should be marked
labelled with the relevant commodity being disposed of.

A separate, clearly marked area should be dedicated for the temporary storage of hazardous waste. The hazardous waste area
is to be roofed and set on an impermeable floor. A bund shall be constructed around the hazardous storage area to contain any
spills that may occur. Spill kits are required to be on the site and a Spill Contingency Plan adhered to. Hazardous waste should be
removed off-site by a registered hazardous waste transporter contractor and not stored on site for a period exceeding 90 days.

8.5 Disposal
This is the last and least preferred option in the waste management hierarchy.

RSG has constructed an on-site Waste Management Facility which has been built to ensure that all waste can be efficiently
segregated into various waste stream appropriate for recycling. To align with the company goal of zero waste to landfill, it is
recommended that all contractors, operators and third parties employ the use of this facility who also assists in collection of
waste.

Should this be decided against, the contractor / operator / third party would need to show proof that all waste produced is
recycled and does not get disposed of at a landfill site.

9 TRAINING
Basic awareness training regarding the Waste & Metrics Management Plan requirements will be provided to all contractors,
operators & third parties environmental representatives. Specific training will be provided by these trained representatives to
employees directly involved in handling of the waste management.

The awareness training which will as a minimum, cover the following topics:
• A description of the type, nature and source of waste;
• Handling and storage of waste;
• Transportation of waste;
• Treatment and final disposal of waste; and
• Waste minimisation opportunities.

10 AUDITS & INSPECTIONS


The waste management plan will be updated and amended during the construction & operations lifetime by undertaking a
systematic study of the waste management practices undertaken on site. The systematic assessment will include the monthly
updating and record keeping of contractor waste registers which includes the quantity and types of waste produced. Special
attention will be dedicated to obvious opportunities for waste reduction during the various construction phases.

The audits and inspections will be followed by reporting to the owner as described in the Environmental Audits & Inspections
Procedure.

11 REPORTING & RECORDS


Reporting of waste will be divided into two primary sections as described below:

11.1 Metrics
Metrics will be reported through the environmental metrics program which identifies criteria that each contractor, operator or
third party need to submit. Reporting requirements for these metrics are described further in the associated forms attached to
this procedure.

11.2 Manifest
A comprehensive waste manifest must be maintained by each contractor, operator or third party. The purpose of this manifest
is to ensure all waste produced has an auditable record of what waste was generated, who the legal transporter of this waste
removal was, where the waste was legally transported to and how the waste was recycled.
