known as “Jal Diwali,” is scheduled to kick off on November 7,
2023, and run through November 9, 2023.
Objective: Inclusion of Women in Water Governance
The primary aim of the campaign is to provide a platform for the
active participation of women in water governance. Women
participating in the campaign will receive hands-on knowledge
about water treatment processes through visits to Water
Treatment Plants (WTPs) located in their respective cities. These
visits will shed light on the critical procedures involved in
delivering clean and safe drinking water to households.
Additionally, the women will gain insight into water quality
testing protocols, which are essential for ensuring that citizens
receive water of the required quality. The overarching goal of the
campaign is to instill a sense of ownership and belonging among
women towards water infrastructure.
India’s Water Treatment Infrastructure
India boasts an extensive water treatment infrastructure with
more than 3,000 Water Treatment Plants, designed to have a
water treatment capacity of over 65,000 Million Liters per Day
(MLD) and an operational capacity of more than 55,000 MLD.
During the campaign, women from Self Help Groups (SHGs) will
visit more than 550 water treatment plants, with a combined
operational capacity exceeding 20,000 MLD, which accounts for
over 35% of the country’s total capacity.
Empowering Women in Household Water Management
Women play a pivotal role in household water management. By
equipping women with knowledge about water treatment
processes and infrastructure, MoHUA aims to enhance their
ability to ensure access to safe and clean drinking water for their
households. The campaign has a broader objective of addressing
issues related to gender equality by promoting inclusivity and
diversity in sectors traditionally dominated by men.
“Jal Diwali”: Phase I of the Campaign
The inaugural phase of the “Water for Women, Water for

Holistic Interventions: A Collaborative Effort
One of the distinctive features of this scheme is its holistic
approach, converging the resources and efforts of various
departments, including the Department of Agriculture &
Farmers Welfare (DA&FW), Department of Rural Development
(DoRD), and Department of Fertilizers (DoF). This collaborative
effort ensures a comprehensive strategy for the successful
implementation of the drone initiative.
Targeted Clusters: Identifying Economically Feasible Usage
To maximize the impact of drone services, appropriate clusters
where the usage of drones is economically feasible will be
identified. A total of 15,000 Women SHGs in various states,
situated in these identified clusters, will be selected to receive
drones for providing rental services to farmers for agricultural
purposes.
Financial Support: Empowering Women with Resources
The scheme provides Central Financial Assistance at 80% of the
cost of drones and related accessories/ancillary charges, up to
a maximum of Rs. Eight Lakh. Women SHGs can avail themselves
of this financial support for the purchase of drones. The Cluster
Level Federation (CLFs) of SHGs can raise the balance amount as
a loan under the National Agriculture Infra Financing Facility
(AIF), with an attractive interest subvention of 3%.
Bridging the Gap: LFCs as Facilitators
Recognizing potential difficulties in the procurement, repair, and
maintenance of drones by SHGs, Lead Fertilizer Companies
(LFCs) will play a pivotal role as intermediaries between drone
supplier companies and SHGs. This strategic partnership aims to
streamline the process and ensure the smooth functioning of
drone services.
Promoting Nano Fertilizers: A Technological Leap
LFCs will not only facilitate drone services but also promote the
use of Nano Fertilizers such as Nano Urea and Nano DAP
through drones. SHGs will rent out drone services to farmers for
Nano fertilizer and pesticide applications, contributing to
sustainable and efficient agricultural practices.
Sustainable Livelihoods: Aiming for Additional Income
Envisaging sustainable business and livelihood support, the
scheme anticipates that the initiatives will enable 15,000 SHGs to
earn an additional income of at least Rs. One lakh per annum.
This income boost is expected to create a positive economic
impact on the lives of the participating women.
Technological Advancement in Agriculture: Enhancing
Efficiency and Yield
The overarching goal of the scheme is to infuse advanced
technology into agriculture, leading to improved efficiency,
enhanced crop yield, and reduced operational costs. By
integrating drones into farming practices, the initiative aims to
uplift the farming community and contribute to the overall
prosperity of the agricultural sector.

Comprehensive Training: Building Capacities for Success

Members of Women SHGs will undergo a 15-day training
program, with a mandatory 5-day drone pilot training and an
additional 10-day training for agriculture purposes, including
nutrient and pesticide application. The scheme envisions electing
qualified members for drone pilot training and selecting those
inclined towards repairs and maintenance for training as drone
technicians or assistants.

Cabinet Approves Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan
The Union Cabinet, led by Prime Minister Narendra Modi, has
recently approved the Pradhan Mantri Janjati Adivasi Nyaya
Maha Abhiyan (PM-JANMAN), a comprehensive initiative aimed
at addressing the challenges faced by Particularly Vulnerable
Tribal Groups (PVTGs). This scheme, with a substantial total
outlay of Rs 24,104 crore, reflects the government’s
commitment to uplift tribal communities across the country.
Announcement and Allocation
• Prime Minister Narendra Modi unveiled the PM-JANMAN on
Janjatiya Gaurav Diwas in Jharkhand’s Khunti, emphasizing
the significance of empowering these communities.
• The scheme has received a nod from the Union Cabinet, with
a central share of Rs 15,336 crore and states contributing Rs
8,768 crore.
Focus on Particularly Vulnerable Tribal Groups
• Seventy-five communities spread across 18 states and the
Union Territory of Andaman and Nicobar Islands have been
identified as Particularly Vulnerable Tribal Groups (PVTGs).
• These groups continue to grapple with vulnerabilities in
social, economic, and educational sectors.
• The PM-JANMAN aims to address these challenges and uplift
the PVTGs to ensure their holistic development.
Key Interventions and Ministries Involved
• The PM-JANMAN is designed to implement 11 critical
interventions, spanning across nine ministries, including the
Ministry of Tribal Affairs.

actively involved in facilitating skill and vocational training.
• The scheme envisions the establishment of training centers
in PVTG habitations, multi-purpose centres, and hostels.
• This approach aligns with the skills prevalent in these
communities, fostering sustainable livelihoods and
economic empowerment.
