REORGANIZATION OF THE BARANGAY ECOLOGICAL SOLID WASTE

MANAGEMENT COMMITTEE (BESWMC) AND CREATION OF ENFORCEMENT
TEAM FOR SOLID WASTE MANAGEMENT (ETSWM)

WHEREAS, Sections 11 and 12 of R.A.9003 also known as the Ecological Solid Waste
Management Act of 2000 enjoined the creation Provincial, city and municipal solid waste
management board;

WHEREAS, a Barangay Solid Waste Management Committee is created in consonance to

Section 10 of R.A. 9003 through the issuance of Memorandum Circular No. 2001-38
emphasizing the vital role of the barangay in the successful implementation of the program,
particularly in the segregation, collection and recycling of waste at source;

WHEREAS, there is a need for the reorganization of the Barangay Ecological Solid Waste
Management Committee of Barangay Bulusukan, San Ildefonso, Bulacan for the better and
effective discharge of its functions;

NOW, THEREFORE, with the power vested in me by law, I, ALVIN N. INDUCIL, Punong
Barangay of Bulusukan, San Ildefonso, Bulacan, do hereby reorganize the Barangay Ecological
Solid Waste Management Committee with the following provisions:

Section 1. Composition. The Barangay Ecological Solid Waste Management Committee

shall be composed of the following:

 Section 2. Functions. The Barangay Ecological Solid Waste Management Committee
shall perform the following functions and responsibilities:

1. Formulate a community solid waste management program consistent with the Municipality;
2. Be responsible for the segregation of solid waste specifically for biodegradable. compostable
and reusable wastes;
3. Establish within the barangay or cluster of barangays a Material Recovery Facility (MRF);
4. Allocate funds for the Barangay Ecological Solid Waste Management program approved by
the Sangguniang Barangay. The Barangay Ecological Solid Waste Management Committee
shall organize a CORE of AREA/ STRETT Coordinators through the conduct of trainings
for barangay residents on segregation, composting, recycling and livelihood opportunities
from use of recycle waste and to monitor their implementation;
5. Integrates the Ecological Solid Waste Management program in the Barangay Development
Fund and/or Annual Investment Plan;
6. Find alternative sources of funds other than the regular Barangay Budgets; and
7. Submit a monthly report to the Municipal Ecological Solid Waste Management Committee
on the progress of the program; copy furnished the Local DILG Office.

Section 3. Composition of Barangay Ecological Solid Waste Management Enforcement

Section 4. Functions. The Barangay Enforcement Team on Solid Waste Management shall
perform the following functions and responsibilities:

1. Accompany the Waste Hauler to check waste segregation of households.

2. Conduct regular inspection of water bodies and open spaces for possible illegal dumping,
open burning and littering
3. Enforcement of No littering ordinances against other activities
4. Inspection of Industrial/ Commercial Facilities/ Establishments and their compliance to
environmental laws and policie

Section 5. Effectivity. This Executive Order shall take effect immediately.
