EXECUTIVE ORDER NO. 08, Series of 2016

“AN ORDER REORGANIZING THE MUNICIPAL ECOLOGICAL SOLID WASTE

MANAGEMENT BOARD (ESWMB) OF THE MUNICIPALITY OF POONA
PIAGAPO, LANAO DEL NORTE”

WHEREAS, the increasing volume of garbage as a result of the rapid growth of

population is posing serious threat to the general welfare of the people, as well as to the
integrity of the environment if not given top priority;  

WHEREAS, the health and environment problem require utmost attention and
management among concerned national agencies, local government units, business
community, civil society and the people in general;
 
WHEREAS, Republic Act 9003 also known as the “Ecological Solid Waste
Management Act of 2000” among others mandated the creation of a functional
Ecological Solid Waste Management Board at the local levels be in the municipal and in
the barangay;

WHEREAS, DILG Memorandum Circular No. 2001 – 19 further reiterates the

creation of the Ecological Solid Waste Management Board;

NOW THEREFORE, I, FARHANA R. PALAWAN, Municipal Mayor,

Municipality of Poona Piagapo, Lanao delNorte by virtue of the powers vested in me
by law hereby order:
 
SECTION 1. ORGANIZATION AND COMPOSITION. In order to effectively
address garbage disposal system, there shall be the Ecological Solid Waste
Management Board to be composed of the following:

SECTION 2. DUTIES AND FUNCTIONS. The Municipal Ecological Solid

Waste Management Board shall exercise the following responsibilities:

1. Develop the Ecological Solid Waste Management Plan that shall ensure the long-
term management of solid waste, as well as integrate various solid waste
management plans and strategies of the barangay units within the municipal
jurisdiction in accordance with the consultations conducted to various sectors of
the community;

2. Adopt measures to promote and ensure the viability and effective

implementation of solid waste management programs in the component
barangays;

3. Monitor and oversee the implementation of the Municipal ESWM Plan through
the various political subdivisions of the locality and in cooperation with the
private sector and the NGOs;

4. Adopt specific revenue-generating measures out of the implementation of the

ESWM Programs and Projects;

5. Convene regular meetings for purpose of planning and coordinating the

implementation of the ESWM Plans of the respective component barangays; and

6. Recommend measures in the safeguard against any form of pollution and for the
preservation of the natural ecosystem.

SECTION 3. EFFECTIVITY. This order shall take effect immediately and is hereby
made of record.
