EXECUTIVE ORDER NO. 10

SERIES 2019

“AN EXECUTIVE ORDER AMENDING THE E.O. NO. 01, SERIES OF 2013
ENTITLED AN EXECUTIVE ORDER ORGANIZING THE MUNICIPAL
DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL
(MDRRMC) OF PALOMPON, LEYTE TO INCLUDE REPRESENTATIVES
OF THE AFP, PNRC & ACCREDITED NGO’S IN ITS COMPOSITION”

WHEREAS, Republic Act No. 10121, otherwise known as the “Philippine

Disaster Risk Reduction and Management Act of 2010” specifically provides for the
development of policies and plans and the implementation of actions and measures
concerning all aspects of disaster risk reduction and management, including good
governance risk assessment and early knowledge-building and awareness raising,
reducing risk factors, and preparedness for effective response and early recovery;

WHEREAS, pursuant to Section 11 of Republic Act No. 10121 and Section 1

and 2, Rule 5 of its Implementing Rules and Regulations, the existing Municipal
Disaster Coordinating Council shall now be referred as the Municipal Disaster Risk
Reduction and Management Council;

WHEREAS, Section 12 RA 10121 and its IRR mandate the establishment of a

Disaster Risk Reduction and Management Office (DRRMO) in every LGU, which
shall be under the office of the Local Chief Executive;

NOW, THEREFORE, I, MYRA GEORGINA L. AREVALO, M.D.,

Municipal Mayor of Palompon, Leyte, by virtue of the powers vested in me by law,
do hereby order and direct the following:

SECTION 1. Organization of the Municipal Disaster Risk Reduction and

Management Council (DRRMC) – The Municipal Risk Reduction and management
council is hereby reorganized with the following composition:

SECTION 2. Functions of the Municipal Risk Reduction and Management

Council (MDRRMC) shall perform the following functions:

a. Approve, monitor and evaluate the implementation of the Municipal

Disaster Risk Reduction and Management Plan and annually review,
test and develop the plan consistently with other national and local
planning programs;

b. Ensure the integration of disaster risk reduction and climate change

adaptation into local development and poverty reduction;

c. Recommend the implementation of forced or pre-emptive evacuation of

local residents, if necessary; and Convene once every three months, or
as necessary.

This Executive Order shall take effect immediately.
