EXECUTIVE ORDER NO. 7

Series of 2024

AN ORDER REORGANIZING THE BARANGAY ECOLOGICAL SOLID WASTE

MANAGEMENT COMMITTEE OF BARANGAY PATADON, KIDAPAWAN CITY.

WHEREAS, Section 389 (b) (9) provides that, for efficient, effective and economical
governance, the purpose of which is the general welfare of the Barangay and its inhabitants
pursuant to Section 16 of the Local Government Code of 1991, the punong barangay shall
enforce laws and regulations relating to pollution control and protection of the environment;

WHEREAS, Section 6 and 7 of IRR of RA 9003 provide the creation of Barangay Solid Waste
Management Committee and its functions and responsibilities;

WHEREAS, Section 10 RA 9003 stipulates that segregation and collection of solid waste shall
be conducted at the barangay level specifically for biodegradable, composed and reusable
wastes;

WHEREAS, DILG Memorandum Circular No. 2018-112 provides for the organization of the
BESWMC;

NOW THEREFORE, I, JAYNODIN P. ISLA, Punong Barangay of Barangay Patadon,

Kidapawan City by virtue of the powers vested in me by the law, do hereby direct the
reorganization of the Barangay Ecological Solid Waste Management Committee (BESWMC) as
follows:

SECTION 1. COMPOSITION - The BESWMC of Barangay Patadon is hereby organized with

the following compositions:

SECTION 2. FUNCTIONS – The BESWMC shall exercise the following functions:

a) Formulate a community solid waste management program consistent with that of the
city/municipality. Policies and plans to implement the program shall include strategies
such as, but not limited to, the following: education, engineering, enforcement, and
entrepreneurial;
b) Be responsible for the segregation and collection of solid waste management specifically
for biodegradable, compostable, and reusable wastes;
c) Establish within the barangay or cluster of barangays a Material Recovery Facility (MRF);
d) Allocate barangay funds for the programs;
e) Organize a core of area/street coordinators through the conduct of trainings for
barangay residents on segregation, composting, recycling and livelihood opportunities,
and monitor their implementation;
f) Conduct trainings for barangay residents on segregations, composting, recycling and
livelihood opportunities from use of recyclables wastes and to monitor their
implementation;
g) Integrate the ESWMC in the barangay development plan and/or annual investment plan;
h) Submit a monthly report to the City/ Municipal ESWMC, copy furnished the DILG Field
Office;

SECTION 3. SECRETARIAT – A barangay ESWM Secretariat (from community/or Brangay

Development Councils) shall be formed to assist the Committee in the performance of its
functions. It shall provide technical and administrative support to the Committee whenever
necessary

SECTION 4. EFFECTIVITY. This order shall take effect immediately.
