REORGANIZING THE BARANGAY ECOLOGICAL SOLID WASTE

MANAGEMENT COMMITTEE (BESWMC) OF BARANGAY POBLACION,
BURGOS, ILOCOS NORTE

WHEREAS, RA 9003, otherwise known as the: “Ecological Solid Waste

Management Act of 2002” relevant provisions of RA 7160, provides that “local
government units shall be primarily responsible for the implementation and
enforcement of RA 9003 within their respective jurisdiction.”

WHEREAS, the implementation of programs, projects and activities relative to

this mandate would contribute a long way in attaining a clean, sanitary and healthy
environment, which in the long run, the people would benefit from;

WHEREAS, the Barangay Ecological Solid Waste management Committee shall see
to it that the duties and functions shall be performed accordingly;

NOW THEREFORE, I, JOEGIE B. JIMENEZ, Punong Barangay of Poblacion,

Burgos, Ilocos Norte, by virtue of the power vested in me by Law, do hereby order:

Section 1.ORGANIZATION. The Barangay Ecological Solid Waste Management

Committee is hereby created.
Section 2. COMPOSITION. The BESWM Committee shall be composed of the
following:

Section 3.Duties and Functions. The BESWM Committee shall have the following
duties and functions:
1. Develop a ten year BSWM plan to ensure long-term Ecological Solid Waste
Management program within the Barangay.
2. Adopt measures to promote and ensure efficient implementation of solid
waste management programs within the barangay.
3. Adopt revenue generating measures to promote the viability of the BESWM
Plan.
4. Conduct regular meetings for the purpose of planning and coordination the
implementation of the BESWM plan;
5. Monitor/ oversee the implementation of the BESWM plan
6. Review every three years or as need arises, the BESWM Plan to ensure its
sustainability, viability, effectiveness and relevance to local and international
developments in the field of solid waste management;
7. To develop specific mechanics and guidelines and implement the BESWM
Plan;
8. Integrate BESWMP in the Barangay Development Program and annual
Investment Plan; and
9. Call on any concerned agency or sector as it may deem necessary for support
on other appropriate actions.

Section 4.Funding. The Funding for the operation of the Committee shall be taken
from the 20% BDF of the Barangay.

Section 5.Effectivity. This order shall take effect immediately upon approval.
