RESOLUTION CREATING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN

WHEREAS, pursuant to DILG Memorandum Circular No. 90-04 dated January 19, 1990, every
Sangguniang Pambarangay shall organize a Barangay Committee for the Protection of Children and shall
coordinate with the Council for the Welfare of Children and Youth in drafting and implementing plans for the
promotion of child and youth welfare;

WHEREAS, the Department of Social Welfare and Development in coordination with the DILG shall
render technical assistance in providing learning opportunities on the adequate rearing of children, steps to
prevent juvenile delinquency, and protecting and assisting abandoned or maltreated children among others;

NOW THEREFORE, Be It Resolved, as It Is Hereby Resolved by this Sangguniang Pambarangay to

create the Barangay Committee for the Protection of Children with the following duties and functions;

• Foster Education of every child.

• Take steps to prevent juvenile delinquency and assist parents of children with behavioral problems so
that they can get expert advice.
• Adopt measures for health of children.
• Conduct capability building projects to increase knowledge and skills in handling children’s program.
• Encourage the proper performance of the duties and responsibilities of parents and provide learning
opportunities on the adequate rearing of children and positive parent-child relationship.
• Promote wholesome entertainment in the community, especially in internet cafés and movie houses.
• Prepare AWFP for children and recommend appropriations to the Sangguniang
• Provide coordinative linkages with other agencies and institutions in the planning, monitoring and
evaluation of plans for children.
• Establish and maintain database on children in the barangay.
• Advocate for the establishment and maintenance of playgrounds, daycare ctrs & other facility necessary
for child and youth development.
• Advocate for the passage of brgy ordinances or resolution responsive to child related issues and
concerns and ensure the inclusion of children’s program in the executive agenda.
• Protect and assist children in need of special protection (e.g. abandoned, maltreated & dependents) and
refer cases filed against abusers to proper agencies/institution.
• Monitor situational reports on children and prepared quarterly updates including the implementation of
children’s program and make recommendation to the CCPC for consideration and nationwide
application.

 • Perform such other functions and other child related laws specially in matters of child and parent
education, health, entertainment, etc.

Resolved further, that the Barangay Committee for the Protection of Children shall be composed of the
following:
