Topic: The Current State of ICT Technologies

Information and Communications Technology

(ICT) deals with the use of different technologies
such as mobile phones, telephones, computer,
Internet, and other devices, as well as software
and applications to locate, save, send, and
manipulate information. Example when we make
a video call, we use internet. Empowering ICT is
important for its innovative uses impacts our daily
lives. It has affected our ways of communicating, made our lives more convenient, and assisted
countries towards their modernization plans. Thus, there is a need to create a foundation of
understanding in the world of ICT.
ICT in the Philippines
The use of communication technology spread in the
entire country now a day even in rural areas.
According to Rappler blog site there are 119 million
mobile phone subscriptions from a total population of
101 million and 47 million active Facebook accounts.
The Philippines is the fastest growing app market in Southeast Asia and the highest digital population in the
world. The top online activities are social media, videos, online mobile games, location-based search and online
shopping. Staying connected with loved ones, friends, and relatives is a fundamental need for Filipinos.
Philippines is dubbed as the “ICT Hub of Asia” because of huge growth of ICT-related jobs
around the country, one of which is BPO, Business Process Outsourcing, or call centers.
According to 2013 edition of Measuring the Information Society by the International
Telecommunication Union, there are 106.8 cellphones per 100 Filipinos in the year 2012.In the data
gathered by the Annual Survey of Philippines Business industries in 2010, the ICT shares 19.3% of
the total employment population.
Time magazines declared Makati City, Philippines-Rank 1 as the “Selfiest Cities around the
world, and Rank 9 is Cebu City. ICT Department in the Philippines is responsible for the planning,
development and promotion of the country's information and communications technology (ICT)
agenda in support of national development.
Having a unified way to communicate is one of the goals of ICT. We spend less because of
ICT.
Internet is the global system of interconnected computer networks that use the Internet protocol
suite (TCP/IP) to link billions of devices worldwide. It is a means of connecting a computer to any
other computer anywhere in the world via dedicated routers and servers. Sometimes called simply
"the Net," is a worldwide system of computer networks - a network of networks in which users at any
one computer can get information from any other computer
The World Wide Web (WWW)
It is also known as WWW or W3 introduce by Tim Berners-Lee. It
consists of different pages that are formatted in a markup language
called HTML (Hypertext Markup Language) and linked to each other
that contain text, graphics, multimedia files, hyperlinks and etc.
When WWW was invented, most web pages were static. Static
(also known as flat page or stationary page) in the same that
the page “asis” and cannot be manipulated by the user. This
referred to as Web 1.0.
Web pages
• Web page is a hypertext document connected to the World
Wide Web.
• It is a document that is suitable for the World Wide Web
Websites
• a location connected to the Internet that maintains one or
more pages on the World Wide Web.
• It is a related collection of World Wide Web (WWW) files that
includes a beginning file called a home page.

Web browser
• It displays a web page on a monitor or mobile device
• is a software application for retrieving, presenting, and
traversing information resources on the World Wide
Web.

Static web pages

• Static is Web 1.0
• Dynamic is Web 2.0, 3.0
• Static web page is known as flat page or stationary page in the
sense that the page is “as is” and cannot be manipulated by the
user.
• The content is also the same for all users that is referred to as
Web 1.0
Dynamic web pages

• web 2.0 is the evolution of Web 1.0 by adding

dynamic web pages
• The user is able to see website differently than
others e.g social networking sites, wikis, video sharing
sites
• Web 2.0 allows users to interact with the page, the
user may be able to comment or create a user
account
• Most website the we visit today are Web
2.0

Web 2.0 allows the user to interact with the page

known as DYNAMIC PAGE; instead of just reading a
page, the user may be able to comment or create a
user account. Dynamic page refers to the web pages
that are affected by user input or preference.
Example of Web 2.0
• Social Networking sites • Blogs • Wikis • Video
sharing sites
STATIC VS DYNAMIC WEB PAGES
• Static" means unchanged or constant, while
"dynamic" means changing or lively.
• A static site is one that is usually written in plain
HTML and what is in the code of the page is what is
displayed to the user. A dynamic site is one that is
written using a server-side scripting language such as
PHP, ASP, JSP, or ColdFusion.
Key Features of Web 2.0:
• Folksonomy allows users to categorize and classify/arrange
information using freely chosen keywords (e.g.
tagging). Popular social networking sites such as
Twitter, Instagram, Facebook, etc. use tags that
start with a pound sign (#) or hashtag.

• Rich User Interface content is dynamic and is responsive to user’s

input. An example would be a website that
shows local content. In the case of social
networking sites, when logged on, your
account is used to modify what you see in their
website.
• User Participation the owner of website is not the only one who is
able to put content. Others are able to place a
content on their own by means of comments,
reviews, and evaluation.
• Long Tail services are offered on demand rather than on a one-time purchase. This
is synonymous to subscribing to a data plan that charges you for the
amount of time you spent on Internet or a data plan that charges you for
the amount of bandwidth you used.

Web 3.0 and the Semantic Web

• Semantic Web– is a movement led by the World
Wide Web Consortium(W3C). The semantic web
provides a framework that allows data to be shared
and reuse to deliver web content specifically
targeting the user.
Web 3.0 is yet to be fully realized because of
several problems:
• Compatibility-HTML files and current web
browsers could not support Web 3.0.
• Security – The user’s security is also question since the machine is saving his or her preferences.
• Vastness-The World Wide Web already contains billions of web pages.
• Vagueness – Certain words are imprecise. The words “old” and “small” would depend to the user.
• Logic- since machines use logic, there are certain limitations for a computer to be able to predict
what the user is referring to at a given time.

Trends in ICT
1. Convergence– is the synergy of technological advancements to work on a similar goal or task. For
example, besides using your personal computer to create word documents, you can now use your
smartphone.

2. Social Media– is a website, application, or online channel that enables web users to create, co-
create, discuss, modify, and exchange user generated content.

Six types of Social Media:

a) Social Networks – These are sites that b) Bookmarking Sites– These are sites that
allows you to connect with other people with the allow you to store and manage links to various
same interests or background. Once the user website and resources. Most of these sites allow
creates his/her account, he/she can set up a you to create a tag allows you to and others
profile, add people, share content, etc. easily share them.
Example : Facebook and Google+ Ex. : StumbleUpon/Pinterest
c) Social news- these are sites that allow users d) Media Sharing – These are sites that allow
to post you to upload and share media content like
their own news items or links to other news images, music and video.

e) Microblogging– These are sites that focus f) Blogs and Forums– These websites allow
on short updates from the user. Those that user to post their content. Other users are able
subscribed to the user will be able to receive to comment on the said topic.
these updates. Example: Blogger, WordPress and Tumblr
Example: Twitter and Plurk

3. Mobile Technologies – The popularities of smartphones and tablets has taken a major rise over
the years. This is largely because of the devices capability to do the tasks that were originally found in
PCs. Several of these devices are caple of using high-speed internet. Today the latest model devices
use 4G Networking (LTE), which is currently the fastest mobile network.
Mobile OS
 iOS– use in apple devices such as iPhone
and iPad.

 Android – an open source OS developed by

Google. Being open source means mobile phone
companies use this OS for free.
• Blackberry OS– use in Blackberry devices.

• Windows Phone OS – a closed source and

proprietary operating system developed by
Microsoft.

• Symbian– the original smartphone OS; used by

Nokia devices.
• WebOS– originally used in smartphones; now used in smartTVs.

• Windows Mobile – developed by Microsoft for smartphones and pocket PCs.

4. Assistive Media – is a non-profit service designed to help people who have visual and reading
impairments. A database of audio recordings is used to read to the user.

Key Terms:
• Web 1.0 static website without interactivity
• Web 2.0 websites that contain dynamic content
• Web 3.0 a concept of the World Wide Web that is designed to cater to the individual user
• Static refers to the web that are the same regardless of the user
• Folksonomy allows users to categorize and classify/ arrange information
• Hashtag # used to categorize posts in website
• Convergence the synergy of technological advancements to work on a similar goal or task
• Social media websites, applications, or online channels that enable
users to create, co-create, discuss, modify, and exchange usergenerated
content.

REMEMBER
Information and communications technology or ICT is an important part
Key Points! of the Philippine economic growth. The Philippines is known as Asia’s
“ICT Hub”. When the Internet was created by Tim Berners-Lee, most of
the web pages were static, which are now called Web 1.0. A static web is a page with
content that cannot be manipulated by the user. On the other hand, a dynamic web page,
introduced in Web 2.0, is a page in which its contents depend on the user or the website
visitor. Web 2.0 has many main features, including folksonomy, rich user interface, user interaction,
long tail services, web apps and mass participation. Folksonomy deals with information tagging; rich
user experience deals with how a site uses user information for a personalized content; user
participation means that those who view the website can also put their own information; long tail
services on demand as opposed to a one-time purchase; software as a service contains how user
would subscribe to a software as opposed to purchasing them; and mass participation deals with
diverse information sharing through universal web access. Web 3.0 seeks to enhance Web 2.0 by
implementing user-specific content through user preferences. Nonetheless, Web 3.0 implementation
is hindered by several issues, namely compatibility, security, vastness, vagueness and logic.
The trends in ICT include convergence, social media, mobile technologies and assistive learning.
