Qualifications
The qualification you are undertaking will be in Compass under Resources. You can also find
information at www.training.gov.au. You will find a document that provides an overview of the
qualification which will include the following:
 Qualification code and title
 Qualification description
 Qualification entry requirements
 Packaging rules – Core and Elective units of competency

You must be deemed competent in ALL units in your qualification to achieve the full qualification. A
Statement of Attainment will be issued by the Registered Training Organisation Shenton College is
engaging with at the completion of the training program.

USI
Students will be required to provide a USI and complete the Student Induction on or before Week 3,
Term 1. Failure to provide the USI will require the student to select a non-VET course from the grid.

WACE Unit Equivalent Contribution (WACE)


All units of competency within the qualification must be completed and resulted as competent for the
qualification to contribute towards WACE within the WACE Schedule of Activities. If the qualification
is completed after the WACE deadline, the student is able to apply for recognition directly to the
School Curriculum and Standards Authority.

Mode of Delivery
Delivery will mainly be:

Physical Resources
All physical resources - facilities, equipment, consumables, and documentation, must be on site prior
to delivery commencing. The Registered Training Organisation representative will visit the school to
assess these resources before commencement of delivery.

All staff involved in the delivery and assessment of this qualification have:
 Direct access to the current version of the units of competency and relevant Training Package
 Access to appropriate support materials relevant to their areas of delivery and assessment
 Access to the latest copy of assessment tools used for this program
 Access to training and assessment resources to meet the requirements of learners with special
needs, including procedures for making reasonable adjustments to the assessment process
 Access to equipment and facilities to meet the requirements of each unit of competency to
successfully deliver the qualification
 The training resources for this qualification are stored electronically.

Consultation with Industry


This training and assessment strategy has been provided by the Registered Training Organisation in
consultation with Industry. Shenton College trainers must engage regularly with industry to ensure
their training is current and valid.

Registered Training Organisation Third Party Agreements


A Registered Training Organisation (RTO) is a training provider registered by Australian Skills Quality
Authority (ASQA National Regulator) or the Training Accreditation Council (WA State Regulator) to
deliver VET services. RTOs provide quality training and qualifications that are nationally recognised.
The requirements of the National Vocational Education and Training Regulator Act 2011 (NVR Act)
specify limitations on the types of third-party arrangements that can be used by an RTO and on the
engagement of non-RTOs delivering training products on behalf of an RTO.

Registered training organisations (RTOs) often work with other organisations (third parties) to deliver
a range of services, including providing marketing, undertaking recruitment, using facilities and
resources, and training and/or assessment of vocational education and training (VET) courses.

Qualifications delivered at Shenton College are carried out through a Third-Party Agreement with an
RTO. There must be a written agreement where a third party (Shenton College) delivers services
on behalf of the RTO. The RTO will quality control this delivery and assessment and will issue the
Statement of Attainment/Qualification at the completion of the training program.

Shenton College is not an RTO and enters into third party agreements with a number of RTO’s that
have been approved by the Department of Education. Shenton College trainers must comply with the
compliance requirements of trainers and assessors. This means they must hold the relevant
qualification for training and assessing (TAE), hold the qualification they are delivering, engage
regularly in VET professional development and engage with the industry area of the qualification they
are delivering regularly. This is to ensure they are keeping up to date with industry requirements and
the training is therefore current and valid.

Where the school is not an NVR Act RTO, then the school procures the service from the external
RTO and the RTO may enter into a third party agreement with the school to cover the provision by
the school of facilities, resources and staff to the extent that is part of the arrangement. The RTO will
be responsible for enrolment, training and assessment materials, and the issuing of the testamur to
the student. The RTO must have the VET course on its scope of registration at all times.

Student Information

A Unit of Competency is the smallest component of a Training Package that can be assessed and
recognised. It gives a description of the skills and knowledge required to perform effectively to a
specific standard in a particular workplace role or function. You can locate all of the Units of
Competency you will be completing in your qualification in Compass under Resources.

Units of competency in qualifications are to be described as either 'core' or 'elective'.


 Core units are units specific to your course that are compulsory.
 Elective units are any units that your course will allow you to do: electives have been selected for
you to complete the requirements of your course.
 Most qualifications are made up of a combination of both core and elective units and must meet
the packaging rules outlined in the qualification. Some qualifications only have core units.

Units of Competency are made up of Elements and Performance Criteria.


 Elements define the essential outcomes of a unit of competency.
 The Performance Criteria specify the level of performance required to demonstrate achievement
of the Element. Terms in italics are elaborated in the Assessment requirements or Range
Statement. This describes the essential skills and knowledge and their level required for this
unit.

Assessment will be based on your knowledge, skills and practical application, demonstrating capacity
to address the competency requirements. Evidence will be collected through a variety of assessment
methods to enable assessors to determine your ability, or competency. You are required to submit
and complete all requirements of each unit of competency to be eligible to complete this qualification.

School Assessment Policy


Shenton College endeavours to cater for the further education and post school pathway of students.
Success, however, is largely dependent on your level of commitment and effort in your studies.

Student success is very much dependent on the development of a learning environment which takes
into account the rights and responsibilities of all. As a student enrolled at Shenton College you have
also agreed to abide by the Shenton College Assessment Policy. Please ensure you read the
sections relevant to VET qualifications with reference to assessment processes and policies. Your
RTO will also provide detail regarding assessment requirements in their handbook. A copy has been
placed on Compass under the Resource section of the qualification you are completing.

Student Responsibilities:
 Access the Training and Assessment Strategy and Term Outline on Compass to ensure you are
aware of the training program and when assessment will occur
 Access the units of competency for the qualification on Compass to familiarise yourself with the
competency requirements
 Complete all set work requirements by the due date
 Attend classes as all training and assessment is required to be completed under the direct
observation and supervision of the trainer
 Complete all assessment tasks as outlined in the assessment structure
 Maintain a good record of attendance, conduct and progress.
 Read the Shenton College Senior School Assessment Policy, making reference to the Vocational
Education and Training sections as this will apply for all qualifications and is different to the
assessment requirements for General an ATAR courses

School Assessment
Please refer to the Schools Assessment Policy located in the resource section of your qualification on
Compass where information on assessment processes and requirements of VET qualifications has
been included. Please note that ALL assessment types must be completed for a result to be applied.

Assessment Review
If you are resulted as not yet competent and feel this is not warranted, you can have your
assessments reviewed.

Process for review:


1 Present in writing using the Assessment Appeal form at the end of this handbook, to your trainer,
reasons why you believe you have met competency. This must be supported with evidence.
Provide any additional information to support this request.
2 If after this request the result is not changed, you can appeal this in writing again using the form,
stating the reasons why, and provide any additional evidence to Mrs Criddle, the Vocational
Pathways Manager.
3 The Vocational Pathways Manager will review your appeal and may forward through to the
relevant RTO consultant for review.

Assessment
A variety of specific and integrated assessment tasks will be utilised within the qualification to assess
students over a range of elements in the units of competency. Direct observations of student
performance will occur during class and in practical activities. Students are required to complete all
assessments as outlined in the Training and Assessment Strategy (TAS).

The TAS will identify the types of tasks that will be undertaken to enable judgments to be made about
student’s competency in each unit. You must complete all tasks.

Completion of the assessment requirements


All assessments will be completed under the direct supervision of the trainer. Please do not request
that this be done at home. Your trainer may negotiate an alternative date and time if there is a
reasonable cause on why the assessment cannot be completed on the designated date and time.

For practical assessment, please note that the trainer may not be able to duplicate the practical
activity, eg Evening service period, sports carnival, music or dance production. Not attending will put
you at risk of meeting the unit requirements. If there is a valid reason for not attending and the trainer
is notified in advance they may be able to make arrangements for the assessment to be completed at
a later date.

All assessments in this qualification are required to be completed and graded as satisfactory for the
unit to be given competent. All units must be competent for the attainment of this qualification.
Shenton College has a fair and reasonable approach to the time allowed to complete all assessments
in this qualification. Extensions or additional assistance can be sought from the trainer in completing
the qualification requirements under acceptable causes only.

Recognition of prior learning


Refer to the RTO’s policy on recognition of prior learning located in their student handbook.

Credit Transfer
A credit transfer is where students have completed the same or equivalent/superseded unit of
competency. The Shenton College VET Support Officer will apply for this credit on your behalf based
on the evidence on file at the College. If you have completed the unit/s outside of Shenton College,
you will be required to provide the original Statement of Attainment to the VET Support Officer who
will certify and forward through to the Registered Training Organisation. School records will be
updated once confirmation has been received from the RTO and you will not be required to complete
the unit in the qualification you are undertaking.

Access, Equity and Reasonable Adjustment
 Learning and assessment materials are written in plain English.
 Delivery modes, training and assessment schedules are negotiated to meet the needs of a
diverse range of students.
 Entry to courses is in accordance with equal opportunity legislation, anti-discriminatory legislation,
the Registered Training Organisations’ Access and Equity policy, as well as the schools’
requirements.
 Reasonable adjustment is to be made for students should the material not be suitable for them to
use as learning or assessment tasks.
 Students LLN will be reviewed prior to finalising enrolment. If the student is unable to meet the
minimum entry requirements a meeting will be held with the parent, student, and Vocational
Pathways Manager to discuss alternative opportunities.

Portfolios
A portfolio of evidence is required to support attainment of competency. This will detail
demonstration of the skills and knowledge you have gained throughout the qualification you are
completing.

The portfolio should contain:


 All your assessment items
 All observation sheets / marking keys and feedback completed by the trainer on your performance
 All worksheets and activities completed in class and records of resources and handouts
 Any other evidence collected e.g. Video clips, photographs, third party reports, etc.
 Students’ portfolios must be well presented in a folder with all evidence completed. Labelling for
each unit is a requirement of the portfolio.
 A practical experience record if required outlining all of your practical experiences which are
relevant to this qualification.
All assessments will be held by the school/RTO for 12 months from the date of certification

Stationery and resources


You will require the following resources to complete these qualifications:
 Laptop and relevant software and access to the Internet.
 A file or folder to comprehensively organise all paperwork for portfolio
 File divider sheets/coloured tabs, labelled with different units
 Blank ruled file paper
 Pens/pencils/ruler/eraser
 USB to collect all filmed evidence of practical activities and assessment tasks if applicable

Cheating and plagiarism


The school has a policy on cheating and plagiarism. All students must abide by this policy. If you
cheat or plagiarise you will be deemed “not yet competent” and your parents advised. If you provide
your work to another student to copy you will also be guilty of plagiarism and cheating and will also be
deemed “not yet competent”. If the work submitted is not original but has been copied from
another source you will also be assessed as “not yet competent”. Your enrolment in the program
may be compromised.

If this has occurred on more than one assessment you will be referred to the Vocational Pathways
Manager. The Manager will then forward this through to the relevant RTO. Your RTO will provide
information regarding cheating and plagiarism in their Student Handbook. Please ensure you are
aware of the sanctions as each RTO may provide different processes and actions.

Authentication of student work


The trainer must be able to verify that your work is in fact your own. The trainer may refuse to accept
your work if he/she is not satisfied that it is your work. A note from your parent is not sufficient
evidence that the work is your own. It is therefore important that you attend all classes for the trainer
to observe you completing your assessment requirements.

Monitoring student progress
The trainer and Vocational Pathways Manager will monitor your progress in this qualification.
Shenton College will maintain a summary record of skills and knowledge demonstrated and
competency achieved for each unit using the Australian Quality Framework. This information will be
forwarded to the Registered Training Organisation at the completion of the validation and moderation
process and will then be forwarded through to the School Curriculum and Standards Authority (the
Authority).

The Authority has specific resulting dates, which must be adhered to. Records will be regularly
updated in Reporting to Parents and Semester Reports will be generated showing qualification
progress including units of competency completed.

Some of the RTO’s will have their own Learning Management System. Students will be given a login
to access all resources and training materials. Parents can check progress through this system.

If you are at risk of completing, the trainer will forward your name through to the Vocational Pathways
Manager. A meeting will be organised with you and your parent to discuss the outcome of non-
completion. This may impact on your ability to meet WACE; therefore, it is important that you keep
up to date with the training and assessment requirements.

Completion of qualification
Pay attention to your trainer when they are delivering the content to you.
 Look at the internet resources and suggested readings allocated for these units.
 Work your way through the questions and assessment tasks you are allocated.
 Ask your trainer for assistance as required.
 When you have completed all tasks and questions for a unit, hand these in to your trainer. for
marking. The trainer/s will provide constructive feedback to you. You may be required to resubmit
all or parts of an assessment task if you have not met the requirements of the competency to a
satisfactory level.
 Attend all practical sessions as required and ensure that you display a good attitude and engage
with the lesson.
 Store all evidence in your portfolio for assessment.
 If attendance is poor and work has not been submitted on or before the due date under the
observation of your trainer, your enrolment will be reviewed as these impact directly upon the
compliance requirements of the amount of training required. Cancellation of your enrolment may
occur

Dimensions of Competency
The four dimensions of competency: task skills, task management skills, contingency management
skills and job role skills have been incorporated into the assessment tools. These dimensions will
also be addressed when delivering the training program for each of the units or cluster of units before
assessment is given.

Enrolment and Withdrawal


The RTO Student Handbook will contain important information about your Enrolment Terms and
Conditions. Importantly, if you change your mind about the VET qualification you are studying, you
must formally withdraw from the qualification with your RTO. Your trainer will provide you with the
necessary documentation to complete.

Not attending classes will just mean you are absent – not withdrawn. Speak to the relevant person at
your school – either your trainer or Vocational Pathways Manager who will arrange for your
withdrawal from your VET qualification. Note that withdrawal after Week 3, Term 1 will not provide
you with the opportunity to enrol in another qualification. You will need to speak to a Course Advisor
to look at SCSA course options.

Academic Appeals
Your RTO is committed to providing quality training and assessment to students enrolled in their
vocational education and training programs. As a student you may appeal an assessment task
outcome or the result for a unit or module if you believe that the assessment or process was unfair or
incorrect. Before lodging a formal academic appeal with your RTO, you will need to speak with your
trainer in the first instance. If you still believe the outcome is incorrect refer this to the Vocational
Pathways Manager, Mrs Criddle. If the matter is not resolved, this will then be forwarded onto the
RTO.

Refer to the section in this handbook on Assessment Review. You should use this process to
appeal an assessment decision as a first step. The Appeals form is provided at the end of this
handbook.

Comments, feedback and complaints


The RTO will request feedback at the completion of your qualification to help identify issues that have
presented during the delivery of the qualification to prevent them from occurring again and to make
improvements. Prior to submitting comments or feedback please follow the directions of your trainer
who will then forward through to the RTO. Ensure your feedback is written professionally and clearly
and succinctly identifies any issues. This is also an opportunity to provide positive feedback on the
qualification training and assessment.

Student support services


Shenton College will provide you with student support throughout your time studying this qualification.
If you have any difficulties or require special support during your studies please speak with your
trainer, Vocational Pathways Manager, or other relevant staff member, such as:
 Learning Support Officers – Provide support to students across a range of areas to include study
plans, scaffolding of assessments, time management and organisational skills, study skills
 OLNA Support – Support provided to students who have not yet met the OLNA requirements. To
include lunch and after school classes
 After school study sessions
 Flexible curriculum – Access to trainers during exam period to seek assistance and guidance
 Psychologist, Chaplain, Student Support Officer and Nurse available as required.

Shenton College Assessment Appeals Form
Instructions for usage: This form shall be made available to any student formally requesting an appeal of an assessment decision after the student has engaged
with the trainer in the first instance to discuss the assessment outcome. If the student is still not satisfied with the outcome, this assessment appeal, once
completed by a student, should be returned along with the copy of the completed assessment to the Vocational Pathways Manager – Shenton College. The
Manager will review and if required forward the appeal through to the Registered Training Organisation for review. Once a decision is finalised, the outcome of
the appeal shall be provided within this form and a copy proved to the student and a copy maintained on the student’s file. All appeals will be processed within 10
days of the Assessment Appeal form being formally submitted.
