Guide for Students:

Council of Ministers Simulation on Ukraine and the EU Role

This guide will prepare you for your role as a Council of Ministers representative in a simulation
exploring the EU's response to the situation in Ukraine.

Objectives:

Understand the current situation in Ukraine and its implications for the EU.
Analyze the different perspectives and interests of EU member states regarding Ukraine.
Develop and negotiate a common EU response while representing your assigned country's
position.

Practice diplomatic communication and negotiation skills.


Preparation:

1. General Background:

Familiarize yourself with the current situation in Ukraine, including the ongoing conflict,
humanitarian crisis, and political landscape.
Research the history of EU-Ukraine relations and the development of the Eastern Partnership.
Read relevant EU policy documents and statements on Ukraine, such as the Council conclusions
and European Commission communications.

2. Country Specifics:

Each student will be assigned a specific EU member state to represent.

Research your assigned country's:

 Geopolitical position: Proximity to Ukraine, historical/cultural ties, economic/energy


dependence.
 Foreign policy priorities: Security concerns, values and principles, relations with Russia
and other actors.
 Domestic politics: Public opinion, government composition, relevant political parties.

3. Role Playing:

You will act as the Minister of Foreign Affairs (or relevant portfolio) for your assigned country.
Develop a position paper outlining your country's stance on key issues related to Ukraine:
 Support for Ukraine's sovereignty and territorial integrity.
 Sanctions against Russia.
 Humanitarian assistance and reconstruction efforts.
 EU enlargement aspirations of Ukraine.
 Defense and security cooperation.
Be prepared to defend your position and negotiate with other countries to reach a compromise
and develop a common EU response.

You will have the opportunity to deliver statements, ask questions, and engage in discussions
with other participants.

Be well-informed about your assigned country and the overall situation.


Be assertive but respectful in defending your position and engaging in negotiations.
Focus on finding common ground and reaching a consensus within the EU framework.
Be open to learning and adapting your views based on the discussions.
