Error Message Explained: User Pro le

Service Failed the Logon

This article is part of Helge’s Pro le Toolkit (https://helgeklein.com/blog/2011/05/helges-pro le-toolkit/), a set of

posts explaining the knowledge and tools required to tame Windows user pro les.

Many errors related to user pro les result in the user getting a temporary pro le instead of the regular local or
roaming pro le. I have written about possible causes for that here (https://helgeklein.com/blog/2011/11/temporary-
user-pro les/). In addition to that there is an entirely di erent category of errors which occur when even a
temporary pro le cannot be created. This article describes likely causes.

User Pro le Service Failed the Logon

When Windows cannot even create a temporary pro le you get to see the following error message:

The User Pro le Service failed the logon. User pro le cannot be loaded.

This typically happens when the default pro le, stored in C:\Users\Default, has incorrect permissions or is corrupt
in some way.

If all is well, the directory C:\Users\Default inherits permissions from its parent folder, C:\Users. This results in
(https://helgeklein.com)
SYSTEM and Admninistrators having full control, while Users and Everyone have read permissions. In SetACL
Studio (https://helgeklein.com/setacl-studio/) this looks as follows:

The permissions for SYSTEM and Administrators are not relevant, but if for some reason the user logging on does
not have read permissions on C:\Users\Default the error message User Pro le Service Failed the Logon will be
displayed and logging on is not possible.

When this happens the user pro le service logs an event with ID 1509 and source User Pro le General in the
application event log:

Default Pro le Corrupt

Logon is not possible, either, if the default pro le’s NTUSER.DAT le is nonexistent or corrupt.

If NTUSER.DAT does not exist the user pro le service logs an event with ID 1500 and source User Pro le Service
in the application event log:

Fixing a Corrupt Default Pro le

The easiest way to x a corrupt default pro le is to delete the content of C:\Users\Default and copy it from a
working system. Make sure, though, that the machine you copy from has the same operating system version and

Thank you so so much. This has solved my problem. my default user must have been corrupt. I have
tried the regedit but I could not nd the pro le that could not logon in the list. so this is the only way that
my problem was solved. I got a working good default user from another computer. obvious one with
settings I would want in my pro le since it picks settings from default user on rst logon.

This worked! I work in a domain environment and I deleted the windows 7 pro le from Registry, but was
unable to rename the users pro le. I had to decimate the pro le to get it renamed so we could create a
new pro le to x her errors.

To my horror at 5:00 pm. the user called me and said she can’t get onto her computer so I spend an hour
and a half trying to x it before I gave up for the day. The next day I found your post and boom it works.

Thanks

This pointed me in the right direction. A recent (Jan 2014) Windows update appears to create a couple of
new les in the Default pro le structure. These don’t have the same Perms as the other les (missing
‘Everyone’ | Read). I added the perm and can now logon. Thanks!

The les were:

iesqmdata_setup0.sqm
iesqmdata_setup1.sqm

Thanks again.

I don’t even have a clue with what you just said here. Glad it’s working for people who are intimate with
their computer, but it’s a machine to me. I trust folks to build it to work, and I use it and try to take care of

Just do a startup repair, a function natively built into the windows boot options or accessible from the
windows disc – works everytime for me, it’s less fa , less dangerous and you don’t lose shortcuts o

This x is great in a workgroup environment, however we encountered this issue on a domain level. We
solved it by adjusting our GPO with the additional setting of “authenticated Users” in the default user
pro le.

The path for this setting in your GPO is: Computer con guration/policies/windows settings/security
settings/ le system/

In %SystemDrive%\Users\Default add NT Authority\Authenticated Users with Full Control permission

After it was pushed down, all users that previously had this issue were able top log on

This worked for me in Windows 10! I had upgraded a lab of computers from Windows 8 Home Premium
to Windows 10 Professional. The windows 10 installation process must have been inconsistent or my
techs must have been inconsistent in their application of the installation process. Either way, some of my
lab computers successfully joined the domain for my Server 2012 R2 server and some did not.

All I had to do to solve my error “The User Pro le service failed the sign-in. User pro le cannot be
loaded.” message was to copy the ‘C:\Users\Default’ folder from a computer that successfully joined my
Server 2012 R2 domain to the computer that was struggling to join the domain.

Thank you for this! I hope this helps many people.

I could create new users but could not login. It was a corrupted or most probably a stupid le in the
pro le that denied access to cause the failure. I will not look for that le and delete it and see if I can use
the original default user pro le again.

Thanks again for this post. Microsoft wanted to charge me extra for premium support to resolve the
issue. With MS honesty is NOT the best policy in my opinion.

Hi has anyone had this issue with User Pro le Service fails the logon when ctrl+alt+del but then starts
working ok after about 60+ seconds? Ever since moving to SSD based computers I’ve been seeing this
with our roaming users and mandatory roaming users.
Very frustrating.

Yes we have the GPO for don’t allow logon with temp pro les. Running procmon while booting shows
bad network path errors when it rst tries to connect to the pro le share. Then after about 60 seconds it
just works. I’m thinking there is something to do with the wireless network stack not coming up fully, but
it must be up to some degree or it wouldn’t allow the logon process to start because it needs to talk to
the DC to even know the user is OK and where their pro le path is.

Any suggestions greatly appreciated.

Wow! Finding this page was a lifesaver! Like many others above, only local admin access was possible

1. Log in to the computer as admin

2.Go to the below location:

I’m so grateful that this thread’s been up for so many years. I too looked at other solutions, including the
Regedit one, but like others, that wasn’t applicable. It was a newly imaged machine, so there weren’t any
but a local admin user account. Copying over a known working default user folder xed things for me as
well. Now we’ll just have to gure out why the image is munged.
