Accessibility refers to the ability of a service to be obtained, within specified


tolerance and other given conditions, when requested by the user.

1.1 PDP Context Activation Failure Ratio


The PDP context activation failure ratio denotes the probability that an attempt to
activate a PDP context fails.

SGSN-MME. The counter is incremented when an Activate (Secondary) PDP Context Rejec
SM Status message is sent as a response when an Activate (Secondary) PDP Context Requ
unsuccessful. Action to be taken if the measurement exceeds its supervised threshold: This
gprsSmSgsnUnsuccessfulActivations indication of high activation failure rates, typically caused by misconfigured MSs using disa
APNs. In this case the resulting cause code is 28 (Unknown PDP address or PDP type) or 33
service option not subscribed). If so, check the routines for providing MS configuration. RA
problems are also a common cause of high failure rates. In this case the resulting cause co
(User authentication failed). The alarm can be caused by GGSN or RADIUS unavailability.
This measurement provides the number of unsuccessful primary PDP context activation pro
SGSN due to cause code 27 (Unknown or missing access point name), and cause code 28 (
SM.UnsuccActPdpContextCC27_28.G PDP address or PDP type). The counter is incremented when the SGSN interrogates the DN
and there is a failure - name error or if APN (SGSN) is not defined or if requested PDP type
MS - error.
