WELCOME

Welcome

From the Council of the Oceania Athletics Association

Greetings from Pohnpei and a warm welcome to the Athletes, Officials, Team
Managers and many other friends of Oceania Athletics Association.

It is with much pleasure that we welcome you to the beautiful Federated States of Micronesia and
its main island Pohnpei.

There is no doubt that this Championships is sure to bring plenty of excitement to Pohnpei, with 6
Federations (which also include three teams from the Federated States of Micronesia), it is sure to
be an exciting championship.

We welcome our Sponsors of the Championships FSM Athletics Association, Office of the FSM
President, Pohnpei Delegate- FSM Congress, Palm Terrace Shopping Centre, Matson Navigation, 7

Section 2 - Code of Behaviour


Athlete’s Code of Behaviour
- Be a good sport
- Compete for enjoyment
- Strive for personal excellence
- Work hard for your team as well as yourself
- Treat all team mates and opponents as you enjoy being treated yourself
- Compete by the rules
- Control your behaviour on and off the field
- Learn to value honest effort, skilled performance and improvement
- Respect all technical officials and abide by their decisions

Team Manager’s /Coach’s Code of Behaviour


- Set a good example for your athletes
- Encourage and create opportunities to develop individual skills
- Teach your athletes to be respectful of officials and fellow competitors
- Give all interested athletes a chance to participate
- Remove from the field of play any of your athletes whose behaviour is not acceptable
- Ensure that your own knowledge of the sport is up to date
- No member of the team management of the opposite gender should enter the team
change rooms until all team members have completed changing
- It is most unwise for any team official to be in a situation where the official is alone with a
team member without the knowledge of the team management
- Abide by Oceania Athletics Association policy which prohibits smoking and the
consumption of alcohol by Team Management and Coaches at any time whilst in the direct
supervision of athletes
- Respect officials and do not enter the field of play during competition

Code of Ethical Behaviour of Technical Officials


The duty of an official is to act as an impartial judge of an athletics competition. This duty carries
with it an obligation for the official to perform with accuracy, consistency, objectivity and the
highest sense of integrity.
- Assist in the safety and welfare of athletes
- Be a positive role model in behaviour and personal appearance
- Feel confident about the decisions being made and accept responsibility for all actions
taken
- Value the individual
- Answer any and all questions asked by an athlete
- Use common sense to ensure that the “spirit of competition” is not lost
- Be impartial and do not coach athletes whilst officiating
- Work as part of a team
- Avoid any situation which may lead to conflict
- Be courteous, respectful and open to discussion and interaction

Section 3 – General Information
The following information is provided to assist with your participation in the 2016 Micronesian
Championships. It outlines a number of general procedures that have been implemented to
ensure that the Championships proceed smoothly and hopefully it will answer a number of
questions.

Pohnpei is one of the four states in the Federated States pf Micronesia (FSM). It is the capital state
where the national government is seated. It is the largest state in the FSM, measuring roughly 133
square miles of dry land and about 20 miles in diameter. It is also the tallest island with its highest
peak reaching over 2,500 feet. Pohnpei is the second most populated state, with a population
estimated over 35,000 people.

Languages
English is the official language of the government and of commerce. About three-fourths of the
population are Pohnpeian-speaking and the rest are of mixed dialects, mostly from the
neighbouring atolls and states, as well as some foreign countries. Pohnpeians speak Pohnpeian,
the main language, and three sub-dialects, Mwokillese, Pingelapese and Ngatikese.

Climate
The FSM enjoys a tropical climate, with relatively even, warm temperatures throughout the year.
The climate in the FSM averages 26°C year round, with highs around 30˚C and lows around 20˚C.
Pohnpei reputedly is one of the wettest places on Earth, however the heaviest rainfalls are
expected during the summer months.

Society and Culture


The people of the FSM are classified as Micronesians, although some inhabitants of Pohnpei State
are of Polynesian origin. They are actually a heterogeneous mixture with different customs and
traditions bound together by recent history and common aspiration.
The four states of the FSM are separated by large expanses of water. Prior to Western contact, this
isolation led to the development of unique traditions, customs and language on each of the
islands.
The cultural diversity is typified by the existence of eight major indigenous languages. The cultural
similarities are indicated by the importance of traditional extended family and clan systems found
on each island.

Each of the States has developed unique cultural characteristics which are important to the
potential outsiders especially those interested in visiting or investing in the islands.
Over the last 15 years Pohnpei has rapidly developed as the most westernized state in the nation.
This results in large part because the national government is located here. At the same time,
traditional leadership continues to play an important role.

The population structure is heavily weighted in favour of the youth, and it is expected that the 15-
24 age group will account for 50% of the population increase in this decade.
There is a rich oral history. Part of this history is a unique musical heritage. The traditional music is
carried forward from generation to generation, although upon tuning into the local radio station
the visitor is far more likely to hear the distinctive sounds of Micronesian pop music, which has
also developed its own character from state to state. Influenced obviously by traditional music,
the FSM's pop music also draws from influences as diverse as American country and western,
reggae, and modern europop.

The basic subsistence economy is based on cultivation of tree crops (primarily breadfruit, banana,
coconut and citrus) and root crops (primarily taro and yam) supplemented by fishing. Small scale
agriculture and various traditional fishing practices continue today.

Money
The U.S. dollar is the official currency. There are several U.S. FDIC insured banks operating in the
FSM. Most major credit cards are welcome at most visitor-oriented businesses. Tips are neither
expected nor encouraged.

Internet Access and Telephone


The FSM enjoys modern, reliable telecommunication links worldwide. TV, FAX and Internet
services are readily available throughout the FSM. The telephone system is modern and
widespread. The international telephone code is 691 and to call overseas you need to dial 00 (+).

Time
Pohnpei is +11 hours ahead of GMT.

Electricity
The electricity supply is at 110V and US type outlets are used.

Health
The FSM is a healthy place to visit.
There are no tropical diseases and health care is readily available. Each of the FSM states has a
modern major hospital.

Clothing
The island lifestyle calls for casual, comfortable clothing year round. Pareus and swimsuits can be
worn during the daytime at the resorts while casual walking shorts are the most comfortable for
daytime excursions. For dinner casual slacks and sport shirts are the best option for men and cool
sundresses are appropriate for women.

What are the essentials to bring?


Sunscreen, brimmed hats, sunglasses, swimsuits, reef-walking shoes, insect repellent, prescription
medicine and a camera.

What Activities are there to do?


Pohnpei is the perfect place to do everything or nothing at all. Popular activities include nature
hikes, rock climbing, bird and flora watching, scuba diving, snorkelling, canoeing, kayaking, sailing,
kite-surfing, surfing and fishing.

Waterfalls and Caves


On Pohnpei there are many waterfalls and caves to explore while hiking through beautiful nature.
The swimming holes on the bottom of the waterfalls invite you to go for a dip and afterwards have
a picnic with breathtaking views.

Section 4 – Accommodation

Championship Hotels

All of the Championship Hotels are within walking distance of each other and are just a 5-minute
drive to the airport, in the heart of the town. Athletes are close to everything, such as restaurants,
shops and the track. For these Championships, athletes will be accommodated at;

 Yvonne’s Hotel (Palau, Guam, Northern Mariana Islands, Nauru)

 Sea Breeze Hotel (Marshall Islands)

 Cliff Rainbow (FSM Yap, FSM Chuuk, FSM Guam)

Facilities and Services


Free Wi-Fi is available at all the Championship Hotels. Please ask at reception for access code.
There will be a self-service laundry room available for your use. However, the hotel also offers
laundry services. Please ask at reception for current rates.

Meals
A continental breakfast will be supplied at the Championship Hotels.

Teams who have athletes staying at the Championship Hotels will be given a Per Diem for Lunch
where a meal is not provided by the Local Organising Committee. Leaders will be given a per diem
for the Team according to your arrival and departure dates.

Athletes with dietary requirements will need to organise to meet with Lars Hansen upon arrival to
the Championship Hotels.

All athletes staying at the Championship Hotels will receive Accreditation for the duration of their
stay which will entitle them to meals provided at the Championship Hotels and the track.

Allergies
It is important that all food allergies are reported to the Village Manager before athletes arrive at
the Village. This will ensure that all procedures are in place to cater for the athlete’s needs.

Nearby restaurants and shops

Kolonia offers a number of dining options to its guests. The Cliff Rainbow Hotel Restaurant on
Pohnrakied Street would be the best place for Pizza lovers. With its friendly staff and pleasant
atmosphere, it will be worth a visit.

Kia's Restaurant offers a café-style dining experience with an expansive selection of popular local
foods, Japanese cuisine, and other dishes from the region and beyond--including a lip-smacking

deep-fried ice cream. The restaurant prides itself on its exemplary service and comfortable,
relaxing atmosphere.

Joys Hotel Restaurant is the oldest and often called the best restaurant in town. It is a must go for
every visitor to try at least one of their sensational meals. Lunch at Joy Restaurant is almost an
institution on Pohnpei and it offers only products up to the standard. It is also a good chance to
get some souvenirs for the loved ones back home.

Angies is a fast food restaurant, which is an option if you’re after a quick bite.

Arnold’ is a cosy little restaurant in a cute pre-fab building — the only one of its kind on Pohnpei.
Arnold’s greatest strength is its menu, which features a number of dishes that are offered
nowhere else. They also have the best entree salads on the island — the Grilled Tuna, Cajun
Chicken, Black ‘n’ Bleu, and Grilled Chicken Caesar salads are all excellent and large enough for
two. Unique sandwich offerings include the Grilled Chicken Caesar sandwich, Turkey sandwich,
and Philly Cheesesteak. For dessert try the hot fudge sundae.

Pohnpei International Airport

Approximate driving time is 5 minutes from the Athletes’ Village.

Payment
Accommodation is to be paid for the non-quota athletes by Team Management either prior to
arriving in Papeete or upon arrival unless prior arrangements have been made. All funds will be
paid to the Executive Director.

Technical Information Centre (TIC)


The TIC will operate at the stadium during competition. Outside of competition Federations are
asked to contact Anthony Curry who will liaise with the Technical Delegate and TIC Manager.

Security
The security of personal belongings will be the responsibility of the individual. It is recommended
that each team supervise their own areas and security of the competitor’s bags.

Money Exchange
There are a number of banking options available close to the Athletes village. There is a Bank of
Guam branch east of town just past the American Embassy. You can find another ATM outside the
Palm Terrace store.

Though credit cards have gained a foot-hold with most local hotels, the major stores (Ace
Commercial, Ace Hardware, Ace Office Supply, and Palm Terrace) and some restaurants,
everywhere else cash is preferred payment method.

Transport
The Local Organising Committee has arranged ground transport for teams from Wednesday 1st
June until Saturday 4th June – this will include a driver and a protocol person for each team. Teams
staying at the Athlete Village will be transported from the airport to their accommodation on
arrival and from their accommodation to the airport on their departure to and from the track for
training and on the days of competition and to and from any official functions or social activities.

The training facilities are only a 10-minute walk from the Championship Hotels or a $2 taxi ride.
You will also have the opportunity to rent a car, please see the reception for more information.

Damage to Property
It will be the Team Manager’s responsibility to ensure that the athletes under his/her care do not
cause damage to the rooms of Hotels.

Any damage caused by athletes will be paid for before departure by Team Managers or billed to
the Federation.

Athletes causing the damage will face the OAA Disciplinary Tribunal and accept the penalties (if
any) given.

Officials’ Accommodation
Officials’ accommodation has been confirmed for 7 Star Inn, Kaselehlie Street, Kolonia

7 Star Inn
The 7 Star Inn Hotel is a small Hotel of 15 rooms. Opened in 2012, they offer clean, comfortable
accommodation in modern and spacious rooms. It also hosts an in-house bar and restaurant. The
hotel is located in the centre of Kolonia with only a short walk to shops and restaurants.

Facilities and Services


The hotel provides 24-hour front desk service, room service, laundry service and car rental
arrangements. The rooms are equipped with a telephone, Wi-Fi internet access, a TV / DVD, air-
conditioning, mini-fridge and private bathrooms.

Transport
Airport transfers for officials will be handled by the Local Organising Committee.

Section 5 - Medical Procedures


During the competition, including training and warm-up, medical services will be available.

Duty of Care
The Duty of Care will remain with Team Management for the entire period of their stay in
Pohnpei.

Doping Control
Drug testing may be undertaken at the Micronesian Championships. The Local Organising
Committee has provided an adequate facility in which the sampling and secure storage of samples
can be conducted.

Please ensure that your athletes understand the procedures. Make sure that someone responsible
who knows the procedures attends the process with them. It is a very personal experience and if it
is the first time that they are required to complete the procedure, they may find it very
embarrassing. They have no choice in the matter, once asked by a member of the Drug Testing
Agency.

Pre-Existing Conditions
Any team members who enter the Village with a pre-existing condition will be charged for medical,
dental or physiotherapy costs incurred.

Youth seminar
This year the OAA RDC will be running a small interactive activity for all athletes on Friday 3 rd June
at the Pohnpei Gymnasium (next to the track). You will be picked up by bus at 12 noon. The
seminar will start at 12.15pm. The 1 hour’s session will have multiple speakers discussing current
issues facing youth and young athletes. All athletes are required attend the seminar.

TOECS Refresher Course

A TOECS Refresher Course will be held on Monday, 30st May from 1 – 6 pm in the Federated
States of Micronesia National Olympic Committee meeting room. We invite all Technical Officials
to take part in this refresher course for an update the IAAF rule changes.

Ceremonies

Opening Ceremony – 1st June 2016 at Cupid’s Grill at 6 PM

The bus will leave the Championship Hotels at 5.30pm. Buses will be filled to ensure all the
athletes get to the assembly point in a timely manner so please be assembled and ready to go by
5.15pm.

Technical Officials will be transported to the Opening Ceremony.

Meals will be served after the speeches for all accredited Athletes, Officials, and Team Managers.

Section 7 – Technical Information Centre (TIC)
The main task of the Technical Information Centre is to ensure a smooth liaison between each
Team, the Organising Committee, the Technical Delegate and Competition Management of the
Championships regarding technical matters.

The Technical Information Centre will be located in the Administration room at the Stadium.

The TIC will be open during competition hours and two hours prior to competition and one hour
after competition.

The Technical Information Centre will be responsible for:

Entries
Each Federation may enter a maximum of three competitors in an individual event. Each
Federation may enter one relay team in each of the contested relays.

No additional entries will be accepted at the Technical Meeting, except in exceptional


circumstances. Federations may however, substitute athletes already entered in the events,
where required.

Uniforms
a. It is an Oceania Athletics Association requirement that all athletes, selected as part of a
Federation team, must wear their official Federation uniform.
b. A photograph of each Federation’s competition uniform, front and back, must be
submitted to the OAA Office prior to or when entries close.
c. All clothing worn by competitors must conform to the requirements of IAAF Rule 143.

Competition Numbers
a. Competition numbers will be supplied by the Local Organising Committee.
b. Competition numbers will be given to Team Managers who will be responsible for issuing
them to all athletes from their Federation.
c. The bib numbers issued to competitors for these championships must be worn firmly
attached with no fewer than four pins so the entire number and sponsorship information
can be easily read. No part of the number shall be folded under.
d. Athletes will be issued a total of 2 bibs. IMPORTANT one will go on the front, and one will
need to go on the back.
e. The OAA will enforce IAAF Rule 143.8 which disqualifies an athlete from competing if
he/she tampers in any way with the competition number. If an athlete loses their numbers,
or it is tampered with it will be the Team Manager’s responsibility to replace them at a cost
of AUD 20 per set.

Confirmation of Entries
a. Confirmation of entries is the responsibility of Team Managers.
b. The Local Organising Committee (LOC) will provide each Team Manager with a copy of their
entries upon arrival.
c. Team Managers should check these entries and return with substitutions/deletions to the
Technical Information Centre (TIC) in the Village within 24 hours of arrival.
d. An updated list of competitors and events will be provided at the Technical Meeting.
e. Confirmation of entries must be received at the Technical Information Centre (TIC) by noon
on the day prior to the conduct of the event.
f. Team Managers must notify any late scratching to the Technical Information Centre (TIC)
not later than one hour before the scheduled starting time of each event. Where an athlete
is injured during warm-up the TIC should be notified immediately.
g. After close of confirmation of each event, heat allocations and lane draws will then be
conducted for those events requiring them. Draws for all events will be posted on the
notice board at the Championship Hotels and on the notice board outside the Technical
Information Centre (TIC) at the Stadium as soon as they become available.

Team Managers will be provided with results at the end of each day and a complete set at the end
of the Championships.

Additional Heats and Elimination Rounds


If additional heats or elimination rounds are required, all entrants for that event will be notified
through their Team Manager.

Scratching
An athlete shall be excluded from participation in all further events in the competition, including
relays where:
a. a final confirmation was given that the athlete would start in an event but then failed to
participate, so that it was not practicable to delete that name officially from the list of
starters for the event
b. he/she qualified in preliminaries or heats for further participation in an event, but then
failed to participate further.

The provision of a medical certificate, endorsed by a medical officer appointed or approved by the
OAA and /or Organising committee, may be accepted as sufficient reason to accept that the
athlete became unable to compete after confirmation closed or after competing in a previous
round but will be able to compete in further events on a subsequent day of the competition. (IAAF
Rule 142.4 and notes (i) (ii)).

Call Room Procedures
a. All track athletes are required to report to the Call Room prior to their event
 Hurdles, Relays 20 minutes
 Other track events 20 minutes

b. All field athletes are required to report to the event site 30 minutes prior to the start time
of the event.
 Discus, Javelin, Hammer, High Jump 30 minutes
 Long Jump, Triple Jump, Shot Put 30 minutes

c. Track athletes will proceed to the start of their event from the Call Room accompanied by
an official. Athletes who proceed to the event site not having gone through the Call Room
and, not accompanied by an official, may not be allowed to compete.
d. This time allows for all Call Room procedures and movement to the competition site. The
remainder of the time may be used to complete the warm-up at the competition site, if the
site is not in use for another event.
e. If an athlete is already competing in another event at the designated call time, the Team
Manager must notify the Call Room of this prior to the designated call time.

Progression to Finals (Track Events)

The number of rounds and heats to be conducted for all track events, and the number of athletes
who progress to the next round, will be determined in accordance with IAAF Rule 166.

Rules for progression and qualifying rounds are as follows. These are the numbers of athletes
checked-in and over-ride the IAAF Rules, and remain subject to changes directed by the Technical
Delegate.

In the case of a tie, IAAF Rule 167 will apply.

Starting heights and progressions will be confirmed at the Technical Meeting along with
progressions.

Private Implements
a. Athletes who wish to use their own throwing implements during the Championships must
lodge them with the Technical Information Centre before 2.00pm on the day of competition.
The implements will be impounded until after the event when athletes may collect them from
the Technical Information Centre.

b. Personal implements lodged with the Local Organising Committee will be added to the pool of
implements to be used in the competition and may be used by any athlete, not just the athlete
who lodged it.

Starting Blocks
Starting blocks must be used for all events up to and including 400m and only those supplied by
the Local Organising Committee (LOC) may be used.

Spikes
The maximum spike length is 7mm for all events except high jump and javelin, which has a
maximum spike length of 9mm.

Relay Confirmations
Relay confirmation sheets must be completed by the Team Manager and handed into the
Technical Information Centre (TIC). The composition of the team and the running order shall be
officially declared no later than one hour before the first published call for the first heat of each
round of competition. Further alterations may be made on medical grounds only if verified by a
medical officer appointed by the Local Organising Committee (LOC) until the final call for the
particular heat/final in which the team is competing. (IAAF Rule 170.18)

Medal Presentations
Medal presentations will be made as soon as possible after the event.

 All place getters are asked to assist with this procedure by going with an official at the
completion of the event.
 Team Managers are requested to assist in ensuring athletes are readily available and are
wearing their approved team uniforms or team track suit. (IAAF Rule 143.1)

Protests and Appeals


 Protests must be lodged initially with the Referee as per IAAF Rule 146 within 30minutes of
the announcement of the result.
 Appeals to the Jury are to be made in writing on the appropriate appeal form which can be
collected from the Technical Information Centre (TIC) and lodged with AUD50. Appeals can
be made by either the Athlete or the Team Manager and should be lodged in the Technical
Information Centre within 30 minutes of the official announcement made by the Referee.
 At these Championships an approved team official may be present to assist an athlete
whenever an athlete is being addressed or questioned by a Referee or Jury of Appeal.
