Rule 1020: Registration of Establishments

Legal Bases

 Occupational Safety and Health Standards, as amended issued in 1989.


 DO 198 series of 2018 Implementing Rules and Regulations of RA 11058 “An Act of
Strengthening Compliance with Occupational Safety and Health Standards and Providing
Penalties for Violations Thereof”.
 Failure of Compliance may incur a minimum penalty of Php 20,000 on a per day basis until full
compliance. When deemed appropriate, DOLE may also issue compliance orders to erring
employers, and may even order the stoppage of work or the suspension of operations.

1021: General Provisions


Every employer as defined in Rule 1002 (1) shall register his business with the Regional Labor Office or
authorized representative having jurisdiction thereof to form part of a databank of all covered
establishments.

1022: Registrable Unit


The establishment regardless of size of economic activity, whether small, medium or large scale in one
single location, shall be one registrable unit.

1023: Period of Registration

 Existing establishments shall be registered within sixty (60) days after the effectivity of this
Standards.
 New establishments shall register within thirty (30) days before operation.
