I. INTRODUCTION

Cagayan Valley, situated in the northern part of the Philippines, is a region of mesmerizing
beauty, with its lush green landscapes, towering mountains, and sprawling plains that stretch as
far as the eye can see. The region is known for its rich agricultural heritage, with vast tracts of
fertile land that produce a range of crops, including rice, corn, and vegetables. The people of
Cagayan Valley take pride in their culture, which is steeped in tradition and history, and is
reflected in the region's colorful festivals, music, and dance. However, like many other regions
around the world, Cagayan Valley faces a range of criminal challenges that can adversely affect
its residents' safety and security. The region's diverse topography, which includes mountains,
valleys, and plains, presents unique challenges that can influence the dynamics of criminal
activities. The mountainous terrain, for instance, can provide cover for criminals to escape
detection, while the plains can facilitate their movements over long distances. As an agricultural

crimes due to rapid urbanization and population growth highlights the importance of addressing
underlying socio-economic issues. Isabela Province is prioritizing community policing to
collaborate with residents and involve them in crime prevention efforts. Drug-related offenses
are increasing and causing more violence, which shows how different criminal activities are
connected. A comprehensive strategy is needed that considers socio-economic development, law
