    LETTER OF EXPLAINATION

    We the parents for the applicants; Kenneth Hitovea and Peter Advant Hitovea
    have been teaching in Western Highlands for the last 13 years and this will be our
    14th years as primary teachers serving 2 years at Kemeng PS and 13 years at
    Rebiamul PS.

    Both our sons have started and completed all their primary, high and secondary
    education here in Hagen Central and got selected to attend Tertiary Institutions.

    As teacher parents, we feel that 14 years of serving in the province makes us feel
    that we are more of Western Highlanders than coastals. We have and will served
    wholly with our lives and will continue to serve Western Highlands as teachers.

    Therefore, our kids need to benefit from any subsidy program in the province.
