Specification of Development/upgradation of Hindi Content eLearning content in

HTML5 and SCROM/XAPI package


ANNEXURE-A

1.The e-learning content developed by IIRS is mostly of Level 2/3 and consists of flash based
presentation/ interaction material (i.e. text/images/diagrams/ tables/ 2D animations/ video/ audio/
voice over/ other explanations detailed in Annexure-B has to be converted to SCORM/XAPI compliant
HTML5 or above package defined in Annexure-B.

2.The development content template should consist of presentation materials and icons/hyperlinked
buttons for different options such as: Glossary, search, notes, show synchronized audio text, audio
on/off button/ Self-Assessment module with multiple choice questions (or quiz), Play forward/
backward/ pause options, Menu/ Table of contents (collapsible/tree structure) and go to option for the
student to go to any part of the lesson as detailed in Annexure B.

ANNEXURE-B

Requirements description: There are primarily 2 requirements:

1.E-learning Content conversion from flash files to HTML 5 (SCORM) compatible Development.
The job will include following steps:

a.Review & analyze the inputs (documentation/standards, source files, multimedia assets, etc) that
IIRS will provide.
b.Extract files.
c.Create User Interface
d.Create multimedia assets (only if required) that cannot be extracted and used as is in the course
authoring tool.
e.Create interactions/ assessments (if any)
f.Integrate multimedia assets
g.Develop eLearning courses/modules using the course authoring tool (as applicable)
h.QA/Testing of the converted HTML5 courses -mapping of the HTML5 course with the Flash Course
and check all functionalities on different browsers.
i.Delivery of the HTML5 course package (i.e. SCORM package) to IIRS.

2.Coordination to upload and host in Moodle based LMS including web portal.

Project Management: A dedicated Project Manager who perform all client communication and status
reporting to IIRS on a regular basis.

Details of contents:
A.IIRS has flash-based courses which they want to be converted into HTML5 (SCROM) compatible
format or latest.
B.All source files for all courses are available. All content and media assets will be used as is, without
any major modification.
C.All screen controls of the original courses are needed to be implemented in converted contents with
improvements
D.The course will have audio, video and animations. The VO script (given in the audio transcript pop-
up). The audio recording in the courses will be used as provided.
E.The course content pertains to Basics of Remote Sensing and GIS and the language of content is
Hindi. There may be addition topics if IIRS decides so.
F.IIRS will provide studio facility for recording of additional video/audio contents. However, the voice
over artist must be arranged by the vendor with no cost to IIRS.
Quantum of Job: ~ 50 Hours

Project Scope & Conditions:

A.No content from internet or other sources to be used without prior approval. Content to be
developed ONLY from the material supplied by IIRS.
B.Vendor may use the available content with IIRS/DECU/ISRO (video and presentation)
C.It is desirable that the vendor should have RS & GIS expertise for content finalization.
D.The number of slides and animation duration mentioned in quantum of job is indicative. Some
sessions may require more or less number of slides/animations. Vendor has to be transparent about
the pricing and development processes.
E.Any repeated animation fully or partially in any lecture once will not be counted again.
F.All contents have to be hosted in IIRS E-Learning web portal.
G.Vendor has to provide complete code for the setup including associated libraries
H.Testing and deployment on IIRS servers or hosting services, will be by IIRS staff.
I.Maintenance, backups and warranty of the product (minimum 1 year) from date of completion and
acceptance.
J.All material will be the copyright and intellectual property of IIRS. The e-learning content should be
watermarked with IIRS logo.
K.The identified vendor will be asked to complete 1 demonstration of converted file hosted as live
system. The same will evaluated for the quality of the output by the experts from IIRS. If satisfied, the
vendor will be asked to continue, else IIRS will have the right to terminate the job not satisfying with
the quality of work done by the vendor. Project Timeline: The project has to be completed within 6
months from the date of Purchase Order. Supplier should work in strict compliance and have
adequate project management and delivery staff.
