IV. Development Issues, Goals, Objectives and Targets
The Provincial Development and Physical Framework Plan of the Province of

Rizal present the future state of the province within the next nine years. This is
contained in the vision statement, where its forthcoming directions for the physical
and socio-economic development are laid out.
The rapid population growth in the province, brought about by natural increase
and migration has serious implications on the absorptive capacity of the province
especially in the areas of housing, provision of basic services and facilities,
provision of jobs/livelihood sources and access to natural resources of the
province. The proximity of the province to Metro Manila made it a receptacle of its
spills. Rapid urbanization has led to rapid conversion of agricultural lands into
subdivision settlement areas. Encroachment in upland areas and in protection
areas has raised danger of soil erosion, landslides and flooding.
In this time of climate change, characterized by highly unusual meteorological

patterns that raise the likelihood of disastrous events , the PDPFP has become
even more important to reduce overall vulnerability to disaster and it also
mainstreamed environmental protection and conservation, disaster risk reduction
and management, sustainable development, inclusive growth that promote a more
proactive and responsive local development.
The analysis of the planning environment leads to a chain of planning activities.

Part IV focused on the identification of development issues, goals and
objectives/targets. Development issues are basically problems directly related to
symptoms or feedback from stakeholders. Goals, objectives/targets are
responses to identified development issues/problems.
The trends and scenarios in the province as discussed in the planning

environment were hinged on population, economic activity and physical
resources. The interaction of these “drivers” defined the quality of life which was
manifested through income, expenditures and services being enjoyed by the
community and its members, physically expressed in the way land and other
physical resources are utilized. The formulation of development issues, goals and
objectives/targets and the succeeding preparation of strategies, programs,
projects, and activities are focused on access to services, income/employment
and land use.
Strategies, Programs, Projects and Activities
After the development issues, goals and objectives/targets have been identified,
the next step is the formulation of strategies, programs, projects and activities.
Strategies are courses of actions that will help achieve objectives/targets.
Programs are set of projects that translate strategies to specific action plans.
Projects are subset of programs or special undertaking within a program designed
to carry out a set of objectives. An activity is a work process within a program
designed to accomplish specific objective.
