Ghantoot is fully committed to provide an acceptable standard of welfare


facilities in accordance to the UAE Rules& Regulations as well as Client&
Contract Requirements, Ghantoot shall ensure that all required welfare
facilities will be available for the workforce engaged in various areas of the
project. Providing welfare facilities to the workforce is one the prime
responsibilities of M/S Ghantoot as well as the right of our every employee.

The Ghantoot management is committed to develop and implement


welfare facilities complying with ADCO CoP’s & OSHAD SF, Camp Cabinet
decision no (13) of 2009 and other statutory regulations in order to ensure
the availability of reasonable welfare facilities including healthy and safe
camp environment, healthy food and water, comfortable accommodation,
ablution, laundry, recreation and first aid facilities. This plan will furnish
with the directions required to establish a standard welfare management
plan within the camp.

2. Purpose:

Purpose of this plan is to establish an effective system to facilitate the


project site and camp with all welfare facilities for the camp tenants
applicable for labor camp as described in ADCO, CoP V01-10 Code of
practice on Food & Water Supply and welfare, Cabinet Decision No (13) of
2009 and in Regulations of various Sector Regulatory Authorities.

3. Contractor’s Welfare Facilities:

The following facilities are the major component of Contractor’s facility.


Providing under mentioned facilities with adherence to ADCO CoP and
Cabinet decision No. (13) Of 2009 is the responsibility of the Ghantoot
management.

 Camp Accommodation
 Ablution Facility
 Water Supply
 Food and Service
 Laundry Facility
 First Aid Facility & Medical Insurance.
 Recreation Facility
 Transportation
 Site rest area.
 Safe Transportation of employees(Labors)

3.1 Camp Accommodation:

The provision of safe and comfortable inhabitant rooms will be ensured to


all occupants of the camp irrespective of his/ her status and grade. The
followings will be in place to provide a safe and healthy accommodation.
The caravans or unit must not be less than 6 meters from other. The
caravans should be made of materials with 30 minutes fire resistant
capacity or meeting the requirement of British standard (BS) 476.

The individual minimum space for each worker regardless of grade will be
ensured 4.5 meter square.

The dimension of the bed will be 2100 mm x 900 mm. Top of mattress will
550-600 mm above the floor. In case requirement bunks beds, the
distance between upper bunks and ceiling should not less than 900 mm
enable a person to sit up on the bed comfortably. The bunks bed should be
provided with robust ladder, grab bars and safety rails.

The distance between floor and ceiling not less than 2400mm and in
washroom not less than 2200 mm .

The room will be provided with sufficient light in the room not less than
300 lux.

The room will be provided with emergency contact number and camp rules

The area of accommodation will be free from noise hazard. Sound intensity
level should not be exceeding 85 dB for 08 hours TWA.

Every worker should be provided with a blanket, bed sheet and pillow with
cover.

Adequate air-conditioning and ventilation (5 liters /second/ person) in the


room should be ensured.

The room will be provided with full length cupboard for each occupant

The room will be provided with cloth hangers

Dustbins should provide outside each rooms and waste should be removed
on daily basis.

The accommodation area will be from pest infestation including rat,


mosquito, bedbugs, housefly, etc.

An effective pest control system will be in place

3.2 Ablution Facility

Adequate number of washroom facility will be ensured as per the


occupancy of the camp. The following ratio will be applied in case of
common facility.

1 urinal per 25 person

1 toilet per 8 person

1 bathroom / showerhead per 8 person

1 hand washbasin per 6 person

Privacy of the bathrooms and toilet will be ensured with proper doors and
bath curtains

Lighting in the facility will be adequate, light level not less than 200 lux
swill is ensured

An adequate supply of cold and hot running water will be provided in


bathrooms and hand washbasins. Adequate quantity of water supply will
be ensured,

A high standard of sanitation will be ensured in ablution units. Daily


cleaning with appropriate chemicals/ detergents should be ensured.

Adequate ventilation will be provided in facility.

Adequate toilet paper / liquid soap will be provided in the toilet.

The toilets and bathrooms will be provided with adequate fixtures to hang
cloth.

3.3 Water supply

Adequate quantity of potable water used for drinking, cooking and


washing facility will be available in the camp round the clock. The water
supply average to the camp capacity at the ratio of 35 gallon per person
per day , and 2.5 times the consumption average per hour at peak time
should be considered ( Ref Cabinet decision No. (13) Of 2009, clause 6.2.2)

Water supply will be from reliable source. e.g. ADDC

Sufficient water reservoir capacity, at least the water quantity required for
48 hrs. as per the camp capacity should be ensured.

A contingency plan to meet in case of water supply failure from ADDC will
be in place.

Water used for drinking, cooking and bathing purpose should be free from
harmful microbes and other organic and inorganic elements. All
parameters present the water should in normal limit as per the UAE
Standard

Sufficient number of water coolers with filter facility will be installed in


accommodation area. Regular lab test for the drinking water to be
conducted in order to ensure the satisfactory of the drinking water.

3.4 Food and Service

Food will be prepared and distributed to the customers / staff in the camp
accordance with ADFCA regulations, ADCO CoP and Cabinet decision no.
(13) Of 2009.

A Food safety manual (HACCP) will be developed and implemented to


cater a safe food to the camp occupants.

Food safety team should be constituted and the production and


distribution of food will be operated under supervision of the team.

The infrastructure of the kitchen will be accordance ADFCA regulation

A safe working environment in kitchen will be ensured. Adequate


ventilation and air-conditioning will be maintained in the kitchen.

Adequate lighting not less than 300 lux should be maintained in the
kitchen

Proper maintaining of temperature will be ensured as per HACCP manual /


SOP

Food sample of all items should be kept secured in appropriate


temperature for 72 hrs.

Appropriate measures, effectives of the controls will be evaluated through


daily, weekly and monthly inspections and quarterly audits and review.

Serving temperature of the food as per ADFCA / HACCP manual will be


maintained.

MESS HALL: Food will be served in mess hall; proper sitting arrangement
will be made available in mess. Ensure that a1/3 rd of total camp capacity
can be feed at a time in the mess. A nationality base mess system will be
introduced.

Proper lighting, air conditioning and ventilation will be ensured in the


mess.

Mess hall should be spacious enough for free movement of customers and
serving staff.

Approved menu and mess timing will be communicated to all customers


through induction and notice.

Drinking water will be served on dining table

Adequate number of hand wash with liquid soap will be provided in the
mess

A high standard hygiene and sanitation of kitchen and mess will be


ensured.

Facility to lodge customer complaint / suggestion will be made available in


mess hall (Suggestion box, suggestion book, etc).

3.5 Laundry Facility:

An in house laundry facility will be provided having sufficient number of


washing machines. All washing machines shall be in good working order
and shall be maintained on regular basis as needed.

In case of unavailability/ insufficient centralized laundry facility; a


communal laundry facility will be provided with all the required services
such as hot and cold water connection and designated area with
appropriate facilities to dry the washed cloth.

A laundry tray or tub for every 30 persons should be provided where a


centralized facility is not available.

Frequent laundry service will be rendered for Ghantoot camp staff working
in catering department (food handlers). All food handlers will put their
used cloth in a separate container kept in central laundry and will collect
washed cloth from laundry.

The centralized laundry will be provided with sufficient lighting not less
than 200 lux, proper ventilation and air-condition.

3.6 First Aid Facility & Medical Insurance

A well-established First Aid clinic compliance with ADCO CoP V1 – 10 Apr


2014 and Cabinet Decision No (13) of 2006 should be available in the
camp.

The First Aid Centre will be managed by HAAD licensed Nurse, who will be
available in first aid center round the clock.

First Aid center will be ready with required equipment’s and paramedics to
handle medical emergency at any time.

All routine cases will be attended by Camp Nurse during the working hours
and refer the cases required expert medical attention to Abu Dhabi/
Mafraq hospital with a referral form with patient case history.

All emergency cases will be attended by Camp Nurse / First Aider, and the
cases will be evacuated to Abu Dhabi/Mafraq Hospital immediately after
rendering First Aid.

Ghantoot is committed to provide all their employees with medical


insurance card in accordance to UAE/Abu Dhabi Requirements

The First Aid center should be facilitated with:

Sufficient space according to occupancy of the camp

 Sitting arrangement in waiting room.


 Consultation room/ Screened examination area.
 Treatment room.
 Hand washing facility with sanitizer
 Washroom facility for staff and patients
 Sufficient lighting not less than 300 lux and sufficient air-
conditioning.

Necessary medical equipment’s such as oxygen cylinder, stretcher, First


Aid boxes with all necessary first aid materials, wheelchair and external
automatic defibrillator , etc.

Sufficient First Aid boxes with necessary first aid materials and instruction
slip will be kept in all working places like Kitchen, Laundry and STP. First

Aid materials in first aid boxes should be sufficient as per the manpower
and suitable to likelihood injury / illness associated with worksite activities.

Medical camps liaison with local medical authority can be organized in the
camp, the camp occupants can avail of free expert medical consultation
and checkup, camp management cooperating client should take initiatives
to organize such campaigns in the camp

3.7 Recreational Facility

Availability of adequate recreation facility in the camp is an important


factor as other welfare where the employees can make their leisure
beneficial and joyful after a daylong hard work and holidays which
beneficial to employees physical and psychological wellbeing. Camp
management should arrange various recreation facilities adequately in the
camp. The following recreation arrangements can be made available in
order to establish an effective recreational facility in the camp:

 Indoor Facility:

Basketball

Football

Volleyball

Jogging bay

TV room

Sports Tournaments: Intercompany tournaments cooperating with client


management can be organized in the camp

4.0 Other Welfare Facilities.

Other welfare facilities such as transportation, annual leave, day offs


wages, overtime and end of service entitlement, etc as per the “UAE Laws
always followed in accordance to the UAE Rules and regulations.

Entitlement of Ghantoot staff in addition to the welfare facility discussed


above as per the UAE LAW and company policy will be provided by
Ghantoot camp management.

Ghantoot is committed to provide safe transportation in order to be used


for their employees in accordance to the job requirements.

Ghantoot is committed to provide sufficient and reasonable rest area for


employees working on site in accordance to the Contract requirements.

Ghantoot is committed to secure the site in order to ensure the security


compliance of the whole project.
