1.1 Overview
T his guide facilitates a formal request for obtaining FAA acceptance of a Procedures Statement of
Compliance (PSOC). A PSOC is a critical component of the Streamlined Part 91 Operational Approval
Application and it must have a valid FAA signature. More information can be found on the FAA’s Streamlined
Part 91 Operational Approval webpage.
The PSOC is a statement made by companies that provide procedural publication services using a standardized
template found on the GAMA website. The statement is verification that the manuals or procedures used by the
operator contain the content necessary for authorizing the applicable LOAs in this process.
The Flight Technologies and Procedures Division accepts PSOCs after a review of the necessary publications.
Procedural publication providers should use this guide to submit a formal request for PSOC acceptance to:

1.2 Application Process
1. Familiarize yourself with the publications applicable to the LOA process. Appendices in this guide may be
helpful but do not supersede the information in FAA Advisory Circulars (AC) or regulations.
2. Download the template from the GAMA website and fill out using provided instructions.
3. Schedule a pre-application meeting with the POC listed on the FAA’s Streamlined Part 91 Operational
Approval webpage. The purpose of this discussion is to identify any publications the subject matter experts
may need to review. By having this discussion, the LOA Streamline POC can ensure only the necessary
documentation is submitted which will decrease the amount of work required by both the applicant and the
FAA.
4. Complete the PSOC application using this guide. Attach a proposed PSOC signed by the publication
provider, and any other documents requested by the FAA subject matter experts during the pre-application
meeting.

T he overarching guidance for oceanic and remote continental authorizations is found in Advisory Circular
AC 91-70, Oceanic and Remote Continental Airspace Operations and AC 90-105, Approval Guidance for
RNP Operations and Barometric Vertical Navigation in the U.S. National Airspace System and in Oceanic and

Pilot Procedures that emphasize correct setting on all
primary and standby altimeters to include when passing
through the appropriate Transition Altitude and rechecking
after reaching initial cleared flight level (CFL). Additionally,
cross checking procedures, with intervals of approximately
3 one hour, that ensure a minimum of two primary altimeters
agree within 200 ft. or a lessor value if specified in the
aircraft operating manual. The initial crosscheck of the
standby altimeter should be recorded.
