❖ This law mandates that public schools provide free and appropriate education to all students with disabilities.
➢ This law can impact socially and economically disadvantaged youth students because they may have
a higher likelihood of being diagnosed with a disability and therefore may require additional resources
and support to succeed academically (Stone, 2017).
ESSA
(Every Student Succeeds Act)
❖ This law replaced the No Child Left Behind Act and provides funding and guidance to states and school
districts to improve education for all students, particularly those who are economically disadvantaged, English
language learners, and students with disabilities.
➢ This law can impact socially and economically disadvantaged youth students by providing them with
additional resources and support to improve their academic achievement and prepare them for success
in college and the workforce (Every Student Succeeds Act (ESSA) | U.S. Department of Education, n.d.).

Through IDEA there are many resources for mental health and educational functioning.
Listed are services through IDEA:
★ Academic Support-Special Education Support like resource teachers/special
education teacher all credentialed to work with students with disabilities
★ Mental health services like Community and primary care providers
★ Physical/Occupational therapy
★ Behavioral specialists
★ Transportation
★ Assistive technology
★ Promoting coordination with services
★ Speech and Language
★ Educationally Related Mental Health Services (ERMHS)
individual therapy, parent counseling, psychological and psychiatric services, outpatient
and residential treatment
all according to the students IEP and not restricted to “Emotional disturbance children”

❖ comprehensive support

❖ Targeted support and improvement
❖ There are plans to help schools get back on track with funding
from the state of title 1 schools and underprivileged students
❖ Grants that some schools can receive to achieve personalized
learning and evidence based literacy instruction
