The three pillars set to attain the goal of PDP 2023-2028 are:

Malasakit: This means enhancing the social fabric by promoting a culture of trust, solidarity, and civic
consciousness. This pillar aims to strengthen the institutions that uphold the rule of law, human rights,
and democracy, as well as to foster social cohesion and harmony among diverse groups and sectors. 1

Pagbabago: This means reducing inequality by ensuring that all Filipinos have equal access to
opportunities and resources. This pillar aims to create more and better jobs, improve the quality and
accessibility of education and health care, and empower the poor and marginalized communities. 1

Patuloy na Pag-unlad: This means increasing potential growth by investing in innovation and
infrastructure. This pillar aims to enhance the productivity and competitiveness of the economy, as well
as to ensure environmental sustainability and resilience to climate change and disasters. 1

To summarize, the three pillars of the PDP 2023-2028 are malasakit, pagbabago, and patuloy na pag-
unlad, which correspond to the social, economic, and environmental dimensions of development. These
pillars reflect the values, needs, and aspirations of the Filipino people, and guide the policies, programs,
