D. REGISTRATION / TOURNAMENT FEE

SAR 200 / Team (for each category) Deadline: 05 August 2023

E. TOURNAMENT FORMAT
WOMEN’S CATEGORY
EW.1 In the Women's category, the tournament begins with a single round robin format. Each team
will play against all other teams once, giving them an opportunity to face every opponent.
EW.2 After the round robin, the top four teams in the standings will proceed to the semi-final round.
The matchups will be as follows: Team R1 (1st place) vs Team R4 (4th place), and Team R2 (2nd
place) vs Team R3 (3rd place). Only Team R1 will have a "twice-to-beat" advantage, regardless of
whether they have incurred any losses during the round robin matches.
EW.3 The winners of the semi-final round will advance to the championship match. This match will
follow a best-of-five sets format, where the team that wins three sets out of five will be crowned as
the champions.
EW.4 In the event of a tie in the team standings after the round robin matches, the Set System will
be utilized to break the tie. Teams will be ranked based on the number of points gained per match. A
2-0 match win will earn a team 3 points, a 2-1 match win will earn 2 points (and 1 point for the
opponent), and a 0-2 match loss will result in 0 points. The team with the most points gained will be
placed higher in the standings. If there is still a tie after considering the set system, the Point System
will come into play. The Point System involves summing up the final scores by the team in all their
games. The team with a higher total score will be placed higher in the standings.
EW.5 During the elimination round robin and the semi-finals, each set is played until one team
reaches 25 points. However, a team must win a set by a margin of two points. If the score reaches a
tie of 24-24, the set continues until one team gains a two-point advantage (e.g., 26-24).
EW.6 A match consists of playing the best of three sets. The team that wins two out of the three sets
will be declared the winner of the match.
EW.7 Each team is allowed one timeout of 1 minute per set.
EW.8 In the deciding set, once the leading team reaches 13 points, the teams change courts without
any delay. The player positions remain the same as they were before the change.
EW.9 In the championship match, which follows a 3 out of 5 sets format, the first four sets are played
until one team reaches 25 points, with the requirement of winning the set by a margin of two points.
If the match goes to a deciding fifth set, the target score is reduced to 15 points. At the 8-point mark
in the deciding set, the teams change courts.
MEN’S CATEGORY
EM.1 The 11 teams participating in the tournament will be divided into two brackets, Bracket A and
Bracket B, through a draw lots process.
EM.2 Bracket A will consist of 6 teams, while Bracket B will consist of 5 teams.
EM.3 The tournament will begin with a single round robin format within each bracket. Each team will
play against every other team in their respective bracket once, ensuring that they face all opponents
within their group.
EM.4 After the round robin stage, the top two teams from each bracket, based on their standings, will
advance to the semi-finals. The semi-finals will consist of crossover games between the top two
teams from Bracket A and Bracket B. The matchups will be as follows: Bracket A Rank 1 vs Bracket B
Rank 2, and Bracket A Rank 2 vs Bracket B Rank 1. Only the Rank 1 team in both brackets will have
a "twice-to-beat" advantage, regardless of their performance in the round robin stage.
EM.5 The remaining top two teams after the semi-finals (crossover games) will proceed to the
championship match. The team that wins three sets out of five in the championship match will be
crowned as the champions.
EM.6 In case of a tie in the team standings based on the "Win and Loss" record after the round robin
stage, the Set System will be employed to break the tie. Teams will be ranked based on the points
earned per match. A 2-0 match win will earn a team 3 points, a 2-1 match win will earn 2 points (with
1 point awarded to the opponent), and a 0-2 match loss will result in 0 points. The team with the
highest number of points gained will be placed higher in the standings. If a tie still exists after
considering the set system, the Point System will be utilized. The Point System involves summing up
the final scores by each team in all their games. The team with the higher total score will be placed
higher in the standings.

2
EM.7 During the elimination round robin and semi-finals, each set is played until one team reaches
25 points. However, a team must win a set by a margin of two points. If the score reaches a tie of 24-
24, the set continues until one team gains a two-point advantage (e.g., 26-24).
EM.8 A match consists of playing the best of three sets. The team that wins two out of the three sets
will be declared as the winner of the match.
EM.9 Each team is allowed one timeout of 1 minute per set.
EM.10 In the deciding set, once the leading team reaches 13 points, the teams change courts
without any delay. The player positions remain the same as they were before the change.
EM.11 In the championship match, which follows a 3 out of 5 sets format, the first four sets are
played until one team reaches 25 points, with the requirement of winning the set by a margin of two
points. If the match goes to a deciding fifth set, the target score is reduced to 15 points. At the 8-
point mark in the deciding set, the teams change courts.

F. DEFAULT AND INCOMPLETE TEAM

F.1 If a team refuses to play or fails to show up for a scheduled match, they will be declared in
default. As a consequence, the result of the match will be recorded as a 0-2 loss for the team that
refused to play or did not show up. Additionally, each set will be scored as 0-25 in favor of the
opposing team.
F.2 If a team arrives late or with an incomplete line-up, their opponents will be awarded the first set
with a score of 0-25. If the late or incomplete team fails to meet the required number of players after
30 minutes, the entire match will be awarded to the opposing team with a result of 0-2, and each set
will be scored as 0-25 in favor of the opposing team.

G. PEPSOL VIOLATIONS
G.1 If a player is currently enrolled in PEPSOL (Pre-Encounter Post School of Leaders), they need to
prioritize their class over the volleyball tournament. If the player chooses not to attend PEPSOL class
and plays the game due to schedule conflicts, and their team wins, it will be forfeited. The opponent
team will be given the result 0-2 for the match, and each set will be scored as 0-25 in favor of the
opposing team.
G.2 If a player was absent in their PEPSOL class but is present and plays during the game, the team
coordinator or team captain should inform the Technical Committee and provide written reasons for
the player's absence. Failure to comply will result in the opponent team being given the result 0-2 for
the match, and each set will be scored as 0-25 in favor of the opposing team.

H. GENERAL RULES
H.1 There should be 6 players on the court - 3 in the front row and 3 in the back row.
H.2 All players are required to wear their team uniform during the games.
H.3 A maximum of 3 hits per side is allowed.

not interfere with play.

released from the hand(s). The server must hit the ball within 8 seconds after the first referee

I. ROLES OF TEAM CAPTAINS

I.1 Before the start of a set, the team captain is required to present the starting line-up of their team
on a line-up sheet called the R5 form. The filled and signed sheet should be submitted to the
committee table or the second referee.
I.2 The team captains have the important responsibility of ensuring the conduct and discipline of
their team members. When the ball is out of play, it is the captain who is authorized to speak to the
referees. They can ask for an explanation regarding the application or interpretation of the rules and
also submit requests or questions on behalf of their teammates. Team will be given the result 0-2 for
the match, and each set will be scored as 0-25 in favor of the opposing team.

J. BASIC VOLLEYBALL RULE VIOLATIONS

Rule violations that result in a point for the opponent.
J.1 When serving, if a player steps on or across the service line while making contact with the ball, it
is a violation that results in a point for the opponent.
J.2 Failure to successfully serve the ball over the net is another violation that gives a point to the
opponent.
J.3 Ball-handling errors such as double touching, lifting, carrying, or throwing the ball are considered
violations.
J.4 If a team hits the ball four times before returning it to the opponent's court, it is a violation
resulting in a point for the opposing team.

4
J.5 If the ball is caught and/or thrown instead of rebounding from a hit, it is a violation.
J.6 Double contact occurs when a player hits the ball twice in succession or when the ball contacts
various parts of their body in succession.
J.7 Touching the net with any part of the body while the ball is in play is a violation.
J.8 It is illegal to contact the ball when reaching over the net during a block if the opponent has not
used all three contacts and they have a player ready to make a play on the ball.
J.9 If a player makes contact with the net between the antennae while playing the ball, it is a fault.
J.10 If a player's foot (or feet) penetrates completely into the opponent's court or directly above the
center line, it is a violation.
J.11 When attacking a ball coming from the opponent's court, contacting the ball when reaching over
the net is a violation if the ball has not yet broken the vertical plane of the net.
J.12 Serving out of rotation/order is a violation.
J.13 If a back-row player blocks a ball coming from the opponent when they have part of their body
above the top of the net, it is an illegal block.
J.14 If a back-row player attacks a ball inside the front zone (area inside the 3M/10-foot line) when
the ball is completely above the net, it is an illegal attack.

K. PROTESTS
K.1 Any protest should be made before play continues or before the committee leaves the playing
area to resolve the issue. This helps avoid personal or emotional grudges.
K.2 Protests for any reasons should be made during or after the game, or within 24 hours of the end
of the game.
K.3 Only the team captain or coaches can initiate protests.
K.4 The Technical Committee will evaluate the protest either immediately or within 24 hours

L. PLAYERS MISCONDUCT AND ITS SANCTION

L.1 Participants must accept referees' decisions with sportsmanlike conduct and avoid disputing
them. In case of doubt, clarification may be requested only through the team captain.
L.2 Participants must refrain from actions or attitudes intended to influence the referees' decisions
or cover up faults committed by their team.
L.3 Participants must behave respectfully and courteously in the spirit of fair play, not only towards
the referees but also towards other officials, opponents, and teammates. Communication between
team members during the match is permitted.

➢ MINOR MISCONDUCT
There are two stages of action as follows;
Stage 1: A verbal warning is issued through the game captain
Stage 2: A yellow or red card is used to sanction the team member(s) involved. The yellow card
serves as a formal warning that the team member has reached the sanctioning level for that game
match.

5
➢ MISCONDUCT LEADING TO SANCTIONS
• Incorrect conduct by a team member towards officials or opponents is categorized into three
levels based on the severity of the offense: rude conduct, offensive conduct, and aggression.
• Rude conduct refers to actions that go against good manners or moral principles.
• Offensive conduct involves defamatory or insulting words, gestures, or actions expressing
contempt.
• Aggression refers to actual physical attacks or aggressive and threatening behavior.

➢ SANCTION SCALE
According to the judgment of the referee and depending on the seriousness of the offense, the
following sanctions can be applied: Penalty, Expulsion, or Disqualification.
• Penalty: The first rude conduct by any team member will result in a point and service being
awarded to the opponent.
• Expulsion: A team member who is expelled will not be able to play for the rest of the set or game
match. The first offensive conduct results in expulsion for that particular set, while the second rude
conduct by the same team member in the same match leads to expulsion for the entire game match.
• Disqualification: A team member who is disqualified must be replaced immediately and legally on
the court. They must also leave the volleyball court area for the remainder of the game match or
tournament. The first physical attack, implied aggression, or threatened aggression results in
disqualification for that particular game match. If the same team member commits a second
offensive conduct in the same match, they will be disqualified for the entire tournament.

➢ SUMMAY OF MISCONDUCT USED

* Stage 1: Verbal warning / Penalty
* Stage 2: Yellow card - Expulsion
* Stage 3: Red card - Disqualification

DISPUTES: In case a dispute arises, the team captains will have the opportunity to discuss the
situation with the Tournament Director and the Tech Committee Head. They will review the incident
and make a decision based on the rules and regulations of the tournament.
