II. BEFORE THE COMMENCEMENT OF THE POLL

6. Prepare Presiding Officer’s REPORT (Part I)
(Since, Mock poll Certificate has been included in Part-I, there is no need to prepare separate 'Mock poll Certificate’)
Obtain signatures of all Polling Officers and Polling Agents in Presiding Officer’s Report (Part 1)
7. Declaration by the PrO before commencement of the Poll
8. Before the first voter signs in Form-17A (Register of Voters),
the Polling Officer-1 shall check with the Presiding Officer and record in ink
in Form-l7A that 'Total in the Control Unit checked and found to be Zero’

III. DURING THE POLL


1. Commencement of Poll - Admission into the Polling Station - Enforcement of Election Law
2. Maintain the Presiding Officer’s Diary
3. Send Messages using Android App or SMS Facility (as directed)
4. Maintain POLLING AGENTS / RELIEVING AGENTS MOVEMENT SHEET
5. Deal with Special Cases
i. Challenge to a Voter - Form 14, Receipt for Challenge Fee Rs.2/- , Letter to SHO
Police – (PrO’s Hand Book - Chapter XVIII)
ii. Voting by Minors - Declaration of Elector about his age
iii. Voting by Blind or Infirm Voters - Form 14A
iv. Voters deciding not to vote - Remarks in 17 A :- “Refused to Vote”
v. Tendered Votes -Form 17 B (XXVI)
vi. Voting by Public Servants on Election Duty – using EDC (Election Duty Certificate)
vii. Complaint about particulars printed on Paper Slip (VVPAT) #TEST VOTE (Rule 49MA)
6. Issue Slips at 7 PM

IV. AFTER THE POLL
1. Close and Seal the Voting Machine
i. Press CLOSE Button on CU
ii. Switch off the CU – Disconnect Cables
iii. Remove Power Pack (Battery) form VVPAT
iv. Seal each carrying case with Address Tag
v. Closing of Voters Register (17A) – (Last Serial Number & Sign by PrO, PO2)
vi. Declaration after the sealing of the voting Machine
2. Complete Form 17 C (Account of Votes Recorded and Paper Seal Account)
i. Declaration at the end of the poll
ii. Give attested copies of Form 17C to the Polling Agents
3. Complete the Presiding Officer’s Diary
4. SEALING OF ELECTION PAPERS IN PACKETS
