ALABANG WASTEWATER TREATMENT PLANT

I. INTRODUCTION
-
In 1997, Maynilad Water Services, Inc. (Maynilad) signed a 25-year concession agreement
--
with the Metropolitan Waterworks and Sewerage System (MWSS) to provide water and
wastewater services for the 17 cities and municipalities that comprise the West Zone of the
greater Metro Manila Area. These areas include Caloocan, Las Pirias, Malabon, Manila, •
Muntinlupa, Navotas, Pasay, Parariaque, Valenzuela, parts of Quezon City, a part of Makati,
Cavite City, and the municipalities of Rosario, Imus, Noveleta, Bacoor, and Kawit in Cavite.
From 2003 to 2005, Maynilad has implemented the Manila Second Sewerage Project
(MSSP) through a rehabilitation and enhancement program, which includes improvement of
the Tondo Pumping Station and the Dagat-dagatan Septage Treatment Plant.

In 2005, the Water Supply, Sewerage and Sanitation Master Plan for Metro Manila (SKM,
November 2005) was completed. This master plan was undertaken for MWSS, with financing
from World Bank. It involved partial update of the Water Supply Master Plan for Metro Manila
and the planning of sewerage and sanitation up to year 2025. In response to this, Maynilad
has likewise prepared a master plan for sewerage and sanitation services covering the entire
West Zone.

In 2010, the concession agreement between MWSS and Maynilad was extended from 2021
to 2037. Simultaneously, Maynilad made a master plan for Sewerage and Sanitation
Improvement Project for the West Zone that extends up to the end of concession. The 2008

Master Plan proposed a decentralized combined sewerage approach with various modular
STP and another STP, utilizing aerobic and anaerobic biological treatment. These will be
used for the environmental improvement of Metro Manila, specifically Manila Bay and its
main rivers and creeks.

II. PROJECT DESCRIPTION

A. PROJECT RATIONALE

The Alabang Wastewater Treatment Plant was constructed by Ayala Land Incorporated in
1983 at three (3) hectares lot area in Sao Juanico st. inside the Ayala Alabang Village and
presently serving a total of 32, 700 population. Its current actual treatment capacity ranges
from 6000 to 7000 m3/day but has a design capacity of 10,000m 3/day. It uses conventional

In lieu of the construction of Putatan Water Treatment Plant, the Mini-Water Treatment Plant

over to Metropolitan Waterworks and Sewerage System (MWSS) and Maynilad together with
the Ayala Alabang Wastewater Treatment Plant in August of 2009 with a provision for
rehabilitation to utilize the 10,000 m3/day design capacity in 2011. Through a memorandum
of agreement (MOA), the Alabang Wastewater Treatment Plant was donated to Maynilad
through MWSS. (MOA and deed of donation attached).

The proposed rehabilitation of Alabang Wastewater Treatment Plant uses the activated
sludge wastewater treatment process.

1.1. Pre-Treatment

Pre-treatment process includes screening and a grit chamber. The sewerage intake is
composed of 200 mm (8") pipes. The influent is lifted to different lift stations.

In order to protect the pumps and other equipment the bar screen intercept large solids
and other floating debris from entering the plant.

1.2. Lift Stations

There are four (4) lift stations that pump the sewage to the STP. Lift Station "D" which
is inside the STP pumps the sewage to the grit chamber.

Lift Station A has two (2) motors with pumps installed, Lift Station B has three (3), Lift
Station C has one (1) and Lift Station D has three (3), with a total of nine (9) motors

and pumps. The existing EBARA Model type motor was installed in 2004 while the Ritz
and ElM model was installed in 1983.

1.3. Grit Chamber

Grit chamber is used to carefully control the velocity of the incoming wastewater to
allow sand grit and stones to settle, while keeping the majority of the suspended
organic material in the water column. There are three (3) screens installed in the grit
chamber.

1.4. Aeration

There are four (4) aeration tanks constructed in the plant and it uses diffused-type
aerators. When the filter press was installed, one of the aeration tank was converted to
an aerobic sludge digester. Each tank measures 52 m x 8 m x 4.1 m with a volume of
1705.6 m3 . There are three (3) blowers that operate on the aeration tank.

1.5. Clarification/Sedimentation

There are two (2) circular sedimentation tanks installed in the plant. Each tank has a
diameter of 19 m and a depth of 3.96 m (from center-bottom oftank) and 3.36 m. It has
a volume of approximately 1,100 m3 per tank. Detention time is 3.5 hours. Each tank
operates alternately every six (6) months which means one tank is operational while
other is a back-up.

1.6. Sludge Dewatering, Drying and Disposal

As mentioned, one (1) unit of aeration tank was converted into an aerobic sludge
digester. The sludge is pumped to the filter press for further dewatering process.
Sludge drying beds was used for drying of sludge before installation of filter press in
2006. The STP has 20 units (covered area included) of drying beds with each having
dimensions of 20 m x 0.5 m (approximate).

The total area covered by the drying beds is approximately 3,200 m 2 . An average of 4
m3/day of the sludge is produced for a 24-hour operation. MAPECON hauled the
sludge with hauling cost of Php 4,500 per dump truck. Frequency of hauling is on the
average of six (6) times a month. The excess sludge is used as organic fertilizer for the
vegetation in the STP.

1.7. Chlorination

Chlorine is used as a disinfecting agent for the treated wastewater. This is applied in
the chlorine contact tanks.

1.8. Booster Pumps

There are four (4) centrifugal pumps and one (1) turbine pump installed within the

plant. All EBARA motor pumps were installed in 2004. The rest was installed in 1983.


2. Chemical Requirement ..

Powder enzymes are used with a dosage rate of 3 kgsl day in the clarification tank to further -
enhance the formation of the flocs for better settling and reduce odor emission. ..

3. Equipment Maintenance

Equipment's are being monitored daily for assessment of possible damages and the reports are
-
compiled and reported monthly.

4. Power Requirement •
The STP consumes an average of 3,432.16 kwh. There are two (2) standby generator sets
namely Caterpillar (175 kVA) and Standford Motor with Detroit Generator (165 kVA). •

5. Treatment Cost

The estimated treatment cost is PhP 8.5 to PhP 101m 3 based on assumed flowrate of 6,000 to
7,000 m31 day of sewage and monthly expense of PhP 1.8 million.

The STP also has an 8,000-liter capacity fuel storage tank.

IV. ENVIRONMENTAL MANAGEMENT PROGRAM

Maynilad is committed to implement an Environmental Management Program (EMP) not


only to comply with government regulations but also to abide by the company's Quality,
Environment, Safety and Health Policy to continuously improve on the quality, reliability,
cost effectiveness and environmental sustainability and suitability of their operations and
services.

The Environmental Management Plan includes impact identification and its mitigation for
negative effects and an enhancement plan for all the beneficial effects at each project phase
i.e. pre-construction, construction and operational/maintenance (see Table 15). The
commitments will be implemented by MWSI and/or will be required to their contractors with
MWSI stringently monitoring the contractor's compliance.

Maynilad has developed the following operational procedures in meeting its vision as the top
utility firm in providing water and sanitation services:

• Complaints Management, easy and user friendly medium through SMS Messaging
and hotline

Moreover, all necessary coordination to obtain required legal documents and permits with
relevant government agencies will be done by MWSI and its contractors to implement the
project.

Information, Education and Communication (IEC) campaign which is a stakeholder-focussed


and community based activity will be undertaken in all phases of the project. At the pre-
construction phase, the focus of IEC will be to clarify the issues and describing the nature,
features and characteristics of the project to allow stakeholders to make an informed decision
and opinion about the project that may arise from misinformation or disinformation. At the
construction stage, the focus of the IEC campaign is to advise residents and other
stakeholders like LGU's on the schedule of construction activities and other related work
programs. During the operation stage, the lEG program's thrust will be on advising all
stakeholders on how to enhance the benefits that will result with improve sanitation service
levels.

Regular maintenance of the the treatment plant and all support facilities will be carried out.
Equipments attaining their lifespan will be replaced and disposed of properly. An
Abandonment Plan will be formulated a year before implementation of the Plan in the event
of decommissioning. This is subject for further consultation and coordination with affected
stakeholders.

MWSI will continue to undertake environmental monitoring in coordination with appropriate


government agencies together with the stakeholders summarizes the recommended
Environmental Monitoring Plan (see Table 16).

3.1 • Mr. Tony Garcia, open the floor for discussion/open forum. Info

3.2 • Mr. Danilo Galagnara of DENR informed the attendees that the meeting is official

and things that wi.11 be discussed and agreed upon will be honored by DENR.
3.3 • Mrs. Bliss Delos Angeles inquired the connection of new customers outside 0
Ayala Alabang Village. Additional connections will increase the present volume Info
of wastewater being treated by the STP.
3.4 • Mr. Tony Garcia mentioned that Maynilad will not accept additional wastewate
flow from the new customers outside Ayala Alabang Village when the STF Info
already meets its maximum design capacity.
• A follow up question from Mr. Chin Fernandez was raised on the construction 0
3.5 the new digester tank, as this was not reflected in the design drawings which were Info
submitted to them prior to the approval ofthe permits.

3.10 • The Muntinlupa City Eng'g Office replied and ensured that these hospitals have

their own treatment facilities for waste generated.
• Arlene A. Pes ito of Maynilad Construction requested AA VA to allow the
3.11 contractor to proceed with the construction activities while the ECC application is Info
still on process by DENR.
• Mr. Chin Fernandez mentioned that the contractor can proceed with the repair and
maintenance related works except for drying bed rehabilitation and sludge

digester tank replacement. Resumption can proceed once the ECC is granted by
the DENR.

- Barricades and steel plates cover will be provided to all open
excavations during non-working time\
- Blinking/warning light shall be provided during nighttime

• Excavated Materials
- Excess excavated materials must be immediately removed
from the site and dumped in designated disposal site in a
manner that will not obstruct the flow of the traffic.

• Traffic Management Plan
- Prior to project implementation, a proper coordination with
the Municipal and Barangay shall be made for proper traffic
management.
- During excavation work along the busy street, a traffic aide
shall! be manned to maintain the traffic flow.
- Secondary streets shall be maintained with the warning and
traffic signs.
-, Adequate barricades and necessary warning and traffic signs
shall be placed visibly to vehicles and pedestrians.
- Steel plates shall be placed on open trenches especially
excavations crossing the street; wooden planks shall be
placed on the driveways.
- The trenches shall be lighted at night

• Deterioration of public health
- The chances of adverse changes in air quality is very slim
since mitigating measures will be implemented
- Maynilad will keep the plant site clean and orderly to prevent
malodor and flies
- A regular health check will be conducted on nearby residents
- A medical station is provided within the complex to safeguard
the health of the residents and workers

• Increased noise level in the vicinity


- Noise level generated from the equipment is minimal since it
will be housed in concrete buildings
ENVIRONMENTAL MANAGEMENT PLAN
During operations
• Deterioration of surrounding air quality due to odor
- Odor generated will be mitigated by odor treatment facility and
air emission quality will be monitored
- The odor treatment facility will be designed composing of air
suction fans, activated carbon absorption towers and forced
ventilation systems

• Flooding during high monsoon rains or typhoon


- Flooding problem will be mitigated with the provision of sufficient
drainage system in the plant area

• Water Quality Monitoring
- Maynilad will conduct periodic water quality monitoring of the
STP
- Receiving water body will be monitored regularly

• Air Quality and Noise Level Monitoring


- Maynilad will monitor the air pollutants level such Total
Suspended Particulates (TSP), sulfur dioxide (Sox) and
nitrogen dioxide (Nox) and noise level once a year or as
needed
- When level of air and noise fall above the limits, immediate
action will be undertaken

Contingency Plan
• .Foul Odor Emission at the STP
- Maynilad will immediately investigate the cause
- The STP operation will be stopped until the source of odor has
been indentified and controlled

- STP will be immediately stopped
- Maynilad will conduct complete examination of the receiving
body of water
- Medical doctors and health workers will be brought on site to
investigate.
