ABSTRACT

Military privatize the services to be free to focus on military missions and activities.
This research focuses on two issues- a shortage of manpower in the unit due to
non-core activities like management of officers’ mess and enhancing the quality of
officers’ mess. Employment on secondary logistical and administrative functions like
officers’ mess and others frittering away valuable and scarce resources. Moreover,
increase administrative load in the recent days make the units concentrate more on
managerial task than that of training. Considering the overall scenario, introduction
of privatization of officers’ mess can create a climate where manpower shortage due
to non- core functions can be mitigated and overall quality can be enhanced.

At this backdrop, the research seeks to identify the present limitations of officers’
mess for enhancing the overall standard of officers’ mess and mitigate the
manpower shortage by privatization. A mixed method of qualitative and quantitative
analysis coupled with expert interviews and focused group discussions were used in
the research. Initially, the present limitations were identified. Thereafter, effects of
privatization of officers’ mess on mitigation of manpower and quality enhancement
were analyzed. Both quantitative and qualitative analyses were also carried out to
bring out the desired effects of privatization in regards to mitigation of manpower
shortage and enhancing the quality of officers’ mess.

Thus, researcher proved the hypothesis: “Privatization of Messing Facilities of


Officers Mess in Peacetime: A Way to Mitigate Manpower Problem and
Enhance the Quality of Mess Facilities in BD Army”. Thereafter, keeping the
existing shortage evident, few ways are suggested for imparting privatization of
officers’ mess. At the end, few recommendations have been made.
