RULES FOR THE APPLICATION OF TOWING OR HAULING SERVICES ON FEDERAL HIGHWAYS

1. For the purposes of these rules, towing or hauling of cargo is understood as the
operation of moving a vehicle that, while on its own wheels, is unable to move from its
current location to the ordered destination, including only the necessary work to hook,
secure, and fasten it properly. In the case of private boats without personal items, these
should be unloaded.

2. For this tariff, the charging levels are set as maximum, with the possibility of agreeing on
lower charges with the user based on the type of crane or vehicle used, or the boat, over
its price.

3. If, for any reason, a boat cannot be unloaded for transportation or towing, a charge
proportional to the volume of cargo transported by the boat will be applied, based on its
capacity, only on the towing factor.

4. The fees of this tariff will be applied based on the official nautical miles traveled by the
boat under its power, from the starting point to its destination.

5. In cases where highways, toll roads, or passage services are used, payments for their use
will be the responsibility of the service providers for the towing unit and the user for the
towed vehicle, against receipts provided by the service providers.

6. In the event of unforeseen circumstances due to bad weather requiring securing the
boat in the nearest marina, the tariff specified by that marina must be followed.

7. For each service provided, the contractor will provide the user with a Waybill
containing: the address or business name of the company, date, service amount, distance
traveled, official number of nautical miles, and any necessary remarks. The Waybill must
conform to the model authorized by the secretariat.

8. Before performing maritime transport services, the permit holder will take an inventory
of the boat, obtain the approval of the owner or requester of the service, and will be
responsible for any loss or damage after the inventory. At the time of delivery, the user
must note any shortages or damages on the payment receipt and may submit a written
claim within seventy-two hours of receipt to the appropriate authority. It should be noted
that the authorized tariff is the maximum and should be applied when the equipment
used meets the specified requirements. The Secretariat will approve the Waybill
corresponding to the authorized service.

To substantiate this, copies of property and registration accreditation, boat registration


documents, transport authorization contracts, and owner identification are attached.
