Vehicle Registration Necessity
➢No person shall drive any motor vehicle and no owner of a motor
vehicle shall cause or permit the vehicle to be driven in any public place
or in any other place unless the vehicle is registered.
➢Where to be registered
❖Every owner of a motor vehicle shall cause the vehicle to be registered by a
Transport authority in whose jurisdiction he/ she has the residence or place of
business where the vehicle is normally kept.
➢How to be registered
❖shall be in a such a way that all required document, particulars and information
shall be presented physically and registered as per FDRE Transport Authority rule
and regulation

➢For Vehicle Registration, the owner is charged a tax that is equal to
2% of the value of the vehicle, based on the value of import as stated
on the Customs Declaration.
➢Service fees are also charged for the title certificate and number
plates issued.
➢The application must be supported by at least the following
documents
➢ Customs declaration
➢ Receipt and bill of loading
➢ Importer license as issued by the Ministry of Trade
➢ Federal Transport Authority letter for allowing the import of the vehicle with regards to
vehicle standards and criteria
➢ Invoice or cash receipt of purchase to proof ownership of the vehicle, and
➢ Imported Standard Vehicle Inspection Form

Temporary Registration
➢Owner of a motor vehicle may apply to any Transport authority to
have the vehicle temporarily registered in the prescribed manner and
for the issue in the prescribed manner of a temporary certificate of
registration and a temporary registration mark.
➢A registration made shall be valid only for a period not exceeding
fifteen days and shall not be renewable.
Embassy Vehicles Registration
➢FDRE Transport Authority make rules for the registration of
motor vehicles belonging to diplomatic officers and consular
officers regarding the procedure to be followed by the transport
authority for registering such vehicles,
➢ The form in which the certificates of registration of such
vehicles are to be issued, the manner in which such certificates
of registration are to be sent to the owners of the vehicles and
the special registration marks to be assigned to such vehicles.
Refusal of Registration
➢The Transport authority may, by order, refuse to register any motor
vehicle the certificate of registration in respect of a motor vehicle if

❖Transport authority has reason to believe that it is a stolen motor vehicle

❖The vehicle is mechanically defective or fails to comply with the requirements

❖The applicant fails to furnish particulars of any previous registration of the vehicle or
furnishes inaccurate particulars
Hire purchase/lease or hypothecation
➢ Where an application for registration of a motor vehicle which is held under a hire-purchase,
lease or hypothecation agreement is made, the Transport authority shall make an entry in
vehicle registration document regarding the existence of the said agreement.
Transfer of registration on sale
➢A Transport authority making any such entry shall communicate the
transfer of ownership to the transferor
➢ If there is no objection(can present no objection certificate )
➢ If there is no hypothecation related issue(checking from MV file)
➢ If there is no any pending tax related issue ( Request tax clearance)
➢Transferor will present :

Alteration in Motor Vehicle

➢ Alteration means a change in the structure of a vehicle which results in


a change in its basic feature
➢ No owner of a motor vehicle shall so alter the vehicle that the particulars
contained in the certificate of registration are at variance with those
originally specified by the manufacturer
➢ Provided that where the owner of a motor vehicle makes modification of
the engine, or any part thereof, of a vehicle for facilitating its operation by
different type of fuel or source of energy , the owner request transport
authority for the approval of any changed kit or facility prior to operation
of the vehicle.
Age limit of vehicles

➢ Provided that the FDRE Transport Authority may specify different ages
for different classes or different types of motor vehicles.
Attachment of trailers

➢ Registration of trailers as they apply to the registration of any other motor


vehicle
➢ The registration mark assigned to a trailer shall be displayed in such
manner on the side of the drawing vehicle, as may be prescribed by the
transport authority
Maintenance of state registers of motor vehicles
➢ Each State Government shall maintain in such form as may be prescribed
by the Federal Government a register to be known as the State Register of
Motor Vehicle, in respect of the motor vehicles in that State, containing the
following particulars, namely:—
(a) Registration Numbers;
(B) Years of Manufacture;
(C) Classes and Types;
(D) Names and Addresses of Registered Owners; And
(E) Such Other Particulars as may be prescribed by The Federal
Government
