In exercise of the powers conferred on it by Section 50 of the Rabindra Bharati Act, 1981, read with
Clause (f) of Section 49 thereof, the Executive Council makes the ‘Regulations for Award of Post
Graduate Degree in Distance Mode under the Annual and Semester System of Examinations, 2017’,
relating to the Provisions, Minimum Standards and Procedures for Award of the Master’s Degree
in the subjects taught at Rabindra Bharati University under the Directorate of Distance Education
(DDE) in line with the “University Grants Commission (Open and Distance Learning) Regulations,
2017”.
1. Preamble:
1.1: These Regulations may be called ‘Regulations for Award of Post Graduate Degree in Distance Mode
under the Annual and Semester System of Examinations, 2017’ under the Directorate of Distance
Education (DDE) of Rabindra Bharati University. Hereinafter ‘Regulations for Award of Post Graduate
Degree in Distance Mode under the Annual and Semester System of Examinations, 2017’ will be referred
to as ‘PG Regulations for DDE, 2017’.
1.2: ‘PG Regulations for DDE, 2017’ under the Directorate of Distance Education (DDE) shall cover the
provisions, minimum standards and procedures for award of the Master Degree in all subjects through
distance learning mode under the Faculties of Arts and Fine Arts of the University.
1.3: The University shall conduct two-year post-graduate academic programmes (Master’s Degrees) under
annual system consisting of Part I and Part II of one year each and semester system consisting of 4
semesters of 6-month each under the Faculties of Arts and Fine Arts. The University shall confer the
Master’s Degree upon successful completion of the aforesaid academic programmes.
2. Definitions:
2.1:“Academic Session” means duration of twelve months beginning either in January or in the month of
July of every year.
2.2: “Act”, means the University Grants Commission Act, 1956 (3 of 1956).
2.3: “Commission” means the University Grants Commission established under the University Grants
Commission Act, 1956 (3 of 1956).
2.4: “Centre for Internal Quality Assurance” (CIQA) means a Centre as established by the Rabindra
Bharati University offering programmes in Distance Learning mode for ensuring the quality of
programmes offered by it through internal quality monitoring mechanism in accordance with the
guidelines as specified by the UGC time to time.
2.5: “Credit” means the Unit award gained by a learner by study efforts of a minimum of thirty (30) hours
required to acquire the prescribed level of learning in respect of that Unit.
2.7: “Examination Centre” means a place where examinations are conducted for the Distance Learning
mode learners and is having the requisite infrastructure and adequate manpower for smooth conduct of
examinations, and adhering to such minimum standards as specified by the UGC.
2.8: “Higher Educational Institution” means a university covered under clause (f) of section 2 and an
institution deemed to be a university covered under section 3 of the University Grants Commission Act,
1956, which is imparting by means of conducting regular classes or through Open and Distance Learning
systems, higher education or research therein.
2.9: “Learner Support Centre (LSC) or Study Centre” means a centre established, maintained or
recognized by the University for advising, counseling, vocational guidance, hands on experience, library
services and providing interface between the teachers and the learners, rendering academic and any other
related services and assistance, like field experience, laboratory for experimental work, Information
Communication Technology facilities for operations and interaction with the learners etc. for the benefit
of the learners.
2.10: “Learner Support Services (LSS)” means and includes such services as are provided by the
University in order to facilitate the acquisition of teaching-learning experiences by the learner to the level
prescribed by or on behalf of the Commission in respect of a programme of study.
2.11: “Open and Distance Learning” mode means a mode of providing flexible learning opportunities by
overcoming separation of teacher and learner using a variety of media, including print, electronic, online
and occasional interactive face-to-face meetings with the presence of University or Learner Support
Services to deliver teaching-learning experiences, including practical or work experiences.
2.12: “Programme” means a course or programme of study leading to the award of a Degree at graduate
and postgraduate levels in the University including Certificate or Diploma or Post Graduate Diploma.
2.13: “Professional Programmes” means a programme other than programmes in engineering, medicine,
dental, pharmacy, nursing, architecture, physiotherapy and programmes not permitted to be offered in
distance mode by any Statutory Councils or Regulatory Authorities to be conducted by the Higher
Educational Institutions under Open and Distance Learning mode or Distance Education mode for the
purpose of these regulations, if any, should be considered only if the same are approved by the respective
Statutory Councils or Regulatory Authorities.
2.14: “Prospectus” includes any publication, whether in print or otherwise, issued for providing fair and
transparent information, relating to the University and programmes, to the general public (including to
those seeking admission in the University) by the management of the University or any authority or
person authorized by the University to do so.
2.15: “Self Learning Material (SLM) ” means and includes contents in the form of course material,
whether print or non-print, which is inter-alia self-explanatory, self-contained, self-directed at the learner,
and amenable to self-evaluation, and enables the learner to acquire the prescribed level of learning in a
course of study, but does not include text-books or guide-books.
For each academic session, the University shall display on its website a declaration signed by the Director,
Directorate of Distance Education at least sixty days before the commencement of the academic session of
the programme authenticating that the following documents have been uploaded on the Institute website,
namely:—
i) Copies of the letters of recognition from Commission and other relevant statutory or regulatory
authorities.
ii) Programme details including brochures or programme guides inter-alia information such as name
of the programme, duration, eligibility for enrolment, programme fee, programme structure etc.
Each component of the fee, deposits and other charges payable by the learners admitted in the
University for pursuing a programme in Distance Learning, and other terms and conditions of such
payment. Payment may be done by way of online transfer, bank draft or pay order directly in
favour of the Rabindra Bharati University only.
iii) Number of seats approved in respect of each programme of Distance Learning mode, which shall
be in consonance with the resources.
iv) Details of the teaching faculty, including therein the educational qualifications and teaching
experience of every member and also indicating therein whether such member is employed on
regular or part time or visiting or contractual basis.
v) Information in regard to physical and academic infrastructure and other facilities, including that of
each of the Learner Support Centres and in particular the facilities accessible by learners on being
admitted to the University.
vi) Programme-wise information on syllabus, suggested readings, contact points for counseling,
programme structure with credit points, programme-wise faculty details, list of supporting staff,
list of Learner Support Centres with address and contact details, their working hours and
counseling schedule etc.
vii) Important schedules or date-sheets for admissions, registration, counseling, assignments and
feedback thereon, examinations, result declarations etc.
viii) The feedback mechanism on design, development, delivery and continuous evaluation of learner
performance which shall form an integral part of the transactional design of the Distance Learning
mode programmes and shall be an input for maintaining the quality of the programmes and
bridging the gaps, if any.
ix) Information regarding any new programmes launched and those proposed for the next two years.
xi) Complete information about ‘Self Learning Material’ including name of the faculty who prepared
it, when was it prepared and last updated, source of Self Learning Material, references of Self
Learning Material, etc.
xii) A compilation of questions and answers under the head ‘Frequently Asked Questions’ with the
facility of ‘on-line’ interaction with learners providing hyperlink support.
xiii) List of the ‘Learner Support Centres’ along with the number of students who shall appear at any
examination centre and details of the Information and Communication Technology facilities
available for conduct of examination in a fair and transparent manner.
xiv) List of the ‘Examination Centres’ along with the number of students in each centre.
xv) Period of the admission process along with the academic session and dates of the annual and
semester end examinations.
4.1: University shall publish Notification on its website and Newspapers regarding admission to post-
graduate academic programmes (Master’s Degrees) for each academic session. The Notification will be
made by the Director, Directorate of Distance Education.
4.2: Admission shall be done by following on-line process only.
4.3: No candidate will be allowed for admission to pursue two or more concurrent degree courses (either
through regular / distance mode) simultaneously as per prevailing UGC norms.
4.4: Following are the Programmes of Study available for the academic session 2017-2018. However,
number of academic programmes may vary from time to time as per decision of the University subject to
approval of the DEB, UGC.
A. Faculty of Arts:
4.6: Admission of the candidate will be confirmed after thorough verification of the original testimonials
like Admit Card, Marksheet, Grade Cards, Certificates etc. to be produced at the Main Campus of DDE,
RBU or Learner Support Centre (LSC) / Study Center. Identity Card will be issued after confirmation of
admission. Admission of the candidate will stand cancelled if he / she fails to produce all original Admit
Card, Marksheet, Grade Cards, Certificates etc. at the time of verification.
i. Each candidate will be required to pay requisite Admission Fees as per schedule as may be
prescribed by the University from time to time.
ii. Costs of Field Visit / Dissertation work etc. for the subjects like MSW, Geography, Environmental
Studies etc. are to be borne by the candidate.
iv. The Registered Students of Rabindra Bharati University are exempted from paying the
Registration Fee.
v. For receiving any duplicate documents viz. I-Card, Library Card, Admit Card, Study Material
(each paper), CD etc. a fee (for each) is to be paid. Candidate should not pay other fee to the Study
Center excepting the fees stipulated by the University.
ii. Suppression of facts furnishing wrong or false information in filled-in Admission Form.
iii. Misconduct, Indiscipline and Violation of University Norms, Rules & Regulations.
4.09: Refund:
If found ineligible later on, admission will be cancelled and claim for refund of such fees will be
considered by the University after deduction of service charges, as applicable from time to time as per
prevailing norms of the competent authority.
5.1: Registration with Enrollment or only Enrollment for already registered candidates as the case may be,
in the 1st year / 1st semester (as the case may be) of each academic programme is mandatory to become
eligible for examination.
Provided further that SUIN (Student Unique Identification Number) will be assigned to every student on
admission after proper scrutiny of filled-in admission form and verification of eligibility on the basis of
original credentials of previous examinations. In all the communications addressed to the Director, DDE,
RBU, reference of SUIN should be given. Letters received without the Enrolment Number, Registration
Number and Examination Roll Number will not be entertained.
5.2: The admission of the candidate failing to satisfy the provisions laid down above at clause 5.1 in the 1st
year / 1st semester (as the case may be) will be treated as cancelled. Such candidate, if willing to pursue
the said academic programme, will have to take admission afresh in the subsequent admission session.
5.3: Candidate shall have to complete the process of registration prior to the date of Enrollment which
may be notified by the Director, Directorate of Distance Education of the University from time to time
keeping consonance with the academic calendar of the University for any particular academic session.
5.4: A candidate will have to complete (to pass all the papers / courses) the PG academic programme
within the time span of N+2 years, where N stands for the normal or minimum duration prescribed for
i. Students will be provided with Study Materials in full or in part in the form of Modules/Units
prepared course-wise on the topics of prescribed syllabus of the programme. Modules will be
delivered to the students at the intervals by hand at the time of admission or during Personal
Contact Programme (PCP).
ii. Modules are independent of each other and self-contained. They may be sent in any order, not
necessarily serially. Student should study each of the modules as soon as s/he receives the same
and makes good use of the reading list given at the end of each lesson.
i. PCPs will be organized to provide the students an opportunity of interaction with leading experts
in the subject who will give counseling and advice rather than classroom lectures. The PCP in
theoretical paper will be organized in phases. On each day of PCP there will be 4 to 5 classes, each
of one hour duration. University will be required to complete at least 75% of the PCP and practical
classes.
ii. PCP for Practical courses will be conducted in the University designated Laboratories.
i. Each module will contain a brief reading list and a set of questions to be answered through the
Students Response Sheet (SRS). Candidates are expected to submit the SRS of the total modules.
ii. The SRS may be evaluated as Internal Assessment or for any other purpose as the University may
decide from time to time. However, in the case of practical based subjects, mode of Internal
Assessment (IA) may be decided by the University authority from time to time.
6.1: In the semester system of 2-year post-graduate academic programmes (Master’s Degree),
examinations will be held in four parts – (i) The First and the Second Semester for the first year students
and (ii) The Third and the Fourth Semester for the second year students.
6.3: Each candidate will be required to pay requisite fees including examination fees as per schedule as
prescribed by the University from time to time.
i. The duration of semester examination for each theoretical Course of 40 marks shall be of two (2)
hours duration.
ii. The duration of annual examination (i.e. Part I and Part II) for each paper of 80 marks shall be of
four (4) hours duration.
iii. In the case of the candidates belonging to the category of persons with disabilities (PWD),
additional time may be granted as per relevant norms issued by the competent authority from time
to time.
iv. Rules regarding duration, number of course / paper in the examination etc. are subject to change as
and when University authorities may decide to do so.
6.5: A student failing to obtain 40% of full marks (formative assessment and summative assessment taken
together) in one or more paper / course(s) in any Annual / Semester Examination shall be permitted to re-
appear in that paper / course only at the subsequent Annual / semester examinations i.e. Part I with Part I
& Part II with Part II for annual examination and odd with odd Semester and even with even Semester for
semester examination. The obtained Assessment (continuous evaluation) marks in the failed paper / course
will be carried forward in case of unsuccessful candidate.
Report of adoption of unfair means in Examination will be decided upon by the Board of Discipline of the
University from time to time.
7. Academic Session:
For semester system, the academic sessions including the examinations for First and Third Semester are
normally July to December and that for Second and Fourth semester are normally January to June.
However, the academic session including the examination for annual system i.e. Part I and Part II will
generally be July to June.
8.1: The University shall adopt the guidelines issued by the UGC from time to time in regard to the
conduct of examinations.
8.3: The University offering a Programme in Distance Learning mode shall adopt a rigorous process in
preparation of question papers, question banks, assignments and their moderation, conduct of
examination, evaluation of answer scripts by qualified teachers, and result declaration, and shall so frame
the question papers as to ensure that no part of the syllabus is left out of study by a learner.
8.4: The examination of the programmes in Distance learning mode shall be managed by the examination
or evaluation unit of the University and shall be conducted in the Examination Centre approved by the
University.
8.5: The evaluation shall include two types of assessments i.e. continuous or formative assessment (which
is 20% of the full marks) in the form of assignments, and summative assessment (which is 80% of the full
marks) in the form of annual / end semester examination or term end examination.
Provided that no annual / semester-end examination shall be held in a subject unless the University is
satisfied that at least 75% of the programme of study stipulated for the annual / semester mode have been
actually conducted.
8.6: The ‘Examination Centre’ shall be established within the territorial jurisdiction of the University,
subject to the following:
i. The Examination Centre shall be located in approved affiliated colleges and HEI under the
University system.
ii. The Examination Centre shall have proper monitoring mechanisms for Closed-Circuit Television
(CCTV) recording of the entire examination procedure and biometric system and in case of non-
availability of the Closed-Circuit Television facilities, the University shall ensure that proper
Videography be conducted and video recordings are submitted by particular in-charge of the
Examination Centre to the University. In case of non-availability of biometric system, traditional
method of attendance may be adopted.
iii. The University shall retain all such Closed-Circuit Television recordings in archives for a
minimum period of ten years.
iv. The attendance of examinees shall be authenticated through biometric system as per Unique
Identification Authority of India (UIDAI) records or Student Unique Identification Number
(SUIN), issued by the University. In case of non-availability of biometric system, traditional
method of attendance may be adopted till the availability of the biometric system.
v. There shall be an observer for each of the Examination Centre appointed by the University and it
shall be mandatory to have observer-report submitted to the University.
8.7: Result will be published after proper evaluation of the scripts by the examiners appointed for this
purpose and will ordinarily be uploaded on the DDE Website. Examinees will not be communicated
individually.
8.8: University shall mention the name and place of ‘Learner Support Centre’ and ‘Examination Centre’
on all the certificates or mark sheets or Grade Cards issued to the students.
8.9: The University shall make a mention in the Mark sheet and Certificate about the mode of delivery i.e.
Distance Learning and the photograph and signature of the candidate and the Unique Identification or
Aadhaar number or Unique Identification Number (SUIN) issued by the University of the learner shall be
mandatorily mentioned in all the documents issued by the University to the learner.
8.10: It is mandatory for the University to mention ‘Date of Admission’ and ‘Date of Completion’ on each
of the certificates (in annual / semester or end of the semester or end of the programme or course) issued
by the University to the learner.
9.1: University offering programme in Distance mode shall establish a Learner Support Centre, which is
only in a college or institution affiliated to a University or in a government recognized Higher Educational
Institution offering programmes in the same broad areas having the necessary infrastructure and human
resources for offering the programme. Provided further that a Learner Support Centre shall not be set up
under a franchisee agreement in any case.
9.2: A Learner Support Centre shall be the contact point or centre managed by the University for
providing academic as well as administrative support to its learners and shall perform other functions.
9.3: The Learner Support Centre shall be headed by a Coordinator who shall be a regular teacher not
below the rank of a qualified Assistant Professor of the concerned College or Higher Educational
Institution and assisted by the counselors of the concerned college or HEI as decided by the University.
9.4: The University shall have a Standard Operating Procedure for the smooth functioning of the Learner
Support Centre which shall include functions of the Learner Support Centres and its different
functionaries, monitoring mechanism of different services provided by the Centre, and it shall be
mandatory for the Learner Support Centre to maintain the learner data related to conduct of counseling
sessions, evaluation of assignments and grievance redressal.
10.1: The learner support services to be provided by the University shall include the following, namely:
i. Pre-admission counseling for prospective learners to provide information to facilitate them in
taking an informed decision on joining a specific programme.
iii. Details of study material and information shall also be available on the website of the University.
iv. Arrangement to ensure the delivery of study material to learners within a fortnight from the date of
admission.
v. A full time dedicated help desk well versed with the learner information data base providing single
window services for all learner related queries.
10.2: The University Grants Commission (Grievance Redressal) Regulations, 2012 shall be adopted and
operationalized by the University through learner support services, and the University shall institute a
system of Grievance Redressal, in accordance with the guidelines specified by the UGC.
10.3: The University through learner support services shall provide facilities for on-line guidance and
counseling facilities to the learners and create ‘on-line’ discussion forum for learners.
10.4: The ‘Self Learning Material’ in printed form shall be provided compulsorily to the learners and in
addition, the University may provide additional learning resources through on-line mode, Compact Disks
etc. through learner support services.
The structure of annual / semester system under the post-graduate academic programmes (Master’s
Degree) as recommended by the respective Board of Studies (BOS) of the Department under the faculties
of Arts and Fine Arts for the session 2017-2018 are mentioned below.
However, structure of annual / semester system under the post-graduate academic programmes (Master’s
Degree) as recommended by the respective Board of Studies (BOS) of the Department under the faculties
of Arts and Fine Arts may vary from time to time as per decision of the University subject to approval of
the DEB, UGC.

Core Course (CC): This is a set of courses which is considered essential to any suitable educational
programme of the University to develop necessary knowledge, in-depth understanding and ability to apply
concerned skills among the students in a specific discipline. The learning components of the courses
should be determined according to the international and national standards, Vision and Mission of the
University as well as according to the common requirement in context of the society.
Total number of Core Courses is 14 having 3 credits for each course.
Compulsory Elective Course (CEC): This is a pool of specialized courses based on different emerging
areas under the broad domain of the discipline, but beyond the compulsory courses; from which one area
of specialization be opted by the students for nurturing self-development, self-fulfillment and skill
development.
Total number of Compulsory Elective Courses is 4 having of 4 credits for each course.
Open Elective Course (OEC): This is a pool of specialized courses having multi-disciplinary character.
It may be related with the mother discipline of study and may be supportive to the discipline of study
enabling an exposure to some other discipline or domain of studies.
Open Elective Courses may be offered to the students of other departments including the students of
home department to choose one Elective Course containing two courses in the Semester IV out of the
pool of Open Elective Courses.
Total number of Open Elective Courses is 2 having of 3 credits for each course.

12.1: For semester system, total syllabus will be divided generally into Courses of 50 marks each among
which assessments, continuous or formative assessment is of 10 marks in the form of assignments, and
summative assessment in the form of end semester examination or term end examination is of 40 marks.
Courses may be divided into Units of variable marks.
For annual system, total syllabus will be divided generally into papers of 100 marks each among which
formative assessment is of 20 marks in the form of assignments, and summative assessment in the form of
annual examination (i.e. Part I and Part II) is of 80 marks. Papers may be divided into half of variable
marks.
The Courses/ Units in each Subject shall be Credit-based having one credit equal to 30 hours of study
input and 3 hours of PCP (Personal Contact Programme) as explained in the following table:
12.2: The total credit for the PG programme (Master’s Degree) under Semester mode will be of 64, which
may be distributed across the semesters and the total credit for the PG programme (Master’s Degree)
under Annual mode will be of 64 - 72, which may be distributed across the Part – I and Part – II.
12.3: 20 percent of each paper / course will be allotted for continuous assessments or formative
assessment to be assessed through continuous evaluation process during the annual mode / semester mode
and 80 percent will be allotted for summative assessment in the form of annual / end semester
examination or term-end examination. All the Continuous Assessment will be conducted by the concerned
teachers of the Department and it may be on the basis of tutorials, term papers, reports, seminar
presentations, class tests or any combinations thereof, evenly distributed over the entire period of study.
A candidate will have to secure at least 40% of full marks (formative assessment and summative
assessment taken together) in each paper to pass. Marks obtained in the internal assessment will be
clubbed with marks obtained in the annual examination for calculating the pass percentage.
Provided further that if a candidate fails to qualify the annual examination (i.e. Part I and or Part II) for
only one paper of by 1 (one) mark of Part I and or Part II, a deficit award of 1 mark may be given to
qualify the paper as well as the Part I and or Part II examination with reflection on the Tabulation Register
only.
A candidate will have to secure at least 40% of full marks (formative assessment and summative
assessment taken together) to pass a particular course and also candidate must separately pass each of the
Courses. Marks obtained in the internal assessment will be clubbed with marks obtained in the end-
semester examination for calculating the pass percentage.
Provided further that if a candidate fails to qualify a Semester for only one Course of that Semester by one
mark, a deficit award of 1 (one) mark may be given to qualify the Course as well as the Semester with
reflection on the Tabulation Register only.
14. Award:
14.1: Mark sheet will be provided to each candidate in each semester in case of semester mode and Part –
I and Part – II in case of annual mode, with mentioning credit hour and mode of delivery i.e. Distance
Learning; Photograph and Signature of the candidate: Unique Identification or Aadhaar number or Unique
Identification Number (SUIN) issued by the University; name and place of ‘Learner Support Centre’ and
of ‘Examination Centre; Date of Admission and Date of Completion’. After passing of all semester in case
70-74 A+ Excellent
55-59 B+ Fair
50-54 B Satisfactory
45-49 C Average
N.A. Ab Absent
If there is any difficulty or confusion in implementing any provision of the above Regulations, the matter
may be referred to the Hon’ble Vice-Chancellor for removal of such a difficulty or confusion as the case
may be and the decision of the Hon’ble Vice-Chancellor shall be final and it will be reported to the
subsequent Executive Council meeting of the University.
16. The above said Regulations will be effective for the students admitted in the academic session 2017-
2018 and onwards under the Directorate of Distance Education in both annual and semester modes.
