in order to satisfy the academic requirement of qualifying for CEng MICE.

12
Update on Academic Requirements

Further Learning Options:

(i) Master’s programmes
Since 2006 there have been 2,421 candidates who have applied for professional review
after following HKIE Scheme A but only 27% of these have a masters degree.

(ii) Experiential Learning

The EL option requires candidates with several years’ work experience (recommending
a minimum of 5 years) to produce a series of short reflective statements (500 words)
that demonstrate how they have met the appropriate master’s level learning outcomes.

(iii) ICE Exam

ICE Training to develop a syllabus for the Exam with appropriate online learning
material.

13
Experiential Learning Assessment

Questions on Streamlining

41
Communication Task
Institution of Civil Engineers is a Registered Charity in England & Wales (no 210252) and Scotland (SC038629) ice.org.uk
42
Defining the Communication Task

What format should the new communication task take?

• Civil Engineers today have the ability to communicate to a much broader range
of stakeholders using multiple formats.
• Revamped communication task can be used to assess a candidate’s ability to
write on key civil engineering issues.
• Test a range of different communication styles (e.g. writing a blog or thought
piece for LinkedIn or a formal letter to an MP).
• Streamline process > Reviewers would select from pre-defined list (questions
IPR / scenarios CPR).

43
Communication Task for CPR Candidates

CPR Attribute IS&C: “Communicate new concepts and ideas to technical and non-technical
colleagues including effective use of English orally and in writing”.

Proposed communication task ‘Themes’

• An informative piece e.g. a blog post,
letter, news article, etc.
• It will test the candidate’s ability to put ‘Scenarios’ + ‘Formats’
forward ideas and opinions

‘Question’
Reduce to 90 minute duration
44
Communication Task for CPR Candidates

Sample themes (i.e. key issues): Sample scenarios:

• Current major projects
• Presidential theme (changes annually)
• Decarbonisation
• Climate impacts
• Infrastructure resilience
• Transport and connectivity
• Water and sanitation
• Energy supply
• Productivity challenge
• Digital and data
• Emerging technologies
• Security of information / data
• Future of civil engineering
• Education & skills

Emerging technologies Security of Assets
Future of Civil Engineering (Socially Education and skills (Careers and Skills
responsible/ethical considerations) shortages)

48
Communication Task – Response formats

Possible Formats for Reference

The list below is the different format that reviewers will select from when creating a question for
a candidate sitting the CPR/CPRP. They will select a different format for each question.
1 You have been asked to write a piece by a journalist for inclusion in an industry supplement
2 You have been asked to write a summary note to inform civil engineering students at your
local university undertaking a piece of coursework
3 Write a letter to a local resident group explaining how these issues will affect them
4 Write a blog for people with a technical background but without specialist knowledge in civil
engineering
5 Write to students in your local secondary school explaining the main issues involved
6 Write a briefing note to your local government representative outlining the main points.

49
Communication Task – Assessment

Answers are assessed under the following categories:

▪ Knowledge and relevance
▪ Use of English (Grammar and syntax)
▪ Clarity and presentation

At CPR/CPRP you are expected to demonstrate you have organised your thoughts and
present them logically, in the form and style of the writing is appropriate for the intended
audience.

The candidate will be expected to respond as an engaged civil engineer, not as a technical
expert.

50
Summary of Key Changes

• Duration of task – reduced from 120 mins to 90/60 mins (CPR/IPR)

• Question setting – list set by PRP, questions selected by reviewers
• Starting point – key issues in civil engineering rather than candidate’s experience
• Audience – candidate writing to a ‘stakeholder’ not the reviewers
• Communication styles – tests a broader range of formats at CPR
• Choice of questions:
– Candidates select 1 question from 2 options as now for IPR candidates
– Candidates select 1 scenario from 2 options for CPR candidates

51
Communication Task – Important Notes

• There is no set word limit for the Communication Task

• There is no pass or fail for the Communication Task by itself. It forms only one
part of the assessment of the Interpersonal Skills and Communication attribute
and reviewers are expected to make a holistic judgement alongside your report,
presentation and interview.

• Candidates are free to use visual aids in their response if they wish, but the
assessment is based on their ability to write clearly and effectively. Therefore, a
presentation alone would not be sufficient.

A test for adequacy of examples

Would an intelligent fresh graduate,

given in the same situation, perform
what you have stated

63
Bad Examples

Now seven Attributes at all levels:

1.Understanding and Practical Application of Engineering – evaluate infeasible options,
failure to explain the purpose of your project
2.Management and Leadership – coordinator, execution of instructions
3.Commercial Ability – inclement weather, failure to understand your role at NEC
4.Health, Safety and Welfare – safety walk, safety meeting, suspension of work
5.Sustainable Development – water spray, mosquito, green roof
6.Interpersonal Skills and Communication – attend meetings
7.Professional Commitment – CPD record not in order

64
Think about these instead

Now seven Attributes at all levels:

1. Understanding and Practical Application of Engineering – convince your reviewers you developed a
comprehensive engineering solution (STAR case structure), understanding of the whole project cycle
2. Management and Leadership –understand roles and responsibilities of members of project team, drive
others to deliver, coach, motivate and develop others, performance management, level of responsibilities
3. Commercial Ability – discussion of a complex claim, explain argument from both side and the basis of your
final decision, build a business case
4. Health, Safety and Welfare – relevant safety regulations and your role and responsibilities, design for
safety, method statement, accident or near misses
5. Sustainable Development – whole life cost, waste reduction, how your project contribute to UNSDG
6. Interpersonal Skills and Communication – how you interact with your reviewers, e.g. your presentation,
using sketch to illustrate your idea, answer the questions from your reviewers
7. Professional Commitment – ICE code of practice, what is the key messages of ICE President

65
Professional Review / CA Report - Structure

STAR case structure:

Situation: Project/Problem background, constraints, limitations, SWOT, etc.
Task: Your own role and duties, goal to achieve in the situation, challenges and
difficulties to overcome.
Action: Engineer reasoning, logic, analysis, decision making, thinking process
before actions, etc.
Result: evaluation of effectiveness, measure by end users’ and stakeholders’
rulers, not by yours.

66
Other tips for your preparation

During your IPD

• Ask the right questions, not only understand “what” or “how” but “why”
• Understanding of roles and responsibility (not just yours but also other project parties)
• Identify areas of development and seize opportunities

Demonstration of your attributes

• Describe how you contribute to the project , not the project itself
• Use the right words – “lead”, “manage”, “instruct” not “follow”, “participate”, “involve”
• Present the case not the outcome

67
What should the Reviewers be looking for ?

Ultimate Question:
Would this candidate when in a
position of responsibility,
now or in the near future,
make the right decision?
