1. General Product Description


This technical specification (TS) applies in conjunction with IEC 60840 and NEN HD 632 to the production,
delivery and testing of single-core cables with insulation made of extruded Polyethylene (XLPE) and
extruded semi-conducting screens provided with all accessories like joints, terminations, transformer and/or
switchgear connections and cross-bonding equipment that are necessary to ensure correct and reliable
operation in conformity with the functional requirements. The nominal AC voltage levels are:
110 kV XLPE cable:
U0 /U = 64 / 110kV
Um = 123 kV (rated voltage)
UrB = 550 kV (rated lightning impulse, peak value)

150 kV XLPE cable:


U0 /U = 87 / 150kV
Um = 170 kV (rated voltage)
UrB = 750 kV (rated lightning impulse, peak value)

This technical specification (TS) applies to TenneT Germany and TenneT Netherlands for XLPE land cable
systems. Three-core cables (Pipe-type XLPE cable) for retrofitting underground gas pressure cables are
specified in a separate technical specification and are thus excluded in this specification.
Cables and accessories shall be applicable in three-phase alternating current land networks (50 Hz) with
direct neutral earthing or with low-resistive neutral earthing.
This TS shall be read together with the project tender documents and all together shall form one and
inseparable thorough document. The TenneT project documents include the specific requirements and data
applicable to the project, such as operating conditions and ambient conditions.
In case of deviations and conflicts between the above mentioned documents, the TenneT project
documents shall prevail.

2. Standards, Regulations, Rules


Apart from what is specified additionally to the referenced standards in this TS, the latest version of the
standards (listed in appendix A) at the time of delivery shall apply to the production, delivery and testing of
the cables and accessories.
Generally all standards, regulations, rules, ordinances and laws applicable in the country of the client shall
be observed, even if they are not explicitly indicated in this specification.
Pre-qualification shall be done according to the standard, is site specific and depends on the cable
production line.
The supplier is responsible for the product quality, including the input materials.

3. Functional Requirements

3.1 Cable system design


The cable shall be designed for the circuit based on the operating conditions stated in the project
documents. An expected service life of at least 50 years shall be assured.
It shall further be possible to achieve the required transmission capacity without overstepping the
predefined thermal limits. The project documents shall state details of the thermal properties of the soil in
which the cables will be laid.
The design of the overall cable system shall be sent to the client for review before production. The client
shall not be responsible for the design.
The layout drawings of the cable and the installation drawings of the terminations / joints used shall be
provided to the client. These drawings are treated confidentially by the client and shall not be passed on to
third parties.
According to the project specification the cable supplier or the combination cable supplier and civil
contractor shall determine the definitive delivery length of the cable. This could happen by means of on-site
measurements or by calculations. The evaluation of this length shall be submitted to TenneT for approval
prior to the actual production. The supplier shall take into account a two weeks response period after
submittal of the definitive cable lengths. TenneT shall not be responsible for incorrect measurements or
calculations.

3.2 Accessories
The cable system order includes also the delivery, assembly and testing of joints, terminations, cross-
bonding equipment, etc.
Accessories for the circuit shall comply with the defined system requirements under the operating
conditions stated in the project tender documents.
The supplier shall demonstrate that the offered accessories are fully compatible with the offered cable over
the intended operational lifetime. The combination of cable and accessories shall comply with the
requirements contained in the specified regulations and standards. For the cable system prequalification
tests have to be fulfilled according to paragraph 5.3 and 5.4 of this TS.
Accessories shall be installed in a way that allows performance of the specified approval tests. Any
temporary terminations necessary for performance of approval tests after installation according paragraph
5.7 of this TS shall be allowed.

3.3 Bonding of cable connection


The supplier shall be responsible for the design of the bonding system of the cable connection. The main
designs are:
 one-sided bonding;
 two-sided bonding;
 cross-bonding.
The supplier shall take into account the maximum permissible step and touch voltages stated in EN 50522
when selecting the bonding system and for engineering the bonding design. All additional losses in the
cable connection resulting from the design of the bonding system shall be factored into the integral design
of the cable connection.
The delivery shall include all parts required for the bonding system (e.g. cross-bonding cabinets, terminals,
connections, surge arresters, etc.).
The Dutch network contains floating and semi-floating network areas that in case of a short circuit may
cause a voltage rise to the heathy phases. The cable system design for these areas shall be able to
withstand without any degradation caused to the system, refer to section 1.
With the offer, the supplier shall submit the project bonding design and a calculation of the induced sheath
voltages for review to the client.

3.4 Insulation coordination


The supplier shall deliver a statement on the insulation coordination of the overall system to the client.

3.5 Integrated optical fibres


For deliveries to Germany, every cable has to be delivered with at least 8 optical fibres for temperature
monitoring. For the integrated fibres in the cable, preferably 4 stainless-steel tubes with 2 fibres each or
otherwise 2 stainless-steel tubes with 4 fibres each shall be used. The tubes shall be located under the
closed metal sheath (i.e. lead or aluminium) or in the metallic screen of the cable and substitute individual
copper wires of the sheath. The fibres have to be multimode and single-mode fibres in equal number within
each steel tube. The multimode and single-mode fibres delivered to TenneT Germany are specified in the
documents “Technical specification for Multi-mode fibre 50/125µm” (German title
“Multimodefasereigenschaften 50µm”) and “Technical specification for Single-mode fibre 9/125µm”
(German title “Singlemodefasereigenschaften”).
For deliveries to the Netherlands, a separate PE fibre duct (about  14/10 mm) shall be fixed to the hottest
cable in the circuit. For circuits that intend to use Distributed Temperature Sensing systems (DTS), in
parallel to the PE fibre duct, cables with integrated fibres underneath the metal sheath shall be used in the
hottest cable. Cables installed in trefoil (without spacing between cables) shall place the duct in the outer
notch. For DTS operation, at least 8 optical fibres shall be installed, i.e. 4 shall be multimode and 4 single-
mode fibres. Preferably, the fibres are located at two positions underneath the metal sheath of the cable,
wherein in each position, 2 MM and 2 SM fibres, are positioned. It is also possible to locate the fibres at one
position underneath the metal sheath. At least the following standards are applicable for the DTS fibres:
NVN 3603 (integrated optical fibres), IEC 61300, IEC 60794-1-2 and IEC 60793-2-50The following
minimum transmission properties shall apply for SM fibres:
 Attenuation at 1383 nm ≤0.35 dB/km
o Maximum attenuation value within the stated ranges after hydrogen exposure,
IEC60793-2-50.
 Typical attenuation at 1310nm ≤0.33 dB/km
 Maximum attenuation at 1310nm ≤0.35 dB/km

Minimum transmission properties for multimode fibres are specified in SPE 03.564 (telecom specification).
Splice losses for MM and SM fibres shall be ≤0.06 dB/km.
Connector loss losses for MM and SM fibres shall be ≤0.5 dB/km.
The above transmission properties are suitable for commissioned fibres.
Besides possible damage due to short-circuit currents in the metal sheath, no mechanical damage may
occur to the fibres.

3.6 Connecting points for switchgear and transformers


Compartments for switchgear and transformers shall form part of the contract with the supplier of that
delivery. The device infeeds for connections on the switchgear and transformers and their assembly shall
form part of the delivery by the cable supplier. The scope of the delivery shall be in accordance with IEC
62271-209 respectively EN 50299.
The cable supplier shall consult the suppliers of the switchgear and the transformer to agree on the use of
their connecting points on the termination of the cable connection compartment. The supplier of the cable
system shall be responsible for the correct installation of the cable system to the switchgear and
transformers.

3.7 Maintenance and spare parts


Generally cable systems shall be maintenance free. Shall any maintenance be required for some part of the
system, the supplier shall provide a maintenance plan for the complete connection. For special components
requiring periodic maintenance an easy accessibility to the equipment shall be provided. Furthermore, the
supplier shall submit a proposal for the spare parts.

3.8 Cable identification


Cables shall have the following non-removable identification on the oversheath:
 Company name or logo from which the manufacturer is evident
 Cable type
 Year of manufacture
 Identification label of production lot (possible in a second line which is for example imprinted,
embossed or laser-printed) guaranteed for the life time of the cable
 Indication of semi conducting outer sheath
 Rated voltage, nominal conductor cross section, conductor material, conductor type (stranded,
segmental or solid) and the IEC 60840 standard.
 The cable shall be provided with a metre marking on the outer sheath.

The design of all labelling and markings shall be submitted to the client for review before the start of
production.
The labelling on the oversheath shall repeat itself every 1 m at least.
Cables shall have meter marking in the form of metric measure divisions along a surface line (with
individual measuring marks at intervals of 1 m). The individual measuring marks shall be numbered
consecutively with 4-digit numbers. The length markings on any piece of cable may start at any number but
shall follow the natural numerical sequence. The discrepancy of cable lengths shown by the cable markings
may not exceed 1%.
The measurement with calibrated cable measurement equipment applies for the verification of the delivery
length specified by the supplier. Incomplete length markings that still enable the length to be determined,
and markings missing over short distances, are not to be regarded as deficiencies.

3.9 Safety and environmental requirements


The cable, accessories and other parts of delivery shall not contain any environmentally harmful
substances such as PCBs. The design produced for the overall cable system shall consider measures for
the decommissioning and reuse of materials after expiry of the technical service life of the connection.
Appropriate safety data sheets shall be provided to the client for all materials used that are not fully
environmentally compatible.

4. Technical requirements
4.1 Cables

4.1.1 General requirements


For field definition, the cables shall have an inner and outer semi conducting screen over the conductor and
conductor insulation respectively. These screens shall be produced together with the insulation in one
operation with a triple extruder head (triple extrusion) - a fixed connection shall be guaranteed.
The cross-linking process for the insulation and semi conductive layers shall be in a dry atmosphere and
peroxides based.
Cables shall be suitable for laying indoors, outdoors, in the ground with high groundwater level, and
installation in bentonite or water-filled pipes for horizontal drillings.
Cables shall be designed for the conductor and sheath short-circuit loading as stipulated in the specific
project documents.

4.1.2 Datasheets
The template of the datasheets in the annex B shall be filled out for the respective cable, joint and
termination type by the supplier with all the figures that apply for the product he has defined for the
application.

4.1.3 Conductors
The conductor material shall satisfy EN 60228, Class 1 or 2. Conductors shall be designed as multi-
stranded circular conductors made of compacted copper or aluminium or solid aluminium. Milliken
conductor designs shall have 4, 5 or 6 identical segments. Conductors shall have longitudinal water
tightness.
For TenneT Germany conductors with cross sections of more than 1000 mm² shall be of a Milliken design.
For TenneT Netherlands Milliken conductor designs >1600 mm2 are preferable and solid conductors are

allowed <1600 mm2, wherein the total cost analysis with respect to the required current rating shall be
reflected.
The use of enamelled and oxidized wires or profiled conductors (keystone conductors) in the cable design
is to be discussed between client and supplier.

4.1.4 Inner semi conducting screen


The inner screen shall be made of a homogeneous, semi conductive, extruded cross-linked polyethylene
mix. Conductive tapes underneath the inner screen are permitted providing adequate electrical contact
between conductor and inner screen.
The inner screen may not influence the electric field distribution and hence shall follow exactly the outer
circumference of the conductor core.
The specific resistance of the inner screen may not exceed 1000 Ωm before and after ageing at the highest
permissible operating temperature.
The wall thickness of the extruded part of the inner screen may not be less than 0.5 mm at any point.
Maximum and minimum values of the wall thickness may deviate by 0.8 mm.
Imperfections are permitted provided the following requirements are satisfied:
 Imperfections of the inner screen may not extend into the conductor insulation by more than
0.08 mm
 Imperfections of the insulation may not extend into the inner screen by more than 0.08 mm
 For imperfections with a height of h ≥ 0.04 mm the ratio of the base (b) to the height (h) shall be ≥ 3
 Imperfections with a height lower than h = 0.04 mm are ignored
 If imperfections greater than the threshold specified are observed, subsequent procedures shall be
prepared in close collaboration between the client and supplier to come to a solution.
For the highest possible short-circuit loading, the inner screen and any existing tapes shall not be subjected
to any changes that negatively impact the functional capability of the cable.

4.1.5 Insulation
The insulation shall be made of single-layer homogeneous, extruded, cross-linked polyethylene (XLPE)
according to IEC 60840 and shall be fully bonded to the conductor screen and the insulation screen.
The minimum nominal wall thickness of the insulation is 18 mm.
The dimensions shall be measured in accordance with Section 10.6.2 in IEC 60840.
Imperfections are permitted provided the following requirements are satisfied:
 Imperfections are only permitted up to a size of 0.1 mm
 Imperfections with a size of ≤ 0.05 mm are permitted
 If imperfections of a size ≥ 0.05 mm and ≤ 0.10 mm are found, no imperfections with a size ≥ 0.05
mm may be found in a repeat examination
 If imperfections observed, greater than the threshold specified, subsequent procedures shall be
coordinated between the client and supplier
 Imperfections may not extend into the inner screen by more than 0.08 mm. For imperfections with
height h ≥ 0.04 mm, the ratio of base (b) to height (h) shall be ≥ 3.

4.1.6 Outer semi conducting screen


The outer screen shall be made of a homogeneous, semi conductive, extruded cross-linked polyethylene
mix.

The interface between insulation and outer screen shall avoid any imperfections that may cause interface
problems leading in degradation of the cable insulation. The outer screen shall be firmly connected to the
insulation.
The specific resistance of the outer screen may not exceed 500 Ωm before and after ageing at the highest
permissible operating temperature of the cable.
The wall thickness of the outer screen may not be less than 0.5 mm at any point. Maximum and minimum
values of the wall thickness may deviate by 0.8 mm (measured on one level).
 Imperfections of the outer screen may not extend into the conductor insulation by more than
0.08 mm
 For imperfections with height ≥ 0.04 mm, the ratio of base (b) to height (h) shall be ≥ 3
 Imperfections smaller than the thresholds specified are ignored
 If imperfections greater than the threshold specified are observed, subsequent procedures shall be
prepared in close collaboration between the client and supplier to come to a solution
Semiconducting and water blocking tape shall be applied over the outer screen that guarantees a
conductive connection between outer semi conducting screen and sheath. For the highest permissible
short-circuit loading, the outer screen and taping shall not be subjected to any changes that negatively
impact the functional capability of the cable.

4.1.7 Metallic sheath


For deliveries to TenneT Netherland: The cable shall be provided with a closed metal sheath (closed lead
or aluminium welded sheath (aluminium laminate or foil is NOT allowed)) that may be combined with
copper wires. If copper wires are required it is described in the project specification. Amongst other relevant
sections of NEN-HD 632 refer to section 5K.
Other types of metallic sheaths (e. g. SAS – smooth aluminium sheath) shall have to be agreed project-
wise between the client and the supplier.
For deliveries to TenneT Germany: Generally the screen has to be made of copper wires with one or two
copper contact helices, and be applied on the conductive tapes over the outer semi conducting screen.
The minimum diameter of the screen wires is 0.5 mm. The wires shall be spread uniformly around the
circumference. The mean arithmetical distance between individual wires may not exceed 4 mm. The
clearance between two adjacent wires may not exceed 8 mm at any point. The wires shall not show any
bends or kinks; if kinks are existing the angle at each wire may not be below 160°.
The minimum thickness of the contact helix is 0.1 mm. Either a copper helix of at least 1 mm² cross section
may be applied, whereby the distance between two windings in the longitudinal axis of the cable may not
exceed 4D (D = arithmetically calculated diameter underneath the sheath), or two copper helices each of at
least 0.5 mm² cross section, and an appropriate distance between two adjacent windings of at most 2D.
The specific resistance of the constitutional elements of copper sheath may not exceed 0.01786 Ω mm²/m
at 20°C.
The metallic sheath shall be able to withstand short-circuit currents as given in the project specification.
The geometric cross section of the sheath is determined cumulatively from the geometric cross sections of
the individual constitutional elements without lateral water barrier.

4.1.8 Longitudinal water barrier


A semiconducting, swellable material such as swell fleece, tape or yarn is to be inserted in the area below
the metallic sheath (in case of closed metal aluminium or lead sheath) or above and below the metallic
sheath (in case of copper wires in the sheath) to guarantee longitudinal water tightness of the cable in the

event of damage to the jacket. The semiconducting material should guarantee an electrical connection
between the lateral water barrier and the metallic sheath to avoid unexpected potential differences.
The swelling tape and yarn may not be of environmentally harmful substances. Appropriate safety data
sheets shall be provided to the client.

4.1.9 Lateral water barrier


For deliveries to TenneT Netherland: The cable shall be provided with a closed metal sheath as described
in paragraph 4.1.7 of this TS. This closed metal sheath also functions as a lateral water barrier (combined
with water-blocking tape).
For TenneT Germany: A metallic lateral water barrier (aluminium or copper) with a fixed connection to the
oversheath must be in place above the longitudinal water barrier. The minimum foil thickness must be 150
μm. The foil shall be bonded longitudinally and be adequately overlapped and glued with a minimum of
overlap of 20 mm (not wound).

4.1.10 Oversheath
The oversheath is made of polyethylene and shall satisfy the requirements and test conditions of the PE
mix ST7 according to IEC 60840. The PE oversheath shall have a hardness of at least 55 Shore D.
The minimum wall thickness of the PE oversheath including any optionally required conductive layer is 4.5
mm. The metallic lateral water barrier shall not be included in the wall thickness of the oversheath.
The oversheath shall be extruded with an outer semiconducting layer for the aim of a DC voltage test to
identify potential damage to the oversheath. The colours of oversheath and semiconducting layer shall be
different: the semiconducting layer shall be black to protect against ultra-violet radiation. The colour of the
oversheath shall be different enabling to observe possible mechanical damage in the semiconducting layer
(e.g. white, light grey, red). The cable manufacturer shall contact TenneT for approval of the oversheath
design having one black semiconducting layer extruded over the oversheath in case the ultra-violet
radiation requirements cannot be satisfied.

4.2 Accessories

4.2.1 General requirements

4.2.1.1 Types of accessories


Only pre-fabricated, pre-tested stress cones are permitted in the joints and terminations according to the
standards. Alternatively single-part joints body are permitted. The design shall not allow any movement
between the cable and the stress-controlling body.
Connecting material such as bolts, scews and other materials shall be rust-proof.
The possibility shall be available to conduct partial discharge measurements. The implementation and
execution shall be agreed upon between client and supplier.

4.2.1.2 Jointing of lateral water barrier and cable sheath


A current-conducting connection between the metallic lateral water barrier of the cable and the cable
sheath in the joints and terminations shall exist.

4.2.1.3 Drawings and Datasheets


Installation and as-built drawings for the joints and terminations used shall be provided to the client. These
drawings are treated confidentially by the client and may not be passed on to third parties.

The template of the datasheets in the annex B shall be filled out for the respective accessory types by the
supplier with all the figures that apply for the product he has defined for the application.

4.2.2 Terminations

4.2.2.1 General
Outdoor terminations, transformer terminations and terminations for enclosed SF6 installations shall be
erected or mounted in a way that testing of the cable oversheath can be conducted in accordance with
Section 5.7.2.
The client prefers dry-type terminations. Project specific oil-filled outdoor terminations may be allowed after
consultation with the client. In this case the supplier shall provide a relevant data sheet for the insulating oil.

4.2.2.2 Outdoor terminations


For the insulating body of the outdoor terminations porcelain is not allowed. Only a composite insulator with
a glass fibre tube and silicon housing is allowed according to EN 61462.
 Resistance to tracking and erosion according to EN 60587 – class 1A4,5
 Arc resistance according to EN 61621 – class > 300 s
 Resistance to chemical and physical degradation by water
 Flammability classes according to EN 60695-11-10 – class V0.
If the complete housing and shedding is realised with an injection moulding procedure, it should be
performed in one single step. If a moulding process of several steps is necessary, it shall be agreed
separately between client and supplier. In no case bubbles and residual tensions in the casting burrs are
allowed. The surface casting burr has to be smooth; burrs shall be removed completely.
For insulators with pollution class III–IV according to EN 60071 and IEC 60815 generally only sheds with a
plane profile (not under-ribbed) are allowed. The following creepage distances have to be fulfilled:

The contact bolts (top connector) of the outdoor terminations shall be made out of silver-plated copper.
Other solutions like aluminium bolts shall be agreed upon upfront between client and supplier. Depending
on the cross section of the conductor the diameter of the contact bolts has to be 40 to 60 mm. The length of
the contact bolt has to be high enough so that below the clamp for the conductor to the bus bar 160 mm of
free space remain to connect a temporary earthing can be installed.
For deliveries to TenneT Germany, for the connection to the steel support four drillings of 18 mm diameter
in the base plate of the outdoor termination shall be placed in 345 mm x 345 mm. For deliveries to TenneT
Netherlands refer to the project specification.
The terminations are installed with small post insulators between the metallic base plate and the steel
framework to isolate the termination against the steel construction. Project specific protection of the base
plate against contact may be required (e.g. for single-ended grounding of the cable sheath).

4.2.2.3 Transformer terminations


The terminations shall satisfy the specifications laid down in EN 50299. The sheath electrode is part of the
cable sealing end. Measures shall be taken in the transformer that enables possible testing in accordance
with Section 5.7. The cable and transformer suppliers should communicate on the interface compatibility
between the cable and transformer and are both responsible for the incorporating the testing facility.

4.2.2.4 Terminations for gas-insulated switchgear


The terminations shall conform or be compatible with the specifications in EN 62271-209. If an elongation
bar, a diameter adaptation or another modification is needed, it is in the scope of the supplier.
Bonding of terminations shall be designed to withstand rising transients that may occur during switching
operations or lightning impulses.
Measures shall be taken in gas-insulated switchgear that enables possible testing in accordance with
Section 5.7. Both cable and GIS suppliers are responsible to take measures that enable possible testing.

4.2.3 Joints

4.2.3.1 General
Joints shall have a metallic lateral water barrier to protect against moisture ingress. The lateral water barrier
shall have an electrically conductive connection to the cable sheath in a way that the short-circuit current
can be withstood.
The cable metallic sheath and lateral water barrier shall be insulated from earth so that cable-sheath testing
can be conducted as in Section 5.7.2.

4.2.3.2 Cross-Bonding joints


Coaxial bonding cables shall be used for the connection from the cross-bonding box to the joints. For
TenneT Netherlands single core as well as coaxial cables are acceptable and are to be agreed upon
project-wise. Generally underground cross-bonding boxes made of steel have to be used. The cross-
bonding boxes shall be placed in a pit made of concrete and/or polymeric is allowed when minimum traffic
load requirements limits shall be met. For TenneT Germany, alternatively plastic cross-bonding pits and
above-ground connection boxes are allowed. Minimal protection class according to EN 60529 is IP 67.
Details of the specific design have to be agreed upon between the supplier and the client.

4.2.3.3 Straight-through joints


Straight-through joints shall be provided in a manner enabling a short installation time.

5. Tests

5.1 General
All tests shall be specified in the quality inspection and testing plan and shall be subject to client’s approval
before delivery. The supplier shall enclose with its offer a list of accurately described non-conformances.
The cable system shall be tested as a system, meaning that the cable system quality is not verified by
testing system components individually.
In the following paragraphs the following tests are described:
 prequalification test, i.e. a once-only endurance test that allows the supplier to qualify for delivery of
cable and accessories of a certain design, production process and voltage class;
 type tests to check the design of cable and accessories;

 routine tests to check the production of cable and parts of accessories;


 sample tests to check the validity of the type tests;
 electrical tests after installation (site acceptance test – SAT) to demonstrate that the cable and
accessories were not damaged during transport or installation and that the accessories have been
installed correctly.
The complete testing shall form part of the delivery. Therefore, this TS includes production of the required
cable length (or parts thereof) necessary for the respective test, delivery of any required terminal boxes,
assembly of equipment, etc. All additional cable and accessories needed to perform the respective test
shall be included in the offer.
The term factory acceptance test (FAT) is defined as the combination of sample and routine tests for the
complete order. For the lengths chosen for the sample test the required routine test also will be witnessed
by the client.

5.2 Test conditions


The test conditions as mentioned in paragraph 8 of IEC 60840 apply with the extension to NEN-HD632 for
TenneT Netherlands. Deviations to that are documented in the following sections.

5.3 Prequalification Test

5.3.1 General
The prequalification test shall be performed on the cable system provided with the same types of
accessories that the supplier will deliver, in accordance with paragraph 13 of IEC 60840 in case the
calculated nominal electrical stresses at the conductor screen will be higher than 8.0 kV/mm or at the
insulation screen higher than 4.0 kV/mm. A valid prequalification test document shall be provided by an
independent testing authority. The supplier shall name the production line the sample for the test was
manufactured on.
In addition to IEC 60840 the CIGRE TB 303 gives further information regarding prequalification testing. A
new prequalification test on a cable system could after consultation with TenneT also be necessary for
 a new production site or
 a new extrusion line
 a significant change in material characterisation or cable/accessory design or the manufacturing
process
Cables and accessories shall be installed in accordance with applicable manufacturer's installation
instructions. An assembly checklist together with all relevant information about the assembly (e.g. routine
test numbers of parts) together with the jointers information for traceability purposes is preferred.
Installation instructions must be included with the pre-qualification test report.

5.3.2 Prequalification testing on cables and cable systems


Testing shall be performed in accordance with paragraph 13.2 of IEC 60840/NEN HD 632 S3 Part1 taking
into account additional requirements from FprHD 632 S3:2012 Part 4-D. An overview of the tests is shown
in table 1, following the above referenced standards.

5.3.3 Extension of the prequalification testing on cables and cable systems


If the supplier already has all relevant references to validate the prequalification reports (verified with type
and prequalification reports), extended pre-qualification testing in accordance with paragraph 13.1 and 13.3
of IEC 60840 is adequate at the client’s discretion for a new cable design. The test plan for the extension
test shall be submitted to the client for discussion and approval.

5.3.3.1 Electrical part of the extension of prequalification testing


Testing shall be performed in accordance IEC 60840/NEN HD 632 S3 Part1. An overview of the tests is
shown in table 2, with the references given in the reference column. Specifications of the tests are provided
in the above mentioned standard.

5.4 Type Test

5.4.1 General
All type tests shall be performed on the cable and accessories in accordance with requirements in IEC
60840, NEN-HD 632, and this TS for deliveries to The Netherlands and FprHD 632 for deliveries to
Germany. The supplier shall provide a type test not older than 5 years referred to the submission to the
client. For type tests older than 5 years but limited to 10 years additionally a formally signed confirmation of
the supplier that the used materials and cable construction are identical to the provided type test is
required. The supplier shall demonstrate that the test report satisfies the conditions as stated under the
paragraph NEN HD 632 Part 5K. The supplier shall name the production line that manufactured the sample
for the test.
Parts of type tests shall be repeated if a significant change in material characterisation, cable/accessory
design or the manufacturing process has been applied. New type test shall follow the latest revision of the
standard. In addition to the standard CIGRE TB 303 applies for the description of a cable system design
change and a change in manufacturing.
If the client does not accept the test report, an entire type test shall be performed as an integral part of the
delivery.
For the integrated optical multimode fibres of the type A1a.2 (OM3), the related characteristics in
accordance with EN 60793-2-10 are required. With an OTDR measurement according to EN 60793-1-40
from both ends of each fibre the attenuation at 850 nm and 1300 nm shall be evaluated. For deliveries to
Germany the integrated optical single-mode fibres of the type G652.D, the related characteristics in
accordance with DIN EN 60793-2-50 and ITU-T REC G.652._2009-11_E and additionally the specifications
“LWL SM Messung” and “Singlemodefasereigenschaften” (English title: “Technical specification for Single-
Mode Fibre 9/125µm”) are required. For deliveries to the Netherlands, these fibres shall be suitable to be
used in combination with Distributed Temperature Sensing system and shall satisfy the fibre-optic-related

requirements in NVN 3603. With an OTDR measurement according to EN 60793-1-40 from both ends of
each fibre the attenuation at 1310 nm, 1550 nm and 1625 nm shall be evaluated.
The required values for the attenuation are stated in paragraph 3.5 of this TS. If possible and reasonable
for the measurement the fibres in the cable should be spliced in series.

5.4.2 Electrical part of the type testing on cable systems


Testing shall be performed in accordance with NEN-HD 632 S3 Part 5-K. A listing of the tests is shown in

5.5 Routine Test


All routine tests of the cable and accessories shall be performed in accordance with IEC 60840 taking into
account additional requirements from FprHD 632 S3:2012 Part 4-D (for deliveries to Germany) and of NEN-
HD 632 S3 Part 5-K (for deliveries to The Netherlands). A listing of the tests is shown in the following table
6 and 7. The references in the tables pertain to the above mentioned standard.
For the integrated optical fibre, the fibre-optic-related tests shall be performed in accordance with
paragraph 5.4.1 of this TS.
All test reports shall be provided to the client. The client reserves the right to attend these tests in person or
through an independent third party of its choice.

Transparency test: The test shall be performed according to DIN VDE 0276-605 (HD 605 S2) paragraph
2.1.10.2.
For examination of the inner semi-conductive layer the axial test sample A shall be at least 250 mm in
length. The outer screen shall be removed in a manner guaranteeing only very low stripping of the
insulation to observe any sort of contamination formed at the interface of the inner semicon and electrical
insulation.
Additionally for the inspection of the outer semi-conductive layer a radial test sample B with outer screen
and without conductor shall also be produced on the basis of the above mentioned standard. The length
shall be at least 100 mm.

Treatment of the visible surfaces of the insulation shall enable clear insight into the insulation.
Transparency tests shall be carried out at both ends of every drum, and shall be documented.
Further tests shall be performed if irregularities are ascertained in transparency testing. The number of
such tests shall be agreed between client and supplier. At least two test samples shall be subjected to
transparency testing however.

5.6 Sample Tests


The primary objective of sample testing is the guaranteeing of cable quality as a process during production.
The results of quality assurance and, if already conducted, the reports of internal routine testing and sample
tests shall be available for reference at the time of sample testing (acceptance tests) through the client. All
test reports shall be provided.
The sample tests shall be conducted in the presence of the client or his representative. The samples to be
tested shall be cut from both ends of the selected delivery lengths in the presence of the client. Test dates
are to be communicated to the client at least 20 workdays in advance. Test reports for all tests shall be
submitted to the client.
The tests indicated with "1" in table 8 should be performed on at least one length from each manufacturing
run of cable of the same type and dimensions, but may be confined to not more than 10 % of the number of
lengths.
The tests indicated indicated with "2" in Table 8 should be performed for manufacturing runs between 4 km
and 20 km. A new test should be performed for every manufactured 20 km or part thereof above.
Tests shall be performed on manufacturing series between 4 km and 20 km.
A new test should be performed on each additional 20 km or parts thereof.

Repetition of the test is explained in 10.3 of IEC 60840.All sample tests of the cable and the accessories
shall be performed in accordance with IEC 60840, NEN-HD 632 S3 section 5K, and this TS. An overview of

5.7 Electrical tests after installation

5.7.1 General
Immediately after installation of the cable connection (cable including accessories), the test after installation
shall be carried out.

Partial discharge measurement according to EN 60885-3 as a part of on-site- testing is an efficient supplement to the
specified AC voltage test, when distinctive test results with regards to the background noise can be reached.

5.7.3 Test requirements for existing cable installations with an operational life longer than five
years
Unlike Section 5.7.2, the AC voltage test of the insulation system can be performed with an alternative
voltage level lower than 2.5 U0 for cable installations which have been in operation longer than five years.
The specified test voltage level shall be agreed between the supplier and the client.

6. Quality assurance and documentation


The supplier shall provide evidence of a continuous quality control system in accordance with ISO 9001 so
that continuous assurance of the constant product characteristics required by the client and assured by the
supplier is guaranteed.
When the supplier makes a commercial offer based on this TS, the offer shall include a tentative quality
plan. When the purchase of the product(s) is agreed upon, supplier will finish his detailed quality plan that
addresses the product quality aspects of section 4 of this TS and the elements specified below. A copy of
this plan will be submitted for review to the client. The supplier remains responsible for the quality plan and
if any quality aspect changes, the supplier shall update the plan.
Purpose of the Quality plan is to provide instructions for production and to describe the inspections to
support the production and the release for shipment. The plan shall include amongst others:
 Inspection of incoming materials and goods (including traceability)
 Production and product specifications and tests on intermediate products
 Machine settings conform protocols
 Routine inspections

This plan, together with the type tests (which have normally already been done prior to production) shall
provide the conviction that risks affecting the product quality over lifetime have been eliminated.
In case of any non-conformity the client shall be informed directly and a solution to the non-conformity
submitted to the client for approval.
For traceability purpose, the complete reference (order number, text, site) shall be reproduced in all
supplier documentation. Supplier correspondence (acceptance of order, delivery date, changes to
quantities, etc.) shall in principle take place with the purchaser named in the request. Correspondence shall
be in German for deliveries to Germany and in English for deliveries to the Netherlands.
Correspondence between the supplier and the client regarding sample tests/quality assurance shall take
place with the relevant technical departments.
At the client's request, the supplier shall present:
 A valid QA certificate for the manufacturing site in accordance with ISO 9001. The certifying body
shall be accredited by the DAR (German accreditation body) or by a member of the EAC.
 Any proof required of the validity of the quality assurance certificate and of regular monitoring by
the certifying body
 Two copies of all requested product-specific documentation, proofs and test protocols
 All documents, descriptions, information notices, rating plates, warning signs, etc. are to be
produced in German for deliveries to Germany and in English for deliveries to the Netherlands.

7. Packaging, Delivery and Transport


7.1 Production Lengths
Generally, only fitting lengths are ordered. Fitting lengths shall be produced with an additional length of
20 m for carrying out acceptance tests, if necessary.
All parts shall be checked by visual inspection to be free from scratches, sharp edges, burrs, irregularities,
etc. Examples of subjects for observation:
 Materials used
 Constructive weaknesses
 Craftsmanship
 Damages
 Packaging
 Identification
 Lining and covering
 Condition of the drums
 Labelling of drums

7.2 Packaging
Each drum shall be weather-proof labelled on both sides showing at least the following information in
German for deliveries to Germany and in English for deliveries to the Netherlands:

The cable shall be delivered on a suitable steel drum. Deliveries on wooden drums are not permitted.
Drums shall be strong enough to avoid all transport damage. Each length of cable shall be delivered on a
separate drum.
The drums shall have a suitable cover (wooden boards, steel plates or adequate plastic covers) protecting
the delivery against any external mechanical damages during transport.
The core diameter shall be dimensioned such that damage to and impairment of the guaranteed cable
properties are rendered impossible.
The steel drums shall be produced in a way that the drum edge is not flush with the inner flank but is set
back by at least 5 mm (see picture 2).

The drums shall be lined in the winding area with a chemically neutral material. There shall be no nails or
other sharp objects projecting into the winding area. The lining shall be fixed with suitable means (e. g.
bonded with an acid-free adhesive).
The finished cable shall be wound onto the drum with the greatest care (winding as tight as possible on
winding).
It shall be ensured that an only partially filled outer layer cannot slip. The cable ends shall be fastened in a
suitable manner to the drum to prevent damage during transport. The cable ends shall not project beyond
the drum flange.
The drums shall be encased in a way that the drums can be rolled on the drum area floor without the casing
or the top cable layer being damaged.
In any case, the casing boards shall be dimensioned in a way that they enclose the winding area without
gaps and cannot tilt or slide into each other. The casing boards shall be fixed as a minimum once per drum
in the centre with a plastic or metal strap and secured against falling out.

7.3 Delivery and Transport


Generally the supplier is also responsible for the installation of the cable. Therefore the delivery has to be
organised by the supplier in consultation with the client. The dispatch address is included in the order or
has to be agreed between the supplier and the client. The receiving sites shall be informed of the planned
delivery in good time (at least 5 working days before delivery) so that an exact delivery date can be agreed
upon.
Generally, the full drums are unloaded and the empty drums are reloaded by the supplier.
