1. Scope
1.1 The Israel Electric Corp. (IECo.) intends to purchase 161 kV underground power
cables and accessories.
This specification defines the technical requirements for the design, supply,
supervision during laying and accessories assembling, guidance and testing of
161 kV copper core, XLPE insulated cable and accessories.
1.2 The IEC catalogue number and the relevant conductor cross-section:

1.3 The 161 kV 1200 mm2 and 2000 mm2 cables intends to connect outdoor and
indoor substations. Generally, each line route will consist of two parallel 3~
circuits laid in the same trench.
The 161 kV 400 mm2 cable (short lengths less than 150 m) intends for the
switchgear connection.
1.4 The cables shield should incorporate integrated optical fiber.
1.5 All documents, instruction booklets, manuals and other papers mentioned in
this specification shall be in English.
All dimensions shall be in the international system of units (SI)

2. Scope of Supply
2.1. Submittal:
2.1.1. Proposal for 161 kV power cable, outdoor and indoor terminations, joints, link
boxes sealing ends and all other accessories described hereafter, including
detailed drawings and assembling instructions;
2.1.2. Proposal for single core earthing cable and coaxial cable (including their
specifications) for cross bonding system (for the 1200 mm2 and 2000 mm2
cables);
2.1.3. Recommended list of spare parts and materials for the accessories such as filling
substance, consumed and spendable materials, tapes, etc. including relevant
specifications, manufacturer name, part No., shelf life and estimate cost;
2.1.4. Proposal for training seminar in the manufacturer's facilities (see sub-clause
2.2.6). The seminar should include: training and guiding, provision of cables and
accessories for practicing, construction-aid, special tools and guiding papers.
2.1.5. Proposal for training seminar for supervision in the manufacturer's facilities (see
sub-clause 2.2.7). The seminar should include: certification and guiding,
provision of cables and accessories for practicing, construction-aid, special tools
and guiding papers.
2.1.6. Proposal for supervision in-situ of cable laying, accessories assembling, testing
and commissioning of the project. The Proposer should take into account two
supervision modes: a - scheduled calling. b - emergency calling (see sub-clause
2.2.8).

2.1.7. Proposal for technical consulting and guidance for each project, of the following:
- Route planning, ducts laying, trench cross section planning and bentonite
specification.
- Cable laying and hauling program (force required, location of pulling
machines, etc.);
- Ampacity calculations at several points of the route;
- Cable supporting and fixing along the route: on structures, basements,
troughs tunnels, poles, lattice towers, etc.
The consulting shall include approval of plans and drawings including
electrical and civil works design, outdoor terminations poles design, indoor
termination supports, design of cable laying in vertical shafts and substation
basements;
2.1.9. Detailed proposal including catalogues and drawings for cable supporting and
tightening cleats and straps.
The IECo. reserves the right to disqualify proposals that do not comply with any of
the requirements specified in this specification.
2.2.2. Provide a detailed bill of materials of all items included in the scope of supply;
2.2.4. Provide technical consulting and guidance for each project stage and approval
plans and drawings for each project, as specified in clause 2.1;
2.2.6. The Contractor shall organize a training seminar for the IECo. employees. The
training seminar shall be conducted by certified trainers belonging to the
accessories manufacturer staff.
Scope of the seminar: guiding and instructing the jointers to assemble and
install the cable's accessories (joints, terminations, etc.) identical to those which
will be supplied in the contract.
The seminar schedule should be coordinated between The IECo. and the
Contractor at least 90 days prior to the beginning of each seminar.
The Contractor shall bear all the expenses of the said training seminars, such as
those for accessories and cables required for the training, scaffoldings, support
structures, tools, materials, installation equipment, etc.
The IECo. will have the option to order additional training seminars. The
additional training seminar cost will be agreed in the commercial stage
negotiation.

If, during the period of the contract, the Contractor will supply accessories other
than those for which the training seminars were performed, he shall bear all the
expenses for new training seminars, for each new accessory, for the same
number of IECo. jointers who were trained for the substituted accessory.
The training seminar program shall include the following items:
- Description of the required training facilities;
- Expected duration of the training;
- Number of instructors;
- Detailed training syllabus & time table;
2.2.7. The Contractor shall organize a training seminar for IECo. employees in order
to certificate them for supervision of installation of accessories. This seminar
shall be conducted by certified trainers belonging to the accessories
manufacturer staff and shell be held at the accessories manufacturer factory.
This seminar shell provide to employees the certification for supervision of
installation of accessories including the authorization to decide about
installations issues on site.
In addition, the accessories manufacturer the employees will be supported by
manufacturer in case of fault.
2.2.8. Continuous supervision in-situ of the cable laying, accessories assembling, testing
and commissioning of the project performed by the IECo. crews, during all
project stages.
In case the accessories shall be supplied by a sub-contractor other than the cable
manufacturer, the assembling of those accessories should be supervised by
supervisors which are part of the accessories manufacturer's staff.
One supervisor shall attend during the assembling works in each installation site
(i.e. terminal poles, joint bays, substations).

The supervision schedule at any stage of the planned project shall be coordinate
by the IECo. in advance with the Contractor at least 30 working days before the
expected beginning date.
In case of cable fault during the warranty period, the Contractor should provide
emergency supervision for the repair works. The supervisor should be present at
the fault site not more than 10 working days after notification of the fault.
The project schedule may be subjected to alterations in accordance with the
progress of the works.
Continuous presence of the supervisor is required and vital at any assembly
location.
In case of simultaneous installations, the Contractor should appoint supervisors
for each location.
2.2.8. Supervision of acceptance tests at each stage of the project, such as:
• Cable accessories installation and assembling;
• Assembling of sealing ends;
• Cross-bonding/Earthing system installation (not including cable laying).
2.2.9. Submit routine, sample, acceptance and special test reports for the cable and
accessories;

The cable and accessories design, manufacturing and tests shall satisfy the
requirements of this specification and the following international standards and latest

revision thereof. In case of any contradiction between this specification and the
relevant standards to which a reference is made, the current specification
requirements shall prevail.
Other standards used, shall be stated by the Proposer and approved by the IECo.
For the technical evaluation, the Proposer shall submit along with proposal
documents, four (4) sets of the following documents:
5.2. A list, referring individually to the proposed cables, joints and terminations,
specifying, as to each such group:
5.2.1. Names of customers to whom the equipment has been sold, when it has
been sold and the quantities, over the past 5 years.
5.2.2. Whether the equipment has been installed and is in satisfactory operation.
5.3. Valid ISO – 9001 certificates pertaining to the manufacturers of the cables, joints
terminations and link boxes;
5.4. Type test Reports and Certificates, pertaining to the proposed cables, joints
terminations and link boxes. The Type Test Reports and Certificates may be for
identical or similar range of approval specifying in Clause 12.2 (for cables) and in
Clause 15.2 (for accessories) of the IEC 60840 Standard cable and accessories;
5.5. Proposal for accessories routine and sample tests. The proposal should be prepared
by the accessories manufacturer and shall be confirmed by the IECo.;
5.6. A document specifying the accessories Routine Test and Sample Test (for each of
the proposed) prepared by their manufacturer and confirmed by The IECo.;
5.7. The required schedule to the prototype approval (after notification of awards) is
attached in appendix "G".
5.8. Technical specification including cross-section drawing of the 161 kV power cable.
5.9. Technical specification including detailed drawings and assembly instructions of
the proposed joints, indoor & outdoor terminations (specifying also related items:
e.g. mounting base plates, support insulators, SIR & FRP construction, sheds, etc.);
5.10. Technical proposal for sheath voltage limiters (SVL) including type test report,
maintenance instructions, dimensions and the calculation which was made for the

selection of the proper SVL for the system. The Proposer should specify the SVL
manufacturer name, origin and his part number (See Annex "B");
5.11. Technical proposal including cross-section drawings, type test report and
installation instructions for the earthing system components (e.g. cross-bonding
link-boxes with SVLs and/or with bridging bars).
5.12. Technical specification and cross-section drawing of the required coaxial bonding
cable;
5.13. Technical specification and cross-section drawing of the required single core
earthing cable;
5.14. Duly completed and filled in "Summary of Data" forms (Annex: "B" "C" "E" "F");
5.15. Quality control program that will be applied by the manufacturer/s of the 161 kV
cable, joints and terminations;
5.16. A paper regarding calculations of the cable ampacity and induced screen voltage,
based on the cable cross-section, ground conditions, cable arrangement (trefoil or
flat formation), in trench or ducts filled with bentonite regarding the relevant
earthing method; The calculation shall take into consideration ground thermal
resistivity of 1.2 ºKm/W and ground temperature 33ºC.
5.17. Calculations of the cable losses regarding the relevant earthing method;
5.18. Calculations of short circuit current and thermal data of the conductor and the screen;
5.19. A proposal for integrated optical fibers in the 161 kV cable (See Annex "F");
5.20. A proposal for training seminar (sub-clause 2.2.6) and a Commitment that each
IECo.'s trainee that will take part in the training seminar and fulfill the seminar's
duties shall be certified for the execution and installation of the Contractor's
161kV power cable and accessories independently.
5.21. A proposal for training seminar for supervision (sub-clause 2.2.7) and a
Commitment that each IECo.'s trainee that will take part in the training seminar
and fulfill the seminar's duties shall be certified for supervision of installation
161kV power cable and accessories independently of the Contractor's.

5.22. A complete list of accessories, specifying method of production, and declaration
of origin of manufacture.
5.23. Detailed lists (specifying manufacturer’s P/N, costs, quantity per single crew,
catalogues and drawings) of special tools and equipment required for the
assembly and installation of each of the following:
• Insulation joint
• Outdoor termination
• Indoor termination
• Transition joint
• Sealing end
5.24. A list of cleaning and lubricating materials required for preparation and
assembling of the cable and accessories. The materials manufacturers should
obtain approval that they have implemented their environmental management
system to meet the requirements of ISO 14000 standard.
5.25.1. pulling calculations: The Proposer shall present his calculation method and
software specifying:
• clearance in ducts
• pulling force and tension for each section of the planned trench
• pulling through ducts
• Nose pulling
• Synchronized electrical driven rollers. For the evaluation of the number and
location of the machines, proper software should be introduced.
• Caterpillar or hauling machines (indicate distance between the pulling
devices in each technique).
5.26. A document proposing "After installation commissioning test" based on the IEC
publication standard 60840, specifying:
5.27. In case the proposed accessories (joints and terminations) are not manufacture by
the Proposer (e.g. the 161 kV cable manufacturer), the Proposer shall submit to
the IECo. an obligation (signed also by the accessories' manufacturer) that the
IECo. will have the right to direct access and direct contact with the accessories'
manufacturer for technical clarification, consulting etc. during the time of:
• Installation stage
• Commissioning tests
• Warranty period in the event of fault
5.28. A list of manufacturer cat. no. pertinent to the IECo. cat. no. (See Annex "E").
5.29. A list of recommended authorized laboratories for Fault Analysis Test
performance in case of failure of the 161 kV cable and /or its accessories.
The IECo. shall have the right to choose the testing laboratory from this list.
5.28 The IECo. shall have the right to check the manufacturer utilities to approval.
6.3 Storage and preservation instructions for the power cable and accessories (the
instruction should detail the space and shelves loading burden necessary for
appropriate long term storage of the equipment);
6.4 Inspection and Test Plan (ITP) – a plan, in the format of Q-APP-02 attached hereto
(Annex "D") or any other form approved by the Purchaser, specifying all the
inspections and tests for the Work (including witness and hold points) covering all
aspects of design, type tests, first article inspection, manufacturing, in process
inspection, product qualification, final inspection/s and test/s, packing,
transportation, erection and commissioning.

• The cables shall be shipped wrapped on sealed new seaworthy steel drums
protected with suitable covers.
• The maximum length of the cable on the drum with those dimensions is 700
meter

• The drums, supplied by the Manufacturer, shall be in perfect condition and
shall withstand the mechanical stresses which they may be subjected to,
during transportation, handling and on site cable laying.
• The cable length rolled on each drum shall be determined according to the
project design and shall be agreed during negotiation with the IECo.'s Supply
and Storage Division, taking into consideration restrictions of the "Israeli
Ministry of Transportation" regarding drum's weight, dimensions and
transportation facilities;
12.1 The Contractor shall recommend appropriate methods for the earthing of the
cable metallic screen for the circuit shown in sketch B (para. 16).
12.2 Underground part of the cable line:
12.2.1 Typical cross section of the cable trench is shown in sketch A.
12.2.2 The cables shall be directly buried. At certain places, depending on the route
conditions, the cables will be laid in:
• Non metallic pipes (sole pipe for each single cable);
• Ducts, troughs, tunnels (tightened).

12.2.3 Depth of the cable laying will be according to drawings issued by the IECo.
and in accordance with local conditions.

12.2.4 Trench width should be determined by the IECo., based on the Contractor
recommendation for a range of depths for trefoil or flat cable laying formation.
13.1 Conductor
13.1.1. Conductor Construction
For the 400 mm2 cable the conductor shall be round and of stranded
compacted high quality electrolytic copper.
For the 1200 and 2000 mm2 cables it shall have a “Milliken” sector
construction.
The conductor shall comply with IEC Publication 60228.
Moisture blocking shall be provided within the conductor strands by use
of swelling powder together with swelling tapes if required.
The conductor cross-sectional area shall be not less than 400, 1200 and
2000 mm2 accordingly for 400, 1200 and 2000 mm2 cross sectional
cables.
13.2.2. Insulation
Both inner and outer layers shall be continuous and have a nominal thickness
of 5% of the average thickness of the insulation (each layer).
The ratio between maximum and minimum thickness measured in each layer,
shall not exceed 2.
The semi-conducting layers shall not present any surface roughness, shall be
smooth, and shall adhere perfectly to the insulation all along its periphery.
The outer semi- conducting layer shall be non-peelable.
The electric resistivity both before and after ageing of the layers at
temperature of 90° ± 2°C, shall not exceed: 1000 Ωm (for the conductor
screen) & 500 Ωm (for the insulation screen).

13.3.1 The cross section of the metallic screen over the insulation semi-conducting
layer shall be calculated to withstand the short-circuit current given in para.
11.4.
13.3.2 The metallic screen shall be copper wires with laminated aluminum.
Note: * Lead sheath is unacceptable.
13.3.3 The calculated cable screen cross section area shall not be less than the
nominal value declared by the Proposer.
13.3.4 To guarantee longitudinal water tightness, a bedding of swelling material
shall be provided over the copper wires.
13.3.5 An anti-corrosive material layer shall be provided under the screen.
13.3.6 The metallic screen should have water tightness measures.
14.1.1. The cable's accessories to be provided by the Contractor shall be: joints
(straight or insulated, direct or transition types), outdoor and indoor
terminations, link boxes (with SVLs or bridging bars), earthing cables,
bonding cables, sealing ends.
14.1.2. The proposed accessories shall be determined by the Proposer according to the
cable construction and operating conditions as stated in Clauses 11 of this
specification.
14.1.3. The accessories shall not limit the transmission capacity of the cable under
normal operation or under emergency overload conditions.
14.1.4. All the accessories shall be prefabricated and pre-tested.
14.1.5. In order to verify the outer sheath integrity of the underground cable by
measuring the leakage current, the outer sheath leakage current of the whole
line including the joints (not including coffin boxes) shall not exceed
3 mA/km.
14.1.6. The accessories shall incorporate countermeasure against vibrations and
earthquakes.
14.2. Joints (only for cables with conductors 1200 and 2000 mm2 )
14.2.1. The joints shall be designed to be directly underground buried;
14.2.2. The joints shall have arrangement for optical fiber cable connection.
14.2.3. Transition joints offered in the bid should be appropriate for splicing the
offered cable with cables already laid in the underground system of The
IECo. with the following data:
14.3.6. The stress relief cone shall be “One-piece” pre-fabricated and pre-tested unit;
14.3.7. For the 1200 and 2000 mm2 cables should be arrangement for optical
fiber cable end;
14.3.8. The metallic parts connected to the GIS and the cable metallic screen
should be galvanically bonded to create ground equipotential. A short
braided conductor should be used.
The proposal for the above items shall be submitted for information only. The
IECo. reserves the right to purchase part or all of these items from other
manufacturer. In such case, the responsibility and warranty of the Contractor for
the installation will remain unchanged from the original proposal.

14.8. Tools
14.8.1 The proposer shell provides a list of all tools that need for the accessories
installation.
14.8.2 The IEC will have the right to purchase from the proposer only part of the
tools.
14.8.3 Tools provided by the Contractor for the installation should be appropriate for
the Israel grid data: 1~ 230 V or 3~ 400 V, 50 Hz.
14.8.4 The tools' cord should have earthing wire if the tool has metallic parts.
14.8.5 The cord plug should fit sockets made according the Israeli Standard.
15.Tests Requirements
15.1 General:
15.1.1 The cable and its accessories shall be subjected to the following tests:
routine tests
special tests
type tests
tests after installation
acceptance test
15.1.2 The routine tests, special tests and type test shall be carried out by the
Manufacturer.
15.1.3 The IECo. reserves the right to attend during the preparation and performance
of the type tests. The contractor should notify The IECo. at least 30 days before
the commencing of the type test preparations.
15.1.4 The acceptance tests shall be carried out in the presence of the IECo
representatives in accordance with coordinated schedule between the
Manufacturer and the IECo.
15.1.5 Tests after installation shall be carried out by the IECo. in the presence of the
cable and accessories manufacturer and under the supervision of the IECo.
representatives.

15.2 Requirements for test certificates
The following information shall be printed on each test certificate:
Name of the cable manufacturer;
Name and address of the testing laboratory (if the testing laboratory does not
belong to the cable factory);
Test certificate serial number;
Issue date and the date of the performance;
The identification manufacturing number;
Testing laboratory's evaluation of the test results;
Name, title, depiction of his position and signature of the person responsible for tests.
The test certificates shall contain values for each test, according to the test requirements
with references to appropriate Clauses and Sub-Clauses of Standards and
Specifications.
15.3 Test conditions
15.3.1 Ambient temperature
Tests shall be performed at an ambient temperature of (20±15)ºC.
15.3.2 Frequency and waveform of power frequency test voltages:
Frequency of the alternating test voltages: 49 Hz to 61 Hz.
The waveform shall be substantially sinusoidal.
Values quoted shall be in rms values.
15.3.3 Waveform of impulse test voltage:
The impulse wave shall have a virtual front time within the range of 1 µs to 5
µs and a nominal time to half the peak value between 40 µs and 60 µs. in
accordance with IEC Publication 60230.
In other respects, the impulse wave shall be in accordance with IEC Publication
60060.
15.4 Routine tests on cables

15.4.1 The routine tests shall be carried out on each manufactured length of the cable
on the delivery drum.
The routine tests should include:
15.4.2 Measurement of the conductor electrical resistance (Sub-Clause 15.5);
15.4.3 Partial discharge test (Sub-Clause 15.6);
15.4.4 Measurement of the metallic screen electrical resistance (Sub-Clause 15.7);
15.4.5 High-voltage test (Sub-Clause 15.8);
15.4.6 Outer protective sheath test (Sub-Clause 15.9.1);
15.4.7 Outer protective sheath integrity visual inspection (Sub-Clause 15.9.2).
15.5 Measurement of the conductor electrical resistance
15.5.1 The test procedure shall be carried out in accordance with Clause 10.5 of IEC
Publication 60840.
15.5.2 The DC resistance of the conductor at 20ºC shall not exceed the value declared
by Manufacturer.
15.6 Partial discharge test
15.6.1 The partial discharge test shall be carried out in accordance with
IEC Publication 60885 Part 3.
15.6.2 The test voltage shall be raised gradually to and held at 163 kV (1.75 UO) for 10
seconds and than slowly reduced to 140 kV (1.5UO).
15.6.3 The magnitude of the partial discharge at 140 kV shall not exceed 5 pC.
15.7 Measurement of the metallic screen electrical resistance
15.7.1 The test shall be carried out in accordance with Clause 10.5 of IEC Publication
60840.
15.7.2 The DC resistance of the metallic screen at 20ºC shall not exceed the maximum
value declared by the Manufacturer.
15.8 AC high voltage test
15.8.1 Test procedure:
The test voltage shall be applied for 30 minutes between the conductor and the
metallic screen.

15.8.2 Test voltage:
The test voltage shall be 233 kV (2.5 U0)
15.8.3 Requirement:
No breakdown of the insulation shall occur.
15.9 Test of outer protective sheath
15.9.1 Test procedure:
15.9.1.1 The test voltage of or 25 kV DC shall be applied for 1 min between the
metallic screen at negative polarity and the outer semi conductive coating.
15.9.1.2 No breakdown of the outer protective sheath shall occur.
15.9.2 Outer protective sheath integrity visual inspection:
15.9.2.1 The test shall be carried out by visual inspection during the final stage of the
cable manufacturing or during the cable rewinding onto the delivery drum.
15.9.2.2 The sheath has to be reasonably round, its surface has to be smooth, without
visible irregularities, cracks, inflates, dents, hollows, etc.
15.10 Routine Tests on accessories
15.10.1 The routine test shall be carried out on the main insulation of each
manufactured accessory unit.
15.10.2 The routine test program shall be proposed by the Manufacturer of the
accessories (according to each adopted accessory type) and confirmed by the
IECo.
15.10.3 PD test and AC withstand test should be included in the routine test program.
15.11 Special Tests on cables
15.11.1 General
The special tests shall be carried out on samples taken from one manufactured
cable length (batch*), except for the measurement of the cable capacitance (sub-
clause 15.11.2.4), which can be made on a manufactured length.

15.11.2 Special tests should include:

15.11.2.3 Hot set test (Sub-Clause 15.11.7);

15.11.3 Frequency of special tests
15.11.3.1 The special tests in items 15.11.2.1-15.11.2.4 shall be made on one cable
length from each manufactured batch.
15.11.3.2 The special tests in items 15.11.2.5 and 15.11.2.6 shall be carried with a
cable length above 20 km.
15.11.3.3 All the tests shall be made on the same cable length.
15.11.4 Repetition of tests
If one of the samples fails in any of the special tests, the manufacturer shall
immediately inform the purchaser. The decision concerning further sampling and
testing shall then be the prerogative of the purchaser, taking into consideration
the cause of the failure.
15.11.5 Conductor examination
The conductor construction shall comply with the design stated by the
Manufacturer .
The testing shall be performed by visual inspection and by measurement when
practicable.
15.11.6 Check of dimensions
15.11.6.1 Insulation thickness:
15.11.6.1.1 The test method shall be in accordance with Publication 60811-201.

15.11.6.2.2 The ratio between the maximum and minimum thicknesses measured
shall not exceed 2.
15.11.6.3 Metallic screen thickness
15.11.6.4 Copper wire screen with aluminium laminated sheath
15.11.6.4.1 The wire diameter and the tape thickness shall be measured by
means of a micrometer having two flat noses to the accuracy of ±0.01 mm.
15.11.6.4.2 The average tape thickness and the wire diameter shall be in
accordance specified value.
15.11.6.5 Non-metallic jacket thickness
The lowest value of the measured thickness rounded to 0.1 mm shall be not less
than 6 mm.
15.11.7 XLPE insulation Hot Set Test
The sampling and test procedure shall be carried out in accordance with IEC
Publication 811-507, employing the conditions and requirements given in Table
B-3 of this Specification.
15.11.8 Measurement of capacitance

15.11.8.1 The capacitance shall be measured between the conductor and the
metallic screen at power frequency and ambient temperature.
15.11.8.2 The measured value shall not exceed the nominal value specified by the
manufacturer by more than 8%.
15.11.9 Test on components of cables with longitudinally applied metal foil
15.11.9.1 A 1 m sample shall be taken from the sample that has undergone the test
of longitudinally water tightness in the cable screen area.
15.11.9.2 The sample shall be subjected to the following tests:
15.11.9.2.1 visual examination,
15.11.9.2.2 adhesion strength,
15.11.9.2.3 peel strength of overlapped metal foil,
15.11.9.2.4 The apparatus, test method and requirements shall be in
accordance with Annex F of the Standard IEC60840.
15.12 Special Tests on accessories
15.12.1 The characteristics of each component shall be verified in accordance with the
specifications of the accessories manufacturer, either through test reports from
the supplier of a given component or through internal tests.
15.12.2 The manufacturer of a given accessory shall provide a list of the tests to be
performed on each component, indicating the frequency of each test. The
components shall be inspected against their drawings. There shall be no
deviation outside the declared tolerances.
15.12.3 These tests shall be performed on one accessory of each type per contract if the
number of that type in the contract is above 50.
15.12.4 If the sample fails either of the above two tests, two further samples of the same
accessory type shall be taken from the contract and subjected to the same tests.
If both additional samples pass the tests, the other accessories of the same type
from the contract shall be regarded as having complied with the requirements of
this standard. If either fails, this type of accessory of the contract shall be
regarded as having failed to comply.

15.13 Type test
15.13.1 General
15.13.1.1 The tests specified in this Clause are intended to demonstrate the
satisfactory performance of the cable and the accessories in the system.
15.13.1.2 The type tests shall comprise the electrical tests on completed cable and
accessories specified in Sub-Clause 15.13.3 and the non-electrical tests on
the cable components specified in Sub-Clause 15.13.8.
15.13.2 Electrical type tests on completed cable and accessories
15.13.2.1 Check of cable insulation thickness for electrical type test
Prior to the electrical type tests, the insulation thickness shall be measured by the
method specified in Sub-Clause 15.11.6.1 on a representative piece of the length to
be used for the tests.
The measured thickness shall be used for test voltages correction according to Sub-
Clause 12.4.1 of IEC 60840 Standard.
The test procedure shall be performed in accordance with IEC 60811-201.
15.13.2.2 Type test sequence
The type tests shall include:
− Bending test (only for cables);
− Partial discharge test at ambient temperature;
− Tan δ measurement (only for cables);
− Heating cycle test;
− Partial discharge test at ambient temperature;
− Partial discharge test at (95-100)°C;
− Impulse withstand test followed by the power frequency voltage test;
− Test of outer protection for buried joints;
− Examination of the cable system on completion of the above tests.
15.13.2.3 Test methods and requirements for the electrical type tests on completed
cable and accessories are given in Table 2 of this Specification.

15.13.2.4 The cable bending (Clause 1 of Table 2) shall be carried out as a
preliminary treatment for the cable specimen intends to be subjected to all the
electrical type tests.
The accessories shall be installed after the bending test of the cable.
15.13.2.5 The tan δ measurement (Clause 3 of Table 2) may be performed on a
different cable sample subjected first to the bending (Clause 1 of Table 2).
15.13.2.6 The electrical type tests according to clauses 2, 4, 5, 6 and 7 of table 2
shall be performed on a cable sample taken from the completed cable to be
supplied to the IEC, assembled with one joint and two sealing ends, one for
outdoor installation and the other one of the inlet type for SF6 switchgear.
The gas pressure and the diameter of the metal cylinder connected to earth for
SF6 termination during the type test shall be in accordance with IEC 60859.
The minimum length of free cable between the joints and the bottom of each
termination shall be 5 m.
Each type of the said accessories shall be identical to the product to be
supplied to the IEC. The accessories shall be mounted on the said cable
sample by the same procedure and from the same components and materials
that are intended for delivery in accordance with the Contract.
Examination of the dismantled accessories with unaided vision shall reveal no
signs of electrical degradation, moisture ingress, leakage, corrosion or harmful
shrinkage.
15.13.2.7 Test methods and requirements for the non-electrical type tests on cable
components are given in Table 3 of this Specification.

15.14 Tests after installation
15.14.1 Measurements of the conductor electrical resistance
The measurements shall be carried out for the purpose of checking the quality of
the cable conductor connections.
The measurements shall be carried out on each cable phase separately before and
after completion of the connections, using for the measurements the other cables
phases as measuring wires.

The DC resistance of the metallic screen after completion of all the connections
in joints and terminations, shall be equal to the total measured DC resistance
values of metallic screen of the appropriate manufactured cable lengths

10 kV DC test voltage shall be applied between the unearthed metallic screen and
the surrounding earth (earthing circuit) for 5 minutes.

No breakdown shall occur and the leakage current shall be less than
3 mA/km and it shall remain stable during the test period.
15.14.4 Test of the system insulation
The AC voltage test for cable core insulation shall be performed by application
of test voltage between the cable line conductor and the earthed metallic screen.
The test voltage shall be one of the following:

This test shall be done by injecting three phase constant symmetrical current not
less than 100 A into the cable conductors at one end of the line whilst the
conductors are kept short circuited at opposite end.
The screen voltage or/ and current shall be measured at cross bonded cable joints.
A decision regarding the measuring values (voltage and current), should be taken
depending on local conditions, such as stray pick-up and spurious current levels.
15.14.6 Test of insulated joints
The measurement shall be carried out after coffin box installation is completed.
10 kV DC test voltage for 5 minutes shall be applied between the one side of
metallic screen of the joint and the earth when the second side of the metallic
screen of the joint is grounded.

15.14.7 Earthing system resistance measurement
The measurement shall be carried out after the cable line installation is
completed.
Earthing system resistance shall be less than 10 Ω.
15.14.8 Test of Sheath Voltage Limiters (SVL)
Insulation resistance value shall be measured at voltage of 1000 V.
The measured value shall not exceed the value specified by SVL Manufacturer.
15.15 Cable acceptance test
The acceptance tests shall be carried out by the IECo representative(s) in
accordance with the program in Annex A of this Specification.
15.16 Accessories acceptance test
15.16.1 The acceptance test shall be carried out by the Manufacturer in his premises
in the presence of the IECo representative(s), in accordance with pre-agreed
coordinated schedule between the Manufacturer and the IECo.
15.16.2 Accessories acceptance tests shall be performed in routine tests extent on
every fifth accessory to be supplied to the IECo.
15.17 Laboratory tests of faulted cable and/or its accessory
Fault analysis of 161kV power cable and/or its accessories, during the warranty
period, shall be performed in a well-known independent certified laboratory or in
the IECo R@D laboratory on the Contractor account.
The IECo shall have the right to perform the fault analysis in its own
laboratories.
The laboratory test results shall be accepted by the IEC and the Contractor.

1. General
1.1 This program applies to acceptance tests on 161 kV power cables which are
delivered to IEC from cable suppliers.
The program determines the content and the criteria for the Acceptance tests that
intend to ensure compliance of the cable batch with the IEC requirements.
1.2 The acceptance test shall be carried out by the Manufacturer on his premises in the
presence of the IEC representative(s), in accordance with the time-table (schedule)
coordinated between the Manufacturer and the IEC
2.1 International standard IEC Publication 60840, “Power cables with extruded
insulation for rated voltages above 30 kV (Um = 36 kV) up to 150 kV (Um = 170
kV). Test methods and requirements”.
2.2 International standard IEC 60811 “Common test methods for insulating and
sheathing materials of electric cables. Test methods and requirements”.
2.3 The IEC Specification NPS-352 for 161 kV Power Cables and Accessories.
The report shall include the following test results and data:
a) Conductor examination;
b) Check of dimensions;
c) Hot set test;
d) Measurement of capacitance.
Type test report should include results of all type tests according to requirements of Clause
15.13 of the IEC Specification NPS-352.

The tests will be performed at the Manufacturer plant in the presence of the I.E.C
representatives and according to the sampling plan following below in Clause 4 of this
program.
4. Sampling plan
4.1 Before the Acceptance test commencing, the Manufacturer transmits to the IEC a
list of cable drums from the batch* to be tested.
The Laboratory will choose the drums to be sampled from the list of the cable
drums (according to their numbers) and will notify the Manufacturer.
4.2 One cable drum shall be randomly chosen from each 10 drums for the tests
according to sub-clause 3.2.
4.3 Samples of approximately length of 30 cm, will be taken from these drums for tests
according to sub-clause 3.3.

Cables shall be considered of the same batch, if they are manufactured
continuously without any interruption, from the same batch of insulation material
with no alteration of settings of the manufacturing machines.

Sheath voltage limiter (SVL) system

In order to create cross-bonding system, the Proposer of the 161 kV cable, shall submit a
proposal for link boxes equipped with SVLs or direct earthing bars, to protect the 161 kV
cable sheath against voltage surges caused by lightning, faults or switching.
The Proposer shall submit to the IECo. full design of the SVLs system taking into
consideration the 161 kV cable route, earthing system, location of the joints and type of
terminations.
A)
Technical Requirements:
A.1 The proposed link boxes should fit one of the configuration specified in table 2 hereafter;
A.2 The link boxes shall be design and suitable for vertical wall mounting;
A.3 The link box enclosure shall be placed adjacent to the joint bay boundary;
A.4 The enclosure insulation protection degree shall be IP 67 and shall include all necessary
equipment for the sealing of cable entrances ("glands", tapes) that shall provide same
degree of protection to the cable entrances;
A.5 Filling materials of any kind inside the link boxes is unacceptable.
A.6 The 161 kV joints or terminations shall be connected to the link boxes with bonding
leads having two distance categories:
A.6.1 L <= 3 m from the joint;
A.6.2 3 < L < 10m from the joint.
A.7 The connection between the insulated joint and the link box (bonding leads) should
be made of coaxial cable, having low surge impedance and inductance;
A.8 The link box shall have suitable inlets for coaxial cables and earthing cable;
A.9 The SVLs shall be a metal-oxide non-linear resistance (MOV) type;
A.10 Table 1 defines the characteristics of the required SVLs, other values should be
agreed at the project planning stage;

1. GENERAL
1.1 In addition to the provisions of the General Conditions – Annexure "A" and
without derogating from the generality there, the Quality Requirements as
specified in this document constitute an integral part of the Contract between
the Purchaser and the Contractor. Implementing these requirements shall not
constitute any base/reason, for the Contractor to change the Contract schedule
and/or price.
1.2 The Contractor shall make all the necessary arrangements and prepare all the
required and necessary means to enable IEC's Quality Control Unit
Representative (see clause 2) to review, observe, audit, inspect, test and survey
the Work - at any facilities where Work or any part thereof is performed,
including those of Contractor and Sub- Contractors, without any additional cost
to the Purchaser or any change in the Contract schedule.
1.3 The Contractor shall nominate, as part of the execution of the Contract a
quality engineer or a quality specialist to control and manage the quality
requirements of the Contract. This person shall have the authority and
responsibility with respect to all quality requirements of the Contract (including
notifying the Purchaser about inspections, tests, etc.) and shall serve as
Purchaser's liaison for quality matters.
1.4 The Contractor shall be responsible that all of the Contract’s quality
requirements are known, accepted and performed by its Sub- Contractors.
Special attention should be given to Contractor's procurement control and its
Sub- Contractor's design control, process and manufacturing control, purchasing
control, nonconforming material/events control and inspection notification.
Upon Purchaser's request Contractor shall submit un-priced copies of purchase
orders pertaining to the Work/Contact.
2.2. QUALITY PLAN (QP) - Plan, prepared by the Contractor especially for the
Contract, in accordance with ISO 10005 which covers all Contract stages.
2.3. INSPECTION AND TEST PLAN (ITP) – a plan, specifying all the inspections
and tests for the Work throughout all Contract stages (from its initialing
through design, in process inspection, type tests, product qualification, first
article inspection, final inspection/s and test/s, packing, transportation and
supply to the Purchaser, erection - including Site Acceptance Test and
commissioning). ITP shall also specify Witness and Hold Points.
2.4.WITNESS POINT (WP) - a planned visit of the QCUR for purposes indicated
in clause 1.2 for specific point of the ITP or Quality Plan.
2.5.HOLD POINT (HP) – the same as WP but with the distinction that the
Contractor is not permitted to proceed with its planned activities without having
received Purchaser’s written approval.
2.10. QCUR - the Purchaser's Quality Control Unit Representative and/or any
authorized representative of it.
3.2 Contractor shall not commence work prior to receiving Purchaser’s written
approval to the QP and ITP.
4. DOCUMENTATION
4.1 The Contractor shall submit to the Purchaser for review, along with the QP and
ITP, its quality and manufacturing/operations procedures that pertain to the
Work execution. The Purchaser has the right to receive explanations with respect
thereto. Contractor shall provide Purchaser with all amendments and/or updates
of documentation.
4.3 The Contractor shall submit to the Purchaser, for review, comment and approval
(as required by the Contract) all the process qualifications and the employees
certifications for special processes which pertain to the Work and are relevant to
the Contract execution.
4.4 Supplying Work which is not manufactured by the Contractor (under Contract
terms) and which he has no control over the manufacturing process, shall not
derogate from Contractors responsibility to supply the Purchaser with the
documentation and quality records as indicated in Articles 4 and 7.

5.2 If Contractor uses the services of a Sub - Contractor to carry out any
test/inspection required by the Work, only inspection companies certified to EN
45004 (level A or C) are acceptable.
5.2.1 Type test, Routine Test and Sample test shall be carried out according to
Contract requirements.
5.3 Any other qualification test (for mechanical equipment) shall be carried out in the
presence of the QCUR, followed by all quality records. The serial manufacturing
shall commence only after 1st Article/piece test have successfully carried out
witnessed by the Purchaser's QCUR.
6. INSPECTION NOTIFICATION
6.1. The Contractor shall indicate each inspection/test and notify the Purchaser of it
in advance. An ITP schedule (on a GANT form) shall be prepared by the
Contractor, within six (6) weeks after initialing of the Contract.
Indications of inspection/test dates may in any event not be less than six (6)
weeks in advance. Both inspection/test notification and ITP schedule shall be
reported to the Purchaser's Project Management. In addition to the above ITP
schedule, Contractor shall submit to Purchaser a final notice of planned
tests/inspections not less than twenty-two (22) Israeli working days in advance.
7. QUALITY RECORDS
7.1. The Quality Records stipulated in this clause shall be, either in Hebrew, in
dual/multi-language form with English, in English only, or if not available
translated to English by Contractor.
7.2. Contractor shall submit to the Purchaser copy of the quality records
documenting the inspections, tests or other quality operations of the Work, as
indicated in the ITP, QP and the Contract. All quality records of skipped or
missed WP and/or HP shall be submitted to Purchaser immediately after their
generation.

7.3. All Test and Inspection Certificates/ Reports of materials, operations and or
inspection/test, purchased or carried out for the Work and/or required by the
applicable Standards, shall be submitted to the Purchaser immediately following
their generation. These Certificates/Reports shall be original, in accordance with
EN 10204:2004-3.1, containing actual measured values, signed and attested by
Contractor. For any other document type, Contractor has to get Purchaser
permission in advance.
7.4. Contractor shall make available to Purchaser upon its request, for review and
comment, at Purchaser’s premises or other mutually agreed place (in Israel), the
quality records of any - Type test, Routine test, Qualification test, First Article
Inspection/Test, Process qualification, Special process and/or any other
inspection/test/examination required by Purchaser, after initialing of the
Contract, to evaluate the Work (at all stages) regardless of the QP and the ITP.
7.5. Submission of the documents and quality records, regarding the Equipment to
which the documents relate, to Purchaser, as specified in Articles 4 and 7, shall
be a condition, precedent to shipment by Contractor and payment by Purchaser.
8.1. It is Purchaser's policy to reject Work and/or Goods that do not conform to all
contractual requirements, unless acceptance is in the best interests of Purchaser.
Acceptance of nonconforming Work or Goods is the sole prerogative of
Purchaser.
8.3. If the Contractor fails to report about a non conformance on time, Purchaser
may request Contractor to dismantle the nonconforming Work (to witness the
NC) with no additional cost. The documentation and quality records concerning
this NC shall be immediately submitted to the Purchaser.
8.5. Deviating from 8.4 can cause stoppage of the Work and its rejection till the
proper CA is taken by the Contractor.

1. Scope
This specification sets up the technical and test requirements of the integrated 161 kV
distribution cable optical fibers that will function as a distributed temperature sensor
(DTS).
2. Technical Requirements
2.1. The 161 kV distribution cable shall integrate 3 (three) sets of optical fibers
( one of them for spare).
2.2. Each set shall include:
1 (one) multi mode graded index optical fiber 50/125 µm
1 (one) multi mode graded index optical fiber 62.5/125 µm
1 (one) single mode optical fiber 8-9/125 µm
2.3. At any point along the 161 kV distribution cable the two sets will be installed
at inverse diameter edges and the third one will be spare.
2.4. The optical fibers shall be installed in a gel filled loose tube.
2.5. The optical fibers shall be installed in a way that will ensure their mechanical
and optical characteristics during the storage, transportation, laying and
continuous operation of the 161 kV power cable.
2.6. The optical fibers installation should not influence the electrical and magnetic
characteristics of the 161 kV power cable.
The fiber characteristics shall comply with the requirements of ITU-T G.651 and the IEC
60793 standards for multi mode optical fibers.
