110 reasons to cheer our 12th BP Settlement


1. Once again it is collectively bargained, bipartite settlement based on bilateral negotiations
2. It is the 12th successive Bipartite Settlement
3. AIBEA is the only organisation which has the pride of having signed all the 12 bipartite
settlements
4. Negotiations concluded at shortest possible time. Commenced in July, 2023 and ended in
December, 2023
5. Settlement signed without the need for any demonstrations, strike, etc.
6. The Settlement covers 25 Banks – 12 Public Sector Banks, 10 Private Sector Banks and 3
Foreign Banks
7. The Settlement covers more than 4 lakhs of employees in workmen cadre
8. Along with our Settlement, officers Joint Note was also secured and achieved which will cover
and benefit more than 4 lakhs officers from Junior Management Scale I to Top Management
in Scale VII (General Managers)
9. This Settlement will be for a period of 5 years
10. Settlement will be effective from November, 2022 and upto October, 2027
11. The total amount of wage revision is Rs. 12,449 crores, i.e. 17% increase over the
Establishment Expenses as on March 2022
12. Wage Increase for workmen employees: Rs. 4,165 crores
13. Wage Increase for officers: Rs. 8,284 crores
14. Impressive increase in annual average per capita wage hike compared to all previous 11
Bipartite Settlements
15. Basic Pay / Pay scales have been constructed at a higher Price Index of 8088 points as
compared to 6352 points under 11th BPS
16. Because of this, Basic pay has gone up by 30 % +
17. Clerical Pay Scale: 24,050 to 64,480
18. Clerical Pay Scale including 11 stagnation increments: 24,050 to 93,960
19. Substaff Pay Scale: 19,500 to 37,815
20. Substaff Pay Scale including 11 stagnation increments: 19,500 to 52,610
21. Two more stagnation increments achieved – Total 11 stagnation increments
22. Stage to stage fitment from old to new pay scale
23. Special provision made for Ex servicemen employees
24. Change in DA scheme from 1960=100 series to 2016=100 series
25. Revised D.A. rate under new Scheme: 1.00% per point under 2016=100 Index
26. DA will change for every change of 0.01 points in Average index
27. Base Index for 12th BPS is 123.03 points
28. Even if Index will go up to 123.04, there will be increase in DA

30. Though rate of HRA is maintained at 10.25%, the amount of HRA will increase due to increase
in Basic Pay + Special Pay
31. If an employee is transferred to another station, he can claim 150% of his entitled HRA on
declaration basis
32. Transport Allowance increased to Rs. 850 + DA per month
33. Part time employees eligible for pro-rata Transport Allowance
34. Substaff passing JAIIB/CAIIB will continue to get additional increment/s like clerical staff
PQP also introduced for Substaff – Rs.820/Rs.1640/Rs.2460
35. Professional Qualification Pay increased to Rs. 820/ 1640/ 2460/ 3280/ 4100 for clerks
36. Fixed Personal Pay increased – Clerical Rs. 3155
Increment component of FPP Rs. 2680 eligible for superannuation benefits
37. Fixed Personal Pay increased – Substaff Rs. 1585.
Increment component of FPP Rs. 1345 eligible for superannuation benefits
38. Designation of employees revised
39. SWO-A/SWO-B as Customer Service Associate
40. Head Cashier as Senior CSA (Cash)
41. Special Assistant as Special CSA
42. All SWO- A will get SWO-B Allowance from 1-4-24
43. All Bill Collectors will be upgraded as Daftary
44. Substaff will be designated as Office Assistant
45. Daftary as Senior office Assistant
46. Head Peon as Special Office Assistant
47. SWO A & B – Special Pay Rs. 1970 + DA from 1-4-2024

58. Halting Allowance/Diem Allowance – amounts increased – Clerks: Rs. 1500/1350/1000
59. Halting Allowance/Diem Allowance – amounts increased – Substaff: Rs. 1100/900/600
60. Rates for room rent/lodging improved upon: Clerks: 3000/2500/2000
61. Rates for room rent/lodging improved upon: Substaff: 1500/1250/1000
62. While staying in Lodge/Hotel, food expenses @ 35% of Diem Allowance
63. For deputation from one branch to another Branch within the same station in population 12
lakhs and above cities – Diem Allowance is payable if the branch is 20 km away
64. Breakage Allowance while shifting personal goods on transfer increased to Rs. 2000/1400 for
clerks
65. Breakage Allowance while shifting personal goods on transfer increased to Rs. 1400/100 for
susbtaff
66. Deputation Allowance (to another organisation) – outstation 7.75% Max. 3750 and within
the station: 4% Max. 1750
67. Hill and Fuel Allowance: Max. increased to Rs. 2850, 1150 and 950
68. Washing Allowance for substaff increased Rs. 300 p m
69. Cycle/Two-wheeler Allowance increased to Rs. 150 p m
70. Special Area Allowance increased from 1-11-2022
71. Medical Aid increased to Rs. 2830 per year
72. Leave Bank scheme to be introduced
73. Single male parent can avail sick leave for the sickness of his child of upto 8 years
74. Employees can avail sick leave for the sickness of their Special Child of 15 years and below
for a maximum period of 10 days in a year
75. Women employees shall be allowed to take one day Sick Leave per month without
production of medical certificate
76. In case of employees of the age of 58 years and above, sick leave may be granted towards
hospitalization of the spouse at a centre other than the place of work and for a maximum
period of 30 days in a calendar year
77. Employee shall be granted sick leave at the rate of one month for each year of service subject
to a maximum of 720 days during the entire service
78. In case of delivery of more than two children in one single delivery, Maternity Leave shall be
granted for 12 months
79. Bereavement leave is being introduced
80. Advance notice of 10 days for availing privilege leave be waived for office bearers and
Executive Committee members of a registered trade union
81. Employees who are Defence Representatives in departmental enquiry proceedings may be
granted one day special leave for the purpose of preparing the defence submissions of an
employee. Such special leave shall be granted for a maximum of 10 occasions in a year
82. Maternity Leave shall be granted once to a female employee for a maximum period of 9
months, for legally adopting a child who is below one year of age (even when a lady employee
has one child)
83. Maternity Leave may be granted for In vitro fertility (IVF) treatment subject to production of
medical certificate
84. 2 days of Casual leave may be availed for half a day on 4 occasions in a year out of which 2
occasions would be in the morning and 2 occasions in the afternoon
85. Special maternity leave upto 60 days shall be granted in case of still born or death of the
infant within 28 days of birth
86. Annual Eye Check up for all employees at Rs. 500 per year
87. All Banks will introduce the facility of health-checkup scheme for employees
88. Accumulated privilege leave may be encashed upto 255 days at the time of retirement/upon
death of an employee while in service
89. LFC Clerks: 4700 km / 2350 km & Substaff: 5400 km/2700 km
90. Reimbursement of fare by special trains like Rajdhani/ Shatabdi/ Tejas/ Vande Bharat/Amrit
Bharat, etc. (except luxury trains) shall be allowed
91. Where an employee has applied for LFC/leave as per stipulated time and the same is
sanctioned and when advance booking of train tickets is not possible, tickets purchased
under Tatkal/premium tatkal will be reimbursed
92. Where an employee has applied for LFC/leave in advance and has also booked the tickets
and the LFC is declined or deferred by the management, the cancellation charges will be
reimbursed by the Bank
93. While availing LFC, break-in journey shall be permitted upto two times in the overall journey
and train fare actually incurred by the employee upto the entitled distance shall be
reimbursed
94. LFC facility shall be allowed for an escort who accompanies an employee with benchmark
disabilities
95. Income criteria for dependents: Increased from Rs. 12,000 to Rs. 18,000 per month
96. For the purpose of medical expenses reimbursement scheme, and Leave Fare Concession, for
all employees, any two of the dependent, father, mother, father-in-law, mother-in-law shall
be covered. The employee will have the choice to substitute either of the dependents or
both once in a calendar year
97. Where an employee has to travel on duty between two places, he shall be reimbursed the
actual cost in case of travel by public transport or at Rs.11/- per k.m. plus toll fees, if any, if
traveled by own vehicle
98. For the purpose of LFC, if traveled by own vehicle, the employee shall be reimbursed a
maximum of Rs.11/- per k.m., plus toll fees, if any, per vehicle, subject however upto the
maximum of train fare by the entitled class upto entitled distance
99. All Pensioners (1-1-2986 to 31-10-2022) will be paid additional monthly Ex gratia w.e.f. 1-11-
2022. Arrears will be paid.
100. The issue of exempting the additional 4% management contribution of PF for NPS employees
from income tax recommended by IBA to the Government.
101. For those who have retired after 1-11-2022 till date of settlement, they have option either to
claim revised commutation or get higher pension as per new pay scales
102. Introduction of 5 days banking – recommended to Government
103. 100% DA for pre-November, 2022 pensioners/family pensioners implemented
104. Medical Insurance scheme for retirees streamlined to achieve reduction in annual premium
105. Employees contribution to PF will go up
106. Employees/Management’s contribution to NPS will go up
107. Commutation amount will go up
108. Monthly pension will go up
109. Arrears of wage revision will be paid w.e.f. 1-11-2022
110. Employees Unions/Officers Associations signed the Settlement/Joint Note on the same day,
same time and on the same table manifesting the total unity of the entire workforce in the
banking industry.
