The Security Council,

Declaring the Al-Aqsa Mosque Compound Protected By Israeli Armed Forces and the
Mosque Itself under the control of the Islamic Waqf following the Vision of Peace statement
in the Abrahamic Accords,

Declaring Draft Resolution S/E/RES/1.1 to be a Proposal for the United Nations Security
Council,

Recalling the Status Quo for the Al Aqsa Mosque Compound as Stated in the 1967 Status
Quo after the 6-day war to be used as a framework to the Israeli Armed Forces,

Declaring the line of disengagement as the regions in which Designated Terror Organizations
will be Withdrawn by the Palestinean Liberation Authority,

Observing the use of Terror and henceforth states that the Palestinean Liberation
Organization (i,e Fatah) are the sole representatives of the Group of People Known as
“Palestine”,

Declaring the need for a Bi-Lateral Agreement between the State of Israel and the Group of
People’s Known as “Palestine”,

Expressing its continuing concern with the grave situation within the Middle East,and the loss
of lives,

Emphasizing the unacceptability of the procurement of domain by war and subsequently, the
most work for an equitable and enduring harmony during which each State inside the region
can board security,

Emphasizing that nations that have been Signatories to the United Nations Charter have need
to abide by Article 2 of the Charter which states “The UN Charter reads in article 2(4): All
members shall refrain in their international relations from the threat or use of force against
the territorial integrity or political independence of any state, or any other manner
inconsistent with the purposes of the United Nations”,

Bearing in mind the fact that the Abrahamic Accords were a diplomatic gain,

Noting with Regret the past instances of war and the failure of past diplomatic stances to the
overall issue of Israel and Palestine,

Observing the Disputed region of Jerusalem as a region that belongs to all major religions of
the world,

Keeping in Mind the Statute of the International Regime being made in 1947 years before the
6-day war and before the Yom Kippur War, and keeps in mind the fact that times have
changed,

1. Endorses the Creation of a Joint Security Task Force to work in tandem with the
United Nations Security Council Peacekeepers in Jerusalem:
a. This will be known as the United Front Against Terrorism and shall have the
following members:
i. The State of Israel;
ii. The United States of America;
iii. The Fifth French Republic;
iv. The United States of Mexico;
v. The Dominion of Canada;
b. The following mandate:
i. It shall work side by side with the United Nations Security Council
Peacekeepers;
ii. It will Protect Jerusalem taking into account the following parameters:
A. It can not Violate the Vision of Peace Statement in the
Abrahamic Accords;
B. The Newly Made Group of People’s Known as Palestine;
C. The Rights of the People’s in Jerusalem;
iii. It will report Directly to Tel Aviv;

2. Demands for the creation of an Impartial Border commission which will settle all land
disputes of Palestine and The State of Israel and Declares this to be Bi-Lateral
between the State and Party:
a. The Commission will be named the Disarmament and International
Commission on Palestinean and Israeli Borders (DICPIB);
b. The commission will have the following members:
i. The State of Israel;
ii. The Palestinean Liberation Authority;
iii. The Egypt Arab Republic;
iv. People’s from the United Nations Trusteeship Council;
v. NATO Allies;
vi. The state of Japan;
c. The following mandate will be in place for the Disarmament and International
Commission on Palestinean and Israeli Borders (DICPIB) to allow the
impartial will of the people and the Impartial votes of the nations:
i. The Commission will begin activities from the 18th of June to help
draft a new land and armistice agreement for the People of the States
of Israel and party of the PLO;

ii. They will convene reports and also not take Historic (Except United
Nations Mandated Borders) or any other diplomatic coercion as a
means of precedence for any one nation;
iii. They will have a vote on the final convention to the reports to see
which one is to be adopted;
iv. The New borders will be known as the 2021 Borders which will be a
part of the Al Mirfa Agreement (To be laid out in clause 2);
d. Their reports will contain the following:
i. They must be a mash of the 1947 British Mandate Partition Borders as
a Precedence as well as the pre-1967 borders including the post-1967
borders as well as the Green Line;
ii. Settlements and Historic Precedences (United Nations Mandated
Borders,) as well as Demographic models, will be a factor for the

3. Believes the following actions need to be endorsed for a peaceful settlement of

Palestine with Accords known as the Al Mirfa Concordat:
a. The Accords will be signed in Dubai of the United Arab Emirates;
b. Declares the Accords as an Umbrella Framework;
c. Divides the Issue of the Al Mirfa Concordat into the following portions:
i. Annexe 1: Which consists of a Ceasefire deal, as well as actions for
fair prosecution against Terror Organizations as well as regional
stability in the form of Investigation and Implementation of the
Ceasefire deals;
ii. Annexe 2: This is where sustainable development, as well as
millennium development goals, stand, where there will be watchdog
committees watching the implementation of fair human rights in
Jerusalem, and where commissions such as the Financial Action Task
Force will find out the root funders with Joint Civilian Task Forces
have talks to stabilize the region as well as a Proper Diplomatic
Dialogue as well as Stops to all Arms trade to any party;

Concordat:

B. The Federal Republic of Germany;
C. The State of Israel;
v. The following States can Recognize the State of Israel under the 2021
mandated borders:
A. The Islamic Republic of Iran;
B. The Kingdom of Saudi Arabia;
C. The Group of People's Known as "Palestine";
vi. Any state can withdraw recognition if any party to the Al Mirfa
Concordat Violates it;
e. The following will be the lines of disengagement:
i. The Gaza Strip;
ii. The Jordan Valley;
iii. The Al Aqsa Mosque;
iv. The Quneitra;
v. Sheikh Jarrah;
f. Recommends The UAE as the neutral mediator between parties on account of
allyship of Israel and trade ties with Israel for the allowance of humanitarian
aid in the Gaza Strip to free trade agreements dating back to 1996 to the
present day;
g. States the importance of Jerusalem as a holy city for all the major religions,
directs the establishment of a team of UN and Joint Israeli peacekeepers which
would:
i. Work to maintain peace and harmony in the city for an initial transient
period in collaboration with the local forces;
ii. Curb any issue of sectarian and religious violence of every kind;
iii. Would report its efforts and its findings to the UN through quarterly
monthly and annual reports;
h. Forces of the following armies and task forces will have to be deployed and
withdrawn:
i. The Palestine Liberation Organization will Border the Gaza Strip and
the Jordan Valley;
ii. With the following strengths:
A. The PLO is to retract from West Jerusalem with 400 troops on
the aforementioned places;
B. The Army of Defense for Israel to retract troops from Quneitra
and to stay within borders under the 2021 mandated borders;
iii. And the following arms prohibited on the Lines of Control:

A. Drones;
B. Mortars;
C. U2 Spy Planes;
D. Anti Aircraft Weaponry;
iv. Forces are to be confined within borders of the 2021 mandated
borders;
v. The demilitarized zones are the following:
A. Ramallah;
B. Quneitra;
C. The Al Aqsa Mosque;
vi. The Position of monitors will be in borderlines and will not rely on
tactics of espionage and instead will rely on the diplomatic
transparency of both sides if any sides omit any information the state
may request information from the Truce Commission (As Stated in
Clause 7);
i. The following timeline will be observed for the Al Mirfa Concordat:
i. The cessation of Hostilities will happen on exactly June 18th, 2021 in
Dubai with the signing of the Accords;
ii. The Decommissioning of Arms and Downsizing of hostilities will
happen exactly on the 18th of June with a 10 day preparation time;
j. the Technicalities regarding a Cease-Fire Between all sides, as the following:
i. A ceasefire of all military and intelligence operations for 30 days will
be implemented effectively, immediately upon signing to allow for
negotiation and talks;
ii. During this period all forms of humanitarian aid are to flow in
uninterrupted (removal of any blockades) and under no threat of
violence to Palestine and Israel eg, nutritious food, Clothing, Clean
water, and medicines;
iii. White flag zones to be set up where the Palestinean and Internally
Displaced Peoples can get direct aid via the Israeli Government, it will
be a safe zone for the people;
iv. Strict controls on not allowing any types of conventional weaponry,
ballistic missiles, and ammunition to be sold or supplied to the PLO;
v. An armistice Suspension of all military activity will take place during
this sit-down;
vi. all ratifiers of this treaty agree to stay within the limits of the law of
armed conflict and agree for the Disarmament of the region;
k. Recommends that Disarmament will take place, Bi, Laterally and internally
Fatahuslim Brotherhood allowing the cessation of hostilities on the side of
Hamas and the Israeli Government to allow the cessation of Annexation of
Lands following the Abrahamic Accords;
l. The Illegal and Legal Trade of Arms violating the Al Mirfa Concordat to state
parties in the middle east is a violation of the ceasefire pact hence provides the

following framework to make Sure that the Arms Trade is Curbs by the
Following:
i. To strengthen the Borders of the Middle East by the following
measures
A. Economic Revitalization of the borders, to make sure that
border guards do not use the black market as the Source of
income;
B. Using the serial numbers on weapons to assign each weapon to
each soldier, therefore providing more transparency;
C. By Stronger Border Patrol, and Regular Checks of Packages;
D. Any Arms found will be held accountable by the Host Nations;
Being the following nations:
I. The Group of People's Known as "Palestine";
II. The State of Israel;
E. Hence, International pressure will be applied;
ii. To Strengthen the Water Borders, With the Mediterranean Sea By:
A. Involving the MOSSAD, to work in tandem with The Water
Patrol Forces of the following;
B. To Be Situated in the 24 Nautical Miles of the Coast, also
known as the Territorial Waters;
C. To do common checks, on packages entering The Group of
People’s Know as “Palestine” for arms, munitions, and
Permissiary Documents;
D. Permission Documents must contain the name of the sender
organization, and contents of the packages;

governments or international courts;

I. The First measure is with Debate in the United Nations
General Assembly, 6th Committee, the United Nations
Legal Committee, after which a draft to the United
Nations Security Council will be sent for it to be made
binding;
II. Or this can be convened in the Permanent Court of
Arbitration with Proceedings being sent to the United
Nations Security Council for Implementation;

iv. To strengthen Air Space by:


A. By working with the Israeli Civil Aviation Association for 1
Year while the region Stabilises;
B. Making this Primary Jurisdiction of Israel and Palestine, and
the Secondary Jurisdiction Under the Civil Aviation
Association;
m. The current ceasefire and Al Mirfa Concordat will come into effect under the
United Nations Charter Article 102 which states “Every treaty and every
international agreement entered into by any Member of the United Nations
after the present Charter comes into force shall as soon as possible be
registered with the Secretariat and published by it” where the treaty will be
published to the United Nations Secretary-General His Excellency Antonio
Guterres;

4. Calls for the creation of an Investigation Committee based on the Principles based on
by United Nations General Assembly Resolution A/RES/73/96 calling for
investigations into apartheidism or marginalization and the after-effects of the Al
Mirfa Concordat to communities and the Latter Regions, and to settlers and wishes to
mandate the following into the special investigation committee:
a. The Commission shall be named the United Nations Inspection Commission
into the Effects of The Al Mirfa Concordat (UNICEAMC);
b. The Commission will have the following members:
i. The United States of America;
ii. The North Atlantic Treaty Organization;
iii. The State of Israel;
iv. MOSSAD;
v. The group of People’s Known as “Palestine”;
c. The Commission shall convene with the following parameters and will
convene in the following regions:
i. Ramallah;
ii. Tel Aviv Yafo;
iii. The Undivided and Autonomous Capital of Israel and Holy Land of all
known as Jerusalem (TUACIHLOAJ);
iv. Geneva;
v. to cater to the UNICEAMC and the UNOG will have the objective to
release reports of the commisFatahFatahsion to the following bodies:
A. The United Nations General Assembly (with the focus upon the
1st, 3rd General Assembly Committees, And 6th General
Assembly Committees);
B. The United Nations Human Rights Council;
C. The United Nations Security Council;
d. Reports shall consist of the following and the reports shall follow the HASTE
framework:

A. H - Human Rights;
B. A - Area of Capital;
C. S - Socioeconomic Apartheidism;
D. T - PerpeTrators in crimes against humanity;
E. E - The Effects to people on both sides of Jerusalem as well as
laws passed to help or hinder development;
ii. Reports shall also contain violations of Human Rights, by
Organizations of Terror in which the name of the violation will be
stated, International Law will be used as an inferential point such as
the Geneva Convention;
iii. The Perpetrator of such violation will be stated so will their occupation

iv. Calls for the United Nations Inspection Commission into the Effects of
The Al Mirfa Concordat for inspections into the Geneva Code of

regards to Jerusalem and as well as the Freedom of Movement in the
Moroccan Quarter, the Armenian Quarter, The Jewish Quarter and the
Al - Aqsa Mosque;
e. Investigations will be into the following new regions of, The Undivided and
Autonomous Capital of Israel and Holy Land of all known as Jerusalem
(TUACIHLOAJ); as well as The Group of People's Known as "Palestine" and
the State of Israel:

ii. The Gaza Strip;

C. Soft Power and Confidence-building measures will be used and
peacekeepers can not violate the mandate for investigation and
enforcement and can not violate the Geneva Code of Conduct;
c. In Humanitarian Measures, the following will be adopted:
i. Demining & Civilian Protection Generally:

B. People have the freedom of movement and the Peacekeepers

i. The shall take place in the following capitals:
A. Cairo;
B. The Undivided and Autonomous Capital of Israel and Holy
Land of all known as Jerusalem (TUACIHLOAJ);
C. Ankara;
D. Tehran;
E. Doha;
F. Cairo;
G. And in the Organization of Islamic Cooperation’s branch in
Geneva;

7. Declares Accordingly the following amendments into the Abrahamic Accords


concerning loopholes and concerning the newly made Al Mirfa Concordat:
a. There will be an amendment in which the “Al Aqsa Mosque” will be
recognized as the “Al Aqsa Mosque Compound Under Israeli Protection”;
b. In the Abrahamic Accords Palestine will be recognized as a Palestinean State
or an Arab State also keeping in mind the halting and subsequent stopping of
all annexation attempts in The Group of People's Known as "Palestine";
c. About the Al Mirfa Concordat nations can withhold recognition of the State of
Israel under the violations of the Al Mirfa Concordat;
d. And under the conditions of the withholding of recognition and the breaking
of ties, the United Arab Emirates and the State of Bahrain, The Republic of
Kosovo, The Republic of Sudan and the Kingdom of Morocco will not be
scrutinized for their actions as it was in the legal limit of both Accords and

8. Emphasizes the need for the Financial Action Task Force to work in tandem with the
Truce Commission with a new mandate for The Group of People's Known as
"Palestine":
a. The FATF Commission will be named the FATT (the Financial Action Task
Force FATF and TC Team);
b. The FATF under the new mandate for 2021-2040 will conduct the following
operations in The Group of People's Known as "Palestine" in Tandem with the
Truce Commission:
i. They will locate funders of Joint Civilian Task Forces as well as
militias that are harming the peace in the region;
ii. The funder will be divided into the following categories:
A. State Funders;
B. Non-State Funders;

accountable for their actions via reports to the United Nations
Inspection Commission into the Effects of The Al Mirfa Concordat
(UNICEAMC) where reports will be sent via the Modus Operandi of

iv. In the case of Non-State Funders, they will be handed to the Truce
Commission for their Modus Operandi for handling the situation;

9. Reminds the General Assembly of the Following techniques for the transition of
Israeli Occupied lands back to their home states, with help of the Al Mirfa Concordat
keeping in mind the fact that this too is Under the Umbrella Framework of the Al
Mirfa Concordat:
a. For the case of the Queintria, the following will be adopted:
i. First, the Syrian Arab Republic, as well as the State of Israel, will work
in tandem for a temporary time until an interim status has been
established;
ii. The interim Statute will give temporary Corpus Separatum powers to
the Queintria and then there will be a transition back to the Syrian

ii. In this case, The Group of People's Known as "Palestine" will have
Partial powers in the region while Israeli Armed Forces retract troops
in the interim period of 1 Year;

10. Endorses the solution to the federalization of newly established Palestine upon the
following lines:
a. New elections will be held:
i. These elections will be funded by the UNDP, WB and the IMF;
ii. For ensuring these elections are smooth, they will be regulated by the
New Palestinian Voting agency(NPVA), which will be trained under un
guidelines by Polish and Filipino authorities;

iii. UN Peacekeeping forces along with polish and Filipino forces will be
deployed;
b. Based on these elections, Parties will be allowed to set up provincial
governments in areas where they are majorities and will take full control over
local subjects which include:
i. Local Government;
ii. Education and healthcare;
iii. Local Environment;
c. A central union which will be given the name Joint Union of Palestine(JUP)
will be established similar to that of the PLC, where according to elections
parties will obtain seats considering the following guidelines:
i. This union will have a total of 120 seats with 30 each reserved for
PLO, and Fateh the rest for others;
ii. This union will control subjects such as Justice, Police, Defence,
Foreign Affairs, Media, Resources(Natural and human);
iii. this union will require at least ⅘ of the committee to pass any sort of
action;

11. Endorses the Special Implementation Plan, which is a plan to make the sure effective
and proper implementation of the policies suggested in the United Nations Program of
Action and the Arms Trade treaty, which will be taking the following course of action:
a. Establishing a system of National Points of Contact under Annex 2 of the Al
Mirfa Concordat:
i. They are to serve as a communicator for the specific policy they have
been tasked to oversee;
ii. They will serve as an information bank and will provide expertise on
the specific policy they have been tasked with;
iii. They will be the first ones to be contacted when any information is
needed and will report back to the secretariat of the ATT;
iv. They will be representing the countries policy at an international level,
b. Government ministries, agencies, industries, and regional departments
involved in conventional weapons:
i. All parties involved will have a specific role to play in the monitoring,
and evaluation of arms control measures;
ii. Coordinate regional networking;
c. Devising a National Action Plan which will consist of:
i. Creating a plan on where to allocate responsibilities and tasks;
ii. Plan a budget for financial and human resources needed to facilitate
arms control policies;
iii. Preventing VNSAs from gaining access to conventional weapons by
coordinating with a multilateral coalition of different countries:
A. Work to prevent diversion of goods by examining the legal

distribution of arms;
B. Enforce effective stockpile security;
C. Preparing legislative and administrative procedures regarding
the obligations presented by the treaty and ensure they are
properly implemented;
d. The mechanism will vary from country to country based on the role the
country plays in the scenario such as importer, exporter, or transit hub, also we
need to know to what extent does the proliferation problem exist within the
recipient and exporting state;

12. Emphasizes that the funding for all frameworks to be done through relevant UN
bodies and not the World Bank thus Foreign aid will be first submitted by countries
to relevant UN body to ensure transparency in the channelling fund, including
examples consisting of but not limited to:
a. Foreign aid about Education Camps will be submitted to and channelled by
UNESCO and UNICEF;
b. Foreign Aid for the strengthening of borders will be submitted to and
channelled by the United Nations Office on Drugs and Crime (UNODC);
c. Foreign Aid for logistical support for legislative matters will be submitted to
and channelled by the UNDEF;
d. Foreign Aid for the improvement of health and distribution of vaccines to be
submitted to and channelled by the World Health Organisation (WHO);
e. Foreign Aid for other miscellaneous purposes or general relief rations to be
submitted to and channelled by the UNHRC and the United Nations Central
Emergency Response Fund (UN CERF);

13. Confirms the need for a better-implemented border security plan, the BOS framework
as a portion of Annex 3 of the Al Mirfa Concordat:
a. BOS Stands for:
i. Border Control;
ii. Order;
iii. Security;
b. This framework would be funded by the UN Reserve Fund financially as it is a
matter of international peace and security;
c. Any countries which would wish to collaborate and join this cause, be it
monetary aid or help in the form of equipment, would be welcome and
appreciated:
i. Check-posts will be established every 20 Kilometers to counter the
smuggling of any illegal materials which may be part of an illicit trade

being carried out by the terrorist groups or even weapons and


ammunition to aid their comrades across the border;
d. Detailed and Systematic checking of borders as well as any vehicles entering
or exiting borders whereas incompetency shown in the checking process will
be taken to the respective country’s court;
e. When trade is made including questionable items with any individual the
family and cultural background of the concerned individual should be checked
with existing databases to ensure they are trading for legitimate purposes;
f. Collaboration and information sharing between neighbouring countries which
will allow keeping track and record of people travelling;
g. Further notes with concern that buffer zones require neutral protection from
the UN for aforementioned reasons, and their borders will further be
strengthened by this framework;

14. Endorses the Tel Aviv Pact for the Safety of Refugees:
a. The Use of an OIC Overseas Israeli Card for Israeli Settlers;
b. The Safety of Refugees for Settlers on Both Sides of Jerusalem;

15. Has Resolved the Issues and Logistics About the Status of a Ceasefire and the Status
of Jerusalem:
a. State that Jerusalem is the Undivided Capital of the State of Israel, and
Declares it Under the protection of the Israeli Armed Forces;
b. Henceforth declares the following in the case of Jerusalem:
i. There will be Autonomy in Eastern Jerusalem under the Watch and
Security of the Israeli Armed Forces and hence states that the
Peacekeeping and Security Alliance Coalition will allow the freedom
of movement as well as the freedom of Religion;
ii. Declares Jerusalem a hub of all Monthestic Faiths and goes forth to
state no religious discrimination against the people as well as Declares
accordingly with the Abrahamic Accords the Protection of the Masjid
Al Aqsa under the Islamic Waqf and the Compound under the Israeli
Armed Forces;

16. Endorses the talks currently being held between Hamas and The State of Israel
mediated by Germany:
a. PLO to be included in these talks;
b. Representatives of DISEC to be included to work towards disarming the
territorial borders agreed to by a ceasefire;
c. NGOs such as Doctors Without Borders to be included to provide
humanitarian aid on both sides of the conflict;

17. Resolves to remain actively seized upon the matter.
