O R D E R:

In the G.O. 1st read above, orders were issued formulating rules for regulating
the recruitment and conditions of services of Village Revenue Officers for the
erstwhile Andhra Pradesh State.
2) In the reference 2nd read above, orders were issued carrying amendment to the
orders issued in G.O.Ms.No. 39 Rev(VA) Dept., dated 11.1.2008, fixing the ratio for
the direct recruitment and appointment by transfer for the vacancies to the filled and
formulated the rules for considering the promotion channels between the direct
recruitees and the promotes.

3) In the reference 3rd read above, orders were issued carrying certain
amendment to the A.P. Village Revenue Officers Service Rules-2008 vide
G.O.Ms.No.39 Revenue (VA) Dept.,Dt.,11.01.2008 raising the educational qualification
from SSC to Intermediate or its equivalent examination to hold the post of Village
Revenue Officer.

4) In the reference 4th read above, orders were issued for amendment to Rule-4
of the A.P. Village Revenue Officers Service Rules -2008.
5) In the reference 6th read above, Government (PR&RD.Dept) have created
11,158 Village Secretariats. Accordingly, present post of Village Revenue Officer is re-
designated as Village Revenue Officer (Grade-I) and certain posts of Village Revenue
Officer (Grade-II) are also created to work in the newly established Village
Secretariats.
6) In the reference 8th read above, the Special Chief Secretary & Chief
Commissioner of Land Administration has submitted proposals for certain amendments
to A.P. Village Revenue Officers Service Rules -2008.
7) The Government after careful examination, hereby accept the proposal of the
Chief Commissioner of Land Administration, Andhra Pradesh and decided to issue
amendments to the “Andhra Pradesh Village Revenue Officers Service Rules, 2008.”

8) Accordingly the following Notification will be published in the Andhra Pradesh


Gazette:-
NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the


Constitution of India and of all other powers hereinto enabling, the Governor of
Andhra Pradesh hereby make the following amendments to the Andhra Pradesh Village
Revenue Officers Services Rules -2008 issued in G.O.Ms.No.39, Revenue (VA)
Department, dated:11.01.2008 and as subsequently amended from time to time.

AMENDMENTS

In the said rules:

i. In rule 2, under the heading “Constitution”, for the expression Village


Revenue Officer: the expression Village Revenue Officer (Grade-I) & (Grade-
II) shall be substituted.
ii. In Rule 3,

(a) under the heading “Method of Appointment”; for the expression


“Village Revenue Officer”, the expression of Village Revenue Officer
(Grade-I) shall be substituted.

b) after item (iii), the following sub-heading: “Method of appointment of


Village Revenue Officer Grade-II” shall be inserted.

iii. In Rule (5); under the heading seniority, for the expression “the seniority of
the Village Revenue Officers shall be reckoned from the date of their regular
appointments as Village Revenue Officer” the following expression:

“The Seniority of the Village Revenue Officer (Grade-I) and Village


Revenue Officer (Grade-II) shall be reckoned from the date of their
regular appointments as Village Revenue Officer (Grade-I) and Village
Revenue Officer (Grade-II) respectively. Separate seniority lists shall be
maintained for each Grade” shall be substituted.

iv. In Rule 9A: for the expression “Village Revenue Officer”, the expression
“Village Revenue Officer (Grade-I) & (Grade-II)” shall be substituted.
v. In Rule 10 : in item (b), for the expression “ Village Revenue Officer” the
expression “Village Revenue Officer (Grade-I) & (Grade-II)” shall be
substituted.
vi. In Rule 11: for the expression “Village Revenue Officer”: the expression Village
Revenue Officer (Grade-1) & (Grade-II) shall be substituted.
vii. In Rule 12, in item (ii), for the expression “Village Revenue Officer”, the
expression “Village Revenue Officer (Grade-1) & (Grade-II)” shall be
substituted.
viii. After Rule 13(b): the following note shall be added

“Note:- The candidates on selection and appointment by transfer/


promotion will be on probation for 2 years and will be paid Rs 15,000/- per
month as consolidated pay during this period. They will be given regular
scale of pay after satisfactory completion of 2 years of probation.”

ix. In Rule 14

a. For item (i) the flowing shall be substituted, namely,

"14 (1) Spouse or dependent son/daughter of deceased Village Revenue


Officer Grade-I and Grade-II till such time the person holding the post of
Village Revenue Officer Grade I and Grade-II will be in service upto the
age of superannuation of 60 years will be considered for compassionate
appointment for the post of Village Revenue Officer Grade-II provided
they possess the qualification of Intermediate pass. The age limits as
stipulated in Rule 12 of the A.P. State and subordinate Service Rules, 1996
shall be followed for these appointments"

b. In item (2), for the expression “Village Revenue Officers” the expression
“Village Revenue Officer (Grade-II)” shall be added.
