CHAPTER 0
EXECUTIVE SUMMARY
0.1 GENERAL

The Ministry of Road Transport and Highways (MORTH), Government of India has
proposed “Bharat Mala Pariyojana” an Umbrella scheme of road development project
through National Highways Authority of India (NHAI), National Highway and Industrial
Development Corporation (NHIDC) and state Public Works Departments (PWD) at an
estimated cost of INR 5,35,000crores. This is the second largest highways
construction project in the country after NHDP, in that almost 50,000 km of roads
targeted across the country. This project aim to improve connectivity particularly on
economic corridors, border areas and remote areas with rapid and safe movement of
cargo to boost exports. International trade considered as a key aspect in this scheme
and northeastern states have given special focus. The project cleared by the Union
Cabinet on October 25, 2017.
The ambitious project expected to create nearly 100million man days of jobs during the
constructionandsubsequentlytoabout22millionjobsoftheincreasedeconomicactivityacros
s the country. The construction will carried out through many means including debt
funds, budgetary allocation, private investment, toll operator transfer etc. The total
length of around 34,800km considered in phase 1including
 Economic corridors of around9,000km,
 Inter-corridor and feeder routes of around6,000km,
 National Corridors Efficiency Program of about 5,000 kmroads
 Border and international connectivity roads of around 2,000 km,
 Coastal and port connectivity roads of around 2,000km,
 Expressways of around 800 km
 NHDP roads of10,000km
In pursuance of the above program, NHAI appointed M/s STUP Consultants Private

The Letter of Acceptance was communicated on 26.02.2018 vide NHAI letter no

The project road corridor from Sanchore to Santhalpur which is a part of Economic
corridor Amritsar – Jamnagar has been divided into four packages. The package

This Report provides the details of Project road from Sanchore to Santhalpur. The
proposed alignment passes through some stretches of congested area namely
Sanchore, Nana Mesara, Mota Mesara, Piluda, Magrol, Dudhva, Janadi and Tharad.

0.2 PROJECT HIGHWAY

The Greenfield project highway stretch of Length 125.187 Km is a National Highway


745K is a part of Economic Corridor Named AMRITSAR to JAMNAGAR starting
from Sanchore (Gujrat – Rajasthan Border) ( Lat & Long : 24°39'52.16"N &
71°44'47.14"E) and passing through the Districts of Banskatha and Patan district in
the state of Gujarat and ends at Santhalpur at km 427 (meeting point with NH-68)
(Lat & Long 23°44'35.52"N& 71° 8'17.15"E). The major towns coming along the
Project Highway are Tharad, Kilana, Jamvada, Santhalpur. The length of the Project
Highway is 125.187 km with 93.5 km in Banaskantha District and remaining in Patan

District. In this Greenfield project highway is following only 20.782 Km of the existing
alignment of NH-15.

0.3 EXISTING CARRIAGEWAY AND PAVEMENT

The Project highway of 20.782 km Length out of 125.187 is following the existing
road of NH-15 From Existing Chaiange from 307.515km to 328.297Km which seems
that the this description will be adopted in Package 1 only. The existing project road
generally has a two lane carriageway of 7.0 m with 1.5 m wide paved shoulder.The
condition of the pavement is generally fair. The riding quality varies from fair to good
condition in general. The Embankment height is very low some of portion
embankment is not shown in the project site.

0.4 EXISTING ROW

60m land is available between design chainage km 13+645 (km 307.515 of existing
NH68) and km 34+427 (km 328.297 of existing NH68).

0.5 EXISTING ALIGNMENT

The horizontal alignment is passing through plain / rolling terrain in the entire length.
It can cater to the design speed of 80 – 100 km per hour.

0.6 SETTLEMENT
There are some minor settlementsalong the Project Highway. Nana Mesara, Mota
Mesara, Piluda, Magrol, Dudhva, Janadi,Tharad, Kilana, Jamvada, Santhalpur are
the some of the settlements.

0.7 MAJOR AND MINOR INTERSECTION


There are 42 minor intersection in this project highway stretch. (details in Chapter 3)

There are total 16 CD Structures on the existing project highway &additional 382 new culverts

The construction of new CD structure has been proposed with following criteria.
(i) The pipe culvert which are having dia less than 900 mm pipe culvert have been
replaced with box culverts.
(ii) New culverts have been proposed on the new alignment corresponding to existing
culvert.

Design is considering 170 MSA at 10% CBR for main carriageway and 50 MSA at 10% CBR for

0.18 SOCIAL ASSESSMENTS


As part of the project feasibility initial social assessment (social screening ) is undertaken in
parallel with the Environment, Engineering and Economic analysis in order to determine any
significant social issues which require further analysis during the Social Impact Assessment
study and preparation of Resettlement Action Plan (RAP) for the project

Initial Social Assessment of the Project is on the basis of whether it involves Project Affected
Persons (PAPs) and/or Indigenous People (IP) or Scheduled Tribes. This information whether
the project involves PAPs or IPs can be ascertained based on the information collected through
the socio-economic survey, verification of assets and losses and consultations with the
residents at the Project locations.

The proposed alignment connects starts in Banaskantha district from km 4+888 in vantdau
village and ends at km 130+0730 located in Ranmalpur Village, Patan district. Total length of
project road is 125.185 km.Project highway traversing through Banaskantha and Patan district.

Keeping in mind the aims and objectives of the Initial Social Assessment & Social Screening,
tools have been used are -Social Screening Survey formats, Field testing of formats, Screening
survey, Collection of secondary data, Compilation of data, Analysis, Preparation of the report.

Land will be acquired and compensation for land and structures will be paid as per the Right to
Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement
Act, 2013 (also Land Acquisition Act, 2013). A detailed Social Impact Assessment (SIA) and a
Resettlement Action Plan (RAP) will be prepared for the project.

The land use along the project road is mainly agricultural& Non agricultural land except in built
up areas. The population of the area mainly depend on agriculture.
10 kms distance from the alignment has been considered as study area for preliminary
environmental assessment baseline studies. Secondary data collected from various
Government, Semi- Government organizations and site visits for various attributes like climate,
physical environment, meteorology, ambient air quality, surface water and Ground water
quality, soil characteristics, noise levels and flora & fauna.
The key issues identified during the screening study are:

 Felling of roadside trees


 Impact on River and streams
 Impact on religious structures
 Impact on settlements along the road due to widening of the roads
 Impact on markets and commercial establishments along the road due to widening
 Availability of water for road construction

0.19 ENVIRONMENTAL SCREENING AND PRELIMINARY ASSESSMENT

The proposed project is a part of the Bharat Mala Project which has been envisaged as an
umbrella program under the Ministry of Road Transport and Highways. The project involves
constructions or improvement of national highways/ newly declared National Highways with an
aim to improve road connectivity to border areas, ports, backward areas, religious and tourist
sites.
The proposed highway is planned to connect Amritsar from Jamnagar. The proposed highway
is passing through four states i.e Punjab, Haryana, Rajasthan and Gujarat. The proposed
highway is classified as National Highway number- 754K vide MoRTH, Gazette notification no.-
1655 dated 08 May, 2018. The proposed Highway is mostly green field project except from Ch.
14+000 to 34+000 km (existing alignment) that will be upgraded and the construction of the
new highway and proposed for 4/6 lane access control NH-754K greenfield alignment
Sanchore-Santalpur section (Economic Corridor – 3) starting from Vantdau, in Banaskantha
district to Ranmalpura in Patan district approximately (125.185km), Gujarat.. The proposed
project takes off from Vantdau village (Ch 4+888) in Banaskantha district near Rajasthan-
Gujarat Border and ends at Ranmalpur (Ch 130+073) in Patan district in the state of Gujarat.
The proposed highway will pass through Banaskanatha and Patan districts in the state of
Gujarat.

The Ministry of Environment, Forest and Climate Change (MoEF&CC), Government of India, in
its Notification S.O. 1533 dated September 14, 2006 and amended as off now has made it
mandatory to obtain Environmental Clearance (EC) for any expansion, widening or
construction of a new road project before its implementation. As a requirement for seeking
Environmental Clearance (EC), the consultants are required to prepare the detailed
Environmental Impact Assessment (EIA) report and the Environmental Management Plan
(EMP) for getting environmental clearancesfrom the Ministry of Environment, Forest and

Climate Change (MoEF&CC). The ToR was obtained for the proposed project vide (10-
60/2018-1A.III) dated 13.09.2018 but the proposed project is further considered by MoEF&CC
and ToR issued vide letter No. 10- 60/2018-1A.III on dated 5 March 2019.
The scope of the EIA/EMP study is: -

 To establish present environmental condition along the project corridor through


available data/information supported by field studies.
 Screening, scoping and consultations with public, experts in various fields, non-
government organization (NGOs), etc.
 Review of policies and legal framework.
 Identification of the potential impacts during pre-construction, construction and
operation phases.
 Developing mitigation measures to sustain and maintain the environmental scenario.
 Providing compensatory developments wherever necessary, including plans for
highway side tree plantation.
 Designing the Environmental Management Plan.
 Suggesting the Environmental Enhancement and its monitoring Scheme.

Based on ToR issued by the MoEFCC, EIA /EMP report has been prepared and
submitted to the Gujarat State Pollution control board for conduct the public hearing.

0.20 ESTIMATED COST OF THE PROJECT:


Preliminary cost estimate of the Project is prepared as per envisaged improvement proposals.
The unit rates are based on the Gujarat. common schedule of rates for the year 2015-16.

0.21 Economic Internal Rate of Return (EIRR)


Based on the assumptions the saving from vehicle operating costs and travel time costs have
been calculated separately. Considering the saving in value of time, the EIRR values is worked
out to be 17.7%,.The EIRR and NPV values is presented in Table 0.10.
