Foreword
l Mobility KPI is one of the most important KPI in the UMTS Network. For
Huawei KPI system, mobility KPI includes the following items:

p This measurement item provides the number of successful soft handovers (including softer
handovers).
p The measurement is triggered at point C, as shown in the figure. When the RNC receives an
ACTIVE SET UPDATE COMPLETE message from the UE, which indicates that the soft
handover is successful, the RNC measures this item.
l VS.SHO.Att.RNC
p This measurement item provides the number of soft handovers (including softer handovers)
that the RNC decides to initiate.
p The measurement is triggered at point B, as shown in the figure. When the RNC sends an
ACTIVE SET UPDATE message to the UE, the RNC measures this item.
l VS.SHO.Drop.RNC
p This measurement item provides the number of call drops caused by soft handover in the
RNC.
p During soft handover, when the RNC sends an ACTIVE SET UPDATE message to the UE, it
starts the timer to wait for the response from the UE. If the RNC does not receive the
response until the timer expires, it releases this RRC connection, which results in call drops.
At this time, the RNC measures this item.
p Related Parameter: HoAsuTmr
n Name: HO active set update response timer
n Description: A timer to RNC wait for the response to active set update in soft
handover procedure.

RNC sends the UE an ACTIVE SET UPDATE message. If there are newly added RLs,
the RNC measures the item in the cell where the RL is added.

p This measurement item takes statistics of the number of successful RL additions in
the soft handover initiated by the RNC in a cell.
p The measurement is triggered at point C as shown in the previous figure, when the
RNC receives an ACTIVE SET UPDATE COMPLETE message from the UE. If there are
newly added RLs, the RNC measures the item in the cell where an RL is successfully
added.
l SHO.AttRLDelUESide
p This measurement item takes statistics of the number of attempts to delete the RLs
RNC receives an ACTIVE SET UPDATE COMPLETE message from the UE and the RLs
are deleted from the cells. In this case, the RNC measures the item in the cell
where the RL is successfully deleted.

p This measurement item provides the number of successful inter-frequency hard handovers initiated
by the RNC.
p The measurement is triggered at point C, as shown in the figure. When the RNC receives a PHYSICAL
CHANNEL RECONFIGURATION COMPLETE message, or a TRANSPORT CHANNEL RECONFIGURATION
COMPLETE message, or a RADIO BEARER RECONFIGURATION COMPLETE message from a UE during
inter-frequency hard handover, the measurement of this item shall be triggered.
l VS.HHO.InterFreq.Att.RNC
p This measurement item provides the number of inter-frequency hard handover requests initiated by
the RNC.
p The measurement is triggered at point B, as shown in the figure. To initiate an inter-frequency hard
handover procedure, the RNC first sends a RADIO LINK SETUP REQUEST message to the NodeB.
After it receives a RADIO LIN SETUP RESPONSE message, the RNC sends a PHYSICAL CHANNEL
RECONFIGURATION message, or a TRANSPORT CHANNEL RECONFIGURATION message, or a RADIO
BEARER RECONFIGURATION message to the UE. At this moment, the measurement of this item shall
be triggered.
l VS.HHO.InterFreq.Drop.RNC
p This measurement item provides the number of call drops due to inter-frequency hard handover
failure in the RNC.
p During inter-frequency hard handover, the RNC sends a PHYSICAL CHANNEL RECONFIGURATION
message, TRANSPORT CHANNEL RECONFIGURATION message, or RADIO BEARER
RECONFIGURATION message to the UE and starts a timer to wait for the response from the UE. If
the UE returns a PHYSICAL CHANNEL RECONFIGURATION FAILURE message, or a TRANSPORT
CHANNEL RECONFIGURATION FAILURE message, or a RADIO BEARER RECONFIGURATION FAILURE
message, it indicates that the hard handover fails. If the RNC cannot maintain the call connected
before the hard handover, it initiates an RRC connection release procedure, which results in call
drops. At this moment, the measurement of this item shall be triggered.

n Description:A timer to RNC wait for the response to physical channel reconfiguration in
hard handover procedure.
n Set this parameter through SET STATETIMER, query it through LST STATETIMER.

procedure.

serving cell because the RNC triggers the EDCH-to-EDCH inter-frequency hard

p This measurement is triggered at point A shown in the figure. When the RNC sends
a PHYSICAL CHANNLE (TRCH/RB) RECONFIGRATION message to the UE, the RNC
measures the item in best cell that the UE camps on before the hard handover if an
EDCH-to-EDCH inter-frequency hard handover is performed,.
