10. Any Contracior registered in appropriate class with Central GoveTnment State Government or
their undetakings, any PSUin requisite class, or an agency of intemational or national repute may
participate in the tender but registraion with the Public Health Engineering Department, Bihar in
requisite class will be essential after issue of LoA and before signing the agreement.
|1. The bidder shallsubmit his bid/tender on e-Procurement platform at www.cproc2.bihar.gov.in.
12. The bidder must have the class l/11 Digital Signature Certificate (DSC) with signing+ Encryption
and user-id of the e-Procurement website before participating in the e-tendering process. The
bidder may use their DSCif they already have. They can also take DSC from any of authorized
agencies. For user-id they have to get registered themselves on e-procurement website
www.cproc2.bihar. gov.in and submit their bids online on the same. The offline bids shall not be
entertained by the tender inviting authority for the tenders published in e-procurement platform.
13. The bidders shallsubmit their eligibility and qualification details, technical bid, financial bid etc, in
the online standard formats given in e-procurement website at the respective stage only. The
bidders shall upload the scanned copies of all the relevant certi ficates, documents etc, in support of
their eligibility criteria/technical bids and other certificates/ documents in the e-procurement
website. The bidder shall digitally sign on the supporting statements, documents, certificates
uploaded by him, owing responsibility for their correctness/authenticity. The bidder shall attach all
the required documents for the specific tender after uploading the same during the bid submission
as per the tender notice and bid document.
14. All the required documents should be attached at the proper place as mentioned in the e-forms
otherwise the tender of the bidder may be rejected.
15.Tender Processing Fee (TPF)to be paid through e-payment mode (i.e. NEFTRTGS, Credit/Debit
Card and Net Banking) only.
16. The cost of the BOQ/form fee to be paid through e-payment mode (i.e. NEFT/RTGS, Credit/Debit
Cardand Net Banking) only.
17. The estimated cost may increase/decrease, though cost of tender document, bid processing fee and
amount of earnest money will remain the same.
18.Earnest Money Deposit" (EMD) can be paid either through online mode or manual mode; in case
of submission through manual mode only Bank Guarantee shall be valid. In case of manual mode
of payment of the EMD, the original hard copy of the EMD in form of BG should be submitted in
the tendering authority office within the next working day after the tender closing date (as per
clause 6 of NIT)."
Note: Bids along with necessary online payments must be submitted through e-procurement portal
www.eproc2.bihar.gov. in before the date and time specified in the NIT/RFP. The
department/tendering authority don't take any responsibility for the delay/non submission of
tender/ non reconciliation of online payment caused due to non availability of internet connection,
internet traffic/holiday or any other reason."
19. The tender opening willbe done online only.
20. Any corrigendum or date extension notice willbe given on the e-procurement website only.
21. Bidder must qualify following Eligibility Criteria:
(i) Achieved in any one year during the last five years, a minimum annual financial turnover (in
all classes of civilengineering construction works only) volume of construction work ofat least
the amount equal to the S0% (fifty percent) of the estimated cost of the works for which bid has
been invited. The turnover will be indexed at the rate of 8% for a year. The certificates attached
in support of turnover attached shall have valid Unique Document ldentification
Number (UDIN).
(ii) Satisfactorily completed design-build part of water supply schemes (piped water supply or lift
irrigation) of at least one work of value not less than 10% (Ten percent) of the design-buildpart
of the estimated cost of works for which the bid has been invited during last five years. The
main components of the piped water supply or lift irrigation works shall include all or any two
of the components viz. TW, pipeline, motor pump installation, construction of elevated water
storage structure, house connection, Water treatment Units for communities etc.

27. The bidders are advised to visit work sites before submission of tender to study local site
conditions, availability of labor and material etc.
28. The JV firms must ensure the criteria of JV as per clause 4.4 (Instruction to bidders: Section I
General) of the Bid Document.
29.The undersigned has the right to extend, accept or reject the tender without assigning any reason
thereof.
30. No claim shall be entertained because of disruption of internet service being used by the
bidders. Bidders are advised to upload their bids well in advance to avoid last minute
technical snags.
31. In pursuance of the judgment of Honl' High Court in CWJC no. 9941/2022 and relevant office
orders of RCD vide letter no. 447(s), 448(s) dtd. 16.01.2020 and BCD letter no. 556(Bh) dtd.
17.01.2022 the clauses of these letter shall be admissible for this tender.
